ASSISTANCE TO COASTAL FISHERMEN

The annual fish production in the country has registered a steady increase from 147.25 lakh tonnes
in 2020–21 to 197.75 lakh tonnes in 2024–25. The year-wise fish production during the period from
2020–21 to 2024–25 is as follows:

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has been
implementing the following schemes/ programmes for holistic development of fisheries including welfare
of coastal fishermen in the country.
i. Pradhan Mantri Matsya Sampada Yojana (PMMSY): The Department has been
implementing PMMSY from Financial Year 2020-21 with an estimated investment of
Rs.20,750 crore for holistic development of fisheries sector including welfare of fishers and
fish farmers in the country.
ii. Fisheries & Aquaculture Infrastructure Development Fund (FIDF): In order to address
the infrastructure requirement for fisheries sector, FIDF was launched in the year 2018-19
with a total funds size of Rs 7522.48 crore. FIDF provides concessional finance to the
Eligible Entities (EEs), including State Governments/Union Territories for development of
identified fisheries infrastructure facilities. The Department of Fisheries, Government of India
provides interest subvention up to 3% per annum for the repayment period of 12 years
inclusive of moratorium of 2 years for providing the concessional finance by the Nodal
Loaning Entities (NLEs) at the interest rate not lower than 5% per annum.
iii. Pradhan Mantri Matsya Kisan Samridhi Sah Yojana (PMMKSSY): To make the fisheries
sector resilient and incentivize adoption of efficiencies in fisheries value chain, the
Department of Fisheries, Government of India has been implementing a Central Sector Sub-
scheme "Pradhan Mantri Matsya Kisan Samridhi Sah Yojana (PMMKSSY)" a sub-schemeunder the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an investment of Rs. 6000
crore. PMMKSSY aims at formalization of the fisheries sector, incentivizing the aquaculture
insurance, fisheries micro and small enterprises value chain efficiency, adoption of safety and
quality system for safe fish production etc.
iv. Kisan Credit Card (KCC) facility to fishers and fish farmers: Additionally, the
Government of India with effect from the financial year 2018-19 has extended the Kisan
Credit Card (KCC) facility to fishers and fish famers to help them to meet their working
capital requirements.
The development of fishing harbours, fish landing centres and fisheries infrastructure facilities is one of
the important areas envisaged and are supported under the PMMSY and FIDF. Under the PMMSY, the
Department of Fisheries, Government of India during the last five years has approved 28 Fishing Harbour
development/ modernization projects, 25 Fish Landing Centre projects, and 23 dredging projects at a total
approved cost of Rs.3,741.89 crore. Under FIDF, the Department of Fisheries, Government of India during
the last five years has approved another 94 fishing harbours and fish landing centres at a total of cost of
Rs.4916.46 crore and its projects cost restricted for interest subvention at Rs.3651.19 crore. The
Department of Fisheries, Government of India under PMMSY and FIDF has also approved proposals
amounting to Rs 2,797 crore for development of cold chain and marketing facilities in the country
including coastal areas. The key activities approved includes; 775 cold storages and ice plants, 28,489
units of fish transportation facilities such as 13,718 motorcycles with ice boxes, 8,527 bicycles with ice
boxes, 4,257 auto rickshaws, 1,577 insulated trucks and 410 refrigerated trucks, 1,394 live fish vending
units, 6,018 fish kiosks, 117 retail fish markets, 24 wholesale fish markets in all the States and Union
Territories.
The State-wise details of projects approved, funds released and number of beneficiaries under PMMSY
during the FY 2020-21 to FY 2025-26 are furnished at Annexure.
