Ms. No. 20, Animal Husbandry, Dairying, Fisheries and Fishermen Welfare (AH7-1), 23rd January 2026, தைை 9, விசுவாாவாசு, திருவாள்ளுவார் ஆண்டு-2057.] No. SRO B-8/2026.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tami Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu General Service (Section 16 in Volume II of the Tamil Nadu Services Manual). Amendments In the said Special Rules,- (1) in Part I, for the heading “Class XXII - Deputy Director (Personnel) and Administration Officer in Animal Husbandry Department”, the following heading shall be substituted, namely:- “Class XXII - Joint Director (Administration), Deputy Director (Administration) and Administrative Officer in Animal Husbandry Department”. (2) in Part II, for the heading “Class XXII - Deputy Director (Personnel) and Administration Officer in Animal Husbandry Department” and the rules thereunder, the following heading and the rules shall be substituted, namely:- CLASS XXII JOINT DIRECTOR (ADMINISTRATION) DEPUTY DIRECTOR (ADMINISTRATION) AND ADMINISTRATIVE OFFICER IN ANIMAL HUSBANDRY DEPARTMENT 1. Constitution.- This service shall consist of the following classes and categories of posts, namely:- Category-1 Joint Director (Administration) Category-2 Deputy Director (Administration) Category-3 Administrative Officer 2. Appointment.- (a) Appointment to the categories specified in column (1) of the table below shall be made by the method of appointment specified in the corresponding entries in column (2) thereof:- The Table Category Method of Appointment (1) (2) 1. Deputy Director By promotion from among the (Administration) holders of the post of Administrative Officer 3. (b) Selection Categories.- Promotion to the post of Joint Director (Administration), Deputy Director (Administration) and Administrative Officer shall be made on grounds of merit and ability, the seniority being considered only where merit and ability are approximately equal. (c) Preparation of annual list of approved candidates.- For the purpose of drawing up of the annual list of approved candidates for appointment to the post in this service by promotion or by recruitment by transfer, the crucial date on which the candidates should be qualified shall be the 1st September of every year.Feb. 11, 2026] TAMIL NADU GOVERNMENT GAZETTE 17 (d) Appointing authority.- The appointing authority for the post for the categories specified in Column (1) of the table below shall be the authority specified in column (2) thereof:- The Table Category Appointing Authority (1) (2) 1. Qualifications.- No person shall be eligible for appointment to the categories specified in columns of the table below, by the methods specified in the corresponding entries in the column (2) unless, possesses the qualifications specified in the corresponding entries in column (3) thereof:- Category Method of Qualifications Appointment (1) (1) (3) Joint Director By Promotion Must have put in a service of not (Administration) less than one year as Deputy Director (Administration) Deputy Director By Promotion Must have served as Administrative (Administration) Officer for a period of not less than two years. Administrative Officer By recruitment by (i) Must possess any degree awarded by transfer any recognized University; (ii) Must have served for a period of not less than fifteen years in the Animal Husbandry Department; and (iii) Must have passed the Account Test for Subordinate Officers Parts I and II or Account Test for Executive Officers. 4. Probation.- Every person appointed to the post of Administrative Officer in Category 3 shall from the date on which he joins duty, be on probation for a total period of one year on duty within continuous period of two years. 5.
