No. Vig/Z-78/Misc/2019.—Andaman & Nicobar Islands Division in West Bengal Postal Circle was previously
headed by the Director of Postal Services (JAG), who was the appointing authority in respect of Postal Assistant/
Postman/MTS/GDSBPM cadres. Subsequently a post of Postmaster General (SAG), Andaman & Nicobar Islands was
created vide the Postal Directorate, New Delhi, memo No. 33-1/2011-PE-II dated 31.05.2016 and the post of Director of
Postal Services, Andaman & Nicobar Islands was re-deployed elsewhere vide the Postal Directorate, New Delhi, memo
No. 41-8/2016-PE-II dated 07.12.2016. Further to that, the post of Deputy Superintendent of Post Offices, Midnapore
Division (Group ‘B’, Gazetted) was re-deployed temporarily in the interest of service until further order and designated
as Deputy Superintendent of Post Offices(HQ), Andaman & Nicobar Islands vide CPMG, West Bengal Circle, memo
No. EST/B/E-11/CH-VI/2011 dated 12.01.2017.
2. Sikkim State under North Bengal & Sikkim Region of West Bengal Postal Circle was previously headed by the
Director of Postal Services (JAG), who was the appointing authority in respect of Postal Assistant/
Postman/MTS/GDSBPM cadres. Subsequently a post of Postmaster General (SAG), Sikkim was created vide the Postal
Directorate, New Delhi, memo No. 33-1/2011-PE-II dated 31.05.2016 and the post of Director of Postal Services, Sikkim
was re-deployed elsewhere vide the Postal Directorate, New Delhi, memo No. 41-8/2016-PE-II dated 07.12.2016.
Further to that, the post of Deputy Superintendent of Post Offices, Jalpaiguri Division (Group ‘B’, Gazetted) was
re-deployed and designated as Deputy Superintendent of Post Offices, Sikkim, vide Circle Office memo No. EST/B/
E-11/CH-VI/2011 dated 23.01.2017.
3. Consequent upon the changes in administrative hierarchy of Andaman & Nicobar Islands and Sikkim, it was
stated in the CPMG, West Bengal Circle memo No. SFA/P-34/XVI/Pt dated 23.10.2017 that, in respect of the posts in
Postal Assistant (Group ‘C’), Postman (Group ‘C’), MTS (Group ‘C’) and GDSBPM cadres at Andaman & Nicobar
Islands and Sikkim (specified in Column 1 of Table-‘A’) the authorities specified in Column 2 will be appointing
authority. The authorities specified in Column 3 and 5 shall be the disciplinary authority and appellate authority
respectively in regard to the penalties specified in Column 4 with effect from that date.
