Re-issue of Special Rules for Tamil Nadu Fisheries Service

No. SRO B-21/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India, and in supersession of the Special Rules for the Tamil Nadu Fisheries Service the Governor of Tamil Nadu
hereby re-issues the following Special Rules for Tamil Nadu Fisheries Service. [Section 14 in Volume -II of Tamil Nadu
Services Manual, 2016]:-
Rules
SECTION 14-TAMIL NADU FISHERIES SERVICE
1. Constitution.- The service shall consist of the following categories of posts, namely:-
Category 1 Additional Director of Fisheries
Category 2 Joint Director of Fisheries
Category 3 Deputy Director of Fisheries
Category 4 Deputy Director of Fisheries (Engineering)
Category 5 Assistant Director of Fisheries
Category 6 Assistant Director of Fisheries (Mechanical)
Category 7 Inspector of Fisheries
2. Appointment.- (a) Appointment to the categories of posts specified in column (1) of the table below shall be
made by the method of appointment specified in the corresponding entries in column (2) thereof:-

7. Inspector of Fisheries (i) By direct recruitment; and
(ii) By recruitment by transfer from among the holders of
the post of Sub-Inspector of Fisheries in the Tamil Nadu
Fisheries Subordinate Service:
Provided that the Vacancies arising in the Category of
Inspector of Fisheries shall be filled up by direct recuitement
and by recruitment by transfer in the ration of 3:2
(b) Promotion to the categories of Additional Director of Fisheries, Joint Director of Fisheries, Deputy Director of
Fisheries, Deputy Director of Fisheries (Engineering), Assistant Director of Fisheries and recruitment by transfer to the
category of Assistant Director of Fisheries (Mechanical) and Inspector of Fisheries shall be made on grounds of merit
and ability, seniority being considered only when merit and ability are approximately equal.
(c) Notwithstanding anything contained in clause (r) under section 3 of the Tamil Nadu Government Servants
(Conditions of Service) Act, 2016, regular members in the service shall also be eligible for appointment by direct
recruitment to the category of Inspector of Fisheries.
3. Preparation of annual list of approved candidates.- For the purpose of drawing up of annual list of approved
candidates for appointment to the categories in the service by recruitment by transfer or by promotion, the crucial date
on which the candidate should be qualified shall be the first August of panel year.Apr. 15, 2026] TAMIL NADU GOVERNMENT GAZETTE 63
4. Appointing authority.- (a) The appointing authority for the category specified in column (1) of the table below
shall be the authority specified in column (2) thereof: -

(b) The Director of Fisheries and Fishermen Welfare shall make first appointment of the officers below the rank
of Deputy Director of Fisheries from the panel approved by the Government.
5. Reservation of appointment.- The provisions contained in section 27 of the Tamil Nadu Government Servants
(Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to the category of Inspector
of Fisheries by direct recruitment.
6. Qualification.-(a) Age.-No person shall be eligible for appointment by direct recruitment to the category of
Inspector of Fisheries if he has completed or will complete 30 years of age on the first day of July of the year in
which the notification for recruitment is made:
Provided that on and from 13.09.2021 till 12.09.2026, the maximum age limit for appointment to the post by direct
recruitment shall be 32 (thirty two) years.
(b) Other Qualifications.- No person shall be eligible for appointment to the category specified in column (1)
of the table below, by the methods specified in the corresponding entries in the column (2) unless he possesses the
qualifications specified in the corresponding entries in column (3) thereof:

Engineering Supervisor in Tamil Nadu Fisheries Subordinate Service
7. Inspector of Fisheries i. By direct Must possess a B.FSc degree from a recognised University
recruitment
ii. By recruitment Must have completed a service of not less than five years as Sub-
by transfer Inspector of Fisheries in the Tamil Nadu Fisheries Subordinate
Service with B.FSc
7. Probation.- (a) Every person appointed by direct recruitment to the category-7, shall from the date on which
he joins duty, be on probation for a total period of two years on duty within a continuous period of three years:
Provided that every person appointed by recruitment by transfer to a category 6 &7, shall from the date on which
he joins duty, be on probation for a total period of one year on duty within a continuous period of two years.
(b) The Director of Fisheries and Fishermen Welfare shall be the competent authority to declare the satisfactory
completion of probation to the category of Assistant Director of Fisheries (Mechanical) and Inspector of Fisheries or64 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
to extend his probation for a maximum period of five years to enable him to pass the prescribed departmental tests.
8. Training.- (a) Every person selected for appointment to the category of Inspector of Fisheries by direct recruitment
shall, undergo the departmental training in the Staff Training Institute for a period of six months as given below:-
(i) 2 months theory class in Staff Training Institute of the Fisheries department;
(ii) 2 Months training in Inland Fish Farms; and
(iii) 2 Months training in Marine Sector
During the period of such training, he will be treated as "Officer Trainee" and will be entitled to get Traveling
Allowances as admissible to the Gazetted Officers besides pay less than the minimum of the scale of pay applicable
by an amount equal to one increment at the start to the scale per mensum with usual allowances admissible under
the orders in force:
Provided that money spent on direct recruits during the training period shall be recovered from them in case they
do not serve the Government for at least five years.
(b) The officer trainee shall commence his probation from the date of joining the departmental training course at
the Staff Training Institute. On completion of the departmental training he shall undergo:-
(i) Foundational Course 'B' for three weeks at the Civil Services Training Institute, Bhavanisagar / Anna
Administrative Staff College or any other center that may be specified by the Government. At the end
of the training, a test will be conducted and a pass in the said test is a pre-condition for declaration of
probation; and
(c) Every person who is required to undergo the trainings specified in sub rules (a) and (b) shall, before undergoing
the training execute an agreement in the prescribed form.
(d) Every person who is called upon to undergo a course of training in the interest of the Government work shall
undergo course or training as may be prescribed by the Government from time to time and shall also execute a bond
to serve the Government for such periods as may be prescribed by the Government.
9. Tests- Every person appointed to the category- 6 & 7 shall pass. the following tests within the period of
probation failing which the third and subsequent increments shall be stopped without cumulative effect until he passes
such tests. Such stoppage shall not have the effect of postponing the increment after the tests are passed:-

10. Postings and transfers.- The authority competent to make postings, transfer and additional charge
arrangements for the category of Deputy Director of Fisheries, Deputy Director of Fisheries (Engineering), Assistant
Director of Fisheries, Assistant Director of Fisheries (Mechanical) and Inspector of Fisheries shall be the Director of
Fisheries and Fishermen Welfare.
11. Savings.- Nothing contained in these rules shall adversely affect the interests of the persons holding the
posts as on the date of issue of these rules.
