LOK SABHA ———— The following Bill was introduced in Lok Sabha on 14th August, 2014:— BILL NO. 100 OF 2014 A Bill further to amend the Central Universities Act, 2009. BE it enacted by Parliament in the Sixty-fifth Year of the Republic of India as follows:— 1. (1) This Act may be called the Central Universities (Amendment) Act, 2014. Short title and com- (2) It shall come into force on such date as the Central Government may, by notification mencement. in the Official Gazette, appoint. 2. After section 3A of the Central Universities Act, 2009 (hereinafter referred to as the Insertion of 25 of 2009. principal Act), the following section shall be inserted, namely:— new section 3B. ‘‘3B. (1) The Central University of Bihar established under sub-section (4) of Special section 3 shall be known as the Central University of South Bihar, having its territorial provision with respect jurisdiction extending to the territory in the south of River Ganges in the State of Bihar, to State of as specified in the First Schedule to this Act. Amendment 4. Bihar Mahatma Gandhi Territory in the north of the Central University River Ganges in the State of BiharSEC. 2] THE GAZETTE OF INDIA EXTRAORDINARY 3 STATEMENT OF OBJECTS AND REASONS The Central Universities Act, 2009 was enacted to establish and incorporate Universities for teaching and research in various States and to provide for matters connected therewith or incidental thereto. The Act provided, inter alia, for establishment of a Central University in the State of Bihar by the name of Central University of Bihar. 2. The extent of the territory of the State of Bihar being large, its requirement for access to, and quality in, the higher education is not being adequately met with just one Central University in that State. Hence, establishment of one more Central University, in addition to the existing one, is felt necessary in the State of Bihar. 3. Therefore, it is proposed to establish a Central University with its territorial jurisdiction in the north of the river Ganges in the State of Bihar (Motihari in East Champaran) in the name of "Mahatma Gandhi Central University". As this place was the "Karmabhoomi" of the father of the nation, where he successfully experimented with the idea of "Satyagrah" during the "Neel Andolan" at Champaran in 1917, it is considered appropriate to name the University in his name. 4. The Central University of Bihar that exists as of now is proposed to be re-named as "Central University of South Bihar". The territorial jurisdiction of this University shall extend to the territory to the south of river Ganges in the State of Bihar. 5. The Central Universities (Amendment) Bill, 2014, provides— (a) for establishment of one more Central University in the State of Bihar in the name of "Mahatma Gandhi Central University"; and (b) for renaming the existing Central University in the State of Bihar as the Central University of South Bihar. 6. The Bill seeks to achieve the above objectives. NEW DELHI; SMRITI ZUBIN IRANI The 11th August, 2014.4 THE GAZETTE OF INDIA EXTRAORDINARY [PART II— SEC. 2] FINANCIAL MEMORANDUM Clause 2 of the Bill seeks to insert a new section 3B in the Central Universities Act, 2009, so as to establish a new University as a body corporate to be known as Mahatma Gandhi Central University having its territorial jurisdiction in the territory in the North of the river Ganges in the State of Bihar and to rename the existing Central University of Bihar established under sub-section (4) of section 3 of the said Act, as the Central University of South Bihar with territorial jurisdiction limited to the territory in the south of the River Ganges in the State of Bihar. 2. The initial expenditure for the establishment of the Mahatma Gandhi Central University would be approximately rupees two hundred and forty crores. At this stage, it is not practicable to make an estimate of exact expenditure, both recurring and non-recurring, likely to be involved in the financial year 2014-2015. However, the expenditure would be met from the Consolidated Fund of India through the budgetary provisions of the Ministry of Human Resource Development. ———— P.K. GROVER, Secretary-General.
