further to amend the Salary and Allowances of the Chief Whip in the Legislative Assembly of the National
Capital Territory of Delhi Act, 2003.
Be it enacted by the Legislative Assembly of the National Capital Territory of Delhi in the Seventy-second
year of the Republic of India as follows:-
1. Short title, and commencement.—(1) This Act may be called the Salary and Allowances of the Chief Whip
in the Legislative Assembly of the National Capital Territory of Delhi (Amendment) Act, 2022.
(2) It shall come into force on such date as the Lieutenant Governor may by notification in the Official
Gazette, appoint.
2. Amendment of section 3.—In the Salary and Allowances of the Chief Whip in the Legislative
Assembly of the National Capital Territory of Delhi Act, 2003, (Delhi Act 5 of 2003) (hereinafter referred to as the
principal Act), for section 3, the following section shall be substituted, namely:-
“(3) The Chief Whip shall be entitled to receive a salary, allowances, and such other entitlements as are
admissible to a Minister under the Ministers of the Government of the National Capital Territory of Delhi
(Salaries and Allowances) Act, 1994.”.
3. Omission of section 4 and section 5 and re-numbering of section 6, section 7, section 8 and section 9. – In
the principal Act, section 4 and section 5 shall be omitted, and section 6, section 7, section 8 and section 9 shall be re-
numbered as section 4, section 5 section 6and section 7, respectively.
STATEMENT OF OBJECTS & REASONS
For some time past, there has been persistent demand from the MLAs for the increase in their salaries and
perks/ facilities having regard to the increase in the price index. It was also felt that the salaries/ perks/ facilities of
Ministers/ Speaker/ Deputy Speaker/ Leader of Opposition/ Chief Whip are a bit inadequate which should be upgraded
and enhanced to a commensurate extent.
For the purpose, the Chief Whip in the Legislative Assembly of the National Capital Territory of
Delhi (Amendment) Act, 2022, has been initiated to amend the Chief Whip in the Legislative Assembly of the
National Capital Territory of Delhi Act, 2003. This Bill proposes to increase the salaries, allowances & other facilities
of the Chief Whip of the Legislative Assembly of the Government of National Capital Territory of Delhi, so as to
facilitate them to work effectively.
The Bill seeks to achieve the aforesaid objectives.

FINANCIAL MEMORANDUM
For the implementation of the proposals contained in the Chief Whip in the Legislative Assembly of the
National Capital Territory of Delhi (Amendment) Act, 2022, there will be an additional annual recurring expenditure
from the Consolidated Fund of the National Capital Territory of Delhi.
