The opening session of the workshop focused on reimagining the future of civil services training and strengthening institutional readiness to meet emerging governance challenges. Speaking on the occasion, Ms S Radha Chauhan, Chairperson, CBC said that Training Institutes are critical to the success of Mission Karmayogi. She emphasised that Training Institutes need to stand out to meet the bigger challenges, adding that they need to reimagine, revamp and re-define their roles in ever evolving training eco-system, where Artificial Intelligence is playing an important role. She added that training needs to be dynamic focussing on learning, unlearning and re-learning. The Chairperson highlighted the significance of human element that needs to play its role in meeting the aim of citizen- centric governance for Viksit Bharat, within the overall technology-driven environment. Earlier setting the context for the workshop, Ms Chandralekha Mukherjee, Principal Advisor, CBC made a detailed presentation on the future readiness of Central Training Institutes. She shared that now five (5) CTIs are rated 5-star as per the NSCSTI 2.O framework. She added that focus now moves beyond ratings towards Centres of Excellence, Competency-driven training and citizen-centric outcomes. Ms Mukherjee emphasised upon the need for transformation of training institutions for the next phase, focussing on re- envisioning roles and mentorship, leveraging technology and co-sharing of resources, faculty, content and infrastructure. She added that there is a need for setting new benchmarks to meet growing demand for specialised domain-focused capacity, shift in governance & rapid technological changes, requirement for continuous evaluation & adaptive practices and need for data-driven insights. Addressing the audience through online mode, former Chairman, CBC, Shri Adil Zainulbhai congratulated the Training Institutes for the journey they have covered. Laying down three-goals for the institutes for future-readiness, he said that going ahead, they all need to aim for becoming five-star rated world-classtraining institutes; collaborate among themselves and with educational institutes & think tanks; third goal being becoming leaders in integrating physical & digital training eco-system in a seamless way and ultimately aiming to make it best in the world. Mr. Rakesh Verma, Chief Operating Officer, Karmayogi Bharat, introduced the AI-enabled Capacity Building Plan (CBP) tool, highlighting its potential to support institutes in designing competency-driven training plans aligning with the dynamic needs of Training Institutes, Ministries, Departments, and Organisations. Key feature of the workshop were three parallel breakout sessions, which enabled focused deliberations on critical aspects of future readiness on the topics Building Excellence through Roles, Responsibilities, and Technology-Enabled Training Quality, Strengthening the NSCSTI Framework & Enabling Resource Pooling and Enhancing Courses on iGOT through AI tools & Domain Course Identification. The sessions were moderated by the Principal Advisor, CBC, Ms Chandralekha Mukherjee and senior faculty from CTIs, including, Ms Madhavi Das, DG, NCA-F, Ms Shanmuga Priya Mishra, Deputy Director (Sr), LBSNAA, Ms Archana Gopinath, Joint Director, RAKNPA, Shri Rakesh Verma, COO, KB, Ms Uma S., Advisor, CBC and other team members from CBC. Discussions focussed on transforming roles, responsibilities and pathways for Institutes post achieving excellence, leveraging technology to elevate training quality, future-ready training standards, Whole of Government approach, CBP and how to utilise it in the Institute context and Course Identification and Standards. The findings from all three breakout sessions were presented before the audience leading to convergence on actionable recommendations and implementation pathways. During the Closing Session, Dr. Alka Mittal, Member (Admin), CBC complimented all groups for their active engagement during discussions. She shared that there are a lot of inputs to carry forward. She said that excellence is not an end, but is a responsibility. The legacy should be carried forward and passed on to the coming generations, she added. She further said that the institutes should not only sustain standards, but should play the role of mentors. She appealed that we should ensure that all of us come together. Future of training does not lie on the number of courses, but on the capabilities, we build and this role needs to be played by the institutes, she said. The workshop concluded with closing remarks by Shri S. P. Roy, Secretary, CBC, who reaffirmed CBC’s commitment to supporting CTIs in becoming agile, technology-enabled, and future-ready institutions under Mission Karmayogi.
