New Delhi, the 29th March, 2017
S.O. 984(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits
or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables
beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the
need for producing multiple documents to prove one’s identity;
And whereas, the Office of Development Commissioner (Handlooms) (hereinafter referred to as the
Department), Ministry of Textiles in the Government of India is implementing National Handloom
Development Programme [NHDP] and Comprehensive Handloom Development Cluster Scheme (CHCDS)
(hereinafter referred to as the schemes); the purpose of the Schemes is to develop the handloom sector in a
holistic manner.
And whereas, under the Schemes, financial assistance in the form of, stipend, honorarium, designer
fees, travel allowance, Dearness Allowance, other welfare benefits and distribution of looms, loom parts and
accessories (in-kind), for training, workshop, seminars, marketing events and buyer-seller-meet (hereinafter
referred to as benefits) is provided to handloom weavers and allied workers (hereinafter referred to as the
individual beneficiaries) and designers, experts, faculties, trainers and hired manpower (hereinafter referred to
as the facilitators) and both individual beneficiaries and the facilitators shall be collectively called as the
beneficiaries under the Schemes;
And whereas, the Schemes are monitored through the Department’s field offices and zonal offices
across the country and implemented through the agencies (hereinafter referred to as the Implementing
Agencies) as defined under the Schemes;
And whereas, the aforesaid Schemes involve recurring expenditure incurred from the Consolidated
Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the
said Act), the Central Government in the Ministry of Textiles hereby notifies the following, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
1. (1) An individual eligible for availing benefits under the Schemes is hereby required to furnish proof of
possession of Aadhaar number or undergo Aadhaar authentication.
(2) An individual desirous of availing the benefits under the Schemes, who does not possess the Aadhaar
number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment by 31st March,
2017 provided he or she is entitled to obtain Aadhaar as per he provisions of section 3 of the said Act
and such individuals may visit any Aadhaar enrolment centre (list available at uidai website
www.uidai.gov.in) for Aadhaar enrolment.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department
through its field offices, zonal offices and the Implementing Agencies, is required to offer Aadhaar
enrolment facilities to the beneficiaries who are not yet enrolled for Aadhaar, and in case there is no
Aadhaar enrolment centre located in the vicinity such as in the Block or Taluka or Tehsil, the
Department through its field offices, zonal offices and the Implementing Agencies, is required to
provide Aadhaar enrolment facilities at convenient locations in coordination with the existing
Registrars of UIDAI or by Department itself becoming UIDAI Registrar:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Schemes shall be
given to such individuals subject to the production of the following documents, namely:-
(a)(cid:32) (i) if he has enrolled, his Aadhaar Enrolment ID slip; or
(ii) a copy of his request made for Aadhaar enrolment, as specified in sub-paragraph (b) of
paragraph 2; and
(b) any of the following documents-
(i)(cid:32) Voter Identity Card; or
(ii)(cid:32) Permanent Account Number (PAN) Card; or
(iii)(cid:32) Passport; or
(iv)(cid:32) Ration Card; or
(v)(cid:32) Any Government ID Card; or
(vi)(cid:32) Bank or Post office Passbook with Photo; or
(vii)(cid:32) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of
1988); or
(viii)(cid:32) Identity card issued by office of Development Commissioner Handlooms, Ministry of
Textiles or the State Governments;
(ix)(cid:32) Any other document as specified by the Central Government:
Provided further that the above documents shall be checked by an officer specifically designated by
the Department for that purpose.
2. In order to provide convenient benefits under the Scheme to the beneficiaries, the Department
through its field offices, zonal offices and the Implementing Agencies, shall make all required arrangements
including the following, namely:-
(a)(cid:32) Wide publicity through media and individual notices to be given to the beneficiaries to make them
aware of the requirement of Aadhaar to receive benefits under the Scheme and they may be advised
to get themselves enrolled at the nearest enrolment centre available in their areas by 31st March
2017, in case they are not yet enrolled. The list of locally available enrolment centres shall be made
available to them.
(b)(cid:32) In case, the beneficiaries are not able to enroll due to non-availability of enrollment centres in the
near vicinity such as in the Block or Taluka or Tehsil, the Department through its field offices, zonal
offices and the Implementing Agencies is required to create Aadhaar enrolment facilities at
convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar
enrolment by giving their names, addresses, mobile numbers and other details as specified in the
proviso to sub-paragraph (3) of paragraph 1, with the officer in-charge specifically designated by the¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5
field offices and zonal offices of the Department, or its Implementing Agencies or through the web
portal provided for the purpose.
3. This notification shall come into effect from the date of its publication in the Official Gazette in all
the States except the States of Assam, Meghalaya and the State of Jammu & Kashmir.
