No.12/06/2015/DDC/AR/2234-2353.-The Government of National Capital Territory of Delhi vide Cabinet
Decision No. 2131 dated the 27th February, 2015. had set up the Delhi Dialogue Commission to consider ideas, identify
the best practices and policies from around the world and translate these into concrete recommendations to the
Government of NCT of Delhi for transformative change. Consequently. the Cabinet Decision was notified on 26th
March, 2015 vide no. 12/06/2015/DDC/Ali/2283-2452 specifying the composition, terms of reference and terms and
conditions of the Delhi Dialogue Commission. Subsequently. Council of Ministers of Government of NCT of Delhi vide
Cabinet Decision nos. 2175 dated 16.07.2015 and 2294 dated 24.02.2016 has approved rc-structuring, modification of
terms of reference and terms and conditions of the Commission. In pursuance to the said Cabinet decisions and
modifications. the composition. terms of reference and terms and conditions of the Commission shall now ix, as under:-
2.(cid:9) "Delhi Dialogue Commission" shall be renamed as -Dialogue and Development Commission of Delhi".
3.(cid:9) The composition of Dtalogue and Development Commission of Delhi shall be as under:-
(I)(cid:9) The Chief Minister. Government of National Capital Territory of Delhi(cid:9) Chairperson
(ii) Vice Chairperson. Dialogue and Development Commission of Delhi
in the rank, pay and allowances of a Minister in the Government
of National Capital Territory of Delhi.
(iii) The Deputy Chief Minister. Government of NCT of Delhi(cid:9) -Member.
(iv) Minister of Finance, Government ()INC!' of Delhi(cid:9) -Member.
(v) Minister of Planning, Government of NCT of Delhi(cid:9) -Member.
(vi) Minister of Public Works Department. Government of NCT of Delhi(cid:9) -Member.
(vii) Minister of Industry, Government of NCT of Delhi(cid:9) -Member.
(viii) Minister of Education, Government of NCT of Delhi(cid:9) -Member.
(ix) Minister of Health, Government of NCT of Delhi(cid:9) -Member.
(x) Three Members to be appointed by the I lon'ble Chief Minister in the rank. pay and facilities
equivalent to the Secretary to Government of India or as may be determined by the Hon'ble Chief
Minister.
(xi) Chief Secretary, Secretary to Chief Minister and Principal Secretary (Finance) as Official members.
4.(cid:9) The Vice Chairperson of Dialogue and Development Commission of Delhi shall hold the rank of a Minister in
the Government of National Capital Territory of Delhi and shall be entitled to pay. allowances and all other
facilities at par with the Minister of GNCTD. as approved from time to time.
5.(cid:9) Secretary of the Commission shall be appointed by the Government from among the officers available in
GNCTD. The post of the Member Secretary is renamed as Secretary accordingly.
6.(cid:9) Terms of. Reference of Dialogue and Development Commission of Delhi shall be as under:-
(a) to advise Government of NCT of Delhi on governance and technological solutions to various
problems afflicting Delhi.
(b) to evolve strategy(s) for expeditious implementation of the recommendations made by the Dialogue
and Development Commission of Delhi.
(c) to suggest from time to time. remedies to overcome the bottlenecks experienced in implementation of
the recommendations of Dialogue and Development Commission of Delhi.(cid:9)(cid:9)(cid:9)

(d) to formulate and aid in the formulation of various initiatives relating to development and resource
mobilization, including investment from other sources.
(e) to carry out such other tasks and functions as may be assigned to it by the Chief Minister from time to
time.
7.(cid:9) Dialogue and Development Commission of Delhi. may constitute Task forces/Committees. on various subjects
consisting of experts, to advise the Commission tier fulfilment of the vision of the Dialogue and Development
Commission of Delhi.
8.(cid:9) The Terms and Cohditions of the Dialogue and Development Commission of Delhi shall he as under:-
(a) Dialogue and Development Commission of Delhi shall be a perpetual entity, unless otherwise
decided from time to time. I lowever, the terms of its Vice Chairman and Members shall be
coterminous with the term of the present Government.
(b) Vice Chairperson of Dialogue and DevelopMent Commission of Delhi shall be appointed by a
decision of the Cabinet.
(c) While the term of Vice Chairman and the Members will be coterminus with the term of the
present government. they may demit office by way of resignation and can be removed with the
approval of the Chairman/Hon'ble Chief Minister.
(d) The Commission and the Task Forces. with the previous approval of the Commission, can hire
professional experts from the market at competitive market rates, for general or specific tasks.
(e) The invitees of the Commission shall he allowed reimbursement of accommodation and travel
expenses at par with rates applkable to Secretary level officers of GNCTD in the Supertime
Scale. Wherever an invitee is required to he accommodated in an accommodation of higher
category, same may he provided by the Commission with the approval of the Finance Minister,
GNCTD.
9.(cid:9) Administrative Department of the Commission shall he the Planning Department of the GNCTD.
