Further to amend the Ministers of the Government of the National Capital Territory of Delhi (Salaries and
Allowances) Act, 1994.
Be it enacted by the Legislative Assembly of the National Capital Territory of Delhi in the Seventy-second
Year of the Republic of India as follows:-
1. Short title and commencement. - (1) This Act may be called the Ministers of the Government of the
National Capital Territory of Delhi (Salaries and Allowances) (Amendment) Act, 2022.
(2) It shall come into force on such date as the Lieutenant Governor may, by notification in the Official
Gazette, appoint.
2. Amendment of section 3. – In the Ministers of the Government of National Capital Territory of Delhi
(Salaries and Allowances) Act, 1994, (Delhi Act 8 of 1995) (hereinafter referred to as the principal Act), in section 3,-
(a) in sub-section (1), for the words “twenty thousand rupees”, the words “sixty thousand rupees” shall be
substituted;
(b) in sub-section (2), for the words “one thousand rupees”, the words “one thousand five hundred rupees” shall

(c) in sub-section (3), for the words “eighteen thousand rupees”, the words “thirty thousand rupees” shall be
substituted;
(d) in sub-section (4), for the words “fifty thousand rupees”, the words “one lakh rupees” shall be substituted;
(e) after sub-section (4), the following sub-sections shall be inserted, namely; -
“(5) There shall be paid to each Minister a sum of rupees one lakh as one time allowance for purchase of
laptop, personal computer, printer, mobile handset etc. for each term of office as a Member.
(6) There shall be paid to each Minister a sum of rupees twenty five thousand per month as secretarial
assistance.”
3. Amendment of section 4. –In the principal Act, in section 4, for the words “four thousand rupees” the words
“ten thousand rupees” shall be substituted.
4. Amendment of section 6.-
(i) In sub-section (4), for the words “rupees two thousand rupees”, the words “rupees ten thousand”
shall be substituted
(ii) After sub-section (4) the following sub-sections shall be inserted. –
“(5) A Minister shall be entitled to a conveyance advance up to twelve lakh rupees for purchase of conveyance
to be repayable within his term as a Member.
(6) The rate of interest for the advance referred to in sub-section (5) and the mode of recovery thereon shall be
such as may be determined by the Government, with the prior approval of the President.”
STATEMENT OF OBJECTS & REASONS
For some time past, there has been persistent demand from the MLAs for the increase in their salaries and
perks/ facilities having regard to the increase in the price index. It was also felt that salaries/ perks/ facilities of
Ministers/ Speaker/ Deputy Speaker/ Leader of Opposition/ Chief Whip are a bit inadequate which should be upgraded
and enhanced to a commensurate extent.
For the purpose, the Ministers of the Government of National Capital Territory of Delhi (Salaries and
Allowances) (Amendment) Bill, 2022, has been initiated to amend the Ministers of the Government of National Capital
Territory of Delhi (Salaries and Allowances) Act, 1994. This Bill proposes to increase the salaries, allowances & other
facilities of the Ministers of the Legislative Assembly of the Government of National Capital Territory of Delhi, so as to
facilitate them to work effectively.
The Bill seeks to achieve the aforesaid objectives.

FINANCIAL MEMORANDUM
For the implementation of the proposals contained in Ministers of the Government of National Capital Territory of
Delhi (Salaries and Allowances) (Amendment) Bill, 2022, there will be an additional annual recurring expenditure from
the Consolidated Fund of the National Capital Territory of Delhi.
