उपयोग की अिुमजत िी िा सकती ह ै , जिसके आधार प्रमाणीकरण के उपयोग के प्रयोिि को आधार अजधजियम की धारा
4(4)(बी)(i)या 4(4)(बी)(ii) या 7 के अधीि अिुमजत िी गई है।

लाभार्थियों/उपयोगकतािओं की पहचाि स्ट्थाजपत करिे के जलए दकया िाएगा िो केंद्र एि ंराज्य सरकारों की योििाओं/पहल (जिसे आगे
“उि उद्देश्य” कहा गया ह)ै , के अंतगित लाभ / सेिाएं प्राप्त करते ह ैंऔर आधार प्रमाणीकरण का प्रिििि स्ट्िैजछिक रूप से दकया िाएगा;
तथा उि मंत्रालय/जिभाग/एिेंसी केिल केंद्र एि ं राज्य सरकारों की योििाओं/पहल के अंतगित लाभार्थियों/उपयोगकतािओं की पहचाि
स्ट्थाजपत करिे हते ु Beneficiary Satyapan Application (BSA) के माध्यम से आधार प्रमाणीकरण करेगा (जिसे आग े “उपयोग
प्रकरण (use case)” कहा गया है);
इसजलए, अब आधार अजधजियम की धारा 4 की उप-धारा (4), खंड (b), उपखंड (i) या (ii), अथिा धारा 7 तथा उि जियमों
के जियम 5 के अिुसरण में, राष्ट्रीय सूचिा जिज्ञाि केंद्र (NIC) द्वारा जिम्नजलजखत अजधसूचिा प्रकाजित की िाती ह:ै
1. लाभाथी/उपयोगकताि की पहचाि स्ट्थाजपत करिे हते ु आधार संख्या धारक का प्रमाणीकरण संबंजधत मंत्रालय/जिभाग/एिेंसी
द्वारा केिल उन्हीं प्रयोििों के जलए दकया िाएगा जििके जलए आधार अजधजियम की धारा 4(4)(b)(i), 4(4)(b)(ii) या धारा
7 के अंतगित आधार प्रमाणीकरण की अिुमजत प्राप्त ह।ै
2. संबंजधत मंत्रालय/जिभाग/एिेंसी, िैसा दक अजधजियम में प्रािधाजित ह,ै प्रमाणीकरण हते ु आधार संख्या धारक की स्ट्पष्ट
सहमजत प्राप्त करेगा।
3. जियम 3 के उप-जियम (2) के अिुसार, आधार प्रमाणीकरण स्ट्िैजछिक होगा तथा संबंजधत मंत्रालय/जिभाग/एिेंसी आधार
संख्या धारक को िैकजल्पक और व्यिहाररक पहचाि जिजधयों की िािकारी िेगा और आधार प्रमाणीकरण से इिकार करिे या
प्रमाणीकरण करािे में असमथि होिे की जस्ट्थजत में दकसी सेिा से इिकार िहीं दकया िाएगा।
2. यह अजधसूचिा भारत के रािपत्र में इसके प्रकािि की जतजथ से प्रभािी मािी िाएगी।

F. No. M/471/2025-ASD —Whereas the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to
establish identity, simplifies processes and promotes transparency and efficiency:
And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with
the Unique Identification Authority of India (UIDAI), had allowed vide its letter no. eF.No: 13(2)/2020-EG-II(Vol-8), dated
15thMay, 2025 to the National Informatics Centre, Ministry of Electronics and Information Technology (hereinafter
referred to as the said Ministry or the said department or the said Agency), Government of INDIA (hereinafter referred to as
the said Government) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the said
Government/Ministry/Department/Agency may be allowed to perform authentication and be permitted the use of Aadhaar
number during authentication for establishing identity of Aadhaar number holder whose purpose for use of Aadhaar
authentication has been allowed under section 4(4)(b)(i) or 4(4)(b)(ii) or 7 of Aadhaar Act.
And whereas, the Aadhaar authentication shall be performed for authentication of beneficiaries/users of delivery
(benefits/services) under schemes/initiatives of Central and State Governments (hereinafter referred to as the said purpose)
as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said
purpose shall be on voluntary basis and that the said Ministry/Department/Agency shall perform the Aadhaar authentication
only for identification of beneficiaries/users of delivery (benefits/services) under schemes/initiatives of Central and State
Governments through Beneficiary Satyapan Application (BSA) [hereinafter referred to as the use case(s)].
Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (i) or (ii) of clause (b) of sub-section
(4) of section 4 or section 7 of the Act, NIC hereby notifies the following, namely: —
1. Authentication of beneficiaries for establishing the identity of Aadhaar number holder may be carried out by the
concerned Ministry/Department/Agency only for the purposes wherein use of Aadhaar authentication has been
allowed under section 4(4)(b)(i) or 4(4)(b)(ii) or 7 of Aadhaar Act.[भाग III—खण् ड 1] भारत का रािपत्र : असाधारण 3
2. The concerned Ministry/Department/Agency, as provided in the Act, shall obtain the consent of the Aadhaar
number holder for the purpose of authentication herein.
3. As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis and the concerned
Ministry/Department/Agency shall inform to the Aadhaar number holder of alternate and viable means of
identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to,
undergo Aadhaar authentication.
2. This notification shall come into effect from the date of its publication in the official Gazette.
