L.-33004/99 सी.जी.-डी.एल.-अ.-25022026-270483 xxxGIDHxxx CG-DLxx-ExG-I2D5E0x2x2x0 26-270483 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 138] नई दिल्ली, बुधवार, फरवरी 25, 2026/फाल्ग नु 6, 1947 No. 138] NEW DELHI, WEDNESDAY, FEBRUARY 25, 2026/PHALGUNA 6, 1947 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 25 फरवरी, 2026 सा.का.जन. 144(अ).— केंद्रीय सरकार, सीमा सुरक्षा बल अजधजनयम, 1968 (1968 का 47) की धारा 141 की उपधारा (2) के खडं (ख) और खंड (ग) द्वारा प्रित्त िजियों का प्रयोग करते हुए और सीमा सरु क्षा बल इंिीजनयरी (जसजवल) योधक (समूह-‘ख’ पि) भती जनयम, 2013 को, उन बातों के जसवाय अजधक्ांत करते हुए, जिन् ह ेंऐसे अजधक्मण से पहले दकया गया ह ै या करन े का लोप दकया गया ह,ै गृह मंत्रालय के सीमा सुरक्षा बल म ें जनरीक्षक (संकम)म और उप जनरीक्षक (संकमम) के पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती ह;ै अर्ामत्- 1. सजं क्षप्त नाम और प्रारंभ.– (i) इन जनयमों का संजक्षप् त नाम गहृ मंत्रालय, सीमा सुरक्षा बल, जनरीक्षक (संकमम) और उप जनरीक्षक (संकमम) योधक (समूह ‘ख’ पि) भती जनयम, 2026 ह।ै (ii) ये रािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत् त होंगे। 2. पिों की संख्या, वगीकरण और वेतन मैट्ररक्स म ेंस्ट्तर.– पिों की संख्या, उनका वगीकरण और वेतन मैट्ररक्स म ेंउनका स्ट्तर वह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) स ेस्ट्तंभ (4) में जवजनर्िमष्ट ह।ै 1389 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय-ु सीमा िक्षै जणक अहतम ाएं आदि.- उक्त पिों पर भती की पद्धजत, आयुसीमा, अहतम ाएँ तर्ा उनसे संबंजधत अन् य बाते वे होंगी िो पूवोि अनुसूची के स्ट्तंभ (5) स ेस्ट्तंभ (13) में जवजनर्िमष् ट ह।ैं 4. प्रोन् नजत के जलए जचदकत् सकीय मानक.- इन जनयमों में अन् तर्वष्म ट दकसी बात के होते हुए भी केवल वे व् यजि िो जचदकत् सकीय प्रवगम SHAPE-l में ह,ै अनुसूची के स्ट्तंभ (1) म ें जवजनर्िमष् ट पिों पर प्रोन् नजत के जलए पात्र होंगे। 5. सीधे भती दकए िान े वाल े व्यजियों के जलए जचदकत् सकीय मानक.- केवल व े ही व् यजि, िो गहृ मंत्रालय की तारीख 20.05.2015 की केंद्रीय सिस्ट्त्र पुजलस बलों और असम राइफल् स म ें जचदकत्सीय परीक्षा संबंधी भती मागमििमक जसद्धांतो द्वारा जवजनर्िमष्ट अनुसार तर्ा केंद्रीय सरकार द्वारा समय समय पर यर्ा संिोजधत स्ट्कीम के अनुसार जचदकत् सकीय और िारीट्ररक रूप से दफट हों, इन जनयमों के उपबंधों के अधीन उि अनुसचू ी के स्ट्तंभ (1) म ें जवजनर्िमष् ट पिों पर जनयुजि के जलए पात्र होंगे। 6. सीधे भती दकए िाने वाल ेव्यजियों के जलए िारीट्ररक मानक.- अभ्यर्र्मयों के जलए अपेजक्षत न् यनू तम िारीट्ररक मानक जनम्न जलजखत होंग,े अर्ातम :- (i) ऊँचाई : पुरूष – 165 सेंटीमीटर (पहाडी िनिाजतयों और आदिवाजसयों, जिनमें जमिों और नागा िाजमल ह,ैं के जलए पांच सेंटीमीटर तक जिजर्लनीय) मजहला – 157 सेंटीमीटर (ii) छाती : पुरूष – 76-81 सेंटीमीटर (बीस वषम से कम आय ु के उम् मीिवारों के जलए िो सेंटीमीटर तक फैलाव म ें जिजर्लनीय) मजहला – लाग ूनहीं होता। (iii) भार : पुरूष – जचदकत् सकीय मानकों के अनुसार ऊँचाई और आयु के अनुपात में। मजहला – ऊँचाई के अनुसार, लदे कन जछयालीस दकलोग्राम से कम नहीं। 7. भारत के गरै -नागट्ररक की अपात्रता .– कोई भी व्यजि, िो भारत का नागट्ररक नहीं है, केंद्रीय सरकार की पूवम अनुमजत के जसवाय, तर्ा कारणों को लेखबद्ध करते हुए, इन जनयमों के अधीन जनयिु नहीं दकया िाएगा। परंत ु दक इन जनयमों म ें अंतर्वष्टम कोई भी बात नेपाल या भूटान के नागट्ररक की इन जनयमों के अधीन जनयुजि या जनयोिन प्रिान करने में बाधक नहीं होगी। 8. सवे ा की अन्य ित.ें – (1) संवग म में जनयुक्त व् यजि सेवा की अन् य ितों के संबंध म,ें िो इन जनयमों म ें जविेष रूप स े उपबंजधत नहीं की गई ह,ैं सीमा सुरक्षा बल अजधजनयम, 1968 (1968 का 47) तर्ा सीमा सुरक्षा बल जनयम, 1969 के अधीन होगा। (2) अन् य जवभाग से प्रजतजनयुजि पर जनयुक्त व् यजियों को उस योधक पि के जलए जवजहत विी पहननी होगी, जिसके जलए उनकी जनयुजि की गई ह,ै तर्ा उन् ह ें महाजनिेिक द्वारा समय-समय पर जवजहत अनुसार मूल प्रजिक्षण करना होगा : परंतु यह दक यह जनयम उप जनरीक्षक (संकमम) के पि को लाग ूनहीं होगा। 9. सवे ा का िाजयत्व. - इन जनयमों के अधीन कोई भी जनयुि व्याजि भारत में कहीं भी या जविेि में सेवा करने का िायी होगा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 10. अजधवार्षतम ा.-(1) इन जनयमों के अधीन जनयुि कोई व्यजि, उस मास के अंजतम दिन के अपरान् ह को सेवाजनवृत्त होगा, जिसम ें वह साठ वष म की आयु प्राप् त करता ह,ै या िैसा केंद्रीय सरकार द्वारा समय समय पर जवजहत दकया िाए। परन्त ु यह दक यदि कोई व्यजि जिसकी िन्म की तारीख दकसी मास की पहली तारीख को ह,ै तो वह साठ वषम की आय ुप्राप्त करने पर पूववम ती मास के अंजतम दिन के अपराह्न को सेवा से जनवृत्त हो िाएगा। (2) दकसी भी व्यजि को साठ वषम की सेवाजनवृजत की आय ुसे अजधक सेवा का जवस्ट्तार अनुित्त नहीं दकया िाएगा। 11. जनरहतम ा .- वह व् यजि :- (क) जिसने ऐसे व् यजि से जिसका पजत या जिसकी पत् नी िीजवत ह,ै जववाह दकया ह ैया जववाह की संजविा की ह;ै या (ख) जिसने अपन े पजत या अपनी पत् नी के िीजवत रहत े हुए दकसी व् यजि स े जववाह दकया ह ै या जववाह की संजविा की ह,ै उक्त पि पर जनयुजि के जलए पात्र नहीं होगा। परंत ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि तर्ा जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह,ै और ऐसा करने के जलए अन्य आधार ह,ैं तो वह दकसी व्यजि को इस जनयम के प्रवतमन से छूट ि ेसकेगी। 12. जिजर्ल करन े की िजि.- िहां केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए िो कारण ह ैं उन् ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वग म या प्रवग म के व् यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 13. व्य ावृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छूट और अन् य ट्ररयायतों पर प्रभाव नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड ेवगों, भूतपूवम सैजनकों और अन्य जविेष प्रवग मके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम । पिों की संख्या । वगीकरण । (1) (2) (3) 1. जनरीक्षक (संकम)म । 114*(2026) साधारण केंद्रीय सेवा, समूह *कायमभार के आधार पर पट्ररवतमन दकया िा 'ख',अरािपजत्रत, अननुसजचवीय, सकता ह।ै इंिीजनयरी (जसजवल) (योधक) । वेतन मैट्ररक्स में स्ट् तर। चयन या अचयन पि । सीधे भती दकए िान े वाल े व् यजियों के जलए आयु-सीमा। (4) (5) (6) वेतन मैट्ररक्स में स्ट् तर – 7 चयन पि । लाग ूनहीं होता । (रु. 44900-142400/-) ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सीधे भती दकए िाने वाल े सीधे भती दकए िान े वाल े व्य जियों के जलए पट्ररवीक्षा की अवजध, यदि कोई हो । व् यजियों के जलए अपेजक्षत जवजहत आयु और िैजक्षक अहतम ाएं प्रोन्न त िैजक्षक और अन् य अहतम ाए ं । व् यजियों की ििा म ेंलाग ूहोंगी या नहीं । (7) (8) (9) लाग ूनहीं होता। लाग ूनहीं होता। लाग ूनहीं होता। भती की पद्धजतिः भती सीधे होगी या प्रोन् नजत द्वारा या प्रजतजनयजु ि/आमले न द्वारा तर्ा जवजभन् न पद्धजतयों द्वारा भरी िान े वाली ट्ररजियों की प्रजतितता। (10) प्रोन् नजत से, जिसके न हो सकने पर प्रजतजनयुजि द्वारा। भूतपूवम सैजनकों के जलए प्रजतजनयुजि या पनु : जनयोिन। प्रोन् नजत या प्रजतजनयुजि/आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन् नजत या प्रजतजनयुजि/ आमले न दकया िाएगा। (11) प्रोन्न जत के द्वारा:- उप जनरीक्षक (संकम)म जिन् होंने वेतन मैट्ररक्स में स्ट्त र-6 (रु. 35400-112400) के ग्रेड में पाँच वषम की जनयजमत सेवा की हो तर्ा महाजनिेिक सीमा सुरक्षा बल द्वारा समय-समय पर यर्ा जवजहत पूवम-प्रोन्न जत पाठ्यक्म सफलतापूवमक पूण मदकया हो। ट्रटप्पण: - िहाँ ऐस े कजनष्ठ व् यजियों के संबंध म,ें जिन् होंने अपनी अहकम या पात्रता सेवा परू ी कर ली ह,ै प्रोन् नजत के जलए जवचार दकया िा रहा हो वहाँ उनके ज्य ष्े ठ व् यजियों के संबंध में भी जवचार दकया िाएगा, परंतु यह तब िब उनके द्वारा की गई अहकम या पात्रता सेवा, अपेजक्षत अहकम या पात्रता सेवा के आधे से अजधक से या िो वषम इनमे से िो भी कम हो, कम न हो, तर्ा उन् होंने अपन ेऐसे कजनष्ठ व् यजियों सजहत, जिन् होंने एसे अहकम या पात्रता सेवा पहले ही पणू म कर ली ह,ै अगली उच् चतर श्रेणी में प्रोन्न जत के जलए अपनी पट्ररवीक्षा अवजध सफलतापूवमक पणू म कर ली हो। प्रजतजनयजु ि/आमले न: केंद्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के अजधकारी: (क) (i) जिन्होंन े अपन े मूल संवगम या जवभाग में सििृ पि पर जनयजमत आधार पर धारण दकया हों; या (ii) जिन् होंने मूल संवगम या जवभाग में वेतन मैट्ररक्स के स्ट् तर–6 (रु. 35400-112400) या समतुल्य में जनयजमत आधार पर पि पर जनयुजि के पश्चात ् पाँच वष म की सेवा की हो; और (ख) िो जनम्न जलजखत िैक्षजणक अहतम ाएं और अनुभव रखत े हों, अर्ामत:् - (i) दकसी मान् यता प्राप् त बोडम से 12 वीं कक्षा उत्तीणम और दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान से जसजवल इंिीजनयरी में तीन वषीय जडप्लोमा या जडग्री; और[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (ii) जसजवल इंिीजनयरी में तीन वषम का अनुभव। भतू पवू मसजै नकों के जलए प्रजतजनयजु ि या पनु र्नयम ोिन:- सिस्त्र बलों के ऐस े कार्ममकों के संबंध म ें जवचार दकया िाएगा िो एक वषम के भीतर सेवाजनवृत्त होने वाल े ह ैं या जिन्ह ें ट्ररिवम म ें स्ट्र्ानांतट्ररत दकया िाना ह ैऔर जिनके पास जवजहत अहतम ांए और अनुभव ह,ै और यदि चयजनत होत े ह,ैं तो ऐसे व्यजियो को उस तारीख तक प्रजतजनयुजि के जनबंधनों पर रखा िाएगा जिस तारीख से उन्ह ेंसिस्त्र बल स े जनमुमि दकया िाता ह,ै तत्पश्चात ्उन्ह ेपनु जनयोिन पर बने रहन ेदिया िा सकता ह।ै ट्रटप्प ण 1- पोषक प्रवग म के ऐस े जवभागीय अजधकारी िो प्रोन्न जत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िान े के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुक्त व्य जि प्रोन्न जत द्वारा जनयुजि के जलए जवचार दकए िान े के पात्र नहीं होंगे। ट्रटप्प ण 2- प्रजतजनयुजि की अवजध, जिसके अन् तगमत केन् द्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग म ें इस जनयुजि से ठीक पहल े धाट्ररत दकसी अन् य संवग म बाह्य पि पर प्रजतजनयुजि की अवजध ह,ै साधारणतया तीन वष म से अजधक नहीं होगी। ट्रटप्प ण 3- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेिन प्राप् त करने की अंजतम तारीख को 56 वषम से अजधक नहीं होगी। यदि जवभागीय प्रोन् नजत सजमजत ह,ै तो उसकी संरचना भती करने में दकन पट्ररस्ट्र् जतयों में संघ लोक सेवा आयोग से परामिम दकया िाएगा (12) (13) समहू 'ख' जवभागीय प्रोन्न जत सजमजत (प्रोन्न जत के सबं धं म ेंजवचार करन ेके जलए) जिसम ें लाग ूनहीं होता। जनम्नजलजखत होंग:े 1. महाजनरीक्षक : अध्यक्ष; सीमा सुरक्षा बल 2. उप महाजनरीक्षक : सिस्ट्य; सीमा सुरक्षा बल 3. कमांडेंट (संकम)म : सिस्ट्य। सीमा सुरक्षा बल6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (1) (2) (3) (4) 2. उप जनरीक्षक 254*(2026) साधारण केंद्रीय सेवा, समूह 'ख', वेतन मैट्ररिक्स म ेंस्ट्त र– 6 (रु. 35400-112400/-)। (संकम)म । *कायमभार के आधार पर अरािपजत्रत, अननुसजचवीय, पट्ररवतमन दकया िा सकता इंिीजनयरी (जसजवल) (योधक ) । ह।ै (5) (6) लाग ूनही होता। 30 वषम से अनजधक आयु। केंद्रीय सरकार द्वारा िारी अनुििे ों या आिेिों के अनुसार सरकारी सेवकों के जलए पांच वष म तक जिजर्ल की िा सकती ह।ै ट्रटप्प ण :- आयु सीमा अवधाट्ररत करने हते ुजनणामयक तारीख भारत में अभ्यर्र्मयों से आवेिन प्राप्त करन े के जलए जनयत की गई अंजतम तारीख होगी, न दक वह अंजतम तारीख होगी िो असम, मघे ालय, अरुणाचल प्रििे , जमिोरम, मजणपुर, नागालैंड, जत्रपुरा, जसदिम, जहमाचल प्रिेि के लाहौल और स्ट्पीजत जिले और चंबा जिल े के पागं ी उपखंड, लद्दाख, अिं मान और जनकोबार द्वीप समूह या लक्षद्वीप के संघ राज्य क्षेत्र के अभ्यर्र्यम ों के जलए जवजहत की गई ह।ै (7) (क) आवश्यक: (i) मान्यता प्राप्त बोड म स े 12वीं कक्षा उत्तीणम और दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान स े जसजवल इंिीजनयरी म ें तीन वषीय जडप्लोमा या समतल्ु य अहतम ा हो; और (ii) अभ् यर्ी को केंद्रीय सरकार द्वारा समय-समय पर यर्ा जवजहत जलजखत परीक्षा और िारीट्ररक िक्षता परीक्षा उत्तीणम करनी होगी। (ख) वाछनीय: मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान से जसजवल इंिीजनयररंग म ेंस्नातक जडग्री या समतल्ु य अहतम ा रखने वाल ेअभ्यर्र्मयों को प्रार्जमकता िी िाएगी। ट्रटप्पण- 1: अहतम ा, अन्यर्ा, सुअर्हतम अभ्यर्र्मयों की ििा में सक्षम प्राजधकारी के जववेकानुसार जिजर्ल की िा सकती ह।ै ट्रटप्पण- 2: अनुभव संबंधी अहतम ाएं, सक्षम प्राजधकारी के जववेकानुसार, अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों के अभ्यर्र्मयों की ििा म ें तब जिजर्ल की िा सकती ह,ै िब चयन के दकसी प्रक्म पर सक्षम प्राजधकारी यह राय ह ै दक उनके जलए आरक्षत ट्ररजियों को भरने के जलए अपेजक्षत अनुभव रखने वाल े उन समुिायों के पयामप्त संख्या में उपलब्ध होन े की संभावना नहीं ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (8) (9) (10) लाग ूनहीं होता। िो वषम सीधी भती द्वारा। ट्रटप् पण: केंद्रीय सरकार द्वारा यर्ाजवजहत पट्ररवीक्षा अवजध को सफलतापूवमक परू ा करन े के जलए कम स े कम िो सप्ताह का अजनवायम प्रवेि प्रजिक्षण करना होगा। (11) लाग ूनहीं होता। (12) (13) समहू 'ख' जवभागीय पजु ष्ट सजमजत (पजु ष्ट के सबं धं म ेंजवचार करन ेके जलए) जिसम ें लाग ूनहीं होता। जनम्नजलजखत होंग:े 1. महाजनरीक्षक : अध्यक्ष; सीमा सुरक्षा बल 2. उप महाजनरीक्षक : सिस्ट्य; सीमा सुरक्षा बल 3. कमांडेंट (संकम)म : सिस्ट्य। सीमा सुरक्षा बल [फा. सं. सी-17/05/2022/कार्ममक-गोपनीय/बीएसएफ] जिव लहरी मीना, अवर सजचव MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 25th February, 2026 G.S.R. 144(E).— In exercise of the powers conferred by clauses (b) and (c) of sub- section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968) and in supersession of the Border Security Force, Engineering (Civil) Combatant (Group ‘B’ Posts) Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Works) and Sub-Inspector (Works) in the Border Security Force in the Ministry of Home Affairs, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Border Security Force, Inspector (Works) and Sub-Inspector (Works), Combatant (Group ‘B’ Post Cadre), Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. Number of posts, classification and level in pay matrix.- The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, educational qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Medical standard for promotion.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for promotion to the posts specified in column (1) of the Schedule. 5. Medical standard for direct recruits.- Only those persons who are medically fit and physically fit as specified by the Ministry of Home Affairs guidelines dated the 20th May, 2015 on recruitment of medical examination in the Central Armed Police Forces and Assam Rifles, as per the scheme prescribed by the Central Government as amended from time to time shall be eligible for appointment to the posts specified in column (1) of the Schedule under the provisions of these rules. 6. Physical Standard for direct recruits.- The minimum physical standard required for the candidates shall be the following, namely:- (1) Height : Men – 165 centimeters relaxable by five centimeters for hill tribes and adivasis including Mizos and Nagas. Women – 157 centimeters. (2) Chest : Men - 76-81 centimeters relaxable by two centimeters expand for candidates below twenty years of age. Women - Not applicable. (3) Weight : Men - Proportionate to height and age as per medical standards. Women - According to height but not less than forty-six kilograms. 7. Ineligibility of non-citizen of India.- No person who is not a citizen of India shall, except with the prior permission of the Central Government, reasons to be recorded in writing, be appointed or employed under these rule : Provided that nothing contained in these rules shall debar the appointment or employment of a subject of Nepal or Bhutan under these rules. 8. Other conditions of service.- (1) The persons appointed to the Cadre shall be subject to the Border Security Force Act, 1968 (47 of 1968) and the Border Security Force Rules, 1969, in respect of other conditions of service not specially provided for in these rules. (2) The person appointed on deputation from other Department shall have to wear the uniform prescribed for the combatised post against which they are appointed and have to undergo basic training as prescribed by the Director General from time to time on appointment on deputation : Provided that this rule shall not apply to the post of Sub- Inspector (Works). 9. Liability of service. - Any person appointed under these rules shall be liable to serve anywhere in India or abroad. 10. Superannuation.- (1) The person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time: Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years. Disqualifications.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 12. Power to relax.- where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 13. Saving.- Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, the ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
