(क) (i) य(cid:7408)द उसने नामांकन करा िलया ह ै तो उसक(cid:7409) आधार नामांकन पहचान ि(cid:7021) लप ; या
(ii) पैरा 2 के उप पैरा (ii) म(cid:7286) यथािविन(cid:7416)द(cid:7020) ट अनुसार, आधार नामांकन के िलए उसके (cid:7367)ारा (cid:7408)कए गए
अनुरोध क(cid:7409) (cid:7079)ित ; और
(ख) (i) भारत िनवा(cid:6981)चन आयोग (cid:7367)ारा जारी मतदाता पहचान प(cid:7074) ; या (ii) आयकर िवभाग (cid:7367)ारा जारी
(cid:7021) थायी खाता सं(cid:6990) याकं ; या (iii) पासपोट(cid:6981) ; या (iv) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीन

2. डीडीय-ू जीकेवाई के अधीन फायदा(cid:7061)ािहय(cid:7298) को सुिवधाजनक और बाधा रिहत रिज(cid:7021) (cid:7069)ीकरण के िलए रा(cid:6996) य
सरकार(cid:7298) या संघ रा(cid:6996) य(cid:6979)े(cid:7074) (cid:7079)शासन(cid:7298) म(cid:7286) डीडीयू-जीकेवाई को लागू करने के िलए (cid:7079)भारी िवभाग (cid:7367)ारा सभी अपेि(cid:6979)त
(cid:7079)बंध करेगा, िजसके अंतग(cid:6981)त िन(cid:7013) निलिखत भी ह,(cid:7289) अथा(cid:6981)त् :--
(i) डीडीयू-जीकेवाई के अधीन फायदा(cid:7061)ािहय(cid:7298) को मीिडया और (cid:7018) यि(cid:6989) तगत सूचना(cid:7312) के मा(cid:7007) यम से रा(cid:6996) य सरकार
या संघ रा(cid:6996) य(cid:6979)े(cid:7074) (cid:7079)शासन(cid:7298) या योजना लागू करने वाले अिभकरण(cid:7298) के मा(cid:7007) यम से डीडीयू-जीकेवाई लागू करने के
िलए (cid:7079)भारी िवभाग (cid:7367)ारा (cid:7018) यापक (cid:7079)चार करके डीडीयू-जीकेवाई के अधीन आधार स(cid:6990)ं यांक क(cid:7409) अपे(cid:6979)ा के बारे म(cid:7286)

के उपल(cid:7011) ध न होन े के कारण नामांकन म(cid:7286) असमथ (cid:6981) होने क(cid:7409) दशा म(cid:7286), रा(cid:6996) य सरकार(cid:7298) या संघ रा(cid:6996) य(cid:6979)े(cid:7074) (cid:7079)शासन(cid:7298) म(cid:7286)
डीडीयू-जीकेवाई को लागू करने के िलए (cid:7079)भारी िवभाग से यह अपेि(cid:6979)त होगा (cid:7408)क वे सुिवधाजनक अव(cid:7021) थान(cid:7298) पर
नामांकन सुिवधा(cid:7312) का सजृ न कर(cid:7286) और फायदा(cid:7061)ािहय(cid:7298) से अपने पते, मोबाइल नंबर जैसे अ(cid:7008) य (cid:7011) यौर(cid:7298) के साथ
अपने नाम(cid:7298) को पैरा 1 के उपपैरा (3) के खंड (ख) के (cid:7079)थम परंतुक म(cid:7286) िविन(cid:7416)द(cid:7020) ट अ(cid:7008) य (cid:7011) यौर(cid:7298) के साथ योजना
लागू करने वाले अिभकरण(cid:7298) या रा(cid:6996) य सरकार(cid:7298) के डीडीयू-जीकेवाई के (cid:7079)भारी नोडल अिभकरण या (cid:7061)ामीण

NOTIFICATION
New Delhi, the 15th February, 2017
S.O. 453(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies
simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get
their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple
documents to prove one’s identity;
And whereas, in the Government of India, Ministry of Rural Development is administering the
DeenDayalUpadhyayaGrameenKaushalyaYojana (hereinafter referred to as the DDU-GKY), the skill training and
placement programme is focused on the rural poor youth with emphasis on sustainable employment;
And whereas, the benefits under DDU-GKY involves recurring expenditure from the Consolidated Fund of
India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and
other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to the said Act), the Central
Government hereby notifies the following, namely: --
1.(cid:32) (1) An individual eligible to receive benefits under the DDU-GKY shall be required to furnish proof of
possession of Aadhaar number or undergo Aadhaar authentication.
(2) All individuals eligible to receive benefits under the DDU-GKY, who do not possess the Aadhaar number or
has not yet enrolled for Aadhaar, but desirous of availing benefits under the DDU-GKY Shall have to apply for
Aadhaar enrolment by 31st March 2017, in case he or she is entitled to obtain Aadhaar as per section 3 of the
said Act and such individuals may visit any Aadhaar enrolment centre (list available at
www.uidai.gov.in) for Aadhaar enrolment.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department in charge
of DDU-GKY implementation in the State Government or Union territory Administrations which requires an
individual to furnish proof of possession of Aadhaar number and shall ensure Aadhaar enrolment facilities for
the beneficiaries who are not yet enrolled for Aadhaar number and in case there is no Aadhaar enrolment centre
located in the vicinity, the Department in charge of DDU-GKY implementation in the State Government or
Union territory Administrations may provide Aadhaar enrolment facilities at convenient locations in
coordination with the Registrars of Unique Identification Authority of India (UIDAI) (hereinafter referred to as
the UIDAI) or may provide Aadhaar enrolment facilities by becoming UIDAI Registrar:
Provided that, till the Aadhaar number is assigned to the beneficiary under the DDU-GKY, the benefits
under the DDU-GKY shall be given to such individual subject to the production of the following documents,
namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(a) (i) If he has enrolled, his Aadhaar Enrolment ID slip; or
(ii) a copy of his request made for Aadhaar enrolment, as specified in sub-paragraph (ii) of paragraph
2; and
(b) Voter ID card issued by the Election Commission of India; or (ii) Permanent Account Number Card
issued by Income Tax Department; or (iii) Passport; or (iv) Driving License issued by Licensing authority
under Motor Vehicles Act, 1988 (59 of 1988); or (v) Certificate of Identity having photo issued by the
Gazetted officer or Tehsildar on an official letter head; or (vi) Address card having Name and Photo issued
by Department of Posts; or (vii) Bank Photo Passbook; or (viii) Kisan Photo Passbook; or (ix) Ration
Card; or (x) any other document as specified by the State Government or Union territory Administrations :
Provided further that the above documents shall be checked by an officer designated by the
Department in charge of DDU-GKY implementation in the State Government or Union territory
Administrations for that purpose.
2. In order to provide convenient and hassle free benefits under the DDU-GKY to beneficiary the Department in
charge of DDU-GKY implementation in the State Government or Union territory Administrations shall make all the
required arrangements including the following; namely:-
(i) Wide publicity through media and individual notices through the Department in charge of DDU-GKY
implementation in the State Government or Union territory Administrations, or Project Implementing Agencies,
shall be given to beneficiaries under the DDU-GKY to make them aware of the requirement of Aadhaar number
under the scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres
available in their areas, in case they are not already enrolled and the list of locally available Aadhaar enrolment
centres shall be made available to them.
(ii) In case, beneficiaries are not able to enrol for Aadhaar due to non-availability of Aadhaar enrolment centres
in the vicinity such as Block or Taluka or Tehsil, the Department in charge of DDU-GKY implementation in the
State Government or Union territory Administrations are required to create Aadhaar enrolment facilities at
convenient locations and the beneficiaries under the DDU-GKY may be requested to register their request for
Aadhaar enrolment by giving their names, address, mobile number and other details as specified in the clause
(b) to first proviso of sub-paragraph (3) of paragraph 1 with their Project Implementing Agencies or State
Nodal Agency in- charge of DDU-GKY or through the web portal of Ministry of Rural Development.
3. This notification shall come into effect from the date of its publication in the all States and Union territories
Administrations except the States of Assam, Meghalaya and Jammu and Kashmir.
