का.आ. 1374(अ).— जिदेि मत्रं ालय को केंद्र सरकार द्वारा आधार प्रमाणीकरण के जनयम 5 के तहत सुिासन के
जलए (सामाजिक कल्याण, निाचार, ज्ञान) जनयम, 2020 के अतं गतच अजधकृत दकया गया है, िो उप-खंड (ii) के साथ
सहपठित आधार प्रमाणीकरण करने के जलए आधार (जित्तीय और अन्य सजससडी, लाभ और सेिाओं का लजित जितरण)
अजधजनयम, 2016 (2016 का 18) की धारा 4 की उप-धारा (4) के खंड (बी) के अनुसार, एततद्वारा अजधसूजचत करता ह ै
दक पासपोर्च िारी करन े के उद्देश्य स े आिेदकों को जनम्नजलजखत ितों के अधीन स्ट्िैजछिक आधार पर आधार प्रमाणीकरण
करना आिश्यक होगा, अथाचत:् -
i. ऐसे मामलों म,ें िहां आधार का उपयोग पहचान के प्रमाण के रूप म ें दकया िाता है, प्रमाणीकरण की
आिश्यकता होगी;
ii. लाभार्थचयों को सेिाओं के जलए पहचान की िैकजल्पक व्यिस्ट्था के बारे में सूजचत दकया िा सकता है;
iii. आधार प्रमाणीकरण की जिफलता के मामल े में सेिा से इनकार नहीं दकया िाएगा;
iv. यदद आिश्यक हो तो फफंगर प्प्रर्ं आधाठरत बायोमेठरक प्रमाणीकरण का उपयोग दकया िा सकता है;

v. आधार संख्या को जसस्ट्र्म में कहीं भी प्रदर्िचत नहीं दकया िाएगा और यदद आिश्यक हो तो आधार संख्या के
केिल अंजतम चार अंकों का ही उपयोग दकया िा सकता ह;ै
vi. फ ंगरप्प्रंर् के पूिाचिलोकन या प्रदिचन का उपयोग नहीं दकया िाएगा।
2. उक्त अजधजनयम के प्रासंजगक प्रािधानों, उसके तहत बनाए गए जनयमों और जिजनयमों और भारतीय जिजिष्ट पहचान

NOTIFICATION
New Delhi, the 5th March, 2024
S.O. 1374(E).—The Ministry of External Affairs, having been authorised by the Central Government under
rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read
with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), to perform Aadhaar authentication, hereby notifies
that the applicants shall be required to perform Aadhaar authentication on voluntary basis for the purpose of issuance
of Passport, subject to following conditions, namely:-
i. authentication shall be required in such cases where Aadhaar is used as proof of identity;
ii. the beneficiaries may be informed for alternative mechanism of identification for the services;
iii. there shall be no denial of service in case of failure of Aadhaar authentication;
iv. use of finger print based biometric authentication may be performed, if required;
v. the Aadhaar number shall not be displayed anywhere in the system and only last four digits of Aadhaar
number may be used, if required;
vi. the preview or display of fingerprint shall not be used.
2. The relevant provisions of the said Act, rules and regulations made thereunder, and other directions issued by
the Unique Identification Authority of India shall be complied with.
