(1) इस े दिल्ली सौर ऊिाा नीजत 2023 (जद्वतीय संिोधन) कहा िाए।

(2) यह दिल्ली सौर ऊिाा नीजत 2023 (जद्वतीय संिोधन) की रािपत्र अजधसूचना के िारी होने की जतजथ से लागू होगी। 7150 DG/2026 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV]

(3) जनम्नजलजित िंडों को िोड़ा/प्रजतस्ट्थाजपत दकया िाएगा, अथाात्: - पररच्छेि मौििू ा प्रािधान जनम्न द्वारा िोड़ा/प्रजतस्ट्थाजपत दकया िाना ह ै िंड 2 नई पररभाषा सजं क्षप्तीकरण अिजध पररभाषा एि ं जडस्ट्कॉम रस्ट्टीजिप सौर ऊिाा संयंत्रों की स्ट्थापना के पररभाषाए ँ (न्याजसता) मॉडल जलए जडस्ट्कॉम एक रस्ट्टीजिप के रूप म ें काय ा करेगा, दिल्ली सरकार जिक्रेताओं को सीध े राज्य सजससडी का भगु तान करेगी। पहले पांच िषों के बाि जडस्ट्कॉम स्ट्िय ं या सौर जिक्रेता के माध्यम स े संचालन एि ं रिरिाि का काय ा भी करेगा, जिसके जलए िह माजसक जबिली जबलों म ें संचालन एि ं रिरिाि िल्ु क िाजमल करेगा। यूरटजलटी-लेड एग्रीगिे न (यूएलए) मॉडल पीएम सूय ाघर:

मुफ्त जबिली योिना के अंतगात एक रुपरेिा ह,ै िहा ं राज्य जबिली जितरण कंपजनया ं (जडस्ट्कॉम) या नाजमत एिेंजसयां यरू टजलटी लडे घरों की ओर स े रूफटॉप सौर एग्रीगिे न (यएू लए) प्रणाली के एकत्रीकरण, जिक्रेता योिना प्रबंधन और स्ट्थापना का काय ा संभालती ह।ैं सकल जबिली िपत दकसी उपभोक्ता द्वारा की गई कुल जबिली िपत ह ैतथा यह मीटर सकल जबिली िपत द्वारा मापी गई संपूण ा जबिली िपत का कुल योग ह।ै सकल जबिली िपत = निीकरणीय ऊिाा उत्पािन (सौर ऊिा ा उत्पािन) + नेट मीटर आयात - नेट मीटर जनयाात

3.3 संचालन यह नीजत इसकी अजधसूचना की जतजथ स े यह नीजत इसकी अजधसूचना की जतजथ स ेप्रभािी होगी तथा अिजध प्रभािी होगी तथा आगामी तीन िषों दिनांक 31 माच ा 2030 तक िैध रहगे ी, िब तक दक इस े ("संचाजलत अिजध") तक िैध और लाग ू[PART IV DELHI GAZETTE : EXTRAORDINARY 3 रहगे ी, िब तक दक इस ेदकसी अन्य नीजत दकसी अन्य नीजत द्वारा अजधक्रजमत या आिोजधत नहीं दकया िाता ह।ै द्वारा अजधक्रजमत या आिोजधत नहीं दकया िाता ह।ै

4.4.1. यह नीजत घरेल,ू िाजणजज्यक तथा यह नीजत िाजणजज्यक तथा औद्योजगक उपभोक्ताओं हते ुपांच िनरेिन औद्योजगक उपभोक्ताओं हते ु पाचं िषों के िषों के जलए िनरेिन-आधाररत प्रोत्साहन (िीबीआई) आधाररत जलए िनरेिन-आधाररत प्रोत्साहन उपलसध कराती ह।ै प्रोत्साहन घरेलू रूफटॉप सोलर के लाभार्थायों के जलए नए सौर विद्युत (िीबीआई) उपलसध कराती ह।ै (िीबीआई):

संयंत्र लगान े के जलए िीबीआई बंि कर दिया िाएगा, िबदक मौिूिा उपभोक्ताओं को नीजत के प्रािधानों के अनुसार िीबीआई जमलता रहगे ा। आिासीय लाभाथी के जलए नए सोलर लगान ेहते ु िीबीआई को अजतररक्त राज्य पूंिी सजससडी के रूप म ें अजग्रम रूप स े दिया िाएगा और इस ेिंड 4.4.2 के अनुसार दिया िाएगा। ग्रुप हाउससंग सोसाइटी/आिासीय कल्याण संघ (िीएचएस/आरडसल्यूए) के जलए नए सोलर लगान े हते ु िीबीआई को अजतररक्त राज्य पूंिी सजससडी के रूप म ें अजग्रम रूप स ेदिया िाएगा तथा इस ेमौिूिा पूंिी सजससडी के साथ समाजहत कर दिया िाएगा और िंड 4.4.2 के अनुसार दिया िाएगा।

4.4.2 आिासीय एि ं िीएचएस/आरडसल्यएू आिासीय तथा िीएचएस/आरडसल्यएू ग्राहकों के जलए आिासीय ग्राहकों के जलए समस्ट्त सौर समस्ट्त सौर पररयोिनाओं हते ुपिूं ीगत सजससडी: ग्राहकों के जलए पररयोिनाओं पर पिूं ीगत सजससडी: राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार नीच ेदिए गए अनुसार समस्ट्त सौर समस्ट्त सौर पररयोिनाओं के जलए सजससडी प्रिान करेगी :

पररयोिनाओं राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार (i) आिासीय उपभोक्ता हते ु पूंिीगत समस्ट्त सौर पररयोिनाओं के जलए प्रजत सयं त्रं क्षमता कुल दिल्ली पिूं ीगत सजससडी उपभोक्ता 3 दकलोिाट तक 10,000/- सजससडी, अजधकतम रुपय े प्रजत दकलोिाट की िर स े सजससडी (रुपय/े दकलोिाट)* तक प्रिान करेगी, िैसा दक नीच े दिया गया ≤ 2 दकलोिाट 26000 हैःै िग ा पिूं ी सजससडी >2 दकलोिाट लेदकन ≤ 26000 आिासीय 10,000 रुपय े 3 दकलोिाट पररिार प्रजत दकलोिाट, 3 दकलोिाट स ेलेकर 10 अजतररक्त सजससडी नहीं 30,000 रुपये दकलोिाट तक अजधकतम सीमा सजहत (3 *जडस्ट्कॉम रस्ट्टीजिप मॉडल के अंतगता बोली के माध्यम स े दकलोिाट सौर सोलर की स्ट्थापना भी की िाएगी। संयंत्रों के जलए) राज्य सजससडी (जडस्ट्कॉम रस्ट्टीजिप मॉडल के अतं गता बोली ग्रुप सामान्य के माध्यम स ेप्राप्त लागत म ेंस ेपीएम सूय ाघर सजससडी घटान े हाउससंग सुजिधाओं के के बाि) या 26,000 रुपय े × संयंत्र क्षमता (दकलोिाट म)ें , सोसाइटी जलए 2,000 इनम ेंस ेिो भी कम हो, के बराबर होगी, िो 78,000 रुपय े /आिासी रुपय े प्रजत की अजधकतम सीमा के अधीन होगी। य दकलोिाट,4 DELHI GAZETTE : EXTRAORDINARY PART IV] कल्याण जिसम ें आिासीय क्षत्रे म ें 2,20,000 नए रूफटॉप सोलर स्ट्थाजपत संघ इलेजररक िाहन दकए िाएंगे, जिन्ह ें पहल े आओ, पहल े पाओ के आधार पर (िीएचए चार्ििंग भी लाग ू दकया िाएगा और नेट-मीटररंग डेटा के माध्यम स े िाजमल ह,ै 500 स/आरड जनयजमत रूप स े जनगरानी की िाएगी। िब कायाान्ियन दकलोिाट सल्यूए) लजक्षत स्ट्तर के करीब पहचं िाएगा, तब नीजत को दफर स े क्षमता तक कैजबनेट के समक्ष रिा िाएगा। (प्रजत घर 3 ग्रुप हाउससंग सोसाइटी (िीएचएस) म ेंिचुाअल नेट मीटररंग दकलोिाट), (िीएनएम) व्यिस्ट्था के अतं गता आिासीय उपभोक्ताओं पर ऊपरी सीमा सजहत भी इसी प्रकार की राज्य सजससडी संरचना लाग ू होगी, िीएचएस/आर जिसके जलए जडस्ट्कॉम रस्ट्टीजिप मॉडल के अंतगात िर को डसल्यूए म ें अंजतम रूप दिया िाएगा। लाग ू पूंिीगत सजससडी 26,000 व्यजक्तगत रुपय े प्रजत दकलोिाट या संयंत्र लागत प्रजत दकलोिाट तथा जनिाजसयों द्वारा पीएम सूय ा घर सजससडी प्रजत दकलोिाट के अंतर के बराबर स्ट्थाजपत होगी, िो भी कम हो, जिसे जडस्ट्कॉम रस्ट्टीजिप मॉडल के व्यजक्तगत अंतगता बोली प्रदक्रया के माध्यम स ेजनधााररत दकया िाएगा, रूफटॉप संयत्र चाह ेिे जडस्ट्कॉम रस्ट्टीजिप मॉडल का जिकल्प चुनें या नहीं। भी िाजमल ह।ैं

(ii) ग्रपु हाउससगं सोसाइटी / आिासीय कल्याण सघं राष्ट्रीय पोटाल (पीएमएसिी पोटाल) के माध्यम स े आिेिन करन े िाल े उपभोक्ता को राज्य पूंिीगत सजससडी प्रत्यक्ष लाभ आिासीय िडं का प्रकार प्रस्ट्ताजित दिल्ली हस्ट्तांतरण (डीबीटी) के माध्यम स े (साझा क्षत्रे ों के जलए) राज्य पिूं ीगत उपभोक्ता को हस्ट्तांतररत की िाएगी। सजससडी** डीबीटी के माध्यम स े राज्य सजससडी ग्रुप हाउससंग सोसाइटी / 11,000 रुपय े प्रजत हस्ट्तांतररत करन े का डेटा पीएमएसिी आिासीय कल्याण संघ दकलोिाट-पीक पोटाल स े जलया िाएगा। (िीएचएस/आरडसल्यूए), इलेजररक िाहन चार्ििंग सजहत यदि उपभोक्ता पीएमएसिी के बाहर सामान्य सुजिधाओं के जलए, रूफटॉप सोलर स्ट्थाजपत करिाता ह,ै तो 500 दकलोिाट-पीक तक (प्रजत पात्र उपभोक्ताओं को राज्य पूंिीगत सजससडी भी जमलेगी। राज्य सजससडी घर 3 दकलोिाट-पीक की िर पात्र उपभोक्ताओं को डीबीटी के माध्यम स)े स ेहस्ट्तांतररत की िाएगी। इस जस्ट्थजत म,ें उपभोक्ताओं को दिल्ली सोलर पोटाल पर *कुल संयंत्र लागत/दकलोिाट और पीएम सूया घर जििरण उपलसध कराना होगा। सजससडी/दकलोिाट के अंतर तक सीजमत, िो भी अतं र उपभोक्ताओं का जििरण दिल्ली सोलर पोटाल स े ही जलया िाएगा। यदि आईपीिीसीएल या ऊिाा जिभाग द्वारा अजधकृत दकसी अन्य जडस्ट्कॉम, रेस्ट्को भागीिार के रूप में काय ा सरकारी एिेंसी द्वारा बोली के माध्यम स े जनधााररत दकया करता ह,ै तो नेट मीटर लगाने तथा गया हो, िह कम होगा। जडस्ट्कॉम द्वारा िािा प्रस्ट्तुत करने के बाि आरडसल्यूए/िीएचएस के अतं गात ितामान लक्ष्य 66 राज्य की पूंिीगत सजससडी जडस्ट्कॉम को मेगािाट ह।ै तिनुसार, रूफटॉप सोलर लगान ेका काय ापहल े िी िाएगी। आओ, पहल े पाओ के आधार पर दकया िाएगा और जनधााररत पात्रता मानिडं ों की पूर्ता तथा स्ट्िीकृत क्षमता की[PART IV DELHI GAZETTE : EXTRAORDINARY 5 उपलसधता के अधीन, नेट-मीटररंग डेटा के माध्यम स े जनयजमत रूप स े इसकी जनगरानी की िाएगी। उपभोक्ता स्ट्िय ं या जडस्ट्कॉम द्वारा सूचीबद्ध जिक्रेताओं के माध्यम स े जडस्ट्कॉम रस्ट्टीजिप मॉडल के अंतगात सौर ऊिाा संयंत्र स्ट्थाजपत कर सकत े ह।ैं जडस्ट्कॉम रस्ट्टीजिप मॉडल के अतं गात सोलर लगान ेके जलए, राज्य पूंिीगत सजससडी सीधे जिक्रेताओं के बैंक िाते म ें हस्ट्तांतररत की िाएगी। जडस्ट्कॉम रस्ट्टीजिप मॉडल स े बाहर के सौर ऊिा ा संयंत्रों के जलए, और राष्ट्रीय पोटाल (अतं गात पोटाल) के माध्यम स े आिेिन करने िाले उपभोक्ताओं के जलए, राज्य पूंिीगत सजससडी प्रत्यक्ष लाभ हस्ट्तांतरण (डीबीटी) के माध्यम स े उपभोक्ता को हस्ट्तांतररत की िाएगी। डीबीटी के माध्यम स े राज्य सजससडी हस्ट्तांतररत करने का डेटा अतं गता पोटाल स े जलया िाएगा। यदि कोई उपभोक्ता पीएमएसिी और जडस्ट्कॉम रस्ट्टीजिप मॉडल के बाहर रूफटॉप सोलर पैनल लगिाता ह,ै तो पात्र उपभोक्ताओं को राज्य की सजससडी भी जमलगे ी। इस जस्ट्थजत म,ें उपभोक्ताओं को दिल्ली सोलर पोटाल पर अपना जििरण उपलसध कराना होगा। सजससडी का जितरण डीबीटी के माध्यम स े करने के जलए उपभोक्ताओं का जििरण दिल्ली सोलर पोटाल स ेही जलया िाएगा। ऊिाा जिभाग का ईईआरईएम केंद्र, जडस्ट्कॉम्स के साथ जमलकर यूएलए योिना के अंतगात सोलर के कायाान्ियन के जलए जिघ्राजतिीघ्र अनुमोिन प्राप्त करन े का प्रयास करेगा। एमएनआरई के जनणाय की संसूचना जिभाग को जमलने के बाि, आईपीिीसीएल या ऊिा ा जिभाग, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार द्वारा अजधकृत कोई भी सरकारी एिेंसी, बोली प्रदक्रया के माध्यम स े जिक्रेताओं का चयन करेगी। उपरोक्त जनजििा के साथ-साथ, आिासीय कल्याण संघ (आरडसल्यूए) िैसे अन्य श्रेणी के उपभोक्ताओं के जलए भी बोली आयोजित की िाएगी। चयन प्रदक्रया परू ी होन े तक, उपभोक्ता पीएम सूय ा घर के सचू ीबद्ध जिक्रेता का चयन कर सकते ह।ैं इस अिजध के िौरान, लागू राज्य सजससडी िीएनएम रुपरेिा के अंतगात िीएचएस सोलर लगाने सजहत आिासीय रूफटॉप सोलर लगाने के जलए 26,000 रुपय े प्रजत दकलोिाट तथा साझा क्षत्रे के भार और ईिी चार्ििंग अिसंरचना के जलए आिासीय कल्याण संघ/ ग्रुप हाउससंग सोसाइटी के जलए 11,000 रुपये प्रजत दकलोिाट होगी। दकसी भी मामले म,ें कुल सजससडी (केंद्र + राज्य) पररयोिना लागत स े अजधक नहीं होगी। यदि संयंत्र की लागत उपरोक्त अनुसार कुल सजससडी स े कम ह,ै तो राज्य सजससडी को घटाकर संयंत्र की लागत के बराबर कर दिया िाएगा।6 DELHI GAZETTE : EXTRAORDINARY PART IV] यदि कोई उपभोक्ता 3 दकलोिाट स े अजधक का सोलर लगाना चाहता ह,ै तो िह जडस्ट्कॉम रस्ट्टीजिप मॉडल/यूएलए मॉडल के बाहर पंिीकृत जिक्रेताओं के माध्यम से ऐसा करने के जलए स्ट्ितंत्र होगा तथा पीएम सूय ाघर योिना और दिल्ली सौर ऊिाा नीजत 2023 तथा इसके संिोधनों के अनुसार पूंिीगत सजससडी के जलए पात्र होगा। सोलर सजससडी, रूफटॉप सौर ऊिाा संयंत्र लगान े की तकनीकी व्यिहायाता पर जनभरा करेगी। मौिूिा सौर ऊिा ा संयंत्र म ें दकसी भी प्रकार की िृजद्ध के जलए, सजससडी कुल 3 दकलोिाट की सौर क्षमता के भीतर अजतररक्त क्षमता तक ही सीजमत रहगे ी।

4.13 रूफटॉप i. रूफटॉप सौर ऊिाा प्रणाली के लाभों i. रूफटॉप सौर ऊिा ा प्रणाली के लाभों और जबिली जबलों आंकलन के और जबिली जबलों को कम करने की को कम करने की उनकी क्षमता के बारे म ें बड़े पैमाने पर माध्यम स े उनकी क्षमता के बारे म ें बड़ े पमै ाने पर िागरूकता को बढािा िेने के जलए जडस्ट्कॉम, राज्य सोलर अंगीकरण को िागरूकता को बढािा िेन े के जलए पोटाल या हल्े पलाइन के माध्यम स े उपभोक्ता के अनरु ोध के बढािा िेना राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार, आधार पर लागत तथा ऑन-जडमांड रूफटॉप आंकलन को राज्य सोलर पोटाल या हल्े पलाइन के सक्षम करेगा। माध्यम स े उपभोक्ता के अनुरोध के आधार पर लागत तथा ऑन-जडमांड रूफटॉप आंकलन को सक्षम करेगा।

4) जनम्नजलजित नए िडं िोड़े िाएंगे: धारा 4.2.3 जडस्ट्कॉम रस्ट्टीजिप मॉडल औजचत्य रूफटॉप सौर ऊिाा प्रणाली अपनाने म ें एक बड़ी बाधा प्रारंभ में बड़ े जनिेि की आिश्यकता ह।ै अनेक उपभोक्ता, जिनम ें ि े लोग भी िाजमल ह ैं जिन्ह ें राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार स े जबिली सजससडी नहीं जमलती और जिनके पास छत पर उपयुक्त िगह ह,ै प्रारंजभक जित्तीय बोझ के कारण रूफटॉप सौर ऊिाा प्रणाली लगान े स े जहचदकचाते ह।ैं मौिूिा पीएम सूय ा घर: मफ्ु त जबिली योिना (पीएमएसिी) के अंतगता , उपभोक्ता एक पंिीकृत जिक्रेता का चयन करता ह,ै पररयोिना की लागत पर आपसी सहमजत बनाता ह ै और अजग्रम या सहमत भुगतान अनुसूची के अनुसार भगु तान करता ह।ै स्ट्िीकाय ा केंद्रीय तथा राज्य सजससडी, उपभोक्ता को केिल स्ट्टम की स्ट्थापना और चालू होने के बाि ही िारी की िाती ह,ै जिसम ें सामान्यतैः पर एक स े िो माह लगते ह।ैं बैंक ऋण तक पहचं भी सीजमत ह,ै दिल्ली म ें ऋण अस्ट्िीकृजत िर लगभग 48% बताई गई ह।ै इसजलए, उपभोक्ता के अजग्रम जित्तीय बोझ को कम करन े स े रूफटॉप सोलर को अपनान े म ें काफी तेिी आने की उम्मीि ह।ै जडस्ट्कॉम रस्ट्टीजिप मॉडल उपरोक्त समस्ट्या के समाधान हते ु जडस्ट्कॉम रस्ट्टीजिप मॉडल को लाग ू करने का प्रस्ट्ताि ह।ै इस मॉडल के अंतगात, आईपीिीसीएल या ऊिाा जिभाग, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार द्वारा अजधकृत कोई अन्य सरकारी एिेंसी, पीएमएसिी योिना के अंतगात पंिीकृत जिक्रेताओं म ेंसे पारििी बोली/रुजच अजभव्यजक्त प्रदक्रया के माध्यम स ेपात्र जिक्रेताओं का चयन तथा उन्ह ेंसूचीबद्ध करेगी।[PART IV DELHI GAZETTE : EXTRAORDINARY 7 पररयोिना की लागत का जनधाारण प्रजतस्ट्पधी प्रदक्रया के माध्यम स े दकया िाएगा। रूफटॉप सौर ऊिाा प्रणाली की सफल स्ट्थापना और चाल ूहोने पर, दिल्ली सरकार की स्ट्िीकाय ासजससडी सीध ेजिक्रेता को िारी कर िी िाएगी। उपभोक्ता को केिल नीच े ििााई गई िेष राजि का भुगतान करना होगा:

उपभोक्ता द्वारा िये राजि = जनधारा रत पररयोिना लागत - स्ट्िीकाय ा राज्य सजससडी उपभोक्ता के जहस्ट्स े के भुगतान की अनुसूची बोली िस्ट्तािेिों और जिक्रेता के साथ सहमत ितों के अनुसार जनधााररत की िा सकती ह।ै केिल िे पीएमएसिी-पंिीकृत जिक्रेता िो उपरोक्त भगु तान व्यिस्ट्था स े सहमत ह ैं तथा जनधााररत तकनीकी, जित्तीय, सेिा- स्ट्तर और अन्य पात्रता आिश्यकताओं को पूरा करते ह,ैं उन्ह ें ही जडस्ट्कॉम रस्ट्टीजिप मॉडल के अंतगात भाग लने े की अनुमजत िी िाएगी। यह मॉडल लागू जिजनयमों तथा योिना दििाजनिेिों के अधीन, िचुाअल नेट मीटररंग (िीएनएम) और ग्रुप नेट मीटररंग/आरडसल्यूए श्रेजणयों के अंतगात रूफटॉप सोलर को लगाने को भी सुजिधािनक बनाएगा। िीघका ाजलक सचं ालन तथा अनरु क्षण पीएमएसिी योिना के अंतगात, जिक्रेता को पहले पांच िषों तक जबना दकसी अजतररक्त िल्ु क के संचालन तथा अनरु क्षण सेिाए ं प्रिान करना अपेजक्षत ह।ै प्रणाली की िषे उपयोगी अिजध के जलए संबंजधत जडस्ट्कॉम, उपभोक्ता की सहमजत स,े प्रत्यक्ष रूप स े या सूचीबद्ध एिेंसी के माध्यम स े संचालन एि ं अनुरक्षण (ओएडं एम) सेिाओं की व्यिस्ट्था करेगा। जनधााररत संचालन एि ं अनुरक्षण िुल्क संबंजधत उपभोक्ता स े माजसक जबिली जबल के साथ िसूल दकया िाएगा और जडस्ट्कॉम, रस्ट्टी के रूप म ें काय ा करते हए, सेिा प्रिाता को हस्ट्तांतररत दकया िाएगा। जडस्ट्कॉम को डीईआरसी के समक्ष अपने-अपन े कुल रािस्ट्ि आिश्यकता संबंधी याजचकाओं के माध्यम स े उजचत प्रिासजनक तथा सेिा िल्ु क के िािे की अनुमजत होगी, िसूली की राजि और व्यिस्ट्था लागू जनयामक प्रदक्रया के माध्यम से आयोग के अनुमोिन के अधीन होगी। रूफटॉप सोलर लगान े से महगं े पीक-पािर िरीि को कम करके और नेटिका जिस्ट्तार की आिश्यकता को स्ट्थजगत करके जितरण प्रणाली को भी लाभ होगा। उपयोजगता-आधाररत एकत्रीकरण मॉडल पीएमएसिी योिना म ें उपयोजगता-आधाररत एकत्रीकरण (यएू लए) मॉडल का भी प्रािधान ह,ै जिसके अंतगात राज्य की कायाान्ियन एिेंसी द्वारा प्रजतस्ट्पधी बोली के माध्यम से चयजनत जिक्रेताओं के िररए रूफटॉप सोलर प्रणाली स्ट्थाजपत की िाती ह।ैं यूएलए मॉडल के अंतगात:

• उपभोक्ता केिल लाग ू केंद्रीय तथा राज्य सजससडी की कटौती के बाि पररयोिना की िुद्ध लागत का भुगतान करता ह;ै • उपभोक्ता का योगिान स्ट्थाजपत क्षमता के प्रजत दकलोिाट पर 5,000 रुपय ेतक सीजमत ह;ै तथा • सफल स्ट्थापन तथा चाल ू होने के बाि स्ट्िीकाय ा केंद्रीय और राज्य सजससडी सीधे जिक्रेता को िारी कर िी िाती ह।ै केिल पीएमएसिी म ें पंिीकृत जिक्रेता िो उपरोक्त ितों पर प्रणाली स्ट्थाजपत करने और जनधााररत तकनीकी एि ं सेिा आिश्यकताओं का अनुपालन करने के इच्छुक हों, िे ही भाग लने े के पात्र होंगे। उपभोक्ता की सहमजत स,े प्रारंजभक पांच िष ा की अिजध के बाि जडस्ट्कॉम द्वारा सुगम संचालन एि ंअनरु क्षण की सुजिधा पररयोिना प्रजतस्ट्पधी बोली के माध्यम से प्रजतस्ट्पधी बोली के माध्यम से उपभोक्ता और जिक्रेता के बीच लागत जनधााररत जनधााररत आपसी सहमजत उपभोक्ता पररयोिना की लागत में से राज्य की पररयोिना की लागत में से केंद्र पररयोिना की पूरी लागत, अजग्रम द्वारा िये सजससडी को घटाया गया और राज्य सरकार की सजससडी भुगतान द्वारा या आपसी सहमजत से राजि घटाया गया, बिते उपभोक्ताओं द्वारा अजधकतम योगिान प्रजत दकलोिाट 5,000 रुपये केंद्रीय लाग ूपीएमएसिी व्यिस्ट्था के अनसु ार चालू होने के बाि सीधे जिक्रेता को चालू होने के बाि सीधे उपभोक्ता को सजससडी िारी की गई िारी की गई िारी की गई राज्य चालू होने के बाि सीधे जिक्रेता को साथ-साथ संचाजलत होंगे। यूएलए मॉडल को प्राथजमकता िी िाएगी, िहा ंभी पररयोिना उपभोक्ता योगिान की जनधााररत सीमा के भीतर जित्तीय रूप स े व्यिहाया हो। यदि यूएलए के अंतगात जनधााररत पररयोिना लागत, स्ट्िीकाय ाकेंद्रीय सजससडी, स्ट्िीकाया राज्य सजससडी और अजधकतम अनुमत उपभोक्ता योगिान के कुल योग स े अजधक हो िाती ह,ै तो पररयोिना को यूएलए के अंतगात नहीं जलया िाएगा। ऐस े इंस्ट्टॉलेिनों को इसके स्ट्थान पर जडस्ट्कॉम रस्ट्टीजिप मॉडल के अंतगता सगु म बनाया िा सकता ह।ै ऐस े मामलों म,ें स्ट्िीकाय ा राज्य सजससडी सीध े जिक्रेता को िारी की िाएगी, िबदक िषे पररयोिना लागत का भगु तान उपभोक्ता द्वारा जनधााररत भुगतान ितों के अनुसार दकया िाएगा। यह व्यिस्ट्था सुजनजित करेगी दक यूएलए रुपरेिा के भीतर व्यिहाय ा पररयोिनाओं को न्यनू तम संभि उपभोक्ता योगिान पर कायााजन्ित दकया िाए, िबदक अन्य पात्र उपभोक्ताओं को केिल इसजलए बाहर नहीं दकया िाएगा रयोंदक जनधााररत पररयोिना लागत यूएलए सीमा स े अजधक ह।ै यएू लए मॉडल के अतं गता जित्तीय उिाहरण मामला 1: 3 दकलोिाट प्रणाली के जलए पररयोिना लागत 1,75,000 रुपय े ह।ै जििरण राजि पररयोिना लागत 1,75,000 रुपय े केंद्रीय सजससडी 78,000 रुपय े दिल्ली सरकार द्वारा प्रस्ट्ताजित सजससडी 78,000 रुपय े उपभोक्ता द्वारा िये राजि 19,000 रुपय े उपभोक्ता को लाग ू यूएलए सीमा के अधीन उपभोक्ता के योगिान के रूप जिक्रेता को सीधे 19,000 रुपय े का भुगतान करना होगा। मौिूिा सजससडी प्राप्त उपभोक्ताओं (प्रजत माह 400 यूजनट तक की िपत) के जलए दिल्ली सरकार ,केंद्रीय सरकार की सजससडी को घटाकर सौर संयंत्र की लागत (≤ 3 दकलोिाट सौर पनै लों के जलए) का परू ा भुगतान करेगी, जिससे उपभोक्ताओं के जलए कैपेरस जनिेि िन्ू य हो िाएगा। मामला 2: 3 दकलोिाट प्रणाली के जलए पररयोिना लागत 1,50,000 रुपय े ह।ै दिल्ली सरकार द्वारा (ऑनबोर्डिंग), जिक्रेता समन्िय, इंस्ट्टॉलेिन जनगरानी, सजससडी समाधान, जिकायत जनिारण तथा िीघाकाजलक संचालन एि ं अनरु क्षण की सुजिधा और बीमा की व्यिस्ट्था प्रिान करने के जलए रस्ट्टीजिप और प्रदक्रया सुजिधाकताा के रूप म ेंकाय ाकरेगा। िे राष्ट्रीय रािधानी क्षत्रे दिल्ली म ेंरूफटॉप सौर ऊिा ा उत्पािन के जिरुद्ध उत्पन्न आरईसी की जबक्री की भी व्यिस्ट्था करेंगे। जडस्ट्कॉम रस्ट्टीजिप मॉडल के जलए समय-सीमा : दिल्ली सौर ऊिाा नीजत म ें संिोधन की अजधसूचना िारी होने के 45 दिनों के भीतर, ऊिाा जिभाग को यूएलए प्रस्ट्ताि के जलए एमएनआरई स ेस्ट्िीकृजत प्राप्त होने पर, आईपीिीसीएल या ऊिाा जिभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार द्वारा अजधकृत दकसी भी सरकारी एिेंसी द्वारा बोली प्रदक्रया के माध्यम स े जिक्रेताओं का चयन दकया िाएगा। उपरोक्त जनजििा के साथ-साथ, िीएचएस/आरडसल्यूए िैस े अन्य श्रणे ी के उपभोक्ताओं के जलए भी जनजििा प्रदक्रया आयोजित की िाएगी। चयन प्रदक्रया परू ी होने तक, उपभोक्ता पीएम सूय ा घर के दकसी भी सूचीबद्ध जिक्रेता का चयन कर सकत े ह।ैं इस अिजध के िौरान, लाग ू राज्य सजससडी िीएनएम रुपरेिा के अतं गात िीएचएस सोलर लगान े सजहत आिासीय रूफटॉप सोलर लगाने के जलए 26,000 रुपये प्रजत दकलोिाट तथा साझा क्षत्रे के भार और ईिी चार्ििंग अिसंरचना के जलए आिासीय कल्याण संघ/ ग्रुप हाउससंग सोसाइटी के जलए 11,000 रुपय ेप्रजत दकलोिाट होगी। यदि कोई उपभोक्ता 3 दकलोिाट स ेअजधक का सोलर लगाना चाहता ह,ै तो िह जडस्ट्कॉम रस्ट्टीजिप मॉडल/यूएलए मॉडल के बाहर पंिीकृत जिक्रेताओं के माध्यम स े ऐसा करन े के जलए स्ट्ितंत्र होगा तथा जनजििा लागत के आधार पर पीएम सूय ा घर योिना और दिल्ली सौर ऊिा ानीजत 2023 के अनुसार 78,000 रूपय ेतक की पूंिीगत सजससडी के जलए पात्र होगा।

4.2.3. क भजू मकाए ँ और उत्तरिाजयत्ि

4.2.3. i ऊिा ा जिभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार ऊिाा जिभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार जनम्नजलजित काय ा करेगा: • यूएलए मॉडल की जनजििा और कायाान्ियन के जलए व्यापक दििाजनिेि/रुपरेिा िारी करेगा। • अनुमोदित जनयमों तथा ितों के अनुसार सौर ऊिाा संयंत्रों की सफल स्ट्थापन और चालू होने पर चयजनत जिक्रेताओं को भुगतान करेगा। • यूएलए मॉडल के कायाान्ियन की प्रगजत की समग्र जनगरानी तथा समीक्षा करेगा। • आिश्यक अनुमोिन/स्ट्िीकृजत और स्ट्पष्टीकरण प्राप्त करने के जलए एमएनआरई स े इस मामल े पर यथा अपेजक्षत संपका करेगा। • यूएलए मॉडल के प्रचार के जलए जनसंपर्क एि ं जागरूर्ता (ओ एंड ए) गजतजिजधयां संचाजलत करेगा। य े गजतजिजधयां डीएसकॉम द्वारा चलाई िा रही पहचँ एि ं िागरूकता पहलों की पूरक और सहायक होंगी।[PART IV DELHI GAZETTE : EXTRAORDINARY 11 • एमएनआरई तकनीकी सजमजत की जसफाररि के अनुसार, ऊिा ा जिभाग अजनिाया संचालन एि ं अनरु क्षण अिजध के अनुरूप, प्रारंभ में पहले पांच िषों के जलए रूफटॉप सोलर (आरटीएस) प्रणाली का स्ट्िाजमत्ि रिेगा, तादक स्ट्थाजपत प्रणाजलयों के प्रििान की प्रभािी जनगरानी सुजनजित की िा सके। • तिनुसार, प्रारंजभक पांच िषों की अिजध के िौरान सौर ऊिाा संयंत्र का स्ट्िाजमत्ि राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार /ऊिाा जिभाग के पास रहगे ा, िबदक उपभोक्ता को सौर ऊिाा उत्पािन और उपयोग के उद्दश्े य स े स्ट्थाजपत सौर ऊिा ा प्रणाली का उपयोग करने का अजधकार प्रिान दकया िाएगा। 5 िषा बाि, संयंत्र का स्ट्िाजमत्ि उपभोक्ता के पास हो िाएगा।

4.2.3. क. ii आईपीिीसीएल आईपीिीसीएल, या ऊिाा जिभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार द्वारा अजधकृत कोई अन्य सरकारी एिेंसी, एमएनआरई पीएम सूय ा घर के सूचीबद्ध जिक्रेताओं म ें स,े रूफटॉप सौर ऊिाा संयंत्रों की स्ट्थापना के जलए िुद्ध लागत अथाात ् लाग ू केंद्रीय और राज्य सजससडी के समायोिन के बाि बोली के माध्यम स े जिक्रेताओं की िरीि/सूचीबद्धता का काय ा करेगी।

4.2.3. क. iii जडस्ट्कॉम जडस्ट्कॉम, यूएलए मॉडल के जलए मुख्य कायाान्ियन एिेंसी/महत्िपूणा जहतधारक होगा, िो उपभोक्ता मांग एकत्रीकरण और पहचं स ेलेकर स्ट्थापना समन्िय, जनगरानी और संचालन एि ंअनुरक्षण तक की गजतजिजधयों को किर करेंगे। जडस्ट्कॉम जनम्नजलजित काया करेगा:

• उपभोक्ता मांग का एकत्रीकरण करेगा और यूएलए मॉडल म ें भागीिारी के जलए पात्र आिासीय उपभोक्ताओं की पहचान/एकत्रीकरण करेगा। • यूएलए मॉडल के अतं गता उपभोक्ताओं म ेंिागरूकता, इच्छा तथा भागीिारी उत्पन्न करने के जलए पहचँ और िागरूकता (ओ एंड ए) गजतजिजधयां संचाजलत करें। • रूफटॉप सौर ऊिाा प्रणाली के समय पर स्ट्थल सिेक्षण, स्ट्थापना, चाल ूकरना और नेट-मीटररंग के जलए चयजनत जिक्रेताओं के साथ समन्िय करेगा। • स्ट्थाजपत सौर ऊिाा संयंत्रों की जनयजमत जनगरानी और जनरीक्षण करेगा तादक जनधााररत तकनीकी तथा जनष्पािन आिश्यकताओं का अनुपालन सजु नजित हो सके। • स्ट्थाजपत प्रणाजलयों के नेट-मीटररंग डेटा तथा सौर ऊिाा उत्पािन की जनयजमत रूप स ेजनगरानी करेगा और कम जनष्पािन करने िाली प्रणाजलयों की पहचान करेगा। • िहां भी अपेजक्षत हो, आईपीिीसीएल को जनजििा की ितों का गरै जनष्पािन या गैर पालन न करन े िाले जिक्रेताओं के जिरुद्ध उजचत सुधारात्मक कारािाई और/या िडं ात्मक कारािाई की जसफाररि करेगा। • यूएलए रुपरेिा और जनजििा ितों के अनुसार, संबंजधत संयंत्र की स्ट्थापना के जलए उत्तरिायी सौर जिक्रेता के माध्यम स े पहले पांच िषों के जलए रूफटॉप सौर ऊिाा संयंत्रों के मफ्ु त संचालन और अनुरक्षण को सुजनजित करेगा। • प्रारंजभक पांच िषीय संचालन एि ं अनरु क्षण अिजध पूरी होने के बाि, सौर ऊिाा संयंत्र के िेष िीिनकाल के जलए संचालन एि ंअनरु क्षण का काय ा या तो स्ट्िय ं करेगा या सूचीबद्ध जिक्रेताओं के माध्यम स े करिाएगा। • प्रारंजभक पांच िषा की अिजध के बाि संचालन तथा अनरु क्षण की लागत संबंजधत उपभोक्ता स े माजसक जबिली जबल के माध्यम स/े साथ िसूल की िाएगी और जडस्ट्कॉम द्वारा, रस्ट्टीजिप के रूप म ें अपनी क्षमता म,ें संबंजधत संचालन एि ं अनुरक्षण जिक्रेता को पाररत की िाएगी।12 DELHI GAZETTE : EXTRAORDINARY PART IV] • जडस्ट्कॉम को आयोग द्वारा अनुमोदित दकए िाने पर डीईआरसी के समक्ष अपन ेएआरआर फाइसलंग के माध्यम स ेसंचालन और अनरु क्षण-संबंजधत गजतजिजधयों को करन े के जलए उजचत सेिा िुल्क िसूलने की अनुमजत िी िाएगी। • सौर ऊिाा उत्पािन की जनगरानी के जलए स्ट्माटा सौर ऊिाा उत्पािन मीटर/उत्पािन-रैककंग क्षमता िाले मीटर स्ट्थाजपत करेगा। मीटररंग अिसंरचना प्रारंजभक पांच िषीय संचालन एि ंअनुरक्षण अिजध पूरी होन ेके बाि संचालन एि ंअनुरक्षण संबंधी जबसलंग की सुजिधा भी प्रिान करेगा, िब संचालन एि ंअनुरक्षण का काया जडस्ट्कॉम या उसके सूचीबद्ध जिक्रेताओं द्वारा दकया िाता ह।ै • यूएलए कायाक्रम की प्रभािी जनगरानी तथा मल्ू यांकन के जलए रूफटॉप सौर ऊिाा संयंत्र की स्ट्थापना, उत्पािन, संचालन एि ं अनरु क्षण तथा जनष्पािन के उजचत ररकॉड ा अनुरजक्षत करेगा।

4.2.3. ि. सजससडी प्राप्त जबिली उपभोक्ताओं के जलए जनैःिल्ु क सोलर: दिल्ली में, प्रजत माह 400 यूजनट तक जबिली की िपत करने िाल े आिासीय उपभोक्ताओं को जबिली पर सजससडी जमलती ह।ै 200 यूजनट प्रजत माह तक की िपत पर उपभोक्ताओं का जबल िून्य होता ह ै तथा 201 स े 400 यूजनट प्रजत माह के बीच की िपत पर िे जबल 800 रुपये तक की सजससडी प्राप्त करत े ह।ैं सभी आिासीय उपभोक्ता, जिनकी जपछल ेजित्तीय िषा में औसत सकल जबिली िपत सौर ऊिा ासजहत 400 यूजनट प्रजत माह के भीतर ह,ै ि े 3 दकलोिाट तक के मफ्ु त सोलर लगिान े के पात्र होंगे। यह सुजिधा रूफटॉप सौर ऊिाा संयंत्रों लगाने की तकनीकी व्यिहायाता और इस तथ्य पर जनभार करती ह ै दक पररिार न े पहल े पीएम सूया घर या दिल्ली सौर ऊिाा योिना के अंतगता सौर सजससडी का लाभ नहीं उठाया ह।ै 3 दकलोिाट तक के सौर ऊिाा संयंत्र को लगाने की कुल लागत राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार द्वारा िहन दकया िाएगा। कुल लागत म ें केन्द्रीय के साथ-साथ दिल्ली राज्य सरकार की सजससडी तथा जिक्रेताओं द्वारा उद्धतृ िास्ट्तजिक िरों के आधार पर आिश्यक कुछ अजतररक्त सजससडी भी िाजमल ह।ै सौर ऊिाा संयंत्र की स्ट्थापना जडस्ट्कॉम रस्ट्टीजिप मॉडल (एमएनआरई द्वारा अनुमोदित यूएलए योिना द्वारा समर्थता ) के अंतगात की िाएगी और सौर ऊिा ा संयंत्र की स्ट्थापना के बाि िी राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार द्वारा जिक्रेता को िुद्ध लागत (अथाात कुल लागत म ें स ेकेंद्र सरकार की सजससडी घटाकर) िी िाएगी।

4.2.3.ि i जबिली की िपत 200 यजू नट/माह स ेकम इस श्रेणी के अंतगात आने िाले उपभोक्ता न केिल िपत की गई िुद्ध यूजनटों पर 100% जबिली सजससडी के जलए पात्र होंगे, यदि कोई हो, बजल्क इसके अजतररक्त जपछले जित्तीय िषा की औसत िुद्ध यूजनटों के आंकलन पर माजसक िुद्ध यूजनट की ऊिाा की बचत का 50% की िर स े प्रोत्साहन लाभ भी जमलगे ा। यह प्रोत्साहन जित्तीय िषा की समाजप्त के बाि िार्षाक रूप स े िये होगी। प्रोत्साहन राजि की गणना प्रत्येक माह के िौरान पात्र प्रििान के आधार पर माजसक रूप स े की िाएगी। उपभोक्ता को लाभ:(0-200 यूजनट/माह): उपभोक्ताओं को लाभ तब होता ह ै िब सौर ऊिाा का अजतररक्त उत्पािन होता ह,ै जिसका भुगतान एपीपीसी िरों पर दकया िाता ह।ै उदाहरण ● सौर ऊिाा सजहत माजसक सकल जबिली िपत: 150 यूजनट ● सौर ऊिाा पीिी संयंत्र की अनुमाजनत क्षमता: 2 दकलोिाट ● सौर ऊिाा उत्पािन का माजसक औसत: 200 यूजनट ● सोलर लगाने के बाि जग्रड स े माजसक जबिली की िपत: 0 यूजनट ● माजसक जबिली बचत (जग्रड जिद्युत्): 150 यूजनट ● जडस्ट्कॉम को जनयाात की गई सोलर यूजनट: 50 यूजनट[PART IV DELHI GAZETTE : EXTRAORDINARY 13 ● अजधक सोलर यूजनटों के जलए उपभोक्ता को िमा की गई राजि (एपीपीसी िर 6.5 रुपय/ेयूजनट): 325 रुपय े(जडस्ट्कॉम की एपीपीसी िरें सलं ग्न ह)ैं ● िुद्ध जिद्युत् बचत के 50% पर प्रोत्साहन लाभ (3 रुपय/ेयूजनट): 225 रुपये (जडस्ट्कॉम को नेट-मीटररंग के माध्यम स े जनयाात की गई यूजनट: 50 यूजनट) ● उपभोक्ता को जमलन े िाला माजसक लाभ: 550 रुपय े(325 रुपय े + 225 रुपये) इस प्रकार, लगभग 150 यूजनट की औसत सकल माजसक िपत िाले सजससडी प्राप्त उपभोक्ता को 2 दकलोिाट का सौर ऊिा ा पीिी संयंत्र (जनैःिुल्क) लगिान े पर िन्ू य जबल के साथ- साथ सजससडी प्राप्त श्रेणी म ें बन े रहगें े, साथ ही उन्ह ें लगभग 550 रुपय े प्रजत माह की अजतररक्त आय भी होगी। अतैः, इस श्रेणी म ें सौर ऊिाा पीिी संयंत्र लगिाने की संख्या म ें िृजद्ध होने की उम्मीि ह।ै उपरोक्त गणना, आसानी से समझन े के जलए माजसक आधार पर प्रस्ट्ततु की गई ह।ै हालांदक, प्रोत्साहन राजि तथा जडस्ट्कॉम को जनयाात की गई अजतररक्त जिद्युत् के जलए िये राजि का जनपटान तथा भुगतान उपभोक्ता को लागू प्रािधानों के अनुसार िार्षाक आधार पर दकया िाएगा।

4.2.3.ि.ii जबिली की िपत 201-400 यजू नट/माह के बीच उपभोक्ता को अपजे क्षत लाभ: जििरण मल्ू य स्ट्िीकृत भार 3 दकलोिाट रूफटॉप सोलर लगान े स े पूि ाकी माजसक जबिली िपत 400 यूजनट सोलर लगान ेसे पूिा का जबिली जबल (400 यूजनट के बराबर) 2272 रुपय े - 800 रुपय े (800 रुपय े की जबिली सजससडी के बाि) = 1472 रुपय े रूफटॉप सौर ऊिाा प्रणाली की क्षमता 3 दकलोिाट माजसक सौर ऊिाा उत्पािन 300 यूजनट िुद्ध मीटरयुक्त िपत 100 यूजनट 100 यूजनट के बराबर जबिली का जबल (सौर ऊिा ा संयंत्र 613 रुपये - 613 रुपय े (जबिली लगान े के बाि) सजससडी) = िून्य ितामान म ें पीएम सूया घर योिना 31 माच ा 2027 तक िैध ह।ै मुफ्त सोलर लगाने म ें पीएम सूया घर सजससडी का भी एक जहस्ट्सा िाजमल ह।ै इसजलए, यदि पीएम सूया घर योिना को माच ा 2027 के बाि जिस्ट्ताररत नहीं दकया िाता ह,ै तो इसकी समीक्षा की िाएगी।

4.2.3 (ग) 5 िष ा बाि सौरऊिा ा सयं त्रं का सचं ालन एि ं अनरु क्षण (ओ एडं एम) पीएम सूय ाघर योिना के अतं गता स्ट्थाजपत सौर ऊिाा संयंत्रों के जलए पहल ेपांच िषों तक जिक्रेताओं स ेअजनिाय ासंचालन एि ं अनुरक्षण सहायता प्राप्त होती ह।ै सौर ऊिाा संयंत्र का अनुमाजनत िीिनकाल 25 िषा स ेअजधक होता ह।ै प्रारंजभक पांच िषों के बाि भी सुचारू संचालन सुजनजित करने के जलए, संयंत्रों का उजचत संचालन एिं अनुरक्षण सेिाओं के माध्यम स े पेिेिर प्रबंधन आिश्यक ह।ै जडस्ट्कॉम अपने स्ट्िय ं के श्रम िजक्त के माध्यम स े या जिक्रेताओं को जनयुक्त करके संयंत्रों का प्रबंधन कर सकता ह।ै पांच साल बाि संचालन एि ं अनुरक्षण लागत जडस्ट्कॉम द्वारा लाभाथी उपभोक्ताओं स े उनके माजसक जबिली जबलों के माध्यम से/उसके साथ िसूल की िा सकेगी। इस प्रकार जडस्ट्कॉम, जिक्रेताओं और सौर ऊिाा लाभार्थायों के बीच रस्ट्टी के रूप म ें काय ा करेगा। आरटीएस के संिभा म ें जडस्ट्कॉम द्वारा प्रिान की गई समग्र सेिा के जलए, िे अपने एआर के माध्यम स े सेिा िुल्क का िािा करने के पात्र होंगे।14 DELHI GAZETTE : EXTRAORDINARY PART IV] उपभोक्ता, जडस्ट्कॉम द्वारा सूचीबद्ध दकसी भी ओ एंड एम जिक्रेता को चुनन ेके जलए स्ट्ितंत्र ह।ैं यह स्ट्िैजच्छक ह,ै तथा जडस्ट्कॉम केिल उपभोक्ताओं के जलए ओ एंड एम सुजिधा प्रिान कर रहा ह।ै यदि उपभोक्ता, जडस्ट्कॉम के सूचीबद्ध जिक्रेताओं के माध्यम स े ओ एंड एम म ें रुजच नहीं रिते ह,ैं तो िे अपनी स्ट्िय ं की ओ एंड एम व्यिस्ट्था करने के जलए स्ट्ितंत्र होंगे और दफर उन्ह ें माजसक अनुरक्षण िल्ु क का भगु तान नहीं दकया िाएगा। सौर ऊिाा संयंत्रों को अजधक जिश्वसनीय बनाने के जलए, संचालन एि ंअनुरक्षण गजतजिजधयों के साथ आग, चोरी तथा मौसम स ेहोने िाली क्षजत िैसी आपिाओं को किर करने िाला समूह बीमा को एक अजतररक्त िैकजल्पक सेिा के रूप म ेंिाजमल दकया िाएगा। जडस्ट्कॉम, संयंत्रों के संचालन एि ंअनरु क्षण तथा बीमा िोनों के जलए जिक्रेताओं को सचू ीबद्ध करेगा। सूचीबद्ध जिक्रेता बीमा प्रिान करेंग ेतादक दकसी भी क्षजत के मामल े म ेंउपभोक्ताओं को सुरक्षा जमल सके। यदि उपभोक्ता ऐस ेबीमा का जिकल्प चुनता ह,ै तो लागू बीमा प्रीजमयम, संचालन एि ं अनुरक्षण िल्ु क के साथ माजसक जबिली जबल के माध्यम स/े साथ उपभोक्ता स े िसूला िाएगा तथा उपभोक्ता द्वारा िये होगा। ऊिाा जिभाग/संबंजधत जडस्ट्कॉम, प्रस्ट्ताजित पांच िषीय संचालन एि ं अनुरक्षण सुजिधा व्यिस्ट्था के प्रारंभ होने स ेपहले, उजचत चरण म,ें लाग ूजनयामक रूपरेिा के अंतगता यथा अपेजक्षत संचालन एि ंअनरु क्षण और बीमा िुल्कों के जबसलंग तथा िसूली के जलए लाग ूव्यिस्ट्था के अनुमोिन हते ुडीईआरसी के साथ इस मामल े को उठाएंगे। हालांदक, पीएम सयू ा घर के अतं गता पहले 5 िषों के जलए बीमा अजनिाया नहीं ह,ै और इसजलए यह रस्ट्टीजिप मॉडल के अतं गता जडस्ट्कॉम द्वारा िी िाने िाली एक अजतररक्त िैकजल्पक सेिा के रूप म ें काय ाकरेगा। यदि सुजनजित संचालन एिं अनुरक्षण की उत्तिाजयत्ि सौंपा िाता ह,ै तो जडस्ट्कॉम यह भी सजु नजित करेगा दक सौर ऊिा ा पैनल सिोत्तम रूप स ेजबिली उत्पन्न करें।

4.3 उपभोक्ताओं के जलए मॉडलों की सारािं ताजलका जडस्ट्कॉम रस्ट्टीजिप मॉडल के रूप म ें एक नया जिजिष्ट प्रािधान िोड़ा गया ह,ै तथा तिनुसार, संिोजधत ताजलका जनम्न प्रकार ह:ै श्रणे ी जिजिष्ट प्रािधान आिासीय/आरडसल्यएू /िीएचएस सरकार िाजणजज्यक तथा औद्योजगक सीजमत छत की समूह नेट िगह िाल े मीटररंग ग्राहकों के जलए सामुिाजयक मॉडल सोलर रेस्ट्को पूंिी की कमी हाइजिड रेस्ट्को िाले ग्राहकों के जलए मॉडल जडस्ट्कॉम रस्ट्टीजिप मॉडल िंड 4.14 जबिली सजससडी की पात्रता: जबिली सजससडी उपभोक्ता की सकल माजसक जबिली िपत (अथाता , रूफटॉप सौर ऊिाा प्रणाली द्वारा उत्पादित जबिली सजहत कुल जबिली िपत) के आधार पर जनधााररत की िाएगी। हालांदक, जबिली जबसलंग मौिूिा डीईआरसी नटे मीटररंग जिजनयमों के अनुसार नेट मीटररंग पर आधाररत रहेगी। उिाहरण के जलए, यदि कोई उपभोक्ता जिसकी माजसक जबिली िपत 450 यूजनट ह,ै 3 दकलोिाट का रूफटॉप सौर ऊिाा प्रणाली लगिाता ह,ै तो प्रणाली से प्रजत माह लगभग 300 यूजनट जबिली का उत्पािन अपेजक्षत ह।ै मौिूिा नेट मीटररंग रूपरेिा के अंतगात, उपभोक्ता की नेट जग्रड िपत घटकर 150 यूजनट (450–300) हो िाएगी। पररणामस्ट्िरूप, उपभोक्ता को केिल 150 यूजनट का जबल िेना होगा। हालांदक,[PART IV DELHI GAZETTE : EXTRAORDINARY 15 जबिली सजससडी का जनधाारण 450 यूजनट की सकल माजसक जबिली िपत के आधार पर दकया िाता ह,ै इसजलए उपभोक्ता जबिली सजससडी के जलए पात्र नहीं होगा। नीचे एक व्याख्यात्मक उिाहरण दिया गया ह:ै जििरण मल्ू य स्ट्िीकृत भार 3 दकलोिाट रूफटॉप सोलर लगाने से पूिा की माजसक जबिली िपत 450 यूजनट जबिली सजससडी िून्य 450 यूजनट के बराबर जबिली का जबल 2,721 रुपये रूफटॉप सौर ऊिाा प्रणाली की क्षमता 3 दकलोिाट माजसक सौर ऊिाा उत्पािन 300 यूजनट िुद्ध मीटरयुक्त िपत 150 यूजनट 150 यूजनट के बराबर जबिली का जबल 820 रुपये तिनुसार, उपभोक्ता को 820 रुपये का जबिली जबल िेना होगा, लेदकन िह जबिली सजससडी के जलए पात्र नहीं होगा, रयोंदक सजससडी की पात्रता 150 यूजनट की िुद्ध मीटर िपत के बिाय 450 यूजनट की कुल माजसक जबिली िपत के आधार पर जनधााररत की िाएगी। पररच्छेि 5.5 काबना क्रेजडट एकत्रीकरण तथा जडजिटल िासन

5.5 (i) जिजिष्टता एकत्रीकरण: आिासीय संयंत्र स्ट्ितंत्र रूप से काबान रेसडंग बािारों की पहंच के जलए सामान्यतैः बहत छोटे होते ह ैं । रस्ट्टीजिप रूपरेिा, जडस्ट्कॉम को हिारों छतों से पयाािरणीय जििेषताओं को एकजत्रत करके काबान क्रेजडट मुद्रीकरण हते ु एक एकीकृत पोटाफोजलयो बनाने के जलए प्राजधकृत करती ह।ै उपयोग के अजधकार के आधार पर बरकरार रिी गई यह प्रणाली 5 िषों के जलए राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार /ऊिाा जिभाग के स्ट्िाजमत्ि में रहेगी और मानक नेट-मीटररंग क्रेजडट पूणा रूप से से उपभोक्ता के पास रहेंगे।

5.5 (ii) रािस्ट्ि पनु र्निा िे : पयाािरण संबंधी जििेषताओं से प्राप्त रािस्ट्ि को उपभोक्ता िागरूकता हेतु जनजध, जडजिटल अिसंरचना के उन्नयन के समथान और िीिनचक्र अनुरक्षण लागतों को सजससडी िेने के जलए जििेष गैर-बिटीय िातों में रिा िाएगा।

5.6 जडजिटल आर्काटेरचर: दिल्ली सोलर पोटाल को पूणातैः जडजिटल िासन टलेटफॉमा में अपग्रेड दकया िाएगा। प्रत्येक चालू प्रणाली को एक स्ट्थायी जडजिटल सोलर पररसंपजत्त पहचान नंबर (डीएसएआईएन) आिंरटत दकया िाएगा, जिसस े उसकी तकनीकी जिजिष्टताओं, िारंटी ररकॉडा, बीमा जस्ट्थजत और िास्ट्तजिक समय में िार्षाक उत्पािन क्षमता को रैक दकया िा सके। ऊिाा जिभाग इस तरह के डेटा एकीकरण के जलए जडस्ट्कॉम के साथ जमलकर काम करेगा। एक रस्ट्टीजिप के रूप में, जडस्ट्कॉम यह सुजनजित करेंग े दक सभी स्ट्थाजपत आरटीएस अपनी अजधकतम क्षमता के अनुसार जबिली उत्पािन करें।

GNCTD hereby makes the following amendments to the Delhi Solar Energy Policy 2023.

(1) This may be called the Delhi Solar Energy Policy 2023 (Second Amendment).

(2) They shall come into force from the date of issuance of the Gazette Notification of the Delhi Solar Energy Policy 2023 (Second Amendment).

Clause 4.2.3 DISCOM Trusteeship Model Rationale A major constraint in the adoption of rooftop solar systems is the requirement of substantial upfront investment. Many consumers, including those who do not receive electricity subsidy from GNCTD and possess suitable rooftop space, remain reluctant to install rooftop solar systems due to the initial financial burden.

Under the existing PM Surya Ghar: Muft Bijli Yojana (PMSG), the consumer selects a registered vendor, mutually agrees upon the project cost and makes payment either upfront or in accordance with the agreed payment schedule. The admissible Central and State subsidies are released to the consumer only after installation and commissioning of the system, which ordinarily takes one to two months. Access to bank finance is also constrained, with the loan rejection rate in Delhi reported to be approximately 48%. Reduction of the consumer's upfront financial burden is, therefore, expected to significantly accelerate rooftop solar adoption.

DISCOM Trusteeship Model To address the above constraint, it is proposed to introduce the DISCOM Trusteeship Model. Under this model, IPGCL, or any other government agency authorised by the Department of Power, GNCTD, shall select and empanel eligible vendors through a transparent bidding/Expression of Interest process from among the vendors registered under the PMSG Scheme.

The project cost shall be discovered through the competitive process. Upon successful installation and commissioning of the rooftop solar system, the admissible Delhi Government subsidy shall be released directly to the vendor. The consumer shall pay only the balance amount, as indicated below:

The model shall also facilitate rooftop solar installations under the Virtual Net Metering (VNM) and Group Net Metering/RWA categories, subject to the applicable regulations and scheme guidelines.[PART IV DELHI GAZETTE : EXTRAORDINARY 21 Long-Term Operation and Maintenance Under the PMSG Scheme, the vendor is required to provide operation and maintenance services without additional charge for the first five years.

For the remaining useful life of the system, the concerned DISCOM shall, with the consent of the consumer, arrange O&M services either directly or through an empanelled agency. The prescribed O&M charges will be recovered from the concerned consumer through/along with the monthly electricity bill and transferred by the DISCOM, acting as trustee, to the service provider.

The DISCOMs will be permitted to claim reasonable administrative and service charges through their respective Aggregate Revenue Requirement petitions before DERC, the quantum and mechanics of recovery shall be subject to approval of the commission through the applicable regulatory process. Wider deployment of rooftop solar would also benefit the distribution system by reducing costly peak-power procurement and deferring the requirement for network augmentation.

Utility-Led Aggregation Model The PMSG Scheme also provides for a Utility-Led Aggregation (ULA) Model, under which rooftop solar systems are installed through vendors selected by the State implementing agency through competitive bidding.

Under the ULA Model: • the consumer pays only the net project cost after deduction of the applicable Central and State subsidies; • the consumer contribution is capped at ₹ 5,000 per kW of installed capacity; and • the admissible Central and State subsidies are released directly to the vendor after successful installation and commissioning.

Only PMSG-registered vendors willing to install systems on the above terms and comply with the prescribed technical and service requirements shall be eligible to participate. The facility of DISCOM-facilitated O&M after the initial five- year period will also be extended to installations under the ULA Model, with the consent of the consumer.

This arrangement will ensure that projects viable within the ULA framework are implemented at the lowest possible consumer contribution, while other eligible consumers are not excluded merely because the discovered project cost exceeds the ULA ceiling.

During this period, the applicable State Subsidy shall be ₹26,000 per kW for individual residential rooftop solar installations, including GHS solar installations under the VNM framework, and ₹11,000 per kW for RWAs/Group Housing Societies for common area loads and EV charging infrastructure.

If any consumer wishes to install more than 3 kW, they would be free to do so through registered vendors outside the DISCOM Trusteeship Model/ ULA model and will be eligible for a capital subsidy as per the PM Surya Ghar Scheme and Delhi Solar Energy Policy 2023 of upto ₹ 78,000 depending on tendered cost).

4.2.3.a Roles and Responsibilities

4.2.3.a.i Power Department, GNCTD The Power Department, GNCTD shall: • Issue broad guidelines/framework for tendering and implementation of the ULA model. • Make payments to the selected vendors upon successful installation and commissioning of the solar plants, as per the approved terms and conditions.

• Undertake overall monitoring and review of the progress of implementation of the ULA model. • Take up the matter with MNRE for obtaining necessary approvals/sanctions and clarifications, as required.

• Undertake Outreach & Awareness (O&A) activities for promotion of the ULA model. These activities shall supplement and complement the outreach and awareness initiatives being undertaken by the DISCOMs.

• In accordance with the recommendation of the MNRE Technical Committee, Power Deptt. will own the rooftop solar (RTS) systems initially for the first five years, corresponding to the mandatory O&M period, to ensure effective oversight of the performance of the installed systems.

• Accordingly, GNCTD/Power Department shall remain the owner of the solar plant during the initial five-year period, while the consumer shall be provided the right to use the installed solar system for the purpose of generation and utilisation of solar power. After 5 years, the plant shall be owned by consumer.

4.2.3.a.ii IPGCL IPGCL, or any other Government agency authorised by the Department of Power, GNCTD, shall undertake procurement/empanelment of vendors from among the MNRE PM Surya Ghar–empanelled vendors, through bidding,24 DELHI GAZETTE : EXTRAORDINARY PART IV] for installation of rooftop solar plants at the net cost, i.e. the total cost of the solar plant after adjustment of the applicable Central and State subsidy.

4.2.3.a.iii DISCOMs The DISCOMs shall be the key implementing agencies/pivotal stakeholders for the ULA model, covering activities from consumer demand aggregation and outreach to installation coordination, monitoring and O&M.

The DISCOMs shall: • Undertake consumer demand aggregation and identify/aggregate eligible residential consumers for participation in the ULA model. • Undertake Outreach & Awareness (O&A) activities to generate consumer awareness, willingness and participation under the ULA model.

• Coordinate with the selected vendors for timely site survey, installation, commissioning and net-metering of rooftop solar systems. • Undertake regular monitoring and inspection of installed solar plants to ensure compliance with the prescribed technical and performance requirements.

• Regularly monitor net-metering data and solar generation of the installed systems and identify under-performing systems. • Recommend to IPGCL, wherever required, appropriate corrective action and/or penal action against vendors for non-performance or non-compliance with the terms of the tender.

• Ensure free O&M of the rooftop solar plants for the first five years through the solar vendor responsible for installation of the respective plant, in accordance with the ULA framework and tender conditions.

• After completion of the initial five-year O&M period, undertake O&M either themselves or through empanelled vendors for the remaining life of the solar plant. • The cost of O&M after the initial five-year period shall be recovered from the respective consumer through/along with the monthly electricity bill and shall be passed on by the DISCOM, in its capacity as trustee, to the concerned O&M vendor.

• The DISCOMs shall be permitted to recover appropriate service charges for undertaking O&M-related activities through their ARR filings before DERC, as may be approved by the Commission. • Install smart solar generation meters/meters with generation-tracking capability for monitoring of solar generation.

The metering infrastructure shall also facilitate O&M-related billing after completion of the initial five-year O&M period, when O&M is undertaken by the DISCOM or its empanelled vendors. • Maintain appropriate records of installation, generation, O&M and performance of the rooftop solar plants for effective monitoring and evaluation of the ULA programme.

4.2.3.b Free solar for subsidized electricity consumers: In Delhi, residential consumers with electricity consumption up to 400 units per month receive electricity subsidy. For consumption up to 200 units/month, consumers receive a zero bill, and for consumption between 201–400 units/month, they receive a subsidy up to ₹800 on their bill.

All residential consumers, whose average gross electricity consumption in the previous Financial Year is within 400 units per month, including from solar power, will be eligible for free solar installation up to 3 KW, subject to technical feasibility of rooftop solar plant installation and the fact that the household has not availed of solar subsidy earlier either under PM Suryaghar or under Delhi Solar Scheme. The total cost of solar plant installation up to 3 KW will be borne by the GNCTD. The total cost includes Central as well as Delhi State Subsidies, and some top-up subsidy which may be required based on actual rates quoted by vendors. The solar plant will be installed under the DISCOM Trusteeship Model (backed by ULA scheme to be approved by MNRE) and the net cost (i.e., total cost minus Central subsidy) will be given by GNCTD to vendor after solar plant installation.

4.2.3.b.i Electricity consumption below 200 units/month Consumers under this category will not only be eligible for 100% electricity subsidy on net units consumed, if any, but also, in addition, incentive benefit @50% of energy savings on the monthly net units consumed when assessed from the average net units of the previous financial year. The incentive shall be payable annually after the end of the financial year. The incentive amount shall be calculated on a monthly basis based on the eligible performance during each month.[PART IV DELHI GAZETTE : EXTRAORDINARY 25

Benefit to consumer: (0-200 units/ month): Consumers benefit if there is surplus solar generation which is paid at APPC rates.

50 units) ● Monthly benefit to consumer: ₹550 (₹325 + ₹225) Thus, a subsidized consumer with an average gross monthly consumption of around 150 units, upon installing a 2-KW solar PV plant (free of cost), will continue to fall under the subsidized category with zero bills, while additionally earning approximately ₹550 per month. Therefore, solar PV installations in this category are expected to increase. The above calculation has been presented on a monthly basis for ease of understanding. However, the incentive amount and the amount payable against surplus power exported to the DISCOM shall be settled and paid to the consumer on an annual basis, as per the applicable provisions.

4.2.3.b.ii Electricity consumption between 201-400 units/month Expected Benefit to consumer:

Free solar installation has component of PM Suryaghar Subsidy also. Therefore, it will be reviewed, if PM Surya Ghar scheme is not extended beyond March 2027.

4.2.3 (c) Operation & Maintenance (O&M) of Solar plant after 5 years The solar plants installed under the PM Surya Ghar scheme come with mandatory O&M support from vendors for the first five years. The expected life of a solar plant is more than 25 years. To ensure smooth functioning beyond the initial five years, the plants need to be professionally managed through proper O&M services.

DISCOMs can manage the plants either through their own manpower resources or by engaging vendors. The O&M cost after five years would be recoverable by DISCOMs from beneficiary consumers through/along with their monthly electricity bills. The DISCOM will thus act as trustee between Vendors and solar beneficiaries. For overall service rendered, in context of RTS, by DISCOMs, they shall be entitled to claim service charges through their AR26 DELHI GAZETTE : EXTRAORDINARY PART IV] Consumers are free to choose any of O&M vendors empanelled by DISCOMs. This is voluntary, and DISCOMs are only facilitating O&M for consumers. If consumers are not interested in O&M through DISCOM-empanelled vendors, they will be free to have own O&M arrangement and would then be not billed for monthly maintenance charges.

To make solar plants more reliable, group insurance covering hazards such as fire, theft, and weather damage would also be included, as an added optional service, along with O&M activities. DISCOMs will empanel vendors for both O&M and insurance of plants. The empanelled vendors will provide insurance so that in case of any damages, consumers are protected. Where the consumer opts for such insurance, the applicable insurance premium shall be recovered from the consumer through/along with the monthly electricity bill along with the O&M charges and shall be payable by the consumer. The Power Department/concerned DISCOMs shall take up the matter with DERC at the appropriate stage, particularly before commencement of the proposed post-five-year O&M facilitation arrangement, for approval of the applicable mechanism for billing and recovery of O&M and insurance charges, as required under the applicable regulatory framework. However, insurance is not mandatory for first 5 years under PM Surya Ghar, and hence will work as an added optional service offered by DISCOM under the Trusteeship model.) If entrusted with the responsibility of assured O&M, the DISCOMs will also ensure that the solar panels generate power optimally

4.3 Summary Table of models for consumers A new specific provision is added as a DISCOM Trusteeship Model, and accordingly, the revised table is as under:

Eligibility of electricity subsidy: Electricity subsidy shall be determined based on the consumer's gross monthly electricity consumption (i.e., the total electricity consumed, including the electricity generated by the rooftop solar system). However, electricity billing shall continue to be based on net metering, in accordance with the existing DERC Net Metering Regulations.

For example, if a consumer with a monthly electricity consumption of 450 units installs a 3-kW rooftop solar system, the system is expected to generate approximately 300 units of electricity per month. Under the existing net metering framework, the consumer's net grid consumption would reduce to 150 units (450 – 300). Consequently, the consumer would be billed only for 150 units. However, since electricity subsidy would be determined based on the gross monthly electricity consumption of 450 units, the consumer would not be eligible for the electricity subsidy.

An illustrative example is provided below:

Para 5.5 Carbon Credit Aggregation and Digital Governance

5.5 (i) Attribute Aggregation: Residential installations are typically too small to access carbon trading markets independently. The Trusteeship framework authorizes the DISCOM to aggregate environmental attributes from thousands of rooftops into a unified portfolio for carbon credit monetization. Retained system on a right-to-use basis, with ownership with GNCTD/Deptt of Power for 5 years and standard net-metering credits remain fully with the consumer.

5.5 (ii) Revenue Reinvestment: Revenues generated from aggregated environmental attributes will be placed into specialized non-budgetary accounts to fund consumer awareness, support digital infrastructure upgrades, and subsidize lifecycle maintenance costs.

5.6 Digital Architecture: The Delhi Solar Portal will be upgraded into a complete Digital Governance Platform. Every commissioned system will be assigned a permanent Digital Solar Asset Identification Number (DSAIN) to track its tech specifications, warranty records, insurance status, and real-time annual generation yields. Power department will work with Discoms for such data integration. As a trustee, the DISCOMs shall see that all installed RTS generate power to their optimum potential.

5.7 Employment Generation Potential:

The proposed installation of approximately 2.20 lakh residential rooftop solar systems in Delhi is expected to generate significant employment opportunities in the renewable energy sector, both during installation as well as during the subsequent operation and maintenance (O&M) of the systems. A typical 2 kW/3 kW rooftop solar system requires approximately 5 man-days for activities, such as site preparation, mounting structure installation, module installation, electrical works, testing, commissioning and associated installation activities. Accordingly, installation of 2.20 lakh rooftop solar systems would generate approximately 11 lakh man-days of employment during the implementation phase.

In addition, rooftop solar plants require regular preventive and corrective maintenance, inspection, cleaning, monitoring and other O&M services throughout their operational life. The proposed framework provides for initial O&M through the installation vendor and, after the initial five-year period, for O&M through DISCOM-facilitated/empanelled O&M service providers, subject to the applicable framework and consumer consent. Thus, the proposed programme is expected to create sustained employment opportunities for skilled, semi-skilled and trained manpower, including solar installers, electricians, technicians, supervisors, site engineers, O&M personnel and other associated service providers.

The large-scale deployment of rooftop solar systems will also strengthen the local solar service ecosystem and create opportunities for development of trained manpower in installation, operation and maintenance of distributed renewable energy systems.

5.8 Atmanirbhar Bharat:

The proposed programme is also aligned with the objectives of Atmanirbhar Bharat by promoting the use of domestically manufactured solar photovoltaic (PV) modules and cells. Under the PM Surya Ghar: Muft Bijli Yojana, rooftop solar installations availing Central Financial Assistance are required to comply with the Domestic Content Requirement (DCR), whereby domestically manufactured solar modules using domestically manufactured solar cells are to be used. The DCR requirement is also incorporated into the ULA procurement framework, and use of non-DCR modules makes the installation ineligible for the applicable Central Financial Assistance. Accordingly, the proposed large-scale installation of approximately 2.20 lakh rooftop solar systems in Delhi will generate substantial demand for domestically manufactured solar cells and modules. Such sustained demand, through a large public programme, will support the domestic solar manufacturing ecosystem, strengthen indigenous supply chains and encourage investment in manufacturing capacity, thereby reducing dependence on imported solar components and contributing to the Government of India's objective of building a self-reliant domestic renewable energy manufacturing ecosystem. The requirement for use of indigenous PV cells and modules is also specifically reflected in ULA procurement requirements.
