3.(cid:32) Recruitment and qualification:
Recruitment to all posts of Teaching and Non –Vacation other Academic staff shall be made on the
basis of merit through all India advertisement. Qualifications and other eligibility criteria for
appointment and promotion shall be as prescribed by the University Grants Commission from time to
time.
4.(cid:32) Selection Committee:
Selection Committee for selection of candidates for posts other than specified under Statute 20 of the
Second Schedule of the Act shall be as mentioned in Ordinance No. 5 [for Group-A (Non-teaching)
posts].
5.(cid:32) Promotions:
Promotion policies for Non-vacation other academic staff shall be as per the guidelines prescribed by the
UGC/MHRD for the equivalent posts indicated in Table–1 of Clause 1 above.
6.(cid:32) Scale of pay and emoluments:
The scales of pay of the employees designated as Non-vacation other academic staff shall be as per the
prescription of the UGC/ MHRD, Govt. of India and accepted by the University from time to time.
7.(cid:32) Age of retirement :
The age of retirement shall be the age prescribed by the UGC/MHRD, Government of India from time to
time.
8.(cid:32) They shall be entitled to such allowances and perks as may be prescribed by the UGC/MHRD and adopted
by the University from time to time.
Other conditions of service such as leave, pay fixation, probation period, retirement benefits etc., shall be as
prescribed by the Government of India from time to time.

On establishment and maintenance of a college by the University as per the provisions under section 2(f), 5(xiv),
26(k) and 28(1)(o) of Tezpur University Act, 1993
[Approved by the Visitor (cid:118)(cid:100)(cid:105)(cid:101)(cid:32) MHRD letter No. F.14-7/2009-Desk (U), dated 24/09/2015]
No. F.12-2/97(GA-I)/Vol-V/2687.—The University shall maintain and run the following College:
(a) Tezpur University Law College, Tezpur, 784001¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7
2. The Board of Management (BoM) shall constitute for the College, a Governing Body to administer affairs of the
College, constituted as follows:
(a)(cid:32) A person appointed by the Vice-Chancellor -Chairperson.
(b)(cid:32) Finance Officer (Ex-officio).
(c)(cid:32) The Principal of the College (Ex-officio)-Member-Secretary.
(d)(cid:32) Two members appointed by the Board of Management (BoM), not necessarily from among the members of
the BoM.
(e)(cid:32) Two members to be nominated by the Academic Council of the University not necessarily from among the
members of the Council.
(f)(cid:32) One Lady of distinction in academic and social life to be nominated by the Vice Chancellor.
(g)(cid:32) Two members of the teaching staff from among the teachers of the college by rotation according to seniority for
a term of two years.
3. Members, other than the ex-officio members, shall hold office for a period of two years.
4. Subject to the general control and supervision of the Board of Management, the Governing Body shall exercise the
following powers and functions:
(a)(cid:32) to determine the teaching requirements of the College and to organise the teaching, research and outreach
activities in the College;
(b)(cid:32) to admit students to the various courses as per rules laid down by the Academic Council from time to time,
resident and non-resident, and to prescribe the fees to be paid by them;
(c)(cid:32) to submit to the BoM an estimate of the income and expenditure of the College and to incur expenditure within
the limits fixed in the budget approved by the BoM;
(d)(cid:32) to consider the Annual Accounts along with the Audit Report and after approval to submit the same to the BoM
for information along with its comments;
(e)(cid:32) to create, appoint, suspend or terminate the services of the administrative and other non-academic staff and to
determine their conditions of service: Provided that the qualifications for appointment, emoluments and
conditions of service of such persons shall be in accordance with those laid down by the Board of Management
for similar posts in the University.
(f)(cid:32) to appoint the Principal and the teaching staff on the recommendations of the Selection Committees appointed for
the purpose, subject to the approval of the appointment of the Board of Management.
(g)(cid:32) to grant leave to teachers and other staff according to the rules framed for the purposes;
(h)(cid:32) to define the duties and responsibilities of the Principal, teaching staff and administrative staff of the College;
and
(i)(cid:32) to do such other acts as may be necessary for the above functions.
5. The Selection Committee for recommending appointment to the post of Principal for the College shall consist of :
(a)(cid:32) Vice Chancellor—Chairperson
(b)(cid:32) The Chairperson of the Governing Body
(c)(cid:32) One member of the Governing Body to be nominated by the Governing Body.
(d)(cid:32) three experts consisting of two Professors and an accomplished educationist not below the rank of a Professor to
be nominated by the Vice-Chancellor out of a panel recommended by the Governing Body.
Four members, including two experts, shall form the quorum.
6. Members of the teaching staff shall be appointed by the Governing Body on the recommendations of a Selection
Committee constituted as follows :
(a)(cid:32) Chairperson of the Governing Body of the College
(b)(cid:32) The Principal of the College

(d)(cid:32) Two subject-experts not connected with the College to be nominated by the Chairperson of the Governing Body
out of a panel of names approved by the Vice-Chancellor.
(e)(cid:32) One representative of SCs/ STs/ OBCs/ Minorities / Women, as the case may be depending upon the category
(ies) of the candidates.
The quorum of the meeting should be five of which at least two must be from out of the three subject experts.
7.(cid:32) The appointment of the Librarian and non-teaching staff in the Colleges maintained by the University shall be made
by the Governing Body of the College by advertisement. The Selection Committee for recommending appointment of
the Librarian and other non-teaching staff will be constituted as follows :
(A) Librarian
(a)(cid:32) Chairman of the Governing Body or his nominee (Chairman)
(b)(cid:32) One University representative on the Governing Body to be nominated by the Vice Chancellor.
(c)(cid:32) University Librarian.
(d)(cid:32) Head of the Department of Library and Information Science, if any.
(e)(cid:32) Principal of the College
(f)(cid:32) One Subject Expert to be nominated by the Vice-Chancellor out of a panel recommended by the Governing
Body.
Four members inclusive of the Chairman and University Librarian and the Subject Expert shall form a quorum.
(B) Selection Committees for other non-teaching staff will be as follows:
I)(cid:32) For Group-B positions:
a.(cid:32) Chairman of the Governing Body.
b.(cid:32) One University representative nominated by the Vice Chancellor.
c.(cid:32) One Member of the Governing Body.
d.(cid:32) Principal of the College.
e.(cid:32) Two experts to be nominated by the Vice Chancellor out of a panel recommended by the Governing
Body.

8.(cid:32) Staff Council
(a)(cid:32) There shall be Staff Council in the College.
(b)(cid:32) All the members of the teaching staff and the Librarian shall constitute the Staff Council.
(c)(cid:32) Subject to the provisions of the Act, the Statutes and the Ordinances of the University, the Principal shall act as

(d)(cid:32) The Principal shall be ex-officio Chairman of the Staff Council.
(e)(cid:32) The Council shall elect its Secretary, who shall hold office for a term of one year. The Secretary may be re-elected
for a second term but no person shall hold office of Secretary for more than two consecutive terms.
9.(cid:32) Subject to the provisions of the Act, the Statutes and the Ordinances of the University, the Staff Council shall take
decisions in respect of the following matters:
(a)(cid:32) Preparation of College time-table.
(b)(cid:32) Allocation of extra-curricular work of teachers not involving payment of remuneration.
(c)(cid:32) Organising curricular and extra-curricular activities, including cultural activities of students, sports, games,
National Service Scheme and other social services schemes and academic societies.
(d)(cid:32) Laying down guide-lines for purchase of library books and laboratory equipment in consultation with the
appropriate departments.
(e)(cid:32) Organising admission of students.
10.(cid:32) Subject to the provisions of the Act, the Statutes and the Ordinances of the University, the Staff Council shall make
recommendations in respect of the following matters:
(a)(cid:32) Formulation of admission policy within the framework of the policy laid down by the University;
(b)(cid:32) Formulation of guide-lines regarding arrangements for the residence and welfare of students in consultation with
appropriate students’ organisations;
(c)(cid:32) Formulation of guidelines regarding discipline of the students;
(d)(cid:32) Formulation of policies for recommending names of teachers for participation in orientation/ refresher courses,
seminars and conferences and financial assistance to teachers for attending such events.
Note: The administrative staff of the College shall not be within the purview of the Staff Council.
11.(cid:32) The rules relating to the conduct of meetings of the Staff Council shall be in accordance with the Regulations laid
down in this behalf.
12.(cid:32) Leave rules adopted by Tezpur University for its teaching and non-teaching staff shall be applicable to the
concerned employees of Tezpur University Law College by default.
13.(cid:32) Transitional Provisions:
(a)(cid:32) The property of the Tezpur Law College shall be transacted to Tezpur University through a Memorandum of
Agreement by virtue of this Ordinance coming into force.
(b)(cid:32) The existing staff of teaching and non-teaching of the Tezpur Law College shall be absorbed as the employee of
the Tezpur Law College maintained by Tezpur University under this Ordinance provided they have required
qualifications as laid down by “UGC Regulation on minimum qualification for appointments of teachers and
other academic staff in Universities and colleges and measures for the maintenances of standards in Higher
Education 2010 or previous Regulations or Bar Council of India Regulations” as amended from time to time,
as the case may be, and they were selected and appointed through open advertisement and regular Selection
Committee(s), with due approval of the Governing Body of Tezpur Law College.
14.(cid:32) Notwithstanding anything else in the foregoing sections, the Board of Management may take any decision on the
functioning of the college maintained by the University, as and when required, but no retrospective effect so as to
prejudicially affect the interests of any person to whom such decision may be applicable.

On Constitution, Power and function of the Governing Body, Technical Programmes, Tezpur University under
Statutes 24(1) & (2) of the second schedule of Tezpur University Act 1993.

No. F.12-2/97(GA-I)/Vol-V/2687.—1.0. Composition : The Governing Body will be of thirteen members as
given below:
i) Chairperson to be nominated by the Board of Management, Tezpur University. The Chairperson
of the Governing Body shall preferably be a technical person either Entrepreneur or an Chairperson
Industrialist or an Educationist of repute who is interested in development of technical education
and has demonstrated an interest in promotion of quality education.
ii) Nominee of the All India Council for Technical Education-Regional Officer (Ex-Officio) Member
iii) Two Educationists of repute to be nominated by the Vice Chancellor Member
iv) An Industrialist/Technologist/Educationist from the region to be nominated by the concerned Member
Regional Committee as nominee of the Council, out of the panel approved by the Chairman of the
Council.
v) Nominee of the State Government -Director of Technical Education (Ex-officio) Member
vi) Two Deans of concerned Schools Member
vii) An Industrialist/Technologist/Educationist from the Region nominated by the Board of Member
Management
viii) Three faculty members to be nominated by the Vice Chancellor from amongst the regular staff of Member
the departments under the Technical Programmes, one each at the level of Professor, Associate
Professor and Assistant Professor.
ix) Head, Technical Programmes. Member

1.1.(cid:32) Seven members shall form a quorum for a meeting of the Governing Body.
1.2.(cid:32) No quorum will be required for any adjourned meeting.
1.3.(cid:32) Heads of all departments under the Technology Campus will be Permanent Invitees to the Governing Body
meetings.
1.4.(cid:32) Head and Visiting Director, CIIE will be Special Invitees to the Governing Body meetings.
2.0.(cid:32) Term of office :
The term of office of the nominated members of Governing Body shall be three years.
3.0.(cid:32) Powers and functions :
3.1 To govern the AICTE approved programmes of the Technology Campus as per guidelines of AICTE.
3.2 To plan and advise the Academic Council on establishment of new department(s) or for new programmes by the
Technology Campus through various departments.
3.3 To advise the University on implementation of TEQIP & NEQIP as per AICTE guidelines.
3.4 To consider schemes for the advancement of the standard of teaching, research and internal revenue generation,
and to submit such proposals to the Academic Council.
3.5 To perform all other functions which may be prescribed by the Act, Statutes, Ordinances and Regulations and to
consider all such matters as may be referred to it by the Board of Management, Academic Council, Planning Board
or the Vice Chancellor.
4.0. Meeting of the Governing Body:
The Governing Body shall meet quarterly in calendar year. Notice for holding meetings of the Governing Board
shall be issued by the Member Secretary with the approval of the Chairperson at least two weeks ahead of scheduled
date.
An adjourned meeting may be held with one week’s notice.
5.0(cid:32) Notwithstanding anything else in the foregoing sections, the Board of Management of the University shall have the
power to take any action as it deem fit for smooth functioning of the Technology Campus.
