यौरा (cid:30)दान कर आधार रिज(cid:24) Vशे न हते ु अपना अनुरोध रिज(cid:24)ट र करा सकते हA। (3) य(cid:1)द (cid:24)क (cid:29)म के अधीन फायदा#ािहय(cid:16) ने आधार हेतु नामांकन कराया ह ै तथािप (cid:1)कसी कारण से आधार न(cid:8) बर (cid:30)दान करने म(cid:28) समथ* नहR ह,ै जो भी कारण हो, मं1ालय काया*. वयन अिभकरण(cid:16) के माD यम से यूआईडीएआई नामांकन और अ4तन¹Hkkx IIµ[k.M 3(ii)] Hkkjr dk jkti=k % vlk/kj.k 3 ,ल ाइंट के माDय म से उपयु,त (cid:24) थल पर आधार नामांकन सुिवधा (cid:30)द: त कर ''सच* माई आधार'' सुिवधा (cid:30)दान करेगा और फायदा#ािह से उनके आधार सच* के िलए बनाए गए उ, त अिधिनयम और िविनयम के उपबंध(cid:16) क(cid:29) शत* पर िजसम(cid:28) आधार न(cid:8) बर क(cid:29) शेयdरग, (cid:30)चार या (cid:30)काशन पर रोक हो, ऑपरेटर को अपना नाम, पता, मोबाइल न(cid:8) बर, eफगर Z(cid:30)ट और अ. य ; यौरा (cid:30)दान कर सहायक मोड म(cid:28) अपने आधार क(cid:29) सच* करने का अनुरोध (cid:1)कया जा सकेगा। 3. ऐसे सभी मामल(cid:16) म(cid:28) जहां फायदा#ािहय(cid:16) क(cid:29) खराब बायोमे(cid:21)Vक या (cid:1)कसी अ. य कारण से आधार (cid:30)माणन असफल हो जाता ह,ै िन(cid:8)न िलिखत हडA Zलग +य व(cid:24)थ ा को अपनाया जाएगा, अथा*त्: (क) खराब eफगर Z(cid:30)ट क(cid:29) दशा म(cid:28) (cid:30)माणन हते ु आइ(cid:21)रस (cid:24) कैन सुिवधा को अपनाया जाएगा िजससे मं1ालय अपने काया*.व यन अिभकरण(cid:16) के माDय म से सरल तरीके से फायदा (cid:30)दान करने के िलए eफगर Z(cid:30)ट (cid:24) केनर सिहत आइ(cid:21)रस (cid:24) केनर हते ु +य व(cid:24)थ ा करेगा। (ख) फायदा#ािहय(cid:16) के eफगरZ(cid:30)ट या आइ(cid:21)रस अिध(cid:30)माणन म(cid:28) (cid:1)कसी भी (cid:30)कार क(cid:29) क(cid:21)ठनाई आने के संबंध म(cid:28), चेहरा (cid:30)माणीकरण का उपयोग (cid:1)कया जाएगा और मं1ालय अपने काया*.वयन अिभकरण(cid:16) के माDयम से, जो भी ऐसे फायदा#ािहय(cid:16) के िलए jवहाय * हो, जहाँ (cid:30)माणीकरण अ.य (cid:30)कार से िवफल होता ह,ै चेहरा (cid:30)माणीकरण क(cid:29) jव(cid:24)था करेगा। (ग) य(cid:1)द eफगरZ(cid:30)ट या आइ(cid:21)रस या चेहरा (cid:30)माणीकरण के माDयम से बायोमै(cid:21)Vक अिध(cid:30)माणन असफल रहता ह,ै तो जहाँ कही आधार वन टाइम पासवड * (ओटीपी) या सीिमत समय िविधमा. यता के साथ टाइम-बे(cid:24)ड यथाि(cid:24) थित पासवड * (टीओटीपी), के Eारा jवहाय* और अनुmेय हो, अिध(cid:30)माणन को अिधमानता दी जाएगी। (घ) (i) अ.य सभी मामल(cid:16) म(cid:28) जहाँ बायोमै(cid:21)Vक या ओटीपी या टीओटीपी अिध(cid:30)माणन संभव नहR ह,ै वहां सेवा या फायदे पद(cid:16) के मूल आधार पर िजए जा सक(cid:28)गे िजसक(cid:29) अिध(cid:30)मािणकता मु(cid:1)=त ,यआू र कोड के माDयम से क(cid:29) जा सकेगी। (ii) उपखंड (i) के (cid:30)योजनाथ*, मं1ालय अपने काया*.वयन अिभकरण(cid:16) के माDयम से ई-आधार वाले आधार प1 पर मु(cid:1)=त ,यूआर कोड पढ़ने के िलए सेवा (cid:30)दान करने के (cid:24)थान पर ,यूआर कोड रीडर उपल; ध करवाएगा जो ऑफलाइन रीित म(cid:28) आधार काड *के अिध(cid:30)मािणत का स:य ापन अनुmान करेगा। (iii) ,यूआर कोड, यूआईडीएआई Eारा िवकिसत िवशेष सुरि"त ,यूआर कोड रीडर के माDयम से पढ़ा जाएगा , य(cid:16)(cid:1)क यह आधार धारक(cid:16) के िडिजटल (cid:26)प से ह(cid:24)ता"(cid:21)रत ; यौरे उपल; ध कराता है और ऐसे सभी मामल(cid:16) म(cid:28) सेवा का फायदा इस उ<े0य के िलए तैयार (cid:1)कए गए हडA Zलग रिज(cid:24)टर के िसवाय, िविनमय क(cid:29) स(cid:8) यक (cid:26)प से (cid:21)रकॉpडग करके (cid:30)दान (cid:1)कया जा सकेगा, िजसक(cid:29) मं1ालय Eारा उसके काया*.वयन अिभकरण(cid:16) के माDयम से आविधक तौर पर समी"ा और लेखापरी"ा क(cid:29) जानी होती ह ैऔर इन रिज(cid:24)टर(cid:16) का रखरखाव और आविधक िनरी"ण, ए,से(शन हAडZलग मैकेिनqम के अिनवाय* घटक ह(cid:16)गे। 4. यह अिधसूचना सभी राqय(cid:16) और संघ राqय"े1(cid:16) म(cid:28), के राजप1 म(cid:28) इसके (cid:30)काशन क(cid:29) तारीख से (cid:30)भावी होगी। [एफ.सं.17-17/2018-यू.5] मधु रंजन कुमार, संयुS सिचव MINISTRY OF HUMAN RESOURCE DEVELOPMENT (Department of Higher Education) NOTIFICATION New Delhi, the 6th December, 2019 S.O. 4403(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies, simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Ministry of Human Resource Development (hereinafter referred to as the Ministry) in the Government of India is administering the Central Sector Interest Subsidy Scheme (hereinafter referred to as the Scheme) with an objective of disbursing interest subsidy on the education loan to the eligible students, only once either for Undergraduate or Integrated courses or Postgraduate courses. Scheme is implemented by the Nodal Bank (presently Canara Bank) through various other scheduled Banks and Finance and Development Corporations (hereinafter referred to as the Implementing Agencies);4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] And whereas, under the Scheme full interest subsidy (hereinafter referred to as the benefits) is given for the moratorium period (i.e., course period plus one year) on the education loan taken by the eligible students for pursuing courses as defined in the extant Scheme guidelines (hereinafter referred to as the beneficiaries); And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) A beneficiary eligible for receiving the benefits under the Scheme shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) Any beneficiary desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment by the 31st March, 2020, provided he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individual may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its Implementing Agencies is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrars themselves: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:- (a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or (ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2 below; and (b) (i) Bank Passbook or Post office Passbook with photo; or (ii) Voter ID Card; or (iii) Permanent Account Number (PAN) Card; or (iv) Passport; or (v) Driving licence issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Ration Card; or (vii) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (viii) Any other document as specified by the Ministry: Provided further that the above documents shall be checked by an officer specifically designated by the Ministry through its Implementing Agencies for that purpose. 2. In order to provide convenient and hassle-free benefits to the beneficiaries under the Scheme, the Ministry through its Implementing Agencies shall make all the required arrangements including the following, namely:- (1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by 31st March, 2020, in case they are not already enrolled. (2) in case, the beneficiaries under the Scheme are not able to enrol for Aadhaar due to non-availability of enrolment centres in the vicinity such as the Block or Taluka or Tehsil, the Ministry through its Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may register their requests for Aadhaar enrolment by giving their name, address, mobile number and other details as specified in the first provision to sub-paragraph (3) of paragraph 1, with the concerned officials specifically designated by the Ministry through its Implementing Agencies or through the web portal provided for that purpose.¹Hkkx IIµ[k.M 3(ii)] Hkkjr dk jkti=k % vlk/kj.k 5 (3) in case, the beneficiaries under the Scheme have enrolled for Aadhaar, however, are not able to produce Aadhaar number for any reason whatsoever, the Ministry through Implementing Agencies shall provide “Search My Aadhaar” facility through UIDAI’s Enrolment and Update Client by facilitating Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to search their Aadhaar in assisted mode by giving their name, address, mobile number, finger prints and other details, with the operator required to search beneficiary’s Aadhaar, subject to the provision of the said Act and regulations made thereunder with respect to restriction on sharing, circulating or publishing of Aadhaar number. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of beneficiaries or due to any other reason, the following exception handling mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, IRIS scan facility shall be adopted for authentication, thereby the Ministry through its Implementing Agencies shall make provisions for IRIS scanners along with fingerprint scanners for delivery of benefits in seamless manner; (b) in case of difficulty in fingerprints or IRIS authentication of the beneficiaries, face authentication shall be used and the Ministry through its Implementing Agencies shall make arrangements for face authentication wherever feasible, for those beneficiaries whose other modes of authentication fail; (c) in case of biometric authentication through fingerprints or IRIS or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password (OTP) or Time-based One-Time Password (TOTP) with limited time validity, as the case may be, shall be preferred; (d) (i) in all other cases where biometric or OTP or TOTP authentication is not possible, service or benefits may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the QR code printed on the Aadhaar letter; (ii) for the purpose of sub-clause (i), the Ministry through its Implementing Agencies shall provide QR code readers at point of service delivery to read QR code printed on Aadhaar Letter on E-Aadhaar which allows verifying the authenticity of Aadhaar Card in an offline manner; (iii) The QR code shall preferably be read through Secure QR code reader developed by UIDAI as it provides digitally signed details of Aadhaar holder and in all such cases the benefits or service may be provided after duly recording the transaction in the exception handling register made for this purpose, which is to be reviewed and audited periodically by the Ministry through its Implementing Agencies and maintenance of these registers and periodic inspection shall be an essential component of exception handling mechanism. 4.
