## Policy Analysis Report: Appointment of Assistant Returning Officers for the Presidential Election, 2022
**1. Executive Summary:**
This report analyzes a notification from the Election Commission of India (ECI), published by the Government of the National Capital Territory of Delhi on June 13, 2022. This notification appoints additional Assistant Returning Officers (AROs) for the Presidential Election, 2022. The core purpose of this notification is to bolster the administrative capacity for conducting the election. Key findings indicate the appointment of specific officers from the Rajya Sabha Secretariat to assist the Returning Officer. This report provides a detailed overview of the notification and its implications.
**2. Introduction:**
The purpose of this report is to provide an informative analysis of the Election Commission of India's notification, published by the Government of the National Capital Territory of Delhi on June 13, 2022, regarding the appointment of Assistant Returning Officers for the Presidential Election, 2022, based solely on the information contained within the provided text.
**3. Policy Overview:**
* This is likely an **amendment** or addition to existing policy regarding election procedures. The notification refers to "subsection 1 of Section 3 of the Presidential and Vice Presidential Elections Act, 1952" and mentions "in addition to the Officers appointed vide the Commissions notification No. 47932022 III dated 13th June, 2022," indicating a prior appointment.
* **Core Objective(s):** Based on the text, the primary objective is to ensure the efficient and proper conduct of the Presidential Election, 2022 by increasing the number of personnel assisting the Returning Officer.
**4. Background and Rationale:**
The likely reason for this specific amendment (appointment of additional AROs) is to augment the Returning Officer's capacity to manage the Presidential Election, 2022. The text implies that the existing number of AROs was deemed insufficient, or perhaps there was a need for specific expertise or representation from the Rajya Sabha Secretariat. The appointment of officers from the Rajya Sabha Secretariat suggests a need for coordination with, or representation from, that body.
**5. Key Provisions / Changes:**
This notification introduces a *change* to the existing ARO appointments. The provided text focuses *specifically* on:
* **Specific Part Changed:** It amends the existing list of Assistant Returning Officers appointed under "subsection 1 of Section 3 of the Presidential and Vice Presidential Elections Act, 1952".
* **New Rule/Provision:** The *new* provision is the addition of the following officers to the list of AROs:
* Shri Mukul Pande, Officer on Special Duty OSD, Rajya Sabha Secretariat, Parliament House, New Delhi110001.
* Shri Surendra Kumar Tripathi, Joint Secretary and Chief Vigilance Officer, Rajya Sabha Secretariat, Parliament House, New Delhi110001.
* **Difference/Effect of Change:** The effect of this change is to increase the administrative support available to the Returning Officer by adding two officers from the Rajya Sabha Secretariat. These officers will now be responsible for assisting the Returning Officer in conducting the Presidential Election, 2022.
**6. Target Audience and Stakeholders:**
Based on the provided text, the primary target audience and stakeholders include:
* The Election Commission of India.
* The Returning Officer for the Presidential Election, 2022.
* The newly appointed Assistant Returning Officers (Shri Mukul Pande and Shri Surendra Kumar Tripathi).
* Rajya Sabha Secretariat.
* Political parties participating in the Presidential Election, 2022 (indirectly).
* Citizens of India (indirectly through the proper conduct of elections).
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Election Commission of India is the primary responsible agency. The Rajya Sabha Secretariat is also involved, providing the officers being appointed.
* **Timelines/Procedures:** The notification is dated June 13, 2022, implying immediate effect. The officers are appointed for the Presidential Election, 2022, so their tenure is tied to the election timeline. The procedure involves the ECI issuing a notification to appoint the officers.
* **(Regarding the Amendment):** The added AROs must be briefed and integrated into the election process immediately following the notification. Coordination with the Returning Officer is critical.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes is to enhance the efficiency and effectiveness of the Presidential Election, 2022. By adding officers from the Rajya Sabha Secretariat, the ECI likely expects improved coordination and oversight. This amendment aims to contribute to a smooth and fair election process.
**9. Conclusion:**
The Election Commission of India's notification, published on June 13, 2022, is a focused amendment to existing election procedures, specifically to appoint additional Assistant Returning Officers for the Presidential Election, 2022. This demonstrates proactive measures to bolster the administrative capacity for the election, by including officers from the Rajya Sabha Secretariat. This amendment underscores the importance of ensuring a robust and well-supported election process.
