Posted On: 16 SEP 2026 6:39PM by PIB Delhi The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) conducted a special inspection of industries operating in Hapur, Uttar Pradesh, on 15.09.2026, during which 22 industrial units were inspected, 16 were found non-compliant with applicable norms and Statutory Directions and 12 Show Cause Notices (SCNs) were issued.
The inspection drive was carried out by 7 Flying Squads of CAQM in coordination with the District Administration and concerned authorities. The inspections covered industrial areas of Masuri-Gulawati Road, Pilkhuwa, Ravali/Shekhpur/M.G. Road, Tatarpur/Garh Road, Railway Road/Textile Centre Road and Ravala/Shekhar. Of the 22 units inspected, 6 were found compliant, while 16 were found non- compliant with the applicable norms and Statutory Directions.
Various instances of non-compliance were observed during the inspections, including intense visible smoke, inadequate Air Pollution Control Devices (APCDs), non-installation or improper functioning of Online Continuous Emission Monitoring Systems (OCEMS), bypass arrangements in wet scrubber systems and leakages in APCD/wet scrubber systems. Non-compliance of DG sets with statutory directions, discrepancies in Consent to Operate (CTO) and DG set capacity/fuel details, non-availability of stack emission reports and stacks not conforming to Emission Regulation Part-III (ERP-III) guidelines were also observed.During the inspection drive, entry was denied by two suspected illegal units. Accordingly, strict action/re- inspections have been proposed. Instances of illegal/non-conforming industrial units, use of a wood-fired pit furnace with hazardous sludge, and non-installation of stack monitoring/Retrofitted Emission Control Device (RECD) systems were also observed. One unit using a wood-fired pit furnace with hazardous sludge and another non-conforming unit were sealed by the Uttar Pradesh Pollution Control Board
(UPPCB).
The inspection teams also identified industrial units operating in compliance with the applicable norms.
The findings of the inspection teams have been documented for further necessary action by the concerned authorities.
Based on the observations made during the inspection drive, 12 Show Cause Notices (SCNs) have been issued to the concerned units. CAQM has reiterated that all industrial units are required to strictly comply with applicable environmental norms, Statutory Directions, CTO conditions and other prescribed measures. Any instance of non-compliance shall be dealt with in accordance with applicable environmental laws and regulations. The concerned authorities have been advised to take necessary action(s) to ensure compliance.CAQM continues to undertake special inspection drives across NCR to identify instances of non- compliance, strengthen enforcement and ensure effective implementation of Statutory Directions by industries and other pollution-generating sectors.
