L.-33004/99 सी.जी.-डी.एल.-अ.-11072026-274372 CG-DxLx-xEG-I1D1H0x7x2x0 26-274372 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 557] नई दिल्ली, िुक्रवार, िुलाई 10, 2026/आषाढ 19, 1948 No. 557] NEW DELHI, FRIDAY, JULY 10, 2026/ASHADHA 19, 1948 गृह मंत्रालय अधिसूचना नई दिल्ली, 10 जुलाई, 2026 सा.का.धन. 615(अ).—कें न्द्रीय सरकार सीमा सुरक्षा बल अदिदनयम, 1968 (1968 का 47) की िारा 141 की उप-िारा (1) के साथ पदित उप-िारा (2) के खंड (ख) एवं (ग) द्वारा प्रित्त शक्तियो ंका प्रयोग करते हुए, और सीमा सुरक्षा बल, जल स्कं ि समूह ‘ख’ (योिक तकनीकी स्टाफ) पि भती दनयम, 2012 एवं सीमा सुरक्षा बल, जल स्कं ि, समूह ‘ग’ पि भती दनयम, 2013 को, जहााँ तक उनका संबंि दनरीक्षक (मास्टर), दनरीक्षक (काययशाला), दनरीक्षक (इंजन चालक), उप-दनरीक्षक (मास्टर), उप-दनरीक्षक (काययशाला), उप- दनरीक्षक (इंजन चालक), हेड कांस्टेबल (मास्टर), हेड कांस्टेबल (काययशाला), हेड कांस्टेबल (इंजन चालक) तथा कांस्टेबल (क्रू ) के पिो ं से है, उन बातो ं के दसवाय अदिक्रांत करते हुए, दजन्हे ऐसे अदिक्रमण से पहले दकया गया है या करने का लोप दकया गया है, गृह मंत्रालय में सीमा सुरक्षा बल के जल स्कं ि में समूह ‘ख’ और समूह ‘ग’ के पिो ंपर भती की पद्धदत का दवदनयमत करने के दलए दनम्नदलक्तखत दनयम बनाती है, अथायत् :- 5243 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. संधिप्त नाम और प्रारंभ.– (1) इन दनयमो ं का संदक्षप्त नाम सीमा सुरक्षा बल, जल स्कं ि (योिक तकनीकी स्टाफ) समूह ‘ख’ एवं समूह ‘ग’ पि संवगय, भती दनयम, 2026 है । (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होगं े। 2. लागू होना.– ये दनयम, इन दनयमो ंसे उपाबद्ध अनुसूची के स्तंभ (1) में दवदनदियष्ट पिो ंपर लागू होगं े। 3. पद-संख्या, वगीकरण और वेतन मेधरिक्स में स्तर.– उि पि की संख्या, उसका वगीकरण और उनके संबद्ध वेतन मेदरिक्स में स्तर वह होगा, जो इन दनयमो ंसे उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में दवदनदियष्ट हैं। 4. भती की पद्धधत, आयु-सीमा एवं अहहताएं आधद.– उि पिो ंपर भती की पद्धदत, आयु-सीमा, अहयताएं और उनसे संबंदित अन्य बातें वे होगी जो, उि अनुसूची के स्तंभ (5) से स्तंभ (13) में दवदनदियष्ट है । 5. प्रोन्नधत-पूवह पाठ्यक्रम .– पोषक रैंक के व्यक्तियो ं को, उनकी वररष्ठता के क्रम में, उच्चतर रैंक पर प्रोन्नदत हेतु पात्रता सेवा अवदि पूणय करने से पूवय, अहयक पाठ्यक्रम पूरा करना अपेदक्षत होगा तथा बल के प्रत्येक ऐसे सिस्य को, दकसी भी प्रोन्नदत से पूवय, उि अनुसूची में दनदियष्ट प्रोन्नदत-पूवय पाठ्यक्रम उत्तीणय करना आवश्यक होगा । परंतु यह दक यदि महादनिेशक का यह समािान हो जाता है दक सेवा की अत्यावश्यकताओ ंया अन्य कारणो ं से ऐसा कोई सिस्य प्रोन्नदत-पूवय पाठ्यक्रम उत्तीणय करने में असमथय है, तो वे बल के ऐसे सिस्य को इस शतय के अिीन प्रोन्नत कर सकते हैं दक वह अपनी प्रोन्नदत की दतदथ से िो वषय के भीतर प्रोन्नदत-पूवय पाठ्यक्रम उत्तीणय करेगा, ऐसा न होने पर उसे पिावनत कर दिया जाएगा : परंतु यह भी दक महादनिेशक, सीमा सुरक्षा बल में सहायक उप-दनरीक्षक (मास्टर), सहायक उप-दनरीक्षक (काययशाला) तथा सहायक उप-दनरीक्षक (इंजन चालक) को क्रमशः उप-दनरीक्षक (मास्टर), उप-दनरीक्षक (काययशाला) तथा उप-दनरीक्षक (इंजन चालक) के पि पर प्रोन्नत कर सकते हैं, यदि सहायक उप-दनरीक्षक (मास्टर), सहायक उप-दनरीक्षक (काययशाला) तथा सहायक उप-दनरीक्षक (इंजन चालक) अपेदक्षत अहयक सेवा पूरा करते हो ं: परंतु यह भी दक ऐसी दशदथलता, इन दनयमो ं के प्रारंभ होने की तारीख से छह वषय की अवदि पूणय होने के पश्चात प्रभावी नही ंरहेगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 6. धनरहहता:- वह व् यक्ति – (क) दजसने ऐसे व् यक्ति से, दजसका पदत या दजसकी पत्न ी जीदवत है, दववाह दकया है या दववाह की संदविा की है; या (ख) दजसने अपने पदत या अपनी पत्न ी के जीदवत रहते हुए दकसी व् यक्ति से दववाह दकया है या दववाह की संदविा की है, उक् त पिो ंपर दनयुक्ति का पात्र नही ंहोगा। परंतु यदि कें द्रीय सरकार का यह समािान हो जाता है दक ऐसा दववाह ऐसे व्यक्ति और दववाह के अन्य पक्षकार को लागू स्वीय दवदि के अिीन अनुज्ञेय है, और ऐसा करने के दलए अन्य आिार हैं, तो वह दकसी व्यक्ति को इस दनयम के प्रवतयन से छू र िे सके गी। 7. प्रोन्नधत के धलए धचधकत्सा मानक.– इन दनयमो ं में अन्तदवयष्ट दकसी बात के होते हुए भी, के वल ऐसे व्यक्ति, जो के न्द्रीय सशस्त्र पुदलस बलो ं में स्वास्थ्य िेखभाल प्रणाली के अनुसार दचदकत्सा प्रवगय शेप-I में हैं, उि अनुसूची के स्तंभ (1) में दवदनदियष्ट पिो ंपर प्रोन्नदत के दलए पात्र होगं े । 8. सीिे भती धकए जाने वाले व्यक्तियो ंके धलए धचधकत्सा मानक.– (1) के वल वे व्यक्ति, जो – (क) गृह मंत्रालय द्वारा जारी दिशा-दनिेशो ं के अनुसार तथा के न्द्रीय सरकार द्वारा समय-समय पर दवदहत योजना के अनुसार दचदकत्सीय और शारीररक रूप से उपयुि हैं; (ख) शारीररक मानक परीक्षा, शारीररक िक्षता परीक्षा, रिेड परीक्षा, दलक्तखत परीक्षा तथा दचदकत्सा परीक्षण में अहयता प्राप्त करते हैं, उि अनुसूची के स्तंभ (1) में दवदनदियष्ट पिो ं पर दनयुक्ति के दलए पात्र होगं े। (2) सीिे भती दकए जाने वाले व्यक्तियो ंके दलए शारीररक माप दनम्नदलक्तखत सारणी के अनुसार होगं े :– ऊाँ चाई सीना क्र.सं. (पुरुष) (पुरुष) अनारदक्षत, आदथयक रूप से कमजोर वगय, अनुसूदचत जादत और अन् य दपछडा वगय के सभी अभ्यदथययो,ं दनचे 75-80 1. 165 से.मी. उक्तल्लक्तखत के दसवाय, के दलए न्यूनतम उाँचाई और से.मी. सीना । सभी राज यो ंया संघ राज्य क्षेत्रो ंया दजलो ंके अनुसूदचत 75-80 2. जनजादत के सभी अभ्यदथययो,ं दनम्नदलक्तखत पैरा में दिये 160 से.मी. से.मी. गये के दसवाय, के दलए न्यूनतम उाँचाई और सीना ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अरुणाचल प्रिेश, मदणपुर, मेघालय, दमजोरम, नागालैण्ड, दसक्तिम और दत्रपुरा जैसे पूवोत्तर राज्यो ं 75-80 3. 155 से.मी. की अनुसूदचत जनजादतयो ंसे संबंदित सभी अभ्यदथययो ं से.मी. के दलए न्यूनतम उाँचाई और सीना । वामपंथी उग्रवाि/नक्स्लवाि प्रभादवत द़िलो ं से 75-80 4. संबंदित सभी अभ्यदथययो ं के दलए न्यूनतम उाँचाई और 158 से.मी. से.मी. सीना। गढ़वाली, कु माऊाँ नी, डोगरा और मरािा श्रेदणयो ं के अभ्यदथययो ं और असम, दहमाचल प्रिेश और जम्मू – 75-80 5. 162.5 से.मी. कश्मीर संघ राज्य क्षेत्र के अभ्यदथययो ंके दलए न्यूनतम से.मी. उाँचाई और सीना। अरुणाचल प्रिेश, मदणपुर, मेघालय, दमजोरम, 75-80 6. नागालैण्ड, दसक्तिम और दत्रपुरा जैसे पूवोत्तर राज्यो ं 160 से.मी. से.मी. के अभ्यदथययो ंके दलए न्यूनतम उाँचाई और सीना। 7. गोरखा प्रािेदशक प्रशासन के अंतगयत िादजयदलंग दजले के तीन उप-मंडल िादजयदलंग, कादलम्ोगं और कु रदसयांग से संबंदित तथा दनम्नदलक्तखत “मौ़िो”ं सदहत इन उप-मंडलो ं से संबंदित अभ् यदथययो ं के दलए न् यूनतम उाँचाई और सीनाः - (1) लोहागढ़ चाय बागान (2) लोहागढ़ वन (3) तंगमोहन 75-80 (4) बडा चेंगा 155 से.मी. से.मी. (5) पानीघारा (6) छोरा आिलपुर (7) पहाडू (8) सुकना वन (9) सुकना भाग-1 (10) पंतापरी वन-1 (11) महानिी वन (12) चम्ासारी वन[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (13) सालबाडी छर भाग-2 (14) सीतोगं वन (15) दसवोक दहल वन (16) दसवोक वन (17) छोरा चेंगा (18) दनपादनया धरप्पण : वजनः आयु एवं ऊाँ चाई के अनुपात में दचदकत्सा मानक के अनुसार । 9. सेवा की अन्य शतें.– संवगय में दनयुि व्यक्ति, सेवा की अन्य शतों के संबंि में, जो इन दनयमो ंमें दवशेष रूप से उपबंदित नही ंहैं, सीमा सुरक्षा बल अदिदनयम, 1968 तथा सीमा सुरक्षा बल दनयम, 1969 के अिीन होगं े : परंतु यह दक अन्य दवभागो ंसे प्रदतदनयुक्ति पर दनयुि व्यक्तियो ंको उस योिक पि हेतु दवदनदियष्ट विी िारण करनी होगी, दजसके दवरुद्ध उनकी दनयुक्ति की गई है तथा उन्हें प्रदतदनयुक्ति पर दनयुक्ति के तुरंत पश्चात महादनिेशक, सीमा सुरक्षा बल द्वारा दवदहत प्रदशक्षण प्राप्त करना होगा। 10. अधिवाधषहता.– (1) इन दनयमो ं के उपबंिो ं के अिीन दनयुि दकया गया कोई व्यक्ति, उस मास के अंदतम दिन के अपरान् ह में , दजसको वह साि वषय की आयु प्राप्त करता है, सेवा दनवृत् त होगा। परन्तु यह दक ऐसा व्यक्ति, दजसकी जन्म की तारीख मास की पहली तारीख है, वह साि वषय की आयु प्राप्त करने के पूवयवती मास के अंदतम दिन के अपराह्न में सेवादनवृत्त होगा। (2) दकसी भी व्यक्ति को साि वषय की सेवा दनवृदत्त की आयु के पश्चात सेवा दवस्तार प्रिान नही ंदकया जाएगा। 11. अन्यदेशीय अपात्रता .– कोई व्यक्ति जो भारत का नागररक नही ंहै, के न्द्रीय सरकार की दलक्तखत पूवय अनुमदत के दसवाय, इन दनयमो ंके अिीन दनयुि या दनयोदजत नही ंदकया जाएगा : परंतु यह दक इन दनयमो ं में अंतदवष्ट दकसी बात के होते हुए भी नेपाल या भूरान के नागररक इन दनयमो ंके अिीन दनयुक्ति, पंजीयन या दनयोजन से दववदजयत नही होगं े। 12. धशधिल करने की शक्तियााँ.– जहााँ के न्द्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वहााँ वह, उसके दलए जो कारण है इन्हे लेखबद्ध करके , इन दनयमो ं के दकसी उपबंि को दकसी वगय या प्रवगय के व्यक्तियो ंकी बाबत आिेश द्वारा दशदथल कर सके गी। 13. व्यावृधि.– इन दनयमो ं की कोई बात, ऐसे आरक्षण, आयु सीमा में छू र तथा अन्य ररयायतो ं पर प्रभाव नही ं डालेगी, दजनका के न्द्रीय सरकार द्वारा इस संबंि में समय-समय पर जारी आिेशो ं के अनुसार अनुसूदचत जादतयो,ं अनुसूदचत जनजादतयो,ं अन्य दपछडे वगों, भूतपूवय सैदनको ंतथा अन्य दवशेष प्रवगय के व्यक्तियो ंके दलए उपबंि करना अपेदक्षत है।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अनुसूची पि का नाम। पिो ंकी संख्या। वगीकरण। वेतन मेदरिक्स में स् तर । (1) (2) (3) (4) 1. दनरीक्षक 36* (2026) सािारण के न्द्रीय सेवा, वेतन मेदरिक्स में स्तर-7 (मास्टर) I (*काययभार के आिार समूह ‘ख’, अराजपदत्रत, (रुपये 44900-142400) I पर पररवतयन दकया जा अननुसदचवीय (योिक) I सकता है) I चयन पि अथवा अचयन सीिे भती दकए जाने वाले सीिे भती दकए जाने वाले पि । व् यक्तियो ंके दलए आयु सीमा। व् यक्तियो ं के दलए अपेदक्षत शैदक्षक और अन्य अहयताएं । (5) (6) (7) चयन लागू नही ंहोता लागू नही ंहोता सीिे भती दकए जाने वाले पररवीक्षा की अवदि, यदि भती की पद्धदत, भती सीिे होगी व् यक्तियो ं के दलए दवदहत आयु कोई हो । या प्रोन् नदत द्वारा या और शैदक्षक अहयताएं प्रोन् नत प्रदतदनयुक्ति/आमेलन द्वारा तथा व् यक्तियो ं की िशा में लागू होगं ी दवदभन् न पद्धदतयो ं द्वारा भरी जाने या नही ं। वाली ररक्तियो ंकी प्रदतशतता। (8) (9) (10) लागू नही ंहोता I लागू नही ंहोता I (i) प्रोन्नदत द्वारा, दजसके न हो सकने पर प्रदतदनयुक्ति द्वारा; तथा (ii) भूतपूवय सैदनको ंहेतु : प्रदतदनयुक्ति या पुनदनययोजन द्वारा I प्रोन् नदत या प्रदतदनयुक्ति या आमेलन द्वारा भती की िशा में वे श्रेदणयां दजनसे प्रोन् नदत या प्रदतदनयुक्ति या आमेलन दकया जाएगा । (11) प्रोन्नदत : सीमा सुरक्षा बल के उप-दनरीक्षक (मास्टर), जो वेतन मेदरिक्स में स्तर-6 (रुपये 35400-112400) में हो ंतथा दजन्होनं े उस श्रेणी में पााँच वषय दनयदमत सेवा की हो और दजनके पास दनम्नदलक्तखत अहयताएाँ हो,ं अथायत्:– (क) प्रवेश स्तर के पि हेतु दवदहत बुदनयािी प्रदशक्षण सफलतापूवयक पूरा दकया हो; (ख) महादनिेशक सीमा सुरक्षा बल द्वारा समय समय पर यथादवदहत अन्य पाठ्यक्रम अथवा प्रदशक्षण में अदहयत हो;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (ग) अंतिेशीय पोत अदिदनयम, 2021 (2021 का 24) के अिीन अंतिेशीय जल पररवहन या समुद्री वादणज्य दवभाग या भारतीय अंतिेशीय जलमागय प्रादिकरण या कें द्रीय या राज्य अंतिेशीय जल पररवहण प्रादिकरण द्वारा जारी प्रथम श्रेणी मास्टर िक्षता प्रमाण पत्र या भारतीय नौसेना या भारतीय तररक्षक बल द्वारा जारी समकश्र प्रमाण पत्र िाररत हो। धरप्पण 1: जहां ऐसे कदनष्ठ व्यक्तियो ं के संबंि में, दजन्होनं े अपनी अहयक या पात्रता सेवा पूरी कर ली है, प्रोन्नदत के दलए दवचार दकया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियो ंके संबंि में भी दवचार दकया जाएगा परन्तु यह तब जब दक उसके द्वारा की गई ऐसी अहयक या पात्रता सेवा, अपेदक्षत अहयक या पात्रता सेवा के आिे से अदिक से या िो वषय से, इनमें से जो भी कम हो, कम न हो और उन्होनं े अपने ऐसे कदनष्ठ व्यक्तियो ं सदहत, दजन्होनं े ऐसी अहयक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नदत के दलए अपनी पररवीक्षा की अवदि सफलतापूवयक पूरी कर ली हो। प्रदतदनयुक्ति : के न्द्रीय सरकार या राज्य सरकारो ंया संघ राज्य क्षेत्र प्रशासन के ऐसे अदिकारी, – (क) (i) जो मूल संवगय या दवभाग में दनयदमत आिार पर सदृश पि िारण करते हो;ं या (ii) दजन्होनं े मूल संवगय या दवभाग में वेतन मेदरिक्स के स्तर-6 (रुपये 35400-112400) या समकक्ष में दनयदमत आिार पर दनयुक्ति के पश्चात पााँच वषय की सेवा की हो; तथा (ख) दनम्नदलक्तखत शैदक्षक अहयताएं एवं अनुभव रखते हो,ं अथायत् :– (i) दकसी मान्यता प्राप्त बोडय अथवा दवश्वदवद्यालय से 12वी ंउत्तीणय; (ii) अंतिेशीय जल पररवहन या वादणक्तज्यक नौवहन दवभाग या भारतीय अंतिेशीय जलमागय प्रादिकरण या के न्द्रीय या राज्य अंतिेशीय जल पररवहन प्रादिकरण द्वारा या अंतिेशीय पोत अदिदनयम, 2021 के अिीन समकक्ष प्रादिकरण द्वारा जारी प्रथम श्रेणी मास्टर िक्षता प्रमाण- पत्र या भारतीय नौसेना या भारतीय तररक्षक बल द्वारा जारी समकक्ष प्रमाण-पत्र िाररत करते हो;ं (iii) दचदकत्सा श्रेणी शेप-I होना चादहए। भूतपूवय सैदनको ंके दलए :- प्रदतदनयुक्ति या पुनदनययोजन: सशस्त्र बल के ऐसे कादमयको ं के संबंि में भी दवचार दकया जाएगा जो जलयान के डेक दवभाग में सदृशः पि िारण करते हुए एक वषय की अवदि के भीतर सेवादनवृत्त होने वाले हैं या ररजवय में स्थानांतररत दकए जाने वाले हैं और दजनके पास दसदवल रदजस्टिीकरण के अिीन सीमा सुरक्षा बल की प्रकार के जलयान चलाने की सक्षमता हो या अंतिेशीय पोत अदिदनयम, 2021 के अिीन अंतिेशीय जल पररवहन या समुद्री वादणज्य दवभाग या भारतीय अंतिेशीय जलमागय प्रादिकरण या कें न्द्रीय या राज्य अंतिेशीय जल पररवहन प्रादिकरण द्वारा जारी प्रथम क्षेणी मास्टर िक्षता प्रमाण पत्र या भारतीय नौसेना या भारतीय तररक्षक8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] द्वारा जारी समकक्ष प्रमाण पत्र िाररत हो । यदि ऐसे व्याक्ति को उपयुि समझा जाता है तो उन्हे उस तारीख तक प्रदतदनयुक्ति के दनबंिनो ंपर रखा जाएगा दजस तारीख से उन्हे सशस्त्र बल से दनमुयि दकया जाना है और तत्पश्चात् उन्हे पुनदनययोजन पर बने रहने दिया जा सकता है । धरप्पण -1 : पोषक प्रवगय के ऐसे दवभागीय अदिकारी, जो प्रोन्नदत की सीिी पंक्ति में हैं, प्रदतदनयुक्ति पर दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । इसी प्रकार, प्रदतदनयुि व्यक्ति प्रोन्नदत द्वारा दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । धरप्पण -2 : प्रदतदनयुक्ति की अवदि, दजसके अन्तगयत के न्द्रीय सरकार के उसी या दकसी अन्य संगिन या दवभाग में इस दनयुक्ति से िीक पहले िाररत दकसी अन्य काडर बाह्य पि पर प्रदतदनयुक्ति की अवदि है, सािारणतया तीन वषय से अदिक नही ंहोगी। धरप्पण-3 : प्रदतदनयुक्ति पर दनयुक्ति के दलए अदिकतम आयु सीमा आवेिन प्राप्त करने की अंदतम तारीख को 56 वषय से अदिक नही ंहोगी। यदि दवभागीय प्रोन् नदत सदमदत है, तो उसकी संरचना । भती करने में दकन पररस् थदतयो ं में संघ लोक सेवा आयोग से परामशय दकया जाएगा I (12) (13) समूह 'ख' दवभागीय प्रोन् नदत सदमदत (प्रोन् नदत के संबंि में दवचार करने लागू नही ंहोता। के दलए) दजसमें दनम् नदलक्तखत होगं े:- 1. महादनरीक्षक, - अध्यक्ष; या (ख) दकसी मान्यता प्राप्त दवश्वदवद्यालय या संस्थान से ऑरोमोबाइल या मैके दनकल या मरीन इंजीदनयररंग या मेक्ट्िोदनक्स में तीन वषीय दडप्लोमा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 17 (8) (9) (10) लागू नही ंहोता I िो साल I (i) अस्सी प्रदतशत प्रोन्नदत द्वारा, दजससे न हो सकने पर प्रदतदनयुक्ति द्वारा; तथा (ii) बीस प्रदतशत सीिी भती द्वारा (भूतपूवय सैदनको ं में से िस प्रदतशत सदहत) (iii) भूतपूवय सैदनको ंके दलए : प्रदतदनयुक्ति या पुनदनययोजन द्वारा । (11) प्रोन्नदत:- सीमा सुरक्षा बल के ऐसे सहायक उप दनरीक्षक (काययशाला) जो वेतन मेदरिक्स स्तर-5 (रुपये 29200- 92300) में हो तथा दजन्होने उस क्षेणी में छह वषय की दनयदमत सेवा की हो और दनम्नदलक्तखत अहयताएाँ रखते हो,ं अथायत्: (क) प्रवेश स्तर के पि हेतु दवदहत बुदनयािी प्रदशक्षण सफलतापूवयक पूरा दकया हो; तथा (ख) महादनिेशक, सीमा सुरक्षा बल द्वारा समय समय पर यथादवदहत अन्य पाठ्यक्रम या प्रदशक्षण में अदहयत हो; धरप्पण 1: जहां ऐसे कदनष्ठ व्यक्तियो ं के संबंि में, दजन्होनं े अपनी अहयक या पात्रता सेवा पूरी कर ली है, प्रोन्नदत के दलए दवचार दकया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियो ं के संबंि में भी दवचार दकया जाएगा परन्तु यह तब जब दक उसके द्वारा की गई ऐसी अहयक या पात्रता सेवा, अपेदक्षत अहयक या पात्रता सेवा के आिे से अदिक से या िो वषय से, इनमें से जो भी कम हो, कम न हो और उन्होनं े अपने ऐसे कदनष्ठ व्यक्तियो ं सदहत, दजन्होनं े ऐसी अहयक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नदत के दलए अपनी पररवीक्षा की अवदि सफलतापूवयक पूरी कर ली हो। प्रदतदनयुक्ति : के न्द्रीय सरकार या राज्य सरकारो ंया संघ राज्य क्षेत्र प्रशासन के अदिकारी, - (क) (i) जो मूल सवगय या दवभाग में दनयदमत आिार पर सदृश पि िारण दकए हुए हो;ं अथवा (ii) दजन्होनं े मूल संवगय या दवभाग में वेतन मैदरिक्स के स्तर-5 (रुपये 29200-92300) या समकक्ष में दनयदमत आिार पर दनयुक्ति के पश्चात छह वषय की सेवा की हो; तथा (ख) दजन के पास स्तंभ (7) में सीिी भती के दलए दवदहत शैक्षदणक अहयताएं तथा अनुभव हो;ं तथा (ग) दचदकत्सा श्रेणी शेप-I होना चादहए। भूतपूवय सैदनको ंके दलए प्रदतदनयुक्ति या पुनदनययोजन: सशस्त्र बल के ऐसे कादमयको ं के संबंि में भी दवचार दकया जाएगा जो एक वषय की अवदि के भीतर सेवादनवृत्त होने वाले हो ं या ररजवय में स्थानांतररत दकए जाने वाले हो ं और दजनके पास स्तंभ (7) के अिीन सीिी भती दकए जाने वाले व्यक्तियो ं हेतु दवदहत अहयताएाँ हो। ऐसे व्यक्तियो ं को यदि18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] उपयुि समझा जाता हैं, तो उन्हें उस तारीख तक प्रदतदनयुक्ति के दनबंिनो ं के अिीन रखा जाऐगा, दजस तारीख से उन्हें सशस्त्र बलो ंसे दनमुयि दकया जाना है और तत्पश्चात उन्हें पुनदनययोजन पर बने रहने दिया जा सके गा। धरप्पण -1 : पोषक प्रवगय के ऐसे दवभागीय अदिकारी, जो प्रोन्नदत की सीिी पंक्ति में हैं, प्रदतदनयुक्ति पर दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । इसी प्रकार, प्रदतदनयुि व्यक्ति प्रोन्नदत द्वारा दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । धरप्पण -2 : प्रदतदनयुक्ति की अवदि, दजसके अन्तगयत के न्द्रीय सरकार के उसी या दकसी अन्य संगिन या दवभाग में इस दनयुक्ति से िीक पहले िाररत दकसी अन्य काडर बाह्य पि पर प्रदतदनयुक्ति की अवदि है, सािारणतया तीन वषय से अदिक नही ंहोगी। धरप्पण-3 : प्रदतदनयुक्ति पर दनयुक्ति के दलए अदिकतम आयु सीमा आवेिन प्राप्त करने की अंदतम तारीख को 56 वषय से अदिक नही ंहोगी। (12) (13) समूह 'ख' दवभागीय प्रोन्नदत सदमदत (प्रोन्नदत के संबंि में दवचार करने के लागू नही ंहोता I दलए) दजसमें दनन्मदलक्तखत होगं े: - 1. महादनरीक्षक, - अध्यक्ष; तथा (ख) महादनिेशक, सीमा सुरक्षा बल द्वारा समय समय पर यथादवदहत अन्य पाठ्यक्रम या प्रदशक्षण में अदहयत हो; धरप्पण 1: जहां ऐसे कदनष्ठ व्यक्तियो ं के संबंि में, दजन्होनं े अपनी अहयक या पात्रता सेवा पूरी कर ली है, प्रोन्नदत के दलए दवचार दकया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियो ं के संबंि में भी दवचार दकया जाएगा परन्तु यह तब जब दक उसके द्वारा की गई ऐसी अहयक या पात्रता सेवा, अपेदक्षत अहयक या पात्रता सेवा के आिे से अदिक से या िो वषय से, इनमें से जो भी कम हो, कम न हो और उन्होनं े[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 25 अपने ऐसे कदनष्ठ व्यक्तियो ं सदहत, दजन्होनं े ऐसी अहयक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नदत के दलए अपनी पररवीक्षा की अवदि सफलतापूवयक पूरी कर ली हो। प्रदतदनयुक्ति : कें द्रीय सरकार या राज्य सरकारो ंया संघ राज्य क्षेत्र प्रशासन के अदिकारी, - (क) (i) जो मूल संवयग या दवभाग में दनयदमत आिार पर सदृश पि िारण दकए हुए हो;ं अथवा (ii) दजन्होनं े मूल संवयग या दवभाग में वेतन मेदरिक्स में स् तर -4 (रुपये 25500-81100) या समकक्ष में दनयदमत आिार पर दनयुक्ति के पश्चात उस पि पर पांच वषय की सेवा प्रिान की हो; तथा (ख) जो दनम्नदलक्तखत अहयताएं तथा अनुभव रखते हो,ं अथायत् :- (i) दकसी मान्यता प्राप्त बोडय से मैदरिकु लेशन; (ii) दकसी मान्यता प्राप्त संस्थान से मोरर मैके दनक (डीजल या पेरिोल इंजन) या मशीदनस्ट या वेल्डर या बढ़ई या इलेक्तक्ट्िदशयन या दफरर या एयर कं डीशनर तकनीदशयन या इलेक्ट्िॉदनक्स या प्लम्बर या अपहोल्स्स्टर या पेंरर के रिेड में औद्योदगक प्रदशक्षण संस्थान का प्रमाण-पत्र िारक हो और पोत या वाहन मरम्मत काययशाला में, अदिमानतः कें द्रीय या राज्य सरकार या सावयजदनक क्षेत्र उपक्रम के अिीन पांच वषय का अनुभव रखते हो; तथा (iii) दचदकत्सा श्रेणी शेप-I होना चादहए । भूतपूवय सैदनको ंके दलए :- प्रदतदनयुक्ति या पुनदनययोजन :- सशस्त्र बल के ऐसे कादमयको ंके संबंि में भी दवचार दकया जाएगा जो एक वषय की अवदि के भीतर सेवादनवृत्त होने वाले है या ररजवय में स्थानांतररत दकए जाने वाले है और पोत के इंजीदनयररंग कक्ष दवभाग में सदृश पि िारण दकए हुए हो ंऔर पोत या वाहन मरम्मत काययशाला में पांच वषय का अनुभव रखते हो ं । ऐसे व्यक्तियो ं को यदि उपयुि समझा जाता है तो उस तारीख तक प्रदतदनयुक्ति के दनबंिनो ंपर रखा जाएगा, दजस तारीख से उन्हें सशस्त्र बल से दनमुयि दकया जाना है और तत्पश्चात उन्हें पुनदनययोजन पर बने रहने दिया जा सकता है। धरप्पण -1 : पोषक प्रवगय के ऐसे दवभागीय अदिकारी, जो प्रोन्नदत की सीिी पंक्ति में हैं, प्रदतदनयुक्ति पर दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । इसी प्रकार, प्रदतदनयुि व्यक्ति प्रोन्नदत द्वारा दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । धरप्पण -2 : प्रदतदनयुक्ति की अवदि, दजसके अन्तगयत के न्द्रीय सरकार के उसी या दकसी अन्य संगिन या दवभाग में इस दनयुक्ति से िीक पहले िाररत दकसी अन्य काडर बाह्य पि पर प्रदतदनयुक्ति की अवदि है, सािारणतया तीन वषय से अदिक नही ंहोगी। धरप्पण-3 : प्रदतदनयुक्ति पर दनयुक्ति के दलए अदिकतम आयु सीमा आवेिन प्राप्त करने की अंदतम तारीख को 56 वषय से अदिक नही ंहोगी।26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (12) (13) समूह ‘ग’ दवभागीय प्रोन्नदत सदमदत (प्रोन्नदत के संबंि में दवचार करने हेतु) लागू नही ंहोता। दजसमें दनम्नदलक्तखत होगं े :- 1. उप महादनरीक्षक, - अध्यक्ष; और (ख) जो दनम्नदलक्तखत अहयताएं तथा अनुभव रखते हो,ं अथायत् :- (i) दकसी मान्यता प्राप्त बोडय से मैदरिकु लेशन; (ii) दकसी मान्यता प्राप्त संस्थान से मोरर मैके दनक (डीजल या पेरिोल इंजन) या मशीदनस्ट या वेल्डर या बढ़ई या इलेक्तक्ट्िदशयन या दफरर या एयर कं डीशनर तकनीदशयन या इलेक्ट्िॉदनक्स या प्लम्बर या अपहोल्स्स्टर या पेंरर के रिेड में औद्योदगक प्रदशक्षण संस्थान का प्रमाण-पत्र िारक हो तथा पोत या वाहन मरम्मत वकय शॉप में, अदिमानतः कें द्रीय या राज्य सरकार या सावयजदनक क्षेत्र उपक्रम के अिीन पांच वषय का अनुभव हो; तथा (iii) दचदकत्सा श्रेणी शेप-I होना चादहए। भूतपूवय सैदनको ंके दलए : प्रदतदनयुक्ति या पुनदनययोजन :- सशस्त्र बल के ऐसे कादमयको ं के संबंि में भी दवचार दकया जाएगा जो एक वषय की अवदि के भीतर सेवादनवृत्त होने वाले हैं या ररजवय में स्थानांतररत दकए जाने वाले हैं और जो पोत के इंजीदनयररंग कक्ष दवभाग में सदृश पि िारण करते हैं और दजसके पास पोत या वाहन मरम्मत काययशाला में पांच वषय का अनुभव है । ऐसे व्यक्ति को यदि उपयुि समझा जाता हैं तो उन्हें उस तारीख तक प्रदतदनयुक्ति के दनबंिनो ं पर रखा जाएगा दजस तारीख से उन्हें सशश्र बल से दनमुयि दकया जाना हैं और तत्पश्चात उन्हें पुनदनययोजन पर बने रहने दिया जा सकता है । धरप्पण -1 : पोषक प्रवगय के ऐसे दवभागीय अदिकारी, जो प्रोन्नदत की सीिी पंक्ति में हैं, प्रदतदनयुक्ति पर दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । इसी प्रकार, प्रदतदनयुि व्यक्ति प्रोन्नदत द्वारा दनयुक्ति के दलए दवचार दकए जाने के पात्र नही ंहोगं े । धरप्पण -2 : प्रदतदनयुक्ति की अवदि, दजसके अन्तगयत के न्द्रीय सरकार के उसी या दकसी अन्य संगिन या दवभाग में इस दनयुक्ति से िीक पहले िाररत दकसी अन्य काडर बाह्य पि पर प्रदतदनयुक्ति की अवदि है, सािारणतया तीन वषय से अदिक नही ंहोगी। धरप्पण-3 : प्रदतदनयुक्ति पर दनयुक्ति के दलए अदिकतम आयु सीमा आवेिन प्राप्त करने की अंदतम तारीख को 56 वषय से अदिक नही ंहोगी। (12) (13) समूह 'ग' दवभागीय प्रोन्नदत सदमदत (प्रोन्नदत के संबंि में दवचार करने हेतु) लागू नही ंहोता दजसमे दनम्नदलक्तखत होगं े: - 1.उप महादनरीक्षक, - अध्यक्ष; Short title and commencement. -(1) These rules may be called the Border Security Force, Water Wing (Combatised Technical Staff) Group ‘B’ and Group ‘C’ Posts Cadre Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in the pay matrix. – The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 5. Pre-promotion courses. - The persons in the feeder rank shall be required to undergo qualifying courses before completing service eligibility period for promotion to higher rank in order of their seniority and every such member of the Force shall, before any promotion, be required to pass pre-promotion courses referred to in the said Schedule. Provided that if the Director General is satisfied that due to exigencies of service or other reasons, any such member is not able to pass the pre-promotion courses, he may promote such member of Force subject to the condition that he shall pass the pre- promotion course within two years from date of his promotion failing which he shall be reverted: Provided further that the Director General may promote Assistant Sub Inspector (Master), Assistant Sub Inspector (Workshop) and Assistant Sub-Inspector (Engine Driver) to the rank of Sub-Inspector (Master), Sub-Inspector (Workshop) and Sub- Inspector (Engine Driver), respectively, in the Border Security Force if the Assistant Sub Inspector (Master), Assistant Sub Inspector (Workshop) and Assistant Sub-Inspector (Engine Driver) fulfils the requisite qualifying service: Provided also that such relaxation shall cease to have effect after completion of six years period from the date of commencement of these rules. 6. Medical standard for promotion.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, as specified in Health Care System in the Central Armed Police Forces, shall be eligible for promotion to the posts specified in the column (1) of the said Schedule. 8. Medical standard for direct recruits. - (1) Only those persons who - (a) are medically and physically fit as per the guidelines issued by the Ministry of Home Affairs and as per the scheme prescribed by the Central Government from time to time; , (b) qualify the Physical Standard Test, Physical Efficiency Test, Trade Test Written Test and Medical examination, shall be eligible for appointment to the posts specified in the column (1) of the said Schedule.
