L.-33004/99 सी.जी.-डी.एल.-अ.-14112025-267681 xxxGIDHxxx CG-DL-E-14112025-267681 xxxGIDExxx असाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 340] नई दिल्ली, िुक्रवार, नवम्ब र 14, 2025/कार्तकि 23, 1947 No. 340] NEW DELHI, FRIDAY, NOVEMBER 14, 2025/KARTIKA 23, 1947 कार्मकि , लोक जिकायत तथा पिें न मत्रं ालय (कार्मिक एव ंप्रजिक्षण जवभाग) अजधसचू ना नई दिल्ली, 14 नवम् बर, 2025 फा.स.ं 13018/03/2024-एआईएस-I.—केन्द्र सरकार द्वारा दिनांक 22 िनवरी, 2025 को भारत के रािपत्र (असाधारण) के भाग I, खडं I में प्रकाजित जसजवल सेवा परीक्षा, 2025 की जनयमावली में एतद्द्वारा जनम्नजलजखत संिोधन दकए िाते ह:ैं- 1. जनयम 20 के मौिूिा उप-जनयम 4 (ख) को जनम्नानुसार प्रजतस्ट्थाजपत दकया िाए:- “20.(4)(ख) आयोग, अनुिंजसत उम्मीिवारों की इस सूची के साथ-साथ उम्मीिवारों की समेदकत आरजक्षत सूची भी तैयार करेगा जिसमें प्रत्येक श्रणे ी के अन्द्तगति योग्यता क्रम में अंजतम अनुिंजसत उम्मीिवार से नीचे के अनारजक्षत, आरजक्षत श्रणे ी एवं पीडब्लल्यूबीडी श्रणे ी के उम्मीिवार िाजमल होंगे। समेदकत आरजक्षत सचू ी में अनारजक्षत श्रेणी के उम्मीिवारों की संख्या, आरजक्षत श्रेणी तथा पीडब्लल्यूबीडी श्रणे ी के उन उम्मीिवारों जिन्द्ह ें उप-जनयम (1) के परंतुक के अनुसार अनुिंजसत उम्मीिवारों की सूची में प्रथमतया िाजमल दकया गया था तथा उपजनयम (4)(क)(2) के आलोक में अनारजक्षत ररजि(यों) के जलए अनुिंजसत उम्मीिवारों की संख्या में कटौती के बाि िेष उम्मीिवारों की संख्या के बराबर होगी।” 2. जनयम 20 के मौिूिा उप-जनयम 4 (ग) को जनम्नानुसार प्रजतस्ट्थाजपत दकया िाए:- “20.(4)(ग) समेदकत आरजक्षत सूची में, अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्द्य जपछडे वगि, आर्थिक रूप स े कमिोर वगि तथा बेंचमाकि दिव्ांगता वाले व्जियों की प्रत्यके आरजक्षत श्रेणी में से उम्मीिवारों की संख्या, उपजनयम 7612 GI/20252 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] (4)(क)(1) तथा (4)(क)(2) के अनुसार प्रत्येक श्रेणी में प्रथमत: उम् मीिवारों की अनिु ंसा करते समय प्रत्येक श्रणे ी म ें कम की गई संबंजधत ररजियों की संख्या के बराबर होगी। समेदकत आरजक्षत सूची के साथ-साथ आयोग एक जवस्ट्ताररत सूची भी तैयार करेगा जिसमें आयोग के जववेकानुसार अनारजक्षत, आरजक्षत तथा पीडब्लल्यूबीडी श्रणे ी से पयािप्त संख्या में उम्मीिवार िाजमल होंगे, िो प्रत्येक श्रेणी के तहत समेदकत आरजक्षत सूची म ेंिाजमल अंजतम उम्मीिवार स ेनीचे योग्यताक्रम में होंगे।” 3. जनयम 20 के मौिूिा उप-जनयम 4 (घ) को जनम्नानुसार प्रजतस्ट्थाजपत दकया िाए:- “20.(4)(घ) इस प्रकार तैयार की गई समेदकत आरजक्षत सूची तथा जवस्ट्ताररत सूची को आयोग द्वारा उप-जनयम (5) के अनुसार अनुिंसाओं की प्रदक्रया पूरी कर जलए िाने तक गोपनीय रखा िाएगा” 4. जनयम 20 के मौिूिा उप-जनयम 5 को जनम्नानुसार प्रजतस्ट्थाजपत दकया िाए:- “20.(5)(क)(1) उप-जनयम (4) के प्रावधानों के अनुसार अनुिजं सत उम् मीिवारों को सरकार द्वारा सेवाएं आबंरटत की िाएंगी। आरजक्षत श्रेणी के उन उम्मीिवारों, जिन्द्होंने उप-जनयम (1) के परन्द्तुक के अनुसार पात्रता या चयन मानिण्ड म ें कोई ररयायत या छूट प्राप्त दकए जबना जनधािररत सामान्द्य अहकि मानक पर या उससे अजधक पर मेररट प्राप्त की ह,ै सजहत सेवा आबंटन को अंजतम रूप िेन े के पश्चात् तथा आरजक्षत श्रणे ी के उम्मीिवारों के अपनी-अपनी श्रेणी में स्ट्थानांतरण के कारण िेष बची ररजियों के जनधािरण के पश्चात्, सरकार आयोग को एक अजधयाचना अग्रेजषत कर सकती ह ै जिसमें उससे समेदकत आरजक्षत सूची म ें स,े प्रत्येक श्रणे ी म ें ररजियों को भरन े के प्रयोिनाथ ि अजधयाचना दकए गए उम्मीिवारों के बराबर संख्या में, उम्मीिवारों की योग्यता क्रम में अनुिंसा करने का अनुरोध दकया िाएगा। 20.(5)(क)(2) समेदकत आरजक्षत सूची में से उम्मीिवारों की अनुिंसा करने संबंधी अजधयाचना सजहत, सरकार आयोग को एक अन्द्य अजधयाचना भी भेि सकती ह ै जिसमें आयोग स े जवस्ट्ताररत सूची में से योग्यताक्रम में तथा समेदकत आरजक्षत सूची स े प्रत्यके श्रणे ी म ेंअंजतम अनुिंजसत उम्मीिवार के नीचे, योग्यताक्रम में उतनी ही संख्या म ें उम्मीिवारों की अनुिंसा करने का अनरु ोध दकया िाएगा जितनी संख्या म ें उम्मीिवारों द्वारा व्ि सीजमत वरीयताओं, उम्मीिवारों के आरक्षण के अमान्द्य िावों और प्रत्येक श्रेणी में उम्मीिवारी रद्द होने के कारण ररि रह गए पिों को भरने के जलए अजधयाचना की गई थी। इसके बाि, दकसी भी कारण से ररि रह गए पिों को भरने के जलए सरकार द्वारा आयोग को कोई और अजधयाचना अग्रेजषत नहीं की िाएगी। रटप्पणी: उपरोि जनयम 20(5)(क)(2) म ें उजल्लजखत कारणों के अलावा दकसी अन्द्य कारण से उत्पन्न ररजियों को जवस्ट्ताररत सूची के माध्यम से भरा हुआ नहीं माना िाएगा। इसके अजतररि, ऐसी ररजियों के जवरुद्ध उम्मीिवारों की सेवा का पुन: आबंटन/उन्नयन करने पर जवचार नहीं दकया िाएगा।" 5. जनयम 20 के मौिूिा उप-जनयम 6 को जनम्नानुसार प्रजतस्ट्थाजपत दकया िाए:- "20.(6) आयोग द्वारा अनंजतम रूप स े अनुिंजसत उम्मीिवारों, चाह े व े प्रथमतया घोजषत पररणाम के आधार पर हों या समेदकत आरजक्षत सूची से हो और दकसी भी कारणवि उम्मीिवार द्वारा अपेजक्षत औपचाररकताएं परू ी न दकए िाने या दकसी अन्द्य कारण से जवस्ट्ताररत सूची से हों,को अपेजक्षत औपचाररकताओं को पूरा करने संबंधी उपचारात्मक कारिवाई अजवलबं करनी होगी। यह कारिवाई हर हाल में, सरकार द्वारा जवजनधािररत और अजधसूजचत ऐसे अनंजतम पररणाम की घोषणा की तारीख से दिए गए अनुमत समय के भीतर करनी होगी।” यिु रुस्ट्तगी, उप सजचव MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (Department of Personnel and Training) NOTIFICATION New Delhi, the 14th November, 2025 F. No. 13018/03/2024-AIS-I.—In the Civil Services Examination Rules-2025 published in Part I. Section I of the Gazette of India (Extraordinary) dated 22ndJanuary, 2025, the Central Government hereby makes the following amendments:-[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 1.The existing sub-rule 4(b) of Rule 20 may be substituted by the following: - "20.(4)(b) Along with this list of recommended candidates, the Commission shall also maintain a Consolidated Reserve List of candidates which will include candidates from unreserved, reserved categories and PwBD Category, ranking in order of merit below the last recommended candidate under each category. The number of candidates of unreserved category in the Consolidated Reserve list will be equal to the number of reserved category candidates and of PwBD Category who in the first instance were included in the list of recommended candidates as per proviso to sub-rule (1) and reduction in recommendation against unreserved vacancy(ies), if any, in light of sub-rule (4)(a)(2)." 2. The existing sub-rule 4(c) of Rule 20 may be substituted by the following: - "20.(4)(c) The number of candidates of reserved category in the Consolidated Reserve List, from each category of Scheduled Caste, Scheduled Tribe, Other Backward Class, Economically Weaker Sections and Persons with Benchmark Disability will be equal to the respective number of candidates reduced in each category while recommending candidates in the first instance as per sub rule (4)(a)(1) and (4)(a)(2). Along with the Consolidated Reserve List, the Commission shall also maintain an Extended List which will include sufficient number of candidates, as in the discretion of the Commission, from unreserved, reserved and PwBD category, ranking in order of merit below the last candidate included in the Consolidated Reserved List under each category." 3. The existing sub-rule 4(d) of Rule 20 may be substituted by the following: - "20.(4)(d) The Consolidated Reserve List as well as the Extended List so maintained shall be treated as confidential till the process of recommendation(s) in terms of sub-rule (5) is finally concluded by the Commission." 4. The existing sub-rule 5 of Rule 20 may be substituted by the following: - "20.(5)(a)(1) The candidates recommended in terms of the provisions of sub-rule (4), shall be allocated services by the Government. After finalizing the service allocation, including the candidates belonging to reserved category, who acquire the merit at or above the fixed general qualifying standard without availing of any concession or relaxation in the eligibility or selection criteria in terms of the proviso to sub-rule (1) and after ascertaining the resultant vacancies due to migration of the reserve category candidates to their respective category, the Government may forward a requisition to the Commission requesting it to recommend, in order of merit, from the Consolidated Reserve List, the same number of candidates as requisitioned for the purpose of filling up the unfilled vacancies in each category. 20.(5)(a)(2) Along with the requisition for recommending the candidates from the Consolidated Reserve List, the Government may also forward a requisition to the Commission requesting it to recommend, in order of merit, from the Extended List and below the last recommended candidate in each category from the Consolidated Reserve List, the same number of candidates as requisitioned for the purpose of filling up of vacancies that remained unfilled due to limited preferences expressed by the candidates, invalid reservation claims of the candidates and cancellation of candidature in each category. No further requisition to the Commission for filling up the unfilled vacancies, arising out of whatsoever reason(s) thereafter, shall be forwarded by the Government. Note: Vacancies arisen due to any reason other than mentioned in Rule 20(5)(a)(2) above, shall not be considered to be filled up through the Extended List. Further, no reallocation/upgradation of Service of the candidates shall be considered against such vacancies." 5. The existing sub-rule 6 of Rule 20 may be substituted by the following: - "20.(6) For candidates recommended on Provisional basis by the Commission either in the results declared in the first instance or from the Consolidated Reserve List and the Extended List due to non-completion of any requisite formalities by the candidates or for any other reason whatsoever, the remedial action for meeting the requisite formalities shall be completed by the candidate without any undue delay and in any case within a period of time allowed further from the date of declaration of such Provisional result as the Government may prescribe and notify."
