िाएगी। पाठ्यक्रम का नाम ररजियों की अनमु ाजनत सख्ं य ा (नोट-iii िेख)ें (क) भारतीय सैन्य अकािमी, िेहरािनू म ें िलु ाई, 100 {एनसीसी ’सी’ (सेना स्ट्कंध) प्रमाण-पत्र धारकों के 2027 को प्रारंभ होन े िाला 163 िां (डीई) पाठ्यक्रम जलए आरजक्षत 13 ररजियां सजममजलत ह}ैं (ख) भारतीय नौसेना अकािमी, एजिमाला- िुलाई, 26 {एनसीसी ’सी’ (नौसेना स्ट्कंध) प्रमाण-पत्र धारकों के 2027 म ें आरं भ होने िाला काययकारी िाखा (सामान्य जलए 06 ररजियों तथा हाइड्रो पाठ्यक्रम हते ु 01 ररजि सेिा) /हाइड्रो पाठ्यक्रम सजहत} (ग) िाय ु सेना अकािमी, हिै राबाि- िुलाई, 2027 स े 32 {एनसीसी ’सी’ (िायुसेना स्ट्कंध) प्रमाण-पत्र धारकों अकािमी, चेन्नई (मद्रास) म ें 18 अक्टूबर, 2027 म ें आरं भ होन े िाला 126 िााँ एसएससी मजहला (एनटी) (यूपीएससी) पाठ्यक्रम नोट (i) मौिूिा और भजिष्य के पररिश्ृ यों म ें सेना की पररचालन और प्रिासजनक आिश्यकताओं को ध्यान म ें रखत े हुए भारतीय सेना जिजभन्न प्रजिजियों के जलए पुरुषों और मजहलाओं के जलए अलग-अलग ररजियों को प्रकाजित करती ह।ै हालांदक, एसएससी (एनटी) पाठ्यक्रमों के अनुसार परुु षों और मजहलाओं की श्रेजणयों के जलए ररजियों को एक समान अजधसूचना के माध्यम स े अजधसूजचत दकया िा रहा ह ैऔर प्रिासजनक उद्देश्य के जलए एक समान जलजखत परीक्षा के माध्यम स े परीक्षण दकया िा रहा ह,ै तथाजप एसएससी (एनटी) पुरुष और एसएससी (एनटी) मजहला अलग-अलग प्रजिजियााँ ह ैंऔर इन िोनों श्रेजणयों के जलए चयन अलग-अलग लदे कन ललगं के आधार पर अजधसजू चत ररजियों के अनुसार दकया िाता ह।ै एसएससी (एनटी) परुु ष और एसएससी (एनटी) मजहला श्रजे णयों के जलए जलजखत पररणाम और अजं तम योग्यताक्रम सजू चया ं भी अजधसजू चत ररजियों के अनसु ार अलग-अलग तयै ार की िाएंगी। रटप्पणी: (ii) परीक्षा के आयोिन की उपयुयि जतजथ म ें यदि आिश्यक हो तो, आयोग के जििेकानुसार पररितयन दकया िा सकता ह।ै रटप्पणी: (iii) ररजियों की उपरोि संख्या अनंजतम ह ै तथा सगं ठन की तत्कालीन आिश्यकता के अनुसार सेिा मुख्यालय द्वारा चयन प्रदक्रया के दकसी भी चरण म ेंइसम ें पररितनय दकया िा सकता ह।ै ध्यान िें: (I) (क) उममीििारों स े यह भी अपेक्षा की िाती ह ै दक िह परीक्षा जिजिि मॉड्यूल के संबंजधत कॉलम म ें उन सेिाओं का स्ट्पि उल्लेख करे जिन सेिाओं के संबंध म ें िह अपने िरीयता क्रम के अनुसार जिचार दकए िाने के इच्छुक ह।ैं पुरुष उममीििार को यह परामिय दिया िाता ह ै दक िह नीचे परै ा (ख) एि ं (ग) म ें बताई गई ितों के अनुसार अपनी इच्छानुसार सभी िरीयताओं का उल्लेख करें, तादक योग्यताक्रम म ें उनके रैंक को िेखत े हुए जनयुजि करत े समय उनकी िरीयताओं पर यथोजचत जिचार दकया िा सके । (ख) (i) यदि कोई पुरूष उममीििार केिल अल्पकाजलक सेिा कमीिन (सेना) के जलए आिेिन कर रहा ह ै तो उसे केिल अजधकारी प्रजिक्षण अकािमी (ओटीए) को अपने जिकल्प के रूप म ें जनर्ििय करना चाजहए। तथाजप, अजधकारी प्रजिक्षण अकािमी (ओटीए) के अल्पकाजलक सेिा कमीिन पाठ्यक्रम के साथ-साथ भारतीय सैन्य अकािमी, भारतीय नौसेना अकािमी तथा िाय ु सेना अकािमी के जलए स्ट्थायी कमीिन पाठ्यक्रम के प्रजतयोगी परूु ष उममीििारों को अजधकारी प्रजिक्षण अकािमी को अपन े अजं तम जिकल्प के रूप म ें जनर्ियि करना चाजहए अन्यथा उममीििार द्वारा उच्च िरीयता दिए िाने पर भी अजधकारी प्रजिक्षण अकािमी को अंजतम जिकल्प माना िाएगा। (ख) (ii) मजहला उममीििार अजधकारी प्रजिक्षण अकािमी (ओटीए) म ें केिल अल्पकाजलक सेिा कमीिन (एसएससी) के जलए ही पात्र ह।ैं उन्ह ेंओटीए को ही अपनी एकमात्र िरीयता के रूप म ें ििायना चाजहए। (ग) िाय ु सेना अकािमी में प्रिेि के इच्छुक उममीििार, िाय ु सेना अकािमी (एएफए) को ही अपना प्रथम जिकल्प ििायए,ं क्योंदक केंद्रीय संस्ट्थापना/जिमानन जचदकत्सा संस्ट्थान म ें उनके जलए कमप्यूटर पायलट चयन प्रणाली (सीपीएसएस) तथा/अथिा िाय ु सने ा जचदकत्सा परीक्षण आयोजित दकया िाएगा। िाय ु सेना अकािमी को जद्वतीय/तृतीय आदि जिकल्प ििायए िाने की जस्ट्थजत म ें उसे अमान्य समिा िाएगा । (घ) उममीििार यह नोट करें दक नीचे रटप्पणी (II) म ें बताई गई पररजस्ट्थजतयों के अजतररि, केिल उन पाठ्यक्रमों म ें जनयुजि के जलए उन पर जिचार दकया िाएगा जिसके जलए उन्होंने अपनी िरीयता िी होगी और अन्य दकसी पाठ्यक्रम (पाठ्यक्रमों) के जलए नहीं। सेिा आिंटन हते ु जिचार दकए िाने के जलए उममीििार द्वारा कम स े कम एक िरीयता का चयन करना अजनिाय य ह।ै (ड.) दकसी भी उममीििार द्वारा अपन े आिेिन प्रपत्र म ें पहले स े जनर्ििय िरीयताओं म ें िोड़ने/पररितयन करने के बारे म ें दकसी भी अनुरोध को स्ट्िीकार नहीं दकया िाएगा। िसू री िरीयता पर भी तभी जिचार दकया िाएगा िब सेना मुख्यालय[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 3 द्वारा उममीििार को पहली िरीयता नहीं िी गयी हो। िब उममीििार को पहली िरीयता िी गयी हो तथा उममीििार न े उसे लेन े स े इंकार कर दिया हो, तो जनयजमत कमीिन प्रिान करने हते ु अन्य सभी िरीयताओं के जलए उसकी उममीििारी रद्द हो िाएगी। ध्यान िें (II) भारतीय सैजनक अकािमी/भारतीय नौसेना अकािमी/िाय ु सेना अकािमी पाठ्यक्रमों के जलए अंजतम रूप स े अहतय ा प्राप्त िेष सभी उममीििारों, जिन्ह ें ररजियों की कमी के कारण उि पाठ्यक्रमों म ें िाजमल नहीं दकया िा सका था, पर जनम्नजलजखत ितों के अधीन, एसएससी (एनटी) के जलए जिचार दकया िाएगा, भले ही उन्होंने इस पाठ्यक्रम के जलए अपना जिकल्प प्रिान न दकया हो:-

(i) एसएससी (एनटी) के जलए आिेिन करन े िाले तथा अहतय ा प्राप्त करने िाले उममीििारों को ज्िाइलनंग लेटर िारी करने के बाि यदि ररजियां उपलब्ध हों,

(ii) अंजतम रूप स ेअहतय ा प्राप्त िेष उममीििार, एसएससी (एनटी) ज्िाइन करन े के इच्छुक हों।

(iii) अंजतम रूप स े अहकय एि ं इच्छुक ऐसे उममीििारों को एसएससी (एनटी) का चयन करन े िाले अंजतम उममीििार के बाि उपलब्ध ररजियों की संख्या के अध्यधीन योग्यताक्रम म ें रखा िाएगा। तिनुसार, ऐसे िेष उममीििारों को योग्यताक्रम म ें ज्िाइलनंग लेटर िारी दकया िाएगा। रटप्पणी - (1) एनसीसी ‘सी’ प्रमाण-पत्र [सेना स्ट्कंध(िररष्ठ प्रभाग)/िाय ु सेना स्ट्कंध/नौसेना स्ट्कंध] धारक उममीििार अल्पकाजलक सेिा कमीिन पाठ्यक्रम की ररजियों के जलए भी प्रजतयोजगता म ें बैठ सकते ह ैंचूंदक उनके जलए इस पाठ्यक्रम म ें कोई आरक्षण नहीं ह ैअत: इस पाठ्यक्रम म ें ररजियों को भरने के जलए उन्ह ें सामान्य उममीििारों की तरह ही माना िाएगा। जिन उममीििारों को अभी एनसीसी म ें ‘सी’ प्रमाण-पत्र [सेना स्ट्कंध(िररष्ठ प्रभाग)/िायु सेना स्ट्कंध/नौसेना स्ट्कंध] की परीक्षा उत्तीणय करनी ह,ै ककंत ु िे आरजक्षत ररजियों के जलए प्रजतयोजगता म ें बैठन े के जलए अन्यथा पात्र ह,ैं ि े भी आिेिन कर सकत े ह,ैं लेदकन उन्ह ें एनसीसी ‘सी’ प्रमाण-पत्र [सेना स्ट्कंध(िररष्ठ प्रभाग)/िाय ु सेना स्ट्कंध/नौसेना स्ट्कंध] की परीक्षा उत्तीण य करन े का प्रमाण प्रस्ट्तुत करना होगा िो दक आईएमए/एसएससी का प्रथम जिकल्प चनु न े िाल े उममीििारों के मामल े म ें रक्षा मंत्रालय के एकीकृत मुख्यालय (थल सेना)/भती महाजनिेिालय (भती ए), सीडीएसई एण्री, (एसएससी पुरुष उममीििार और एसएससी मजहला एंरी, मजहला उममीििारों के जलए) िेस्ट्ट ब्लॉक – III, आर के परु म, नई दिल्ली- 110066 तथा नौसेना का प्रथम जिकल्प चनु ने िाल े उममीििारों के मामल े म ें एकीकृत मुख्यालय रक्षा मत्रं ालय (नौसेना)/डीएमपीआर, (ओआई एडं आर अनुभाग) कमरा नं. 204, सी लिंग, सेना भिन, नई दिल्ली-110011 को और िाय ु सेना का प्रथम जिकल्प चुनन े िाले उममीििारों के मामले म ेंकार्मयक जनिेिालय (अफसर), कस्ट्तरू बा गांधी मागय, नई दिल्ली-110001 फोन नं. 23010231 एक्सटेंिन 7645/7646/7610 को 13 मई, 2027 तक पहुचं िाएं। आरजक्षत ररजियों के जलए प्रजतयोजगता की पात्रता हते ु उममीििार न े राष्ट्रीय कैडेट कोर म ें सीजनयर जडिीिन सेना स्ट्कंध/िाय ु सेना/नौसेना स्ट्कंध म ें न्यूनतम 3 िैक्षजणक िष य की सिे ा की हो और आयोग के कायायलय म ें आिेिनों की प्राजप्त की अजं तम तारीख को भारतीय सैन्य अकािमी/भारतीय नौसेना अकािमी/िाय ु सेना अकािमी पाठ्यक्रम के जलए उसे राष्ट्रीय कैडेट कोर स े मिु हुए 24 माह स े अजधक न हुए हों। रटप्पणी – (2): भारतीय सैन्य अकािमी पाठ्यक्रम/िाय ु सेना अकािमी पाठ्यक्रम/भारतीय नौसेना अकािमी पाठ्यक्रम म ें एनसीसी (सेना स्ट्कंध/िररष्ठ प्रभाग (सीजनयर जडिीिन)/िाय ु सेना स्ट्कंध/नौसेना स्ट्कंध) के ‘सी’ प्रमाण-पत्र धारकों के जलए आरजक्षत ररजियों को भरन े के जलए परीक्षा पररणाम के आधार पर अहतय ा प्राप्त उममीििार पयायप्त संख्या म ें न जमलन े के कारण न भरी गयी आरजक्षत ररजियों को अनारजक्षत समिा िाएगा और उन्ह ेंसामान्य उममीििारों स े भरा िाएगा। आयोग द्वारा आयोजित होने िाली जलजखत परीक्षा तथा उसके बाि सेिा चयन बोडय द्वारा जलजखत परीक्षा म ें योग्यता प्राप्त उममीििारों के जलए आयोजित बौजिक और व्यजित्ि परीक्षण के आधार पर उपयिुय पाठ्यक्रमों म ें प्रिेि दिया िाएगा। (क) परीक्षा की योिना, स्ट्तर और पाठ्यक्रम के जििरण (ख) सिस्त्र बलों म ें अजधकाररयों की जचदकत्सा परीक्षा के जलए जचदकत्सा मानक एि ं प्रदक्रया तथा (ग) भारतीय सैन्य अकािमी, भारतीय नौसेना अकािमी, िाय ु सेना अकािमी और अजधकारी प्रजिक्षण अकािमी म ें प्रिेि पाने िाले उममीििारों की सेिा आदि की संजक्षप्त सूचना क्रमि: पररजिि - I, II और III, म ें जिस्ट्तार स े दिए गए ह ैं।

2. पात्रता की ित:ें (क) राष्ट्रीयता : उममीििार जनम्नानसु ार होना चाजहए:-

(i) भारत का नागररक हो, या

(ii) नेपाल की प्रिा हो, या4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III]

(iii) भारतीय मूल का व्यजि िो भारत म ें स्ट्थायी रूप स े रहन े के उद्दश्े य स े पादकस्ट्तान, बमा,य श्रीलंका, पूिी अफ्रीकी िेिों िैस े कीजनया, यूगांडा तथा तंिाजनया संयिु गणराज्य, िाजमबया, मालािी, िायरे तथा इजथयोजपया या जियतनाम स े प्रव्रिन करके आया हो। बिते उपयिुय श्रणे ी (ii) और (iii) के अतं गतय आन े िाला उममीििार ऐसा व्यजि हो जिसे भारत सरकार न े पात्रता प्रमाण- पत्र प्रिान दकया हो। लेदकन यह पात्रता प्रमाण-पत्र नेपाल के गोरखा उममीििारों के जलए आिश्यक नहीं होगा । जिस उममीििार के जलए पात्रता प्रमाणपत्र आिश्यक ह ै उसे उि परीक्षा म ें इस ित य पर अनंजतम रूप स े प्रिेि दिया िा सकता ह,ै दक संघ लोक सेिा आयोग द्वारा पररणाम की घोषणा स े पहल े सरकार द्वारा उसे आिश्यक प्रमाणपत्र प्रिान कर दिया िाए। (ख) आय-ु सीमाए,ं ललगं और ििै ाजहक जस्ट्थजत:-

(i) भारतीय सन्ै य अकािमी के जलए : आय:ु 19 से 24 िषय। ऐस े अजििाजहत परूु ष उममीििार ही पात्र ह ैं जिनका िन्म 01 िलु ाई, 2003 स ेपहले तथा 01 िलु ाई, 2008 के बाि न हुआ हो ।

(ii) भारतीय नौसने ा अकािमी के जलए : आय:ु 19 स े 24 िषय। ऐसे अजििाजहत पुरूष उममीििार ही पात्र ह ैं जिनका िन्म 01 िलु ाई, 2003 स ेपहले तथा 01 िलु ाई, 2008 के बाि न हुआ हो।

(iii) िाय ुसने ा अकािमी के जलए : आय:ु 01 िुलाई, 2007 को 20 स े 24 िषय। अथायत उनका िन्म 01 िुलाई, 2003 स े पहले 01 िुलाई, 2007 के बाि न हुआ हो। डीिीसीए (भारत) द्वारा िारी िैध एिं ितयमान िाजणजज्यक पायलेट लाइसेंस धारकों के जलए अजधकतम आय ु सीमा म ें 26 िषय तक छूट प्रिान की िा सकती ह ै अथायत् उममीििार का िन्म 01 िुलाई, 2001 स े पहल े और 01 िुलाई, 2007 के बाि न हुआ हो । नोट: 25 िषय स े कम आय ु के उममीििार अजििाजहत होने चाजहए। प्रजिक्षण के िौरान जििाह की अनुमजत नहीं प्रिान की िाएगी। 25 िष य की आय ु या उससे अजधक आय ु के जििाजहत उममीििार आिेिन करने के पात्र ह ैं परन्त ु प्रजिक्षण अिजध के िौरान उन्ह ें न ही जििाजहत अजधकाररयों हते ु जनधायररत आिास दिया िाएगा और न ही ि े पररिार के साथ बाहर रह सकते ह ैं।

(iv) अजधकारी प्रजिक्षण अकािमी के जलए (पुरुषों के जलए एसएससी पाठ्यक्रम): आय:ु 19 स े 25 िषय। केिल ऐस े अजििाजहत पुरुष उममीििार ही पात्र ह,ैं जिनका िन्म 01 िलु ाई, 2002 स े पहल े तथा 01 िुलाई, 2008 के बाि न हुआ हो।

(v) अजधकारी प्रजिक्षण अकािमी के जलए (मजहलाओं के जलए एसएससी गैर-तकनीकी पाठ्यक्रम): आय:ु 19 स े 25 िषय। अजििाजहत मजहलाएं, संतानहीन जिधिाएं जिन्होंने पनु र्ियिाह न दकया हो, तथा सतं ानजिहीन तलाकिुिा मजहलाए ं जिन्होंने पुनर्ियिाह न दकया हो, (तलाक के कागिात होने पर) पात्र ह।ैं उनका िन्म 01 िुलाई, 2002 स े पहले तथा 01 िलु ाई, 2008 के बाि न हुआ हो। नोट : तलाकिुिा/जिधुर पुरुष उममीििार आईएमए/आईएनए/एएफए/ओटीए, चन्ने ई पाठ्यक्रमों म ें प्रिेि के जलए अजििाजहत पुरुष के रूप म ें स्ट्िीकार नहीं दकए िाएगं े और तिनुसार िे इन पाठ्यक्रमों के जलए पात्र नहीं ह।ैं आयोग िन्म की िह जतजथ स्ट्िीकार करता ह ै िो मैररकुलिे न/सेकेंडरी स्ट्कूल परीक्षा के प्रमाण पत्र या दकसी भारतीय जिश्वजिद्यालय द्वारा मैररकुलेिन के समकक्ष मान े गए प्रमाण पत्र या दकसी जिश्वजिद्यालय द्वारा अनरु जक्षत मैररकुलेटों के रजिस्ट्टर म ें िि य की गई हो और यह उिरण जिश्वजिद्यालय के समुजचत प्राजधकारी द्वारा प्रमाजणत हो या मैररकुलेिन/सेकेंडरी स्ट्कूल या समकक्ष परीक्षा के प्रमाण पत्र म ें ििय हो। आय ु के संबंध म ें अन्य िस्ट्तािेि िैसे िन्म कुंडली, िपथ पत्र, नगर जनगम स े प्राप्त िन्म संबंधी उिरण, सेिा अजभलेख तथा अन्य ऐस ेप्रमाण पत्र स्ट्िीकार नहीं दकए िाएंगे। अनुिेिों के इस भाग म ें आए हुए मैररकुलेिन/सेकेंडरी स्ट्कूल परीक्षा प्रमाण-पत्र िाक्यांि के अंतगयत उपयिुय िैकजल्पक प्रमाण पत्र सजममजलत ह।ैं कभी-कभी मैररकुलेिन/सेकेंडरी स्ट्कूल परीक्षा प्रमाण-पत्र म ें िन्म की तारीख उजल्लजखत नहीं होती या आय ु के केिल पूरे दकए गए िषय या िषय और महीने ही दिए गए होते ह।ैं ऐसे मामलों म,ें उममीििारों को मैररकुलेिन/सेकेंडरी स्ट्कूल परीक्षा प्रमाण-पत्र की अनुप्रमाजणत/प्रमाजणत प्रजतजलजप के अजतररि उस सस्ट्ं थान के हडै मास्ट्टर/लप्रजं सपल स े जलए गए प्रमाण पत्र[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 5 की अनुप्रमाजणत/प्रमाजणत प्रजतजलजप भेिनी चाजहए, िहां स े उसने मैररकुलेिन/सेकेंडरी स्ट्कूल परीक्षा उत्तीणय की हो। इस प्रमाण पत्र म ेंउस संस्ट्थान के िाजखला रजिस्ट्टर म ेंििय उसके िन्म की तारीख या िास्ट्तजिक आय ु जलखी होनी चाजहए। रटप्पणी - 1 : उममीििार यह ध्यान रखें दक आयोग उममीििार के िन्म की उसी तारीख को स्ट्िीकार करेगा िो दक आिेिन प्रपत्र प्रस्ट्ततु करन े की तारीख को मैररकुलेिन/सेकेंडरी स्ट्कूल परीक्षा प्रमाण पत्र या समकक्ष प्रमाण पत्र म ें ििय ह ै और इसके बाि उसम ें पररितयन के दकसी अनुरोध पर न तो जिचार दकया िाएगा और न ही उसे स्ट्िीकार दकया िाएगा। रटप्पणी - 2 : उममीििार यह भी नोट कर ल ें दक उनके द्वारा दकसी परीक्षा म ें प्रिेि के जलए, ऑन-लाइन आिेिन प्रपत्र म ें प्रस्ट्तुत की गई िन्म की तारीख एक बार घोजषत कर िेन े और आयोग द्वारा परीक्षा म ें प्रिेि के प्रयोिनाथय उसे अपन े अजभलेख म ें ििय कर लेने के बाि (या आयोग की बाि की दकसी अन्य परीक्षा म)ें उसम ें पररितनय करने की अनुमजत दकसी भी आधार पर नहीं िी िाएगी। रटप्पणी - 3 : उममीििारों को परीक्षा स े संबंजधत यूजनिसयल पंिीकरण संख्या (यआू रएन) जििरण के संबंजधत कॉलम म ें अपनी िन्म जतजथ भरत े समय उजचत सािधानी बरतनी चाजहए। यदि बाि के दकसी चरण म,ें िांच के िौरान उनके द्वारा भरी गई िन्म जतजथ उनके मैररक या समकक्ष परीक्षा के प्रमाण पत्र म ें िी गई िन्म जतजथ स े अलग पाई िाती ह ै तो आयोग द्वारा जनयमानुसार उनके जिरुि अनिु ासनात्मक काययिाही की िाएगी। रटप्पणी - 4: उममीििार यह भी नोट कर ल ें दक एक बार िमा कर दिए िाने पर दकसी भी पररजस्ट्थजत म ें सजममजलत रक्षा सेिा परीक्षा के ऑनलाइन आििे न प्रपत्र म ें कुछ भी िोड़न/े हटाने/कोई पररितनय करन े की अनमु जत नहीं ह।ै तथाजप, आयोग उममीििारों को एक बार अपन े यजू निसलय पिं ीकरण सख्ं या (यआू रएन) जििरण को अद्यतन या सिं ोजधत करन े की सजु िधा प्रिान करता ह।ै कृपया ध्यान िें दक यआू रएन जििरण म ें दकए गए बिलाि, पहल े स े िमा हो चकु े आििे नों म ें दिखाई नहीं िेंग।े अद्यतन सचू ना केिल उन आििे नों पर लाग ू होगी िो उममीििार द्वारा आिश्यक बिलाि करन े और यआू रएन जििरण को सफलतापिू कय पनु ः लॉक करन े के बाि िमा दकए गए ह।ैं (ग) िजै क्षक योग्यताए ं:

(i) भारतीय सैन्य अकािमी और अजधकारी प्रजिक्षण अकािमी, चन्ने ई के जलए: दकसी मान्यता प्राप्त जिश्वजिद्यालय की जडग्री या समकक्ष योग्यता।

(ii) भारतीय नौसेना अकािमी के जलए : दकसी मान्यताप्राप्त जिश्वजिद्यालय/संस्ट्थान स े कोर या इलेजक्टि जिषय (10+2 स्ट्तर म ें भौजतक जिज्ञान और गजणत के साथ) के रूप म ें भौजतक जिज्ञान के साथ बी.एससी. या इंिीजनयरी स्नातक।

(iii) िाय ु सेना अकािमी के जलए: दकसी मान्यताप्राप्त जिश्वजिद्यालय की जडग्री (10+2 स्ट्तर तक भौजतक जिज्ञान एि ं गजणत जिषयों सजहत) अथिा इंिीजनयरी म ें स्नातक। थल सेना/नौसेना/िाय ु सेना की पहली िरीयता िने े िाल े स्ट्न ातकों को सेिा चयन बोड य द्वारा जलए िान े िाल े साक्षात् कार के दिन सेिा चयन बोडय केन्द्र पर ग्रेिुएिन के प्रमाण के रूप म ेंस्ट् नातक/अनंजतम प्रमाण पत्र प्रस्ट्त ुत करने होंगे। िो उममीििार अंजतम िषय/सेमेस्ट्टर जडग्री पाठ्यक्रम की पढाई कर रह े ह ैं और उन्ह ें अंजतम िष य की जडग्री परीक्षा उत्तीण य करना अभी िषे ह,ै िे भी आिेिन कर सकते ह ैं और उन्ह ें पाठ्यक्रम के प्रारंभ होने के समय जडग्री परीक्षा उत्तीणय करने का प्रमाण पत्र प्रस्ट्तुत करना अपेजक्षत होगा िो भारतीय सैन्य अकािमी/एसएससी को प्रथम जिकल्प के रूप म ें चनु ने िाल े उममीििारों के मामल े म ें एकीकृत मख्ु यालय, रक्षा मंत्रालय (सेना) भती ‘’ए’ सीडीएसई एंरी, पजिमी ब्लॉक – III आर के पुरम, नई दिल्ली- 110066 तथा नौसेना के प्रथम जिकल्प िाले उममीििारों के मामले म ें नौसेना मुख्यालय, डीएमपीआर, (ओआई एडं आर अनुभाग) कमरा नं. 204, सी लिंग, सेना भिन, नई दिल्ली-110011 को और िाय ु सेना के प्रथम जिकल्प िाले उममीििारों के मामले कार्मयक जनिेिालय (अफसर), कस्ट्तरू बा गांधी मागय, नई दिल्ली-110001 फोन न.ं 23010231 एक्सटेंिन 7645/7646/7610 को जनम्नजलजखत तारीख तक पहुचं िाए। ऐसा न होने पर उनकी उममीििारी रद्द हो िाएगी:-

(i) भारतीय सैन्य अकािमी (आईएमए) म ें प्रिेि हते ु 01 िलु ाई, 2027 को या उससे पहल,े भारतीय नौसेना अकािमी म ें प्रिेि हते ु 01 िलु ाई, 2027 को या उससे पहल े तथा िाय ु सेना अकािमी म ें प्रििे हते ु 13 मई, 2027 को या उससे पहले।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III]

(ii) अजधकारी प्रजिक्षण अकािमी, चेन्नई म ेंप्रिेि के जलए 01 अक्टूबर, 2027 तक या उससे पहले। जिन उममीििारों के पास ऐसी व्यािसाजयक और तकनीकी योग्यताए ं हों िो सरकार द्वारा व्यािसाजयक और तकनीकी जडग्री के समकक्ष मान्यता प्राप्त हो िे भी परीक्षा म ेंप्रिेि के जलए पात्र होंगे। आपिादिक मामलों म ें आयोग दकसी ऐस े उममीििार को इस जनयम म ें जनधायररत योग्यता स े युि न होने पर भी िैजक्षक रूप स े योग्य मान सकता ह,ै बित े उस उममीििार के पास ऐसी योग्यताएं हों, जिनका स्ट्तर आयोग के जिचार स,े उस े इस परीक्षा म ें प्रिेि िेन े के जलए उपयुि हो। रटप्पणी I: जिन उममीििारों को अभी जडग्री परीक्षा उत्तीण य करनी िेष हो, उन्ह ें पात्र तभी माना िाएगा िब िे जडग्री परीक्षा के अंजतम िषय म ें अध्ययनरत हों। जिन उममीििारों द्वारा जडग्री परीक्षा के अंजतम िष य म ें अभी अहतय ा प्राप्त करना िेष ह ै और उन्ह ें सघं लोक सेिा आयोग की परीक्षा म ें बैठन े की अनुमजत प्रिान की गई ह;ै उन्ह ें ध्यान म ें रखना चाजहए दक यह उन्ह ें िी गई एक जििेष छूट मात्र ह।ै उनके जलए जडग्री परीक्षा पास दकए िान े का प्रमाण जनधायररत जतजथ तक प्रस्ट्तुत करना अजनिाय य ह ै तथा इस जतजथ को आग े बढाने के दकसी भी अनुरोध को मलू भूत पात्रता जिश्वजिद्यालय परीक्षा िरे स े संचाजलत दकए िाने; परीक्षा पररणाम की घोषणा म ें जिलंब होन;े अथिा दकसी भी अन्य आधार पर स्ट्िीकार नहीं दकया िाएगा। जडग्री/सेमेस्ट्टर पाठ्यक्रम के अंजतम िष य म ें अध्ययनरत उममीििारों को एसएसबी साक्षात्कार के समय जिश्वजिद्यालय अथिा कॉलेि द्वारा िारी िास्ट्तजिक प्रमाण पत्र प्रस्ट्तुत करना होगा दक िे जनधायररत जतजथ तक स्नातक जडग्री/ परीक्षा पास कर जलए िाने का प्रमाण प्रस्ट्ततु कर िगें ,े जिसम ें जिफल रहने पर उनकी उममीििारी रद्द कर िी िाएगी। रटप्पणी-II: पिं ीकरण और ऑन-लाइन आििे न प्रपत्र:

सजममजलत रक्षा सेिा परीक्षा के जलए आिेिन करने के इच्छुक उममीििार को ऑन-लाइन आिेिन करना होगा तथा समान आिेिन प्रपत्र (सीएएफ़) के साथ िन्म जतजथ, िैजक्षक योग्यता आदि जिजभन्न िािों के सबं ंध म ें आयोग द्वारा अपेजक्षत िानकारी तथा सहयोगी िस्ट्तािेि िमा करन े होंगे। आिेिन प्रपत्र भरन े के जिस्ट्तृत अनुिेिों के जलए सजममजलत रक्षा सेिा परीक्षा (II), 2026 के नोरटस का सन्िभ य लें। यूजनिसयल पंिीकरण संख्या (यआू रएन) जििरण, समान आिेिन प्रपत्र (सीएएफ़) और परीक्षा जिजिि प्रपत्र के साथ अपेजक्षत िानकारी/िस्ट्तािेि प्रस्ट्तुत नहीं करने पर परीक्षा के जलए उममीििारी जनरस्ट्त कर िी िाएगी। रटप्पणी - III : जिन उममीििारों पर रक्षा मंत्रालय द्वारा रक्षा सेिाओं म ें दकसी प्रकार के कमीिन के संबंध म ें रोक लगाई गई हो, िे इस परीक्षा म ें प्रिेि के पात्र नहीं होंग े और यदि उन्ह ें प्रिेि ि े दिया गया ह ै तो भी उनकी उममीििारी रद्द कर िी िाएगी। रटप्पणी- IV : उड़ान (फ्लाइंग) सीखने म ें असफल होन े के कारण िाय ु सेना के ऐस े उममीििारों को उड़ान प्रजिक्षण स े जनलंजबत दकए िाने पर भारतीय िाय ु सेना की नेजिगेिन/ग्राउंड ड्यूटी (गैर-तकनीकी) िाखाओं म ें िाजमल दकया िाएगा। यह ररजियों की उपलब्धता और जनधायररत गुणात्मक अपेक्षाओं को पूरा करन े के अध्यधीन होगा। (घ) िारीररक मानक:

सजममजलत रक्षा सेिा परीक्षा - (II), 2026 म ें प्रिेि के जलए उममीििारों को पररजिि-II म ें दिए गए िारीररक मानकों संबंधी दििा-जनिेिों के अनरूु प िारीररक रूप स े स्ट्िस्ट्थ होना चाजहए ।

3. िल्ु क: उममीििारों (मजहला/अनुसूजचत िाजत/अनुसूजचत िनिाजत के उममीििार, जिन्ह ें िल्ु क के भगु तान स े छूट जमली हुई ह ै को छोड़कर) को आयोग के परीक्षा नोरटस म ें जनधायररत िल्ु क का भुगतान करना होगा।

4. सभी उममीििारों, जिनम ें सिस्त्र बल, सरकारी स्ट्िाजमत्ि िाले औद्योजगक उपक्रम अथिा इसी प्रकार के अन्य संगठनों सजहत पहल े स े सरकारी सेिा म ें रत अथिा जनिी रोिगार म ें काययरत उममीििार िाजमल ह,ैं को अपन े आिेिन सीधे आयोग को ऑनलाइन प्रस्ट्तुत करने होंगे। कृपया ध्यान िें-I: पहल े स े सरकारी सेिा म ें काययरत व्यजियों, चाह े िे स्ट्थायी या अस्ट्थायी क्षमता म ें हों अथिा अजनयजमत या िैजनक िेतन श्रणे ी के अजतररि काय य प्रभार (िकय चाज्डय) कमयचारी के रूप म ें अथिा लोक उद्यमों म ें काययरत हों, को अपन े कायायलय/जिभाग के अध्यक्ष को जलजखत रूप म ेंसूजचत करना होगा दक उन्होंन े परीक्षा के जलए आिेिन दकया ह।ै[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 7 कृपया ध्यान ि-ें II: सिस्त्र बलों म ें काययरत उममीििारों को अपने कमान अजधकारी को जलजखत रूप म ें सूजचत करना होगा दक उन्होंन े इस परीक्षा के जलए आिेिन दकया ह।ै उन्ह ें इस संिभ य म ें सेिा चयन बोड य म ें साक्षात्कार के समय अनापजत्त प्रमाण पत्र भी िमा करिाना होगा। उममीििार यह नोट कर ल ें दक आयोग को उममीििारों के जनयोिा स े उनके आिेिन करने/परीक्षा म ें बैठन े की अनुमजत रोकने संबंधी सूचना प्राप्त होने पर उनके आिेिन रद्द दकए िा सकते ह/ैं उममीििारी जनरस्ट्त की िा सकती ह।ै

5. परीक्षा म ेंप्रिेि के जलए उममीििार की पात्रता अथिा अन्यथा के संबंध म ेंआयोग का फैसला अंजतम होगा। परीक्षा के जलए आिेिन करन े िाले उममीििारों को यह सुजनजित कर लने ा चाजहए दक ि े परीक्षा के जलए प्रिेि हते ु पात्रता की सभी ितों को पूरा करत े ह।ैं उममीििारों का परीक्षा के सभी चरणों के जलए प्रिेि पणू यतया अनंजतम होगा और यह जनधायररत पात्रता ितों को परू ा करन े के अध्यधीन होगा। यदि परीक्षा के दकसी भी चरण स े पहल े या बाि म ें सत्यापन के समय यह पाया िाता ह ै दक िे पात्रता संबंधी सभी ित ें परू ी नहीं करत े ह,ैं तो आयोग द्वारा उनकी उममीििारी रद्द कर िी िाएगी। उममीििारों को सलाह िी िाती ह ै दक ि े परीक्षा के जलजखत भाग के पररणाम घोजषत होने जिसकी अक्टूबर, 2026 माह म ें घोजषत दकए िाने की संभािना ह,ै के िीघ्र बाि, सेना मुख्यालय/नौसेना मुख्यालय/िाय ु सेना मुख्यालय, िैसा मामला हो, को प्रस्ट्तुत करने के जलए जनम्नजलजखत प्रमाण-पत्र (मलू रूप म)ें और उनकी स्ट्िय ं सत्याजपत प्रजतयां तैयार रखें :

(1) िन्म की तारीख ििायते हुए मैररकुलेिन/सेकेंडरी स्ट्कूल परीक्षा प्रमाण-पत्र अथिा इसके समकक्ष प्रमाण-पत्र ।

(2) जडग्री/अनंजतम जडग्री प्रमाण-पत्र/अंक सूची जिसम ें स्ट्पि रूप स ेयह ििायया गया हो दक जडग्री परीक्षा उत्तीणय कर ली ह ैऔर जडग्री पाने के जलए पात्र ह।ैं प्रथमत: सेिा चयन बोडय म ें साक्षात्कार के जलए पात्र सभी अहकय उममीििार सेिा चयन बोडय के चयन केन्द्रों म ें साक्षात्कार के जलए िात े समय अपन े साथ मैररकुलेिन/सेकेंडरी स्ट्कूल परीक्षा प्रमाण पत्र सजहत जडग्री/अनंजतम जडग्री प्रमाण पत्र/अंक पत्र मलू रूप म ें अपन े साथ लेकर िाएगं े। िह उममीििार जिन्होंने अभी तक जडग्री की अंजतम िषय की परीक्षा पास नहीं की ह,ै उन्ह ें कॉलेि/ संस्ट्था के प्रधानाचाय य स े इस आिय का मूल प्रमाण पत्र साथ लेकर आना चाजहए दक उममीििार जडग्री की अंजतम िषय की परीक्षा म ें प्रजिि हो चुके/रह ें ह।ैं िो उममीििार सेिा चयन केन्द्रों पर उपयुयि प्रमाण पत्र अपने साथ नहीं लात े ह,ैं उन्ह ें सेिा चयन बोडय के साक्षात्कार म ें उपजस्ट्थत नहीं होन े दिया िाएगा। चयन केन्द्रों पर उपयुयि मलू प्रमाण पत्रों को प्रस्ट्तुत न करन े के बारे म ें कोई छूट प्रिान नहीं की िाएगी तथा िो उममीििार उपयिुय प्रमाणपत्रों म ें स े कोई मूल प्रमाणपत्र साथ नहीं लाते ह ैं उन्ह ें सेिा चयन बोडय परीक्षण तथा साक्षात्कार म ें उपजस्ट्थत होने की अनुमजत नहीं िी िाएगी तथा उन्ह ेंउनके अपन े खचय पर िाजपस भेि दिया िाएगा।

6. यदि दकसी उममीििार के पास परीक्षा के जलए प्रिेि प्रमाण-पत्र नहीं ह ै तो उस े परीक्षा के जलए प्रिेि नहीं दिया िाएगा।

7. (1) यदि उनका कोई भी िािा असत्य पाया िाता ह ै तो उनके जिरुि आयोग द्वारा जनम्नजलजखत प्रािधानों के अनुसार अनुिासनात्मक कारयिाई की िा सकती ह:ै िो उममीििार आयोग द्वारा जनम्नांदकत किाचार का िोषी घोजषत होता ह ैया हो चुका ह ै:

(क) जनम्नजलजखत तरीकों स े अपनी उममीििारी के जलए समथयन प्राप्त करना, अथायत्: -

(i) गैरकानूनी रूप स े पररतोषण की पेिकि करना; या

(ii) िबाि डालना; या

(iii) परीक्षा के संचालन स े िुड़ ेदकसी भी व्यजि को ब्लैकमले करना, या ब्लैकमेल करन े की धमकी िेना; या (ख) प्रजतरूपण(इमपसोनेिन); या (ग) दकसी अन्य व्यजि द्वारा प्रजतरूपण करिाया िाना; या (घ) िाली िस्ट्तािेि या ऐस े िस्ट्तािेि प्रस्ट्ततु करना जिनके साथ छेड़छाड़ की गई ह;ै या (ड) आिेिन पत्र म ें िास्ट्तजिक फोटो / हस्ट्ताक्षर के स्ट्थान पर असंगत फोटो/हस्ट्ताक्षर अपलोड करना।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] (च) ऐस ेजििरण िेना िो गलत या िूठ ह ैंअथिा महत्िपूणय सचू ना को जछपा रह े ह;ैं या (छ) परीक्षा के जलए अपनी उममीििारी के संबंध म ें जनम्नजलजखत साधनों का सहारा लेना: -

(i) अनुजचत साधनों स े प्रश्न पत्र की प्रजतजलजप प्राप्त करना;

(ii) परीक्षा स े संबंजधत गुप्त काय य स े िुड़ े व्यजियों के बारे म ेंपता लगाना;

(iii) परीक्षकों को प्रभाजित करना; या (ि) परीक्षा के िौरान अनुजचत साधनों को रखना या उनका उपयोग करना; या (ि) जस्ट्क्रप्ट म ेंअश्लील बातें जलखना या भद्दे रेखाजचत्र बनाना या अप्रासंजगक बातें जलखना; या (ञ) परीक्षा हॉल म ें िव्यु यिहार करना जिसम ें उत्तर पुजस्ट्तकाओं को फाड़ना, साथी परीक्षार्थययों को परीक्षा का बजहष्कार करने के जलए उकसाना अथिा अव्यिस्ट्था फैलाना तथा ऐसी ही अन्य जस्ट्थजत पैिा करना िाजमल ह;ै या (त) आयोग द्वारा परीक्षा के संचालन के जलए लगाए गए कमयचाररयों को परेिान करना, धमकाना या िारीररक नुकसान पहुचाँ ाना; या (थ) परीक्षा के िौरान संचार उपकरण के रूप म ें उपयोग दकए िा सकने िाले दकसी भी मोबाइल फोन (जस्ट्िच ऑफ मोड म ें भी), पेिर या दकसी भी इलेक्रॉजनक उपकरण या प्रोग्रामेबल जडिाइस या स्ट्टोरेि मीजडया िैसे पेन ड्राइि, स्ट्माटय िॉच आदि या कैमरा या ब्लूटूथ जडिाइस या दकसी अन्य उपकरण या संबंजधत सहायक उपकरण (चाह े चाल ू हो या जस्ट्िच ऑफ मोड म)ें को अपने पास रखना या उसका उपयोग करना; या (ि) परीक्षा की अनुमजत िते े हुए उममीििार को भेिे गए ई-प्रििे पत्र के साथ िारी अनिु ेिों का उल्लघं न करना; या (ध) उपयुयि खडं ों म ें उजल्लजखत सभी अथिा दकन्हीं कायों को करने का प्रयास करना या िसै ा भी मामला हो, उन्ह ें करने के जलए प्रेररत करना, समय-समय पर संिोजधत लोक परीक्षा (अनुजचत साधन जनिारण) अजधजनयम, 2024 के अंतगयत आपराजधक अजभयोिन/उजचत जिजधक कारयिाई दकए िाने के अजतररि, उममीििार को इस जनयमािली के अंतगयत आयोजित परीक्षा के अयोग्य घोजषत कर दिया िाएगा और/या स्ट्थायी रूप स े या दकसी जिजिि अिजध के जलए जििर्ियत दकया िाएगा:-

(i) आयोग द्वारा ली िान े िाली दकसी भी परीक्षा अथिा चयन के जलए जििर्ियत दकया िाएगा।

(ii) केन्द्रीय सरकार द्वारा उसके अधीन दकसी भी नौकरी स े जििर्ियत दकया िाएगा और यदि िह सरकार के अधीन पहले से ही सेिा म ें ह ै तो उसके जिरुि उपयुि जनयमों के अधीन अनुिासनात्मक कारयिाई की िा सकती ह।ै दकन्तु यह दक इस जनयम के अधीन कोई िाजस्ट्त तब तक नहीं िी िाएगी िब तक:

(i) उममीििार को इस संबंध म ें जलजखत अभ्यािेिन िो िह िेना चाह े प्रस्ट्ततु करन े का अिसर न दिया िाए, और

(ii) इस प्रयोिनाथ य अनुमत समय म ें उममीििार द्वारा प्रस्ट्तुत अभ्यािेिन पर, यदि कोई हो, जिचार न कर जलया िाए।

(2) कोई भी व्यजि, िो आयोग द्वारा उि खडं (क) स े (ड) म ें उजल्लजखत कुकृत्यों म ें स े दकसी कुकृत्य को करने म ें दकसी अन्य उममीििार के साथ जमलीभगत या सहयोग का िोषी पाया िाता ह,ै उसके जिरुि उि खंड (ढ) के प्रािधानों के अनुसार कारयिाई की िाएगी।

8. जिजभन्न पाठ्यक्रमों के जलए उममीििारों को आयु और िैजक्षक योग्यता के अनुसार उनकी पात्रता तथा उनके द्वारा ििायई गई िरीयता के अनुसार ही प्रिेि दिया िाएगा।[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 9 उममीििार ध्यान रख ें दक परीक्षा म ें प्रिेि आिेिन प्रपत्र म ें उनके द्वारा िी गई सूचना के आधार पर पणू यत:

अनंजतम होगा। यह पात्रता की सभी ितों के सत्यापन के अध्यधीन होगा। उममीििार को यह सुजनजित अिश्य कर लेना चाजहए दक आिेिन म ें उनके द्वारा िी गई ई-मेल आईडी मान्य और सदक्रय हो।

9. सने ा/नौसने ा/िाय ुसने ा मख्ु यालय के साथ पत्र-व्यिहार: सेना मुख्यालय स े पत्र व्यिहार करते समय जनम्नजलजखत जििरण अिश्य होना चाजहए।

1. परीक्षा का नाम और िषय।

2. यूजनिसयल पंिीकरण संख्या (यआू रएन)

3. आिेिन संख्या

4. अनुक्रमांक (यदि जमला हो) ।

5. उममीििार का नाम (परू ा और स्ट्पि अक्षरों म)ें ।

6. पत्र व्यिहार का परू ा पता िैसा आिेिन प्रपत्र म ें दिया ह।ै

10. जलजखत परीक्षा के पररणाम की घोषणा, योग्यता प्राप्त उममीििारों का साक्षात्कार, अजं तम पररणामों की घोषणा और अजं तम रूप स े योग्य पाय ेगय ेउममीििारों का प्रजिक्षण पाठ्यक्रम म ेंप्रििे : संघ लोक सेिा आयोग अपन े जििेक स े जलजखत परीक्षा के जलए जनधायररत न्यूनतम अंक प्राप्त करने िाल े उममीििारों की एक सूची तैयार करेगा। िो उममीििार जलजखत परीक्षा के आधार पर सफल घोजषत दकए िाते ह ैं उन्ह ें संबंजधत सेिा मुख्यालय द्वारा उनकी िरीयता के आधार पर सेिा चयन बोडय म ें बुजिमत्ता और व्यजित्ि परीक्षण के जलए भेिा िाता ह।ै जलजखत परीक्षा म ें अहकय हुए उममीििारों को, जिन्होंन े िरीयता क्रम म ें सने ा (भारतीय सन्ै य अकािमी, िेहरािनू /अजधकारी प्रजिक्षण अकािमी, चन्ने ई) को प्रथम जिकल्प ििायय ा ह,ै उन्ह ें भती जनिेिालय की िबे साइट www.joinindianarmy.nic.in पर अपना पिं ीकरण करना होगा तादक उन्ह ें एसएसबी साक्षात्कार के जलए बलु ािा पत्र प्राप्त हो सके। ि े उममीििार िो पहल े स े भती जनिेिालय की िबे साइट पर पिं ीकरण कर चकु े ह,ै उन्ह ें पनु ः पिं ीकरण न करन े की सलाह िी िाती ह।ै भती महाजनिेिालय की िेबसाइट अथायत ् www.joinindianarmy.nic.in पर पंिीकृत ईमेल आईडी और संघ लोक सेिा आयोग को प्रिान की गई आईडी एक ही होनी चाजहए और उममीििार की अपनी होनी चाजहए। सेिा चयन बोडय द्वारा आयोजित परीक्षण के पररणाम सभी पाठ्यक्रमों के जलए मान्य होंगे अथायत् भारतीय सैन्य अकािमी (डीई) पाठ्यक्रम, िेहरािनू , भारतीय नौसेना अकािमी, एजिमाला पाठ्यक्रम, िाय ु सेना अकािमी (उड़ान पूि)य पाठ्यक्रम, हिै राबाि तथा अजधकारी प्रजिक्षण अकािमी, चन्ने ई म ें एसएससी (एनटी) पाठ्यक्रम जिनके जलए उममीििार न े जलजखत परीक्षा पास की ह ै चाह े उसे आयोजित करने िाला सेिा मुख्यालय कोई भी हो। सेिा चयन बोडय म ें मनोिैज्ञाजनक अजभरुजच परीक्षण और बुजि परीक्षण पर आधाररत जद्वस्ट्तरीय चयन प्रदक्रया आरंभ की गई ह।ै सभी उममीििारों का चयन केन्द्रों पर ररपोटय करन े के पहल े दिन ही पहले चरण का परीक्षण दकया िाएगा। पहल े चरण का परीक्षण पास करने िाले उममीििारों को ही जद्वतीय चरण/िेष परीक्षणों म ें प्रिेि दिया िाएगा तथा ि े सभी उममीििार िो पहला चरण पास करन े म ें असफल रहते ह ैं उन्ह ें िापस भेि दिया िाएगा। जद्वतीय स्ट्तर के सफल उममीििारों को (i) िन्मजतजथ के समथयन म ें मैररकुलिे न पास प्रमाण पत्र या समकक्ष (ii) िैजक्षक योग्यता के समथयन में सभी िषों/सेमेस्ट्टरों के अंक पत्रकों सजहत स्नातक जडग्री/अनंजतम जडग्री की एक-एक फोटो प्रजत प्रस्ट्तुत करनी होगी। उममीििार अपने िोजखम पर सेिा चयन बोडय के समक्ष उपजस्ट्थत होंगे और परीक्षण म ें िाजमल होंग े और यदि सेिा चयन बोडय म ें उनके परीक्षण के िौरान या उसके फलस्ट्िरूप यदि उनको कोई चोट पहुचं ती ह ै तो िह उसके जलए सरकार की ओर स े कोई क्षजतपूर्तय और सहायता पाने के हकिार नहीं होंगे, चाह े िह दकसी व्यजि की लापरिाही या िसू रे दकसी कारण स े हो। उममीििारों को आिेिन प्रपत्र के साथ संलग्न प्रपत्र म ें इस आिय के एक प्रमाण पत्र पर हस्ट्ताक्षर करने होंगे। स्ट्िीकृजत हते ु उममीििारों को (i) जलजखत परीक्षा तथा (ii) सिे ा चयन बोडय के परीक्षणों म ें अलग-अलग न्यूनतम अहकय अंक प्राप्त करने होंगे िो क्रमि: आयोग तथा सेिा चयन बोडय द्वारा अपने जििेकानुसार जनजित दकए िाएंगे। जलजखत परीक्षा तथा सेिा चयन बोड य के परीक्षणों म ें प्राप्त कुल अंकों के आधार पर उममीििारों को योग्यताक्रम म ें रखा िाएगा। उममीििारों को परीक्षा का पररणाम दकस रूप म ें और दकस प्रकार सूजचत दकया िाए इसका जनणयय आयोग अपन े जििेक स े करेगा तथा आयोग पररणाम स ेसंबंजधत कोई पत्राचार नहीं करेगा। परीक्षा म ें सफल होन े मात्र स े ही भारतीय सन्ै य अकािमी, भारतीय नौसेना अकािमी, िाय ु सेना अकािमी या अजधकारी प्रजिक्षण अकािमी, िैसी जस्ट्थजत हो, म ें प्रिेि का कोई अजधकार नहीं जमलगे ा। अजं तम चयन िारीररक दफटनसे और अन्य सभी मामलों म ें उपयुिता के अजतररि उपलब्ध ररजियों की संख्या को ध्यान म ें रखत े हुए योग्यता के क्रम म ें दकया िाएगा। रटप्पणे ी- I : िाय ु सेना तथा नौसेना एजिएिन के प्रत्येक उममीििार का पायलट एप्टीट्यूट टेस्ट्ट केिल एक बार होता ह।ै अत: उममीििार द्वारा प्रथम परीक्षण (सीपीएसएस तथा/अथिा पीएबीटी) म ें प्राप्त ग्रेड ही भजिष्य म ें िाय ु सेना चयन बोडय के समक्ष होने िाले प्रत्येक साक्षात्कार के समय लागू होगा। भारतीय नौसेना चयन बोडय/कंप्यूटर पायलट चयन[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 11 प्रणाली (सीपीएसएस) तथा/अथिा पायलट एप्टीट्यूट बैटरी टेस्ट्ट म ें पहल े जिफल रह े उममीििार तथा जनयजमत रूप स े चश्मा पहनन े िाल े उममीििार िाय ु सेना हते ु पात्र नहीं ह।ैं ऐस े उममीििारों के जलए जिन्होंन े िाय ु सने ा के जलए एक स े अजधक स्रोतों स े आििे न दकया हो उनके जलए िाय ु सेना चयन बोडय म ें परीक्षा/ साक्षात्कार एफ(पी) पाठ्यक्रम म ें तीन प्रकार की प्रिेि प्रदक्रयाएं ह ैं अथायत् सीडीएसई/एनसीसी/ एएफसीएटी। कंप्यूटर पायलट चयन प्रणाली (सीपीएसएस) म ें िो उममीििार उत्तीणय नहीं होंगे उनके नामों पर िी गई िरीयता अन्य सेिाओं के जलए केिल तभी जिचार दकया िाएगा िब उन्होंने सीडीएस परीक्षा के माध्यम स े ही आिेिन दकया हो। ऐसे उममीििार िो आईएमए (डीई) पाठ्यक्रम एि/ं या नौसेना (एसई) पाठ्यक्रम एि/ं या िाय ु सेना अकािमी पाठ्यक्रम की जलजखत परीक्षा म ें उत्तीण य हुए हों भल े ही उन्होंन े एसएससी पाठ्यक्रम उत्तीण य दकया हो या नहीं दकया हो, उन्ह ें फरिरी- माच,य 2027 की एसएसबी परीक्षा म ें उपजस्ट्थत होने की अनमु जत िी िाएगी एि ं ऐसे उममीििार जिन्होंने केिल एसएससी पाठ्यक्रम उत्तीणय दकया हो उन्ह ेंअप्रलै -िनू , 2027 की एसएसबी परीक्षा म ें उपजस्ट्थत होने की अनुमजत िी िाएगी।

10.1 अकं ों का पणू ाकां न तथा टाई ब्रकें कंग जसिान्त: अंकों के पूणाांकन स े संबंजधत प्रािधान, िहां भी लागू हों तथा अंक संबंधी टाई के मामलों के समाधान हते ु जसिांत जनम्नानुसार होंगे :- (क) अकं ों का पणू ाकां न :

परीक्षा के सभी चरणों म,ें उममीििारों द्वारा प्राप्त अंकों को मानक पूणाांकन जसिांत लागू करते हुए, िहााँ भी लाग ू हो, िो ििमलि अंकों तक पणू ाांदकत दकया िाएगा। तिनुसार, टाई ब्रेककंग जसिांतों को लागू करते समय, टाई के सभी मामलों को हल करने के जलए िो ििमलि अंकों तक पणू ाांदकत अंकों पर जिचार दकया िाएगा। (ख) टाई-ब्रके कंग जसिातं :

(i) आईएमए/आईएनए/एएफए के जलए: यदि कुल अंक (अजं तम अंक) बराबर ह,ैं तो जलजखत परीक्षा ("पपे र- I: अंग्रेिी, पेपर- II: सामान्य ज्ञान और पेपर - III: प्रारंजभक गजणत" एक साथ) के कुल अंकों म ें अजधक अंक प्राप्त करने िाल े उममीििार को उच्चतर रैंक िी िाएगी;

ओटीए के जलए: यदि कुल अंक (अंजतम अंक) बराबर ह,ैं तो जलजखत परीक्षा ("पेपर-I: अग्रं ेिी और पेपर-II: सामान्य ज्ञान" एक साथ) के कुल अंकों म ेंअजधक अंक प्राप्त करने िाल े उममीििार को उच्चतर रैंक िी िाएगी;

(ii) यदि उपरोि (i) म ें अंक समान ह,ैं तो “पेपर-II: सामान्य ज्ञान” म ें अजधक अंक प्राप्त करने िाले उममीििार को उच्चतर रैंक िी िाएगी;

(iii) यदि उपरोि (i) और (ii) के अंक भी समान ह,ैं तो आय ु म ें िररष्ठ उममीििार को उच्चतर स्ट्थान दिया िाएगा; तथा

(iv) जिन मामलों म ें उपयिुय टाई ब्रेककंग जसिांतों का प्रयोग करन े के पिात ् भी टाई की जस्ट्थजत बनी रहती ह ै तब उस जस्ट्थजत का समाधान आयोग के जििेकानुसार दकया िाएगा।

11. प्रजिक्षण पाठ्यक्रम म ेंप्रििे के जलए जनरहतय ाएं: िो उममीििार राष्ट्रीय रक्षा अकािमी, भारतीय सैन्य अकािमी, िायुसेना अकािमी, भारतीय नौसेना अकािमी और अजधकारी प्रजिक्षण अकािमी, चेन्नई म ें पहले प्रिेि पा चकु े ह ैं लेदकन अनिु ासजनक आधार पर िहा ं स े जनकाल दिए गए ह,ैं उनको भारतीय सैन्य अकािमी, भारतीय नौसेना अकािमी, िायुसेना अकािमी या थल सेना अकािमी म ें अल्पकालीन सेिा कमीिन म ें प्रिेि िेन े पर जिचार नहीं दकया िाएगा। जिन उममीििारों को ‘अजधकारी सुलभ गुणों’ के अभाि म ें पहले भारतीय सैजनक अकािमी स े हटा दिया गया हो, उन्ह ें भारतीय सैन्य अकािमी म ेंप्रिेि नहीं दिया िाएगा। जिन उममीििारों को स्ट्पेिल एरं ी नेिल कैडेट्स के रूप म ें चुन जलया गया हो पर बाि म ें अजधकारी सुलभ गुणों के अभाि म ें राष्ट्रीय रक्षा अकािमी या नौसेना प्रजिक्षण प्रजतष्ठानों स े हटा दिया गया हो ि े भारतीय नौसेना म ें प्रिेि के पात्र नहीं होंगे।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] जिन उममीििारों को अजधकारी सुलभ गुणों के अभाि म ें भारतीय सैन्य अकािमी, अजधकारी प्रजिक्षण अकािमी, एनसीसी तथा स्नातक पाठ्यक्रम स े हटा दिया हो, उनको थल सेना म ें अल्पकालीन सेिा कमीिन िने े पर जिचार नहीं दकया िाएगा। जिन उममीििारों को अजधकारी सुलभ गणु ों के अभाि म ें एनसीसी तथा स्नातक पाठ्यक्रम स े पहले हटा दिया गया हो, उन्ह ें भारतीय सैन्य अकािमी म ें प्रिेि नहीं दिया िाएगा।

2. सामान्य ज्ञान 2 घंटे 100 जलजखत परीक्षा और साक्षात्कार के जलए आबंरटत अजधकतम अंक प्रत्येक पाठ्यक्रम के जलए समान होंगे अथायत भारतीय सैन्य अकािमी, भारतीय नौसेना अकािमी, िाय ु सेना अकािमी और अजधकारी प्रजिक्षण अकािमी म ें भती के जलए जलजखत परीक्षा और साक्षात्कार के जलए अजधकतम अंक क्रमि: 300, 300, 300 और 200 होंगे।

3. सभी जिषयों के प्रश्नपत्र केिल िस्ट्तपु रक होंगे। सामान्य ज्ञान तथा प्रारंजभक गजणत के प्रश्न पत्र (परीक्षण पुजस्ट्तकाएं) लहिं ी के साथ-साथ अग्रं ेिी म,ें जद्वभाषी रूप स ेतैयार दकए िाएंगे।

4. प्रश्न पत्रों म ें िहा ं भी आिश्यक होगा केिल तोल और माप की मीररक पिजत स े संबंजधत प्रश्न ही पछू े िाएगं े।

5. उममीििारों को उत्तर स्ट्िय ं जलखन े चाजहए। दकसी भी जस्ट्थजत म ें उन्ह ें प्रश्नों के उत्तर जलखन े के जलए स्ट्क्राइब की सहायता नहीं िी िाएगी।

6. परीक्षा के दकसी एक या सभी जिषयों के अहकय अंकों का जनधायरण आयोग के जििेक पर जनभयर ह।ै

(iv) पररिहन भत्ता (टीपीटीए) । िते नमान उच्च टीपीटीए िहर अन्य स्ट्थान (रुपय ेप्रजत माह) (रुपय ेप्रजत माह) 10 और ऊपर रु. 7200+ उस पर िये महगं ाई भत्ता रु. 3600+ उस पर िये महगं ाई भत्ता नोट: - (क) उच्चतर पररिहन भत्त ा िहर (य.ूए.):- हिै राबाि, पटना, दिल्ली, अहमिाबाि, सूरत, बेंगलुरु, कोजच्च, कोजिकोड, इंिौर, ग्रेटर मुंबई, नागपुर, पणु े, ियपुर, चेन्नई, कोयमबटूर, गाजियाबाि, कानपुर, लखनऊ, कोलकाता। (ख) जिन सेिा कार्मयकों को सरकारी पररिहन सुजिधा प्रिान की गई ह,ै उन्ह ें यह भत्ता स्ट्िीकाय य नहीं होगा। (ग) िेतनमान स्ट्तर 14 और उससे ऊपर के अजधकारी, िो आजधकाररक कार का उपयोग करने के पात्र ह,ैं उनको आजधकाररक कार सुजिधा का लाभ उठान े या 15,750 रुपय े प्रजत माह की िर स े टीपीटीए + महगं ाई भत्ता आहररत करने का जिकल्प जमलगे ा। (घ) परू े कैलेंडर माह (माहों) म ेंछुट्टी पर रहने पर यह भत्ता स्ट्िीकाय य नहीं होगा। (ड़) िारीररक रूप स े दिव्यागं सेिा कर्मययों को िोगुनी िर पर भगु तान करना िारी रखा िाएगा, िो प्रजत माह न्यूनतम 2250 रु.+ उस पर िये महगं ाई भत्ता होगा।

(v) सतं ान जिक्षा भत्ता * 2250/-रू प्रजत माह *महगं ाई भत्ता इंडेक्स की िर 25% की बढी हुई िर स े पररकजलत की िाएगी, क्योंदक दिनांक 01.01.2024 को महगं ाई भत्त े की िर 50% को पार कर चुकी थी।

(i) प्रजतपूर्त य िष य म ें केिल एक बार जित्तीय िषय पूरा होन े के बाि (िो दक अजधकांि जिद्यालयों के जलए िैक्षजणक िष य के साथ मेल खाता ह)ै की िानी चाजहए।

(ii) इस उद्देश्य के जलए सरकारी कमयचारी का बालक िहां अध्ययनरत ह ै उस संस्ट्थान के प्रमखु का प्रमाण-पत्र पयायप्त होना चाजहए। प्रमाण-पत्र द्वारा यह पुजि होनी चाजहए दक जपछले िैक्षजणक िषय के िौरान बच्च ेने उस जिद्यालय म ें पढाई की थी।

(iii) कृपया नोट करें दक िेतन एि ं भत्त े और तत्समबन्धी जनयम / प्रािधान समय-समय पर संिोधन के अधीन ह।ैं (क) भारतीय सन्ै य अकािमी, िेहरािनू म ेंप्रििे लने े िाल ेउममीििारों के जलए:

1. उममीििार का भारतीय सैन्य अकािमी म ें भती स ेपूिय : (क) इस आिय के प्रमाण-पत्र पर हस्ट्ताक्षर करना होगा दक िह यह समिता ह ै दक दकसी प्रजिक्षण के िौरान या उसके पररणामस्ट्िरूप कोई चोट लगन,े ऊपर जनर्ििय दकसी कारण स े या अन्यथा आिश्यक दकसी सर्ियकल ऑपरेिन या एनेस्ट्थीजसया के पररणामस्ट्िरूप उसम ें कोई िारीररक अििता आ िाने या उसकी मृत्य ु हो िाने पर उसे या उसके िैध उत्तराजधकारी को सरकार स े दकसी मुआिि े या अन्य प्रकार की राहत का िािा करने का हक नहीं होगा।18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] (ख) उसके माता-जपता या अजभभािक को इस आिय के बंधपत्र पर हस्ट्ताक्षर करने होंगे दक यदि दकसी ऐसे कारण स े िो उसके जनयंत्रण म ें माना िाए, उममीििार पाठ्यक्रम परू ा होन े स े पहल े िाजपस आना चाहता ह ै या कमीिन को अस्ट्िीकार कर िेता ह ै तो उस पर लग े जिक्षा िल्ु क, भोिन, िस्त्र पर दकए गए व्यय तथा दिए गए िेतन और भत्त े की कुल राजि या िह राजि िो सरकार जनजित करे उसे िाजपस करनी होगी।

2. अंजतम रूप स े चुन े गए उममीििारों को लगभग 18 महीनों का प्रजिक्षण दिया िाएगा। इन उममीििारों को सेना अजधजनयम के अधीन अजधकारी कैडेट के रूप म ें ििय दकया िाएगा। अजधकारी कैडेट पर साधारण अनिु ासनात्मक प्रयोिनों के जलए भारतीय सैन्य अकािमी, िेहरािनू के जनयम और जिजनयम लागू होंगे।

3. यद्यजप आिास, पस्ट्ु तकें, ििी, बोर्डांग और जचदकत्सा सजहत प्रजिक्षण के खच य का िहन सरकार द्वारा दकया िाएगा, तथाजप उममीििार अपना िेब खचय खुि िहन करेंगे।

4. भारतीय सैन्य अकािमी के प्रत्यके कैडेट के जलए सामान्य ितों के अतं गतय समय-समय पर लाग ू होन े िाली िरों के अनुसार पररधान भत्ता अकािमी के कमांडेंट को सौंप दिया िाएगा। इस भत्त े की िो रकम खचय नहीं होती ह ैिह:

(क) कमीिन प्रिान दकए िाने के बाि कैडेट को सौंप िी िाएगी अथिा (ख) यदि कैडेट को कमीिन नहीं दिया िाता ह ैतो भत्त े की यह रकम राज्य को िाजपस कर िी िाएगी। कमीिन प्रिान दकए िान े पर इस भत्ते स े खरीिे गए िस्त्र तथा अन्य आिश्यक चीि ें कैडेट की व्यजिगत संपजत्त बन िाएंगी। ककंतु यदि प्रजिक्षणाधीन कैडेट त्याग पत्र िेता ह ै या कमीिन स े पूिय उसे हटा दिया िाए या िापस बुला जलया िाए तो उपयुयि िस्ट्तुए ं उससे िापस ल े ली िाएंगी। इन िस्ट्तओंु का जनपटान सरकार के सिोत्तम जहत को िजृ िगत रखते हुए दकया िाएगा।

5. सामान्यतः दकसी उममीििार को प्रजिक्षण के िौरान त्याग-पत्र िेने की अनुमजत नहीं िी िाएगी। लेदकन प्रजिक्षण िुरू होन े के बाि त्याग-पत्र िने े िाल े अजधकारी कैडेट को मुख्यालय एआरटीआरएसी द्वारा उनका त्याग-पत्र स्ट्िीकार होने तक घर िाने की अनुमजत िी िा सकती ह।ै उनके प्रस्ट्थान स े पूिय उनके प्रजिक्षण, भोिन तथा संबि सेिाओं पर होने िाले खचय उनस े िसूल दकए िाएंगे। भारतीय सैन्य अकािमी म ें उममीििारों को भती दकए िाने स े पूिय उन्ह ें ि उनके माता-जपता/अजभभािक को इस आिय के एक बंधपत्र पर हस्ट्ताक्षर करने होंगे। जिस अजधकारी कैडेट को प्रजिक्षण का संपणू य पाठ्यक्रम परू ा करन े के योग्य नहीं माना िाएगा उसे भारत सरकार द्वारा जनधायररत प्रजिक्षण की लागत का भुगतान करने के बाि, सरकार की अनुमजत स े प्रजिक्षण स े काययमुि दकया िा सकता ह।ै इन पररजस्ट्थजतयों म ें सेना स ेआए उममीििारों को उनकी परे ेंट यूजनट में िापस भिे दिया िाएगा।

6. प्रजिक्षण को सफलतापूियक परू ा करन े पर ही कमीिन दिया िाएगा। कमीिन िेने की तारीख प्रजिक्षण को सफलतापूियक पूरा करन े की तारीख के अगले दिन से िुरू होगी। यह कमीिन स्ट्थायी होगा।

7. कमीिन िेने के बाि उन्ह ें सेिा के जनयजमत अजधकाररयों के समान िेतन और भत्त,े पेंिन और छुट्टी िी िाएगी तथा सेिा की अन्य ितें भी िही होंगी िो सेना के जनयजमत अजधकाररयों पर समय-समय पर लागू होंगी।

8. प्रजिक्षण: भारतीय सैन्य अकािमी म ें अजधकारी कैडेट को 18 माह के जलए कड़ा सैन्य प्रजिक्षण दिया िाता ह ैतादक िे इंफेंरी के उप-यूजनटों का नते ृत्ि करन े के योग्य बन सकें। प्रजिक्षण को सफलतापूियक पूरा करने के उपरांत अजधकारी कैडेटों को लेजफ्टनेंट के रूप म ें स्ट्थायी कमीिन प्रिान दकया िाता ह ै बिते दक एस1एच1ए1पी1ई1 म ें जचदकत्सकीय रूप स े दफट हों।

9. सने ा समहू बीमा जनजध (एिीआईएफ) ििीफा प्राप्त करन े के िौरान अजधकारी कैडेटों का जनयजमत सने ा के अजधकाररयों के जलए लाग ू 1.25 करोड़ रूपय े का बीमा दकया िाता ह।ै जनयजमत सने ा अजधकाररयों के जलए एिीआई योिना के तहत सिस्ट्य बनन ेके जलए अजधकारी कैडेटों को माजसक आधार पर 12,500/- रूपय े की िर स ेसिस्ट्यता का अजग्रम भगु तान करना होगा। िो लोग दिव्यागं ता के कारण आईएमबी द्वारा अमान्य कर दिए गए ह ैं और दकसी भी पिें न के हकिार नहीं ह,ैं उन्ह ें 100 प्रजतित दिव्यागं ता के जलए 25 लाख रूपय े प्रिान दकए िाएंग।े 20 प्रजतित दिव्यागं ता के जलए इस े आनपु ाजतक रूप स े घटाकर 5 लाख रूपय े कर दिया िाएगा। हालादाँ क, 20 प्रजतित स े कम दिव्यागं ता के जलए, 50,000/- रूपय े मात्र के अनग्रु ह अनिु ान का भगु तान दकया िाएगा। िराब, निीली ििाओं की लत और नामाकं न-पिू य की बीमाररयों के कारण हुई दिव्यागं ता के फलस्ट्िरूप दिव्यागं ता लाभ और अनग्रु ह अनिु ान[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 19 नहीं जमलगे ा। इसके अलािा, अनिु ासनात्मक आधार पर जनकाल े गए, अिाजं छत के रूप म ें जनष्काजसत दकए गए या स्ट्िच्े छा स ेअकािमी छोड़न े िाल ेअजधकारी कैडेट दिव्यागं ता लाभ और अनग्रु ह राजि के पात्र नहीं होंग।े

10. दकसी कैडेट (स्ट्िय)ं की जचदकत्सा आधार पर अििता/सैन्य प्रजिक्षण के कारण/बढी दकसी समस्ट्या के कारण उसकी मृत्य ु होन े की जस्ट्थजत म ें कैडेट (स्ट्िय)ं /जनकट संबंजधयों को जनम्नजलजखत आर्थयक लाभ िये होंग:े - (क) दिव्यांगता की जस्ट्थजत म ें

(i) 9000/- रु प्रजत माह की िर स ेमाजसक अनुग्रह अनुिान।

(ii) दिव्यांगता की अिजध के िौरान 100 प्रजतित दिव्यांगता के जलए जमलन े िाल े अनुिान के साथ ही 16200/- रु प्रजत माह की िर स े अनुग्रह दिव्यांगता अनुिान िये होगा िो दिव्यांगता के 100 प्रजतित स े कम होने की जस्ट्थजत म ें यथानुपाजतक रूप स े कम कर दिया िाएगा। दिव्यांगता 20 प्रजतित स े कम होने की जस्ट्थजत म ेंकोई दिव्यांगता लाभ नहीं दिया िाएगा।

(iii) अििता जनणाययक जचदकत्सा बोडय (आई एम बी) की जसफाररि पर 100 प्रजतित दिव्यांग व्यजियों के जलए 6750/- रु प्रजत माह की िर स े सतत पररचर भत्ता (सी ए ए) िये होगा। (ख) मृत्य ु के मामले म ें

(i) जनकट संबंधी को 12.5 लाख रु की अनग्रु ह अनुिान राजि।

(ii) जनकट संबंधी को 9000/- रु प्रजत माह की अनग्रु ह अनिु ान राजि। (ग) कैडेटों (स्ट्िय)ं /जनकट संबंजधयों को अनग्रु ह अनुिान िेन े की मंिरू ी केिल अनग्रु ह आधार पर की िाएगी और इस े दकसी भी उद्देश्य स े पेंिन नहीं माना िाएगा। तथाजप, लागू िरों पर माजसक अनुग्रह तथा अनग्रु ह दिव्यागं ता अनुिान पर भी महगं ाई राहत प्रिान की िाएगी (प्राजधकारः भारत सरकार/रक्षा मंत्रालय के दिनांक 04 जसतंबर 2017 के पत्र सं० 17(02)/2016-डी (पेंिन/ नीजत) पैरा 11 ि 12 के तहत यथा संिोजधत भारत सरकार के दिनांक 04 जसतंबर 2017) के पत्र सं० 17(01)/2017(01)डी(पेंिन/नीजत)

11. सिे ा के जनयम एि ंित:े

(i) तनै ाती थलसेना अजधकारी को भारत या जििेि म ें कहीं भी तैनात दकया िा सकता ह।ै

(ii) पिोन्नजत स्ट्थायी पिोन्नजत उच् चतर रैकों पर स्ट् थायी पिोन् नजत प्रिान करन े के जलए सेिा सीमाए ं जनमन जलजखत ह:ैं समय मान द्वारा: लेजफ्टन ें कमीिन प्राप्त करन े पर कैप् टन 2 िषों की गणनीय कमीिन प्राप् त सेिा पूण य होने पर मेिर 6 िषों की गणनीय कमीिन प्राप् त सेिा पूणय होन े पर लेजफ्टनेंट कनलय 13 िषों की गणनीय कमीिन प्राप् त सेिा पूणय होने पर कनयल (टीएस) 26 िषों की गणनीय कमीिन प्राप् त सेिा पणू य होन े पर20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] कनयल अपेजक्षत सेिा ितों को जब्रगेजडयर मेिर िनरल पूरा करन े के अध्यधीन लेजफ्टनेंट िनरल चयन आधार पर िनरल (ख) भारतीय नौसने ा अकािमी, एिीमला, केरल म ेंप्रििे लने ेिाल ेउमम ीििारों के जलए

(i) भारतीय नौसेना अकािमी म ें प्रजिक्षण के जलए चयजनत उममीििार स्नातक कैडेट जििेष भती योिना (िीएसईएस) पाठ्यक्रम के अंतगयत कैडेटों के रूप म ें जनयुि दकया िाएंगे। कैडेटों का चयन सजममजलत रक्षा सेिा परीक्षा (सीडीएसई) जिसके बाि एसएसबी साक्षात्कार तथा जचदकत्सीय परीक्षण होगा, में अहतय ा प्राप्त उममीििारों के आधार पर होता ह।ै जचदकत्सीय िांच म ें दफट पाए गए मेधािी उममीििारों को काययकारी िाखा (सामान्य सेिा/ हाईड्रो) की िर 26 ररजियों (जिसम ें एनसीसी जििेष प्रिेि योिना के तहत नौसेना एनसीसी ‘सी’ प्रमाण-पत्र धारक उममीििारों के जलए 06 ररजि िाजमल ह)ैं । पर जनयुि दकया िाता ह।ै

(ii) राष्ट्रीय कैडेट कोर स े उममीििारों का चयन - एनसीसी जििेष प्रिेि योिना के अंतगयत आिेिन करने िाल े उममीििारों के जलए पात्रता, आय ु सीमा तथा िैक्षजणक योग्यताए,ं जनम्नजलजखत के अजतररि िही होंगी, िो िीएसईएस उममीििारों के मामले म ें ह:ैं- (क) एनसीसी कैडेट ने राष्ट्रीय कैडेट कोर की नौसेना लिंग के िररष्ठ प्रभाग में न्यूनतम तीन िैक्षजणक िषों के जलए सेिा अिश्य की हो और उसके पास प्रमाण पत्र ‘सी’ (नौसेना) अिश्य हो। िे उममीििार भी आिेिन करने के जलए पात्र ह,ैं जिन्होंन े प्रमाण पत्र ‘सी’ की परीक्षा िी ह,ै अथिा िेने के इच्छुक ह।ैं परन्त,ु ऐसे उममीििारों का अंजतम चयन, पाठ्यक्रम प्रारंभ होने स े पहले उनके द्वारा उि प्रमाण पत्र प्रस्ट्तुत करने पर जनभरय करेगा। (ख) एनसीसी कैडेट के पास उसके जिश्वजिद्यालय अथिा उसके कालेि के प्राचायय द्वारा िारी उत्तम आचरण तथा चररत्र संबंधी प्रमाण पत्र होना चाजहए। (ग) एनसीसी कैडेट, राष्ट्रीय कैडेट कोर की नौसेना लिंग का िररष्ठ प्रभाग छोड़न े के बारह महीन े बाि आिेिन करन े का पात्र नहीं रहगे ा। (घ) आिेिन करन े के जलए कैडेट, अपने आिेिन पत्र अपन े कमान अजधकारी, एनसीसी यूजनट, नौसने ा लिंग के समक्ष प्रस्ट्तुत करेगा िो इस े संबंजधत सर्कयल कमांडर के माध्यम स े एनसीसी जनिेिालय, रक्षा मंत्रालय, नई दिल्ली को अग्रेजषत करेगा। एनसीसी जनिेिालय, इन आिेिन पत्रों को नौसेना प्रमुख को अग्रेजषत करेगा। य े आिेिन जनधायररत प्रपत्र म ें िमा दकए िाएंगे। य े प्रपत्र सभी एनसीसी इकाइयों म ें उपलब्ध होंगे। (ड़) प्रथम िष्ृ ट्या उपयिु पाए िान े िाल े उममीििारों को सेिा चयन बोड य के समक्ष साक्षात्कार तथा अन्य परीक्षणों के जलए उपजस्ट्थत होना होगा। (च) अंजतम रूप स े चयजनत उममीििारों को सेिा चयन बोडय की प्रदक्रया म ें कम स े कम न्यूनतम अहकय अंक प्राप्त करने होंगे। इस ित य तथा उममीििारों के जचदकत्सकीय रूप स े दफट होन े की ित य के अध्यधीन, सफल उममीििारों को जलजखत परीक्षा तथा सेिा चयन बोड य के साक्षात्कार म ें प्राप्त कुल अंकों के आधार पर योग्यता क्रम म ें सूचीबि दकया िाएगा। अंजतम चयन, योग्यता क्रम के आधार पर उपलब्ध ररजियों के अनुसार दकया िाएगा।

(iii) अकािमी म ें प्रजिक्षण के जलए अंजतम रूप स े चयजनत उममीििारों को नौसेना की काययकारी िाखा म ें कैडेट्स के रूप म ें जनयिु दकया िाएगा। उनके द्वारा 35000/- रु. की राजि उस बैंक खाते म ें िमा की िाएगी जिसे ि े प्रजिक्षण के जलए आने पर भारतीय स्ट्टेट बैंक, एिीमला िाखा म ें खुलिाएंगे। चदूं क यह बड़ी राजि ह ै अतः यह सलाह िी िाती ह ै दक िे स्ट्िय ं को िये जडमांड ड्राफ्ट साथ लाए।ं िमा की गई राजि जनम्नजलजखत व्यय के जलए उपयोग म ेंलाई िाएगी:

(क) िेब खचय/जनिी व् यय 5000/- रु.

1000 रु. प्रजत माह की िर स े[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 21 (ख) धुलाई, जसजिजलयन जबयरर, 4,250/- रु. जसनेमा, बालों की कटाई 850 रु. प्रजत माह की िर स े और अन्य जिजिध सेिाए ं (ग) अकािमी ब्लेिर, अकािमी टाई, 20,000/- रु.

अकािमी मुफ्ती, अकािमी खेल के कपड़े, िोलगंग िूि, िंगल बूट्स, जस्ट्िलमंग रंक/सूट और बस्ट्ते की जसलाई/खरीि पर व् यय (घ) सत्र के अंत में 2,000 रु. नौ सेना ओररयंटेिन पाठ्यक्रम की समाजप्त पर ड्यूटी स्ट्टेिन / अिकाि पर गृह नगर िान े के जलए िापसी यात्रा, पर होन े िाला यात्रा व्यय (ड) बीमा: िीएसईएस कैडेटों को छह माह की अिजध के जलए 20,00,000/- रू. (बीस लाख रूपये मात्र) के बीमा किर के जलए 2303/- रूपए की िापस न की िाने िाली एकमुश्त राजि अिा करनी होगी। यदि उन्ह ें जनिायजसत दकया िाता ह ै तो उनकी दिव्यांगता किर राजि और अंििान गरै -िीएसईएस कैडटे ों के बराबर होगा। (एनिीआईएफ पत्र संख्या बीए/िीआईएस/215 दिनांक 06 निंबर 2018)

(iv) प्रजिक्षण: चयजनत उम मीििारों को भारतीय नौसेना अकािमी म ें प्रिेि के बाि कैडेट के रूप म ें जनयुक्त दकया िाएगा। आरंजभक प्रजिक्षण, जिसका जििरण जनम्नानुसार ह,ै पूरा होन ेतक उममीििार पररिीक्षाधीन रहगें े। (क) आईएनए, एिीमला का नौसेना अजभजिन्यास पाठ्यक्रम 44 सप् ताह (ख) प्रजिक्षण पोत पर अजधकारी समुद्री प्रजिक्षण 06 माह (ग) सब-लेजफ्टनेंट एफ्लोट प्रजिक्षण 06 माह (घ) सब-लेजफ्टनेंट (तकनीकी पाठ्यक्रम) 33 सप् ताह (ड़) संपूणय नौसेना अजभरक्षा प्रमाण-पत्र का पुरस्ट्कार प्रिान दकए िाने हते ु एफ्लोट अटैचमेंट 06-09 माह

(v) कमीिलनंग तथा अन्य जहतलाभ: लगभग 18 माह का प्रजिक्षण सफलतापूियक पूरा करन े के उपरांत, कैडेटों को सब- लेजफ्टनेंट के रैंक म ें जनयिु दकया िाएगा। कैररयर की संभािनाएं, अिकाि लाभ, अिकाि तथा यात्रा ररयायत, पेंिन/ सेिाजनिृजत्त जहतलाभ तथा नौसेना म ें अजधकाररयों को प्रित्त ऐसे समस्ट्त जििषे ाजधकार तथा जििेष सुजिधाएं अन्य िोनों सेनाओं द्वारा प्रिान की िा रही सुजिधाओं के सििृ होंगी।

(vi) भारतीय नौसेना अकािमी के कैडेटों के आिास एि ं संबि सेिाओं, पुस्ट्तकों, ििी, भोिन और जचदकत्सा उपचार सजहत प्रजिक्षण लागत का िहन सरकार द्वारा दकया िाएगा। तथाजप, िब तक ि े कैडेट रहते ह,ैं उनका िेब खच य तथा अन्य जनिी खचों का भार उनके माता-जपता अथिा अजभभािक उठाएंगे। यदि कैडेट के माता-जपता/अजभभािकों की माजसक आय 1500 रु. स े कम हो और िह कैडेट का िेब खचय पणू यतया अथिा आंजिक रूप स े परू ा न कर सकत े हों तो सरकार कैडेट के जलए 140 रु. प्रजतमाह जित्तीय सहायता प्रिान कर सकती ह।ै जित्तीय सहायता लेन े के इच्छुक उममीििार अपने चुने िाने के बाि तुरंत ही अपने जिला मजिस्ट्रेट के माध्यम स े आिेिन पत्र िे सकता ह।ै22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] जिला मजिस्ट्रेट आिेिन पत्र को अपनी अनिु ंसा के साथ प्रधान जनििे क, मानि संसाधन एि ं भती, नौसेना मुख्यालय, नई दिल्ली-110011 को अग्रेजषत करेगा। रटप्पणी: आिश्यकता होन े पर अजतररि सूचना, मानि संसाधन, योिना एिं भती जनिेिालय, नौसेना मुख्यालय नई दिल्ली-110011 स ेप्राप्त की िा सकती ह।ै (ग) िाय ुसने ा अकािमी म ेंप्रििे लने े िाल े उमम ीििारों के जलए :

1. एफ (पी) पाठ्यक्रम म ें तीन प्रकार स े प्रिेि जलया िा सकता ह ै अथायत सी डी एस ई/एन सी सी जििेष प्रिेि/ए एफ सी ए टी। िो उममीििार एक स े अजधक माध्यमों स े िाय ु सेना के जलए आिेिन करते ह ैं उनके प्रिेि के प्रकार के अनुसार िाय ु सेना चयन बोड य के समक्ष उनकी परीक्षा/साक्षात्कार जलया िाएगा। कमप्यूटर पायलट चयन प्रणाली (सी पी एस एस) म ें फेल होने िाल े समान उममीििारों की भारतीय िाय ु सेना म ेंउड़ान िाखा के जलए परीक्षा नहीं ली िा सकती।

2. प्रजिक्षण पर भिे ना : िाय ु सने ा चयन बोडय द्वारा अनिु ंजसत और उपयिु जचदकत्सा प्राजधकरण द्वारा िारीररक रूप स े दफट पाए िाने िाले उममीििारों को मेररट तथा उपलब्ध ररजियों की संख्या के आधार पर प्रजिक्षण के जलए भेिा िाता ह।ै संघ लोक सेिा आयोग द्वारा सीधे भती उममीििारों और एनसीसी उममीििारों की मेररट सूची अलग स े तैयार की िाती ह।ै सीधे भती फ्लाइंग (पायलट) उममीििारों की मेररट सूची स.ं लो.स.ेआ. द्वारा जलजखत परीक्षण म ें उममीििारों के प्राप्तांकों तथा िाय ु सेना चयन बोडय म ें प्राप्त अंकों को िोड़कर तैयार की िाती ह।ै राष्ट्रीय कैडेट कोर के उममीििारों की मेररट सूची उनके द्वारा िाय ु सेना चयन बोडय म ेंप्राप्त अंकों के आधार पर तयै ार की िाती ह।ै

3. प्रजिक्षण: िाय ुसेना अकािमी म ें फ्लाइंग िाखा (पायलट) के जलए प्रजिक्षण की अिजध लगभग 74 सप्ताह होगी। िाय ु सेना ग्रुप इंश्योरेंस सोसाइटी नागररक िीिन स े आए और उड़ान प्रजिक्षण ले रह े फ्लाइट कैडेट के जनकटतम पररिन को बीमा किर के रूप म ें 8,600/- रूपय े प्रजत माह का माजसक अंििान दकए िाने पर दकसी िभु ायग्यपूणय घटना की जस्ट्थजत म ें 1,25,00,000/- रूपए का भुगतान करेगी। यदि प्रजिक्षण ले रह े फ्लाइट कैडेट को जचदकत्सकीय रूप से अमान्य होने पर प्रजिक्षण स े हटा दिया िाता ह,ै तो उसे 100% दिव्यांगता के जलए दिव्यागं ता बीमा किर के रूप म ें 62,50,000 रुपय े का भगु तान दकया िाएगा और यह 20% तक आनपु ाजतक रूप स े कम हो िाता ह।ै फ्लाइट कैडेटों को प्रजिक्षण की अिजध के िौरान 56,100/- प्रजत माह (लेिल 10 म ेंआरंजभक िेतन) की िर स े एक जनजित ििीफा (stipend) जमलेगा। “सफलतापूियक प्रजिक्षण समाप्त करने के बाि दिए िाने िाले ििीफे को सभी प्रयोिनों के जलए िेतन म ें पररिर्ततय कर दिया िाएगा। तथाजप, प्रजिक्षण की अिजध को कमीिंड सेिा के रूप म ें स्ट्िीकार नहीं दकया िाएगा।“ एक बार िब फ्लाइट कैडेटों को सरकार द्वारा िेतन और भत्त े दिए िात े ह,ैं तो बीमा किर 8,600/- रुपय े प्रजत माह के माजसक अंििान के जलए उपरोिानुसार रहगे ा। इस अंििान म ें िोजखम तत्ि और बचत तत्ि िाजमल ह।ैं 8600/- रुपय े म ें स े 5120/- रुपय े की बचत राजि पर ब्याि जमलता रहगे ा और सेिाजनिृजत्त के समय उत्तरिीजिता लाभ के रूप म ें उसका भुगतान दकया िाएगा।

4. पिोन्नजत की सभं ािनाएं : प्रजिक्षण को सफलतापूियक परू ा करन े के बाि उममीििार फ्लाइंग अजधकारी के रैंक म ें पास आउट होत े ह ैं तथा उस रैंक के िेतनमान तथा भत्तों के हकिार हो िाते ह।ैं फ्लाइट लेजफ्टनटें , स्ट्क्वाड्रन लीडर, लिंग कमाडं र तथा ग्रुप कैप्टन के पिों पर समयबि पिोन्नजत क्रमि: 02 िषय, 06 िष,य 13 िषय तथा 26 िषय की सेिा सफलतापूियक परू ी करन े पर िी िाती ह।ै ग्रपु कैप्टन (चयन) और उच्चतर पिों म ें पिोन्नजत केिल चयन के आधार पर की िाती ह।ै होनहार अजधकाररयों के जलए एयर कोमोडोर, एयर िाइस मािलय तथा एयर मािलय के पि पर पिोन्नजत के अच्छे अिसर होत े ह।ैं

5. छुट्टी और अिकाि यात्रा ररयायत : िार्षयक अिकाि - िषय म ें 60 दिन आकजस्ट्मक अिकाि - िषय म ें 20 दिन। अजधकारी यात्रा में होने िाले संबंजधत व्यय की पूर्तय हते ु 10 दिन तक के िार्षयक अिकाि का नकि भुगतान प्राप् त करने के साथ परू े सेिाकाल के िौरान कुल 60 दिन की अिकाि यात्रा ररयायत (एलटीसी) के जलए प्राजधकृत ह।ैं[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 23 िब भी कोई अजधकारी अपनी सेिा के िसू रे िष य म ें पहली बार िार्षयक/ आकजस्ट्मक अिकाि (चाह े उसके अिकाि की अिजध कुछ भी हो) लेता ह,ै तो िह अपन े काय य करने के स्ट्थान (यूजनट) स े गृह नगर तक और दफर िापस अपन े काय य स्ट्थान तक आने के जलए जनःिल्ु क िाहन भत्ता पाने का पात्र होगा, तत्पिात् प्रत्येक िसू रे िषय िरू ी पर दकसी प्रजतबंध के जबना गृह नगर के बिल े म ें भारत म ें दकसी भी स्ट्थान के जलए या चयन दकए गए जनिास स्ट्थान के जलए िाहन भत्ता पान े का पात्र होगा। इसके अजतररि प्राजधकृत स्ट्थापना म ें ररजियों को भरने के जलए जनयजमत फ्लाइंग ड्यूटी पर तैनात फ्लाइंग िाखा के अजधकाररयों को अिकाि लने े पर िषय म ें एक बार िारंट पर आन े और िान े िोनों ओर की कुल 1600 दकलोमीटर की यात्रा तय करन े के जलए रेल द्वारा उपयुि क्लास म ें मफ्ु त यात्रा करने की सुजिधा होगी। छुट्टी लेकर अपन े खच य पर यात्रा कर रह े अजधकारी अपनी यूजनट स े भारत के भीतर दकसी भी स्ट्थान तक स्ट्िय,ं पत्नी तथा बच्चों के जलए दकराए के 60 प्रजतित का भुगतान करके पात्र श्रेणी अथिा जनम्न श्रेणी स े यात्रा हते ु एक कैलेंडर िष य म ें 6 एकतरफा यात्रा फॉमय ‘डी’ के पात्र होंगे। इसम ें स े िो फाम य ‘डी’ म ें पूरे पररिार के साथ यात्रा की सुजिधा िी िाएगी। पररिार म ें पत्नी तथा बच्चों के अलािा, अजधकारी के साथ रहने िाले और पूणतय या आजश्रत माता-जपता, बहन ें और नाबाजलग भाई िाजमल होंगे।

6. अन्य सजु िधाएं : अजधकारीगण तथा उनके पररिार के सिस्ट्य जन:िुल्क जचदकत्सा सहायता, ररयायती दकराए पर आिास, सामूजहक बीमा योिना, सामूजहक आिास योिना, पररिार सहायता योिना, कैंटीन सुजिधाओं आदि हते ु पात्र ह।ैं (घ) अजधकारी प्रजिक्षण अकािमी, चन्ने ई म ेंप्रििे लने े िाल ेउममीििारों के जलए:

1. अजधकारी प्रजिक्षण अकािमी, चेन्नई म ेंप्रिेि लेन े स े पूि:य (क) उममीििार को इस आिय के प्रमाण-पत्र पर हस्ट्ताक्षर करना होगा दक िह यह समिता / समिती ह ै दक दकसी प्रजिक्षण के िौरान या उसके पररणामस्ट्िरूप कोई चोट लगने, ऊपर जनर्ियि दकसी कारण स े या अन्यथा आिश्यक दकसी सर्ियकल ऑपरेिन या एनस्ट्े थीजसया के पररणामस्ट्िरूप उसम ें कोई िारीररक अििता आ िाने या उसकी मृत्य ु हो िान े पर उसे या उसके िैध उत्तराजधकारी को सरकार स े दकसी मुआिि े या अन्य प्रकार की राहत का िािा करने का हक नहीं होगा। (ख) उसके माता-जपता या अजभभािक को इस आिय के बंधपत्र पर हस्ट्ताक्षर करने होंगे दक यदि दकसी ऐसे कारण स े िो उसके जनयंत्रण म ें माना िाए, उममीििार पाठ्यक्रम पूरा होने से पहले िाजपस िाता ह ै या कमीिन दिए िाने पर अस्ट्िीकार कर िते ा ह ै या अजधकारी परीक्षण अकािमी म ें परीक्षण के िौरान जििाह करता ह ै तो उस पर लगे जिक्षा िल्ु क, भोिन, िस्त्र पर दकए गए व्यय तथा दिए गए िेतन और भत्त े की कुल राजि या सरकार द्वारा जनजित की गई राजि उसे िाजपस करनी होगी।

2. िो उममीििार अंजतम रूप स े चुने िाएंग े उन्ह ें अजधकारी प्रजिक्षण अकािमी म ें लगभग 49 सप्ताह का प्रजिक्षण पाठ्यक्रम पूरा करना होगा। उममीििारों को अजधकारी कैडेट के रूप म ेंनामांदकत दकया िाएगा। सामान्य अनुिासजनक िजृि स े अजधकारी कैडेटों पर अजधकारी प्रजिक्षण अकािमी के जनयम तथा जिजनयम लाग ू होंगे।

3. यद्यजप प्रजिक्षण की लागत जिसम ें आिास, पुस्ट्तकें, ििी ि भोिन तथा जचदकत्सा सुजिधा िाजमल ह ै सरकार द्वारा िहन की िाएगी तथाजप उममीििारों को अपना िेब खचय स्ट्िय ं िहन करना होगा।

4. प्रारंजभक जडपोज़िट: उममीििार को प्रजिक्षण के जलए पहुचं ने पर कमांडेंट, अजधकारी प्रजिक्षण अकािमी, चेन्नई के पक्ष म ें जनम्नजलजखत उद्देश्यों के जलए 28,000/- रुपए का एक बैंक ड्राफ्ट िमा करना होगा तथा यह चेन्नई म ेंिये होगा:

(क) थल सेना समूह बीमा फंड प्रीजमयम 20,000/- रुपए (पहल े िो महीन े के जलए 10,000/- रुपए प्रजत माह की िर स)े (ख) आरंजभक िेब खच य जिसम ें प्रारंजभक आयुध सामग्री की लागत भी िाजमल ह ै 8,000/- रुपए _________________________________________________________________________ कुल 28,000/- रुपए24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III]

5. सामान्यत: दकसी उममीििार को प्रजिक्षण के िौरान त्याग-पत्र िेने की अनुमजत नहीं िी िाएगी तथाजप प्रजिक्षण प्रारंभ होन े के बाि त्याग-पत्र िेन े िाल े अजधकारी कैडेट का त्याग-पत्र मुख्यालय एआरटीआरएसी द्वारा स्ट्िीकार होन े तक उसे घर िान े की अनुमजत िी िा सकती ह।ै प्रस्ट्थान स े पूिय प्रजिक्षण,भोिन तथा संबि सेिाओं पर होन े िाला खचय उनस े िसूल दकया िाएगा। अजधकारी प्रजिक्षण अकािमी म ें उममीििारों की भती दकए िान े स े पूि य उन्ह ें तथा उनके माता- जपता/अजभभािक को इस आिय का एक बॉन्ड भरना होगा।

6. अजधकारी प्रजिक्षण अकािमी म ें प्रिेि लने े के बाि, कैडेटों को प्रजिक्षण के केिल पहल े सत्र म ें जसजिल सेंरल िॉब साक्षात्कार/सेिा चयन बोड य के जलए आिेिन करने ि िान े की अनुमजत होगी। तथाजप उन अजधकारी कैडेटों स े मेस के खच य सजहत प्रजिक्षण का कोई खच य िसूल नहीं दकया िाएगा िो चयन हो िान े पर भारतीय सैन्य अकािमी, िेहरािनू म ें अथिा नौसेना और िाय ु सेना म ें समान कैडेट प्रजिक्षण संस्ट्थान म ें कमीिन पूिय प्रजिक्षण लने े के जलए अजधकारी प्रजिक्षण अकािमी, चेन्नई स े त्याग पत्र िेंगे।

7. जिस अजधकारी कैडेट को प्रजिक्षण का संपूण य पाठ्यक्रम पूरा करन े के उपयिु नहीं समिा िाएगा उसे भारत सरकार द्वारा जनधायररत की गई प्रजिक्षण अिजध की लागत अिा करने के बाि सरकार की अनुमजत स े प्रजिक्षण स े हटाया िा सकता ह।ै इन पररजस्ट्थजतयों म ेंसैन्य उममीििारों को उनकी रेजिमेंट अथिा कोर म ेंिापस भेि दिया िाएगा। नोट: भारतीय सन्ै य अकािमी (आईएमए) और अजधकारी प्रजिक्षण अकािमी (ओटीए) म ें ररपोट य करन े िाल े उममीििारों को जनम्नजलजखत िारीररक मानकों को पणू य करना अजनिाय य ह:ै- क्रम गजतजिजध अकािमी म ेंपहुचं न ेपर न्यनू तम िारीररक मानक स.ं अजधकारी कैडेट (परुु ष) अजधकारी कैडेट (मजहला) (क) 2.4 दकमी िौड़ 10 जमनट 30 सैकण्ड 13 जमनट (ख) पुि अप 40 15 (ग) पुल अप 06 02 (घ) जसट अप 30 25 (ङ) स्ट्क्वाट्स 30 ररजपटीिन के िो सेट (च) लंिेस 10 ररजपटीिन के िो सेट (छ) तैराकी तैराकी के मलू जसिांतों का ज्ञान होना चाजहए

8. प्रजिक्षण : चनु े गए उममीििारों को अजधकारी कैडेट के रूप म ें नामांदकत दकया िाएगा तथा िे अजधकारी प्रजिक्षण अकािमी म ें लगभग 49 सप्ताह का प्रजिक्षण पाठ्यक्रम पूरा करेंगे। प्रजिक्षण सफलतापूियक समाप्त करन े के उपरांत अजधकारी कैडेट को प्रजिक्षण के सफलतापूियक पूरा करन े की तारीख स े लेजफ्टनेंट के पि पर अल्पकाजलक सेिा कमीिन प्रिान दकया िाता ह।ै अजधकारी प्रजिक्षण अकािमी, चेन्नई म ें कमीिन पूिय प्रजिक्षण को सफलतापूियक पूरा करने िाले सभी कैडेटों को मद्रास जिश्वजिद्यालय द्वारा “रक्षा प्रबधं न और सामररक अध्ययन म ें पोस्ट्ट ग्रेिुएट जडप्लोमा” प्रिान दकया िाएगा। अजधकारी प्रजिक्षण अकािमी स े अनिु ासजनक कारयिाई के आधार पर िापस भेि े िाने िाल े उममीििार आिेिन करने के पात्र नहीं होंगे।

9. सिे ा के जनयम एि ंित:े (क) पररिीक्षा की अिजध: अजधकारी कमीिन प्राप्त करन े की तारीख स े 6 माह की अिजध तक पररिीक्षाधीन रहगे ा/रहगे ी। यदि पररिीक्षा की अिजध के िौरान उसे कमीिन प्राप्त करन े के जलए अनपु युि पाया गया तो उसकी पररिीक्षा अिजध के समाप्त होने स े पूि य या उसके बाि दकसी भी समय उसे जनकाला िा सकता ह।ै[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 25 (ख) सिे ा का िाजयत्ि:

अल्पकाजलक सेिा कमीिन प्राप्त कार्मयकों को समय-समय पर एकीकृत मुख्यालय रक्षा मंत्रालय (सेना) द्वारा तय दकए गए चयजनत पिों पर भारत या जििेि म ेंकहीं भी तैनात दकया िा सकता ह।ै (ग) जनयजु ि की अिजध: जनयजमत थल सेना म ें पुरूषों एि ं मजहलाओं को अल्पकाजलक सेिा कमीिन 14 िषय की अिजध के जलए प्रिान दकया िाएगा अथायत प्रारंभ म ें 10 िष य िो आग े 4 िष य की अिजध के जलए बढाया िा सकता ह।ै ऐस े परुु ष एि ं मजहला अजधकारी िो 10 िषय के अल्पकाजलक सेिा कमीिन की अिजध के बाि सेना म ें सेिा िारी रखने के इच्छुक होंग,े उन्ह ें सभी संिभों म ें पात्र तथा उपयिु पाए िान े की जस्ट्थजत म ें समय-समय पर िारी संबंजधत जनयमों के अनुसार उनके अल्पकाजलक सेिा कमीिन के िसि ें िष य म ें स्ट्थायी कमीिन प्रिान दकए िाने पर जिचार दकया िायेगा। ऐस े अल्पकाजलक कमीिन प्राप्त अजधकारी (परुु ष एि ं मजहला) जिनका स्ट्थायी कमीिन के जलए चयन नहीं हुआ ह ै लेदकन िे अन्यथा योग्य एि ं उपयुि पाए िाते ह,ैं उन्ह ें 14 िषो की कुल अिजध के जलए (10 िषय की प्रारंजभक अिजध सजहत) अल्पकाजलक कमीिन प्राप्त अजधकारी के रूप म ें बने रहन े का जिकल्प दिया िाएगा। इस अिजध की समाजप्त पर उन्ह ेंसेना स े जनमुयि दकया िाएगा। (घ) सिे ा का पाचं िा ं िष य परू ा होन े पर अल्प काजलक कमीिन प्राप्त अजधकाररयों को सिे ा मिु करन े हते ु जििषे प्रािधान:

िे अल्पकाजलक सेिा कमीिन प्राप्त (गैर-तकनीकी) पुरुष ि मजहला अजधकारी जिन्होंन े जडग्री इंिीजनयरी पाठ्यक्रम अथिा इसी प्रकार का कोई अन्य जििेषज्ञ पाठ्यक्रम पूरा दकया ह ैअथिा कर रह े ह ैंऔर िो पांच िष य की सेिा पूरी होन े पर सेिा छोड़ना चाहत े ह ैं उन्ह ें सेिा के 5िें िषय म ें सेिा छोड़न े हते ु सेना मख्ु यालय को आिेिन करना होगा। तत्पिात, सेना मुख्यालय योग्यता के आधार पर आिेिन पत्रों पर जिचार करेगा और इस संबंध म ें सेना मुख्यालय का जनणयय अंजतम तथा अपररितनय ीय होगा। अनुमोिन उपरांत इन अजधकाररयों को सेिा के पांच िषय पूरा होने पर सेिा मुि कर दिया िाएगा। लेदकन ऐस े अल्प सेिा कमीिन प्राप्त (गरै -तकनीकी) पुरुष ि मजहला अजधकारी, िो इंिीजनयरी म ें जडग्री पाठ्यक्रम या ऐसा ही कोई अन्य जििेषज्ञ पाठ्यक्रम पूरा कर चुके ह ैं अथिा कर रह े ह,ैं िे 14 िष य की पूरी अिजध समाप्त होन े स े पहले तब तक कमीिन नहीं छोड़ सकत े िब तक दक उनस े ऐसे पाठ्यक्रम की यथाजनधायररत लागत िसूल नहीं कर ली िाती। जिमान चालकों के जलए अजनिाय य कॉमबेट जिमानन पाठ्यक्रम अल्पकाजलक सेिा अजधकाररयों के जलए जििेषज्ञ पाठ्यक्रम ह।ै उन्ह ें जडग्री इंिीजनयटरंग पाठ्यक्रम/ऐसे अन्य जििेषज्ञ पाठ्यक्रमों के जलए नामांदकत होन े पर इस आिय का एक बॉण्ड भरना होगा। (ड़) बढाई गई अिजध के जलए जििषे प्रािधान:

बढाई गई अिजध के िौरान, उन्ह ें जनम्नजलजखत आधारों पर सेना स े सेिामुि होने की अनुमजत प्रिान की िाएगी:

(i) जसजिल पि प्राप्त करन े के जलए

(ii) उच्च जिक्षा ग्रहण करन े के जलए

(iii) अपना व्यिसाय आरंभ करन े पर/पाररिाररक व्यिसाय अपनाने पर (च) स्ट्थायी पिोन्नजत : अल्पकाजलक सेिा कमीिन प्राप्त पुरुष तथा मजहला अजधकारी इन जनयमों के तहत जनम्नानुसार स्ट्थायी पिोन्नजत के पात्र होंगे :

(i) कैप् टन के रैंक हते ु 2 िषय की गणना योग्य कमीिन सेिा अिजध परू ी होन े पर

(ii) मेिर के रैंक हते ु 6 िषय की गणना योग्य कमीिन सेिा अिजध परू ी होन े पर ।

(iii) लेजफ्टनेंट कनलय के रैंक हते ु 13 िषय की गणना योग्य कमीिन सेिा अिजध पूरी होन े पर26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] (छ) अजनिाय य ित ें: स्ट्थायी कमीिन प्राप्त अजधकाररयों के जलए जनधायररत उपयिुय स्ट्थायी रैंक प्रिान करने हते ु अजनिाय य ितें तथा स्ट्थायी कमीिन प्राप्त अजधकाररयों पर पिोन्नजत परीक्षा भाग ख तथा घ हते ु लाग ू पात्रता, समय सीमा और िाजस्ट्तया ं अल्पकाजलक सेिा कमीिन प्राप्त पुरुष तथा मजहला अजधकाररयों पर भी लागू होंगी। (ि) िररष्ठता का समायोिन :

स्ट्थायी कमीिन प्राप्त अजधकाररयों की प्रजिक्षण अिजध की तलु ना म ें एस.एस.सी. पुरुष तथा मजहला अजधकाररयों की अपेक्षाकृत अल्पकाजलक प्रजिक्षण अिजध को समायोजित करन े के जलए एस.एस.सी. परुु ष ि मजहला अजधकाररयों की िररष्ठता जिचाराधीन एस.एस.सी. पाठ्यक्रम तथा इसके समतुल्य स्ट्थायी कमीिन पाठ्यक्रम की प्रजिक्षण अिजध के बीच अंतर की सििृ (कोरेसपौंलडंग) अिजध द्वारा कम कर िी िाएगी। कैप्टन का पहला िास्ट्तजिक रैंक प्रिान करत े समय इस िररष्ठता के समायोिन को ध्यान म ें रखा िाएगा। संिोजधत िररष्ठता क्रम स े कैप्टन, मेिर तथा लेजफ्टनेंट कनयल के रैंक म ें दिए िाने िाल ेिेतन और भत्त े प्रभाजित नहीं होंगे। (ि) गणना योग्य (रेकनबे ल) कमीिन सिे ा :

उपयुयि परै ा 9 (ि) के अंतगयत दकए गए प्रािधानों के अधीन, इन आिेिों के प्रयोिनाथय, गणना योग्य कमीिन सेिा अिजध की जगनती दकसी अजधकारी को अल्पकालीन सेिा कमीिन प्रिान करने की तारीख स े की िाएगी। कोटय माियल अथिा सने ा अजधजनयम के अंतगयत दकसी िडं के कारण सेिाकाल म ें स े घटाई गई अिजध और जबना अिकाि िाली अनपु जस्ट्थजत की अिजध गणना योग्य नहीं होगी। फलो िरों पर प्राप्त िेतन िाली अिजध और िह अिजध गणना योग्य होगी, िो युिबंदियों (पीओडब्ल्य)ू के मामले म ें लाग ू िेतन िरों पर युिबंिी के रूप म ें जबताई गई हो। िेतन रजहत अिकाि प्रिान दकए िान े के पररणामस्ट्िरूप दकसी अजधकारी के मामल े म ें सेिा अिजध घटा दिए िाने के कारण उसकी पिोन्नजत के प्रयोिनाथय आिश्यक सेिा अिजध के कम पड़ने की जस्ट्थजत म ें भी केिल घटाई गई उि अिजध को गणना योग्य माना िाएगा। हालांदक, ऐस े अजधकारी, उि अिजध को गणना म ें िाजमल दकए िाने के पररणामस्ट्िरूप प्रिान दकए गए मूल उच्चतर रैंक का िेतन और भत्त े पान े के पात्र उस तारीख स े होंगे, जिस तारीख स े उन्ह ें अहकय सेिा अिजध के आधार पर पिोन्नजत प्रिान की गई होती, यदि उि अिजध को गणना म ें िाजमल नहीं दकया गया होता, न दक उस तारीख स,े जिस तारीख स े उन्ह ेंमूल रैंक प्रिान दकया गया ह।ै (ञ) छुट्टी:

समय-समय पर यथासंिोजधत, सेिा अिकाि जनयमािली खंड-I सेना, के अनुसार अिकाि िये होगा। छुट्टी के संबंध म ें ये अजधकारी अल् पकाजलक सेिा कमीिन अजधकाररयों के जलए लाग ू जनयमों स े िाजसत होंग े िो सेिा अिकाि जनयमािली खंड-I थल सने ा के अध् याय IV म ें उजल्लजखत ह।ैं िे अजधकारी प्रजिक्षण अकािमी स े पास आउट करने पर तथा ड्यूटी ग्रहण करने स ेपूिय जनयम 69 म ेंदिए गए प्रािधानों के अनुसार िाजसत होंगे। एस.एस.सी मजहला अजधकारी भी जनम्नजलजखत प्रकार की छुट्टी की हकिार होंगीः- • मातत्ृ ि अिकाि : थलसेना की मजहला अजधकारी – सेिाओं के जलए अिकाि जनयम खडं -I - थलसेना, चौथ े संस्ट्करण के अध्याय-IV का जनयम 56। • जिि ु िेखभाल अिकाि (चाइल्ड केयर लीि) – थलसेना की मजहला अजधकारी - सेिाओं के जलए अिकाि जनयम खण्ड-I- थलसेना, चौथे संस्ट्करण के अध्याय-IV का जनयम 56क, भारत सरकार, रक्षा मंत्रालय के दिनाकं 19 निंबर, 2018 के पत्र स.ं बी/33922/एिी/पी एस-2(बी)/3080/डी (एिी-II) द्वारा यथासंिोजधत। • जिि ु गोि लने े के जलए अिकाि – थलसेना की मजहला अजधकारी - सेिाओं के जलए अिकाि जनयम खंड- I - सेना, चौथ े संस्ट्करण के अध्याय-IV का जनयम 56बी। (ट) कमीिन की समाजप्त :

भारत सरकार द्वारा दकसी भी अजधकारी के कमीिन को दकसी भी समय जनम्नजलजखत कारण स े समाप्त दकया िा सकता ह:ै-

(i) किाचार या संतोषिनक रूप स े सेिा न करने पर, या

(ii) स्ट्िास्ट्थ्य की िजृ ि स े अनदफट होने पर, या[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 27

(iii) उसकी सेिाओं की और अजधक आिश्यकता न होन े पर, या

(iv) उसके दकसी जनधायररत परीक्षा या पाठ्यक्रम म ेंअहतय ा प्राप्त करने म ेंअसफल रहन े पर। दकसी अजधकारी को अनुकमपा के आधार पर तीन महीने का नोरटस िेने पर कमीिन स े त्याग-पत्र िेने की अनुमजत िी िा सकती ह ै जिसके जलए भारत सरकार पूणतय : जनणाययक होगी। अनुकमपा के आधार पर कमीिन स े त्याग-पत्र िेने की अनुमजत प्राप्त कर लने े पर कोई अजधकारी आिजधक उपिान पाने का पात्र नहीं होगा। (ठ) आिजधक उपिान :

(II), 2026 will be conducted by the Union Public Service Commission on 13th September, 2026.

Though the vacancies for Men and Women categories as per SSC(NT) Courses are being notified through a common Notification and tested through a common written examination for administrative purpose, SSC(NT) Men and SSC(NT) Women are separate entries and the selection for both these categories is done separately but in gender pure manner as per vacancies notified. NOTE (ii): The date of holding the examination as mentioned above may be changed, if so required, at the discretion of the Commission.

NOTE (iii): The above number of vacancies is tentative and may be changed at any stage of selection process by Services H.Q. as per organization requirement at that point of time.

N.B. (I) (a): Candidates are required to specify clearly in respective column of the Exam Specific Module the Services for which he/she wishes to be considered in the order of his/her preference. A male candidate is advised to indicate as many preferences as he wishes to, subject to the condition given at paras (b) and (c) below, so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appointment.

(b) (i) : If a male candidate is competing for Short Service Commission (Army) only, he should indicate OTA as the one and only choice. However, a male candidate competing for Short Service Commission Course at OTA as well as Permanent Commission course at IMA, Indian Naval Academy and Air Force Academy should indicate OTA as his last preference, otherwise OTA will be deemed to be the last choice even if it is given a higher preference by the candidate.

(b) (ii) : Women candidates are being considered only for Short Service Commission at OTA. They should indicate OTA as the only choice.

(c) Candidates who desire to join Air Force Academy must indicate AFA as first choice, as they have to be administered Computer Pilot Selection System (CPSS) and/or AF Medicals at Central Establishment/Institute of Aviation Medicines. Choice exercised for AFA as second/third etc. will be treated as invalid.

(d) Candidates should note that, except as provided in N.B. (II) below, they will be considered for appointment to those courses only for which they exercise their preference and for no other course(s). It is mandatory for a candidate to exercise at least one preference to be considered for service allocation.

(e) No request for addition/alteration in the preferences already indicated by a candidate in his/her application will be entertained. Second choice will come for consideration only when the first choice is not offered to the candidate by Services HQ. When first choice is offered and a candidate declines the same, his/her candidature will be cancelled for all other choices for regular Commission.

N.B. (II) All Left over Finally Qualified candidates of IMA/INA/AFA courses who could not be inducted for the said course due to the lack of vacancies, will be considered for SSC(NT), even if they have not indicated their choice for this course, subject to the following conditions:- i) Vacancies are available after issuing the Joining Letters to those candidates who had applied and qualified for SSC(NT) ii) Left over finally qualified candidates are willing to join SSC(NT) iii) Such left over finally qualified and willing candidates will be placed in order of merit after the last candidate who had opted SSC(NT), subject to number of vacancies available for SSC(NT). Accordingly, such Left over candidates will be issued Joining Letter in order of merit.

NOTE 2 : In the event of sufficient number of qualified NCC ‘C’ Certificate (Army Wing (Senior Division)/Air Wing/Naval Wing) holders not becoming available on the results of the examination to fill all the vacancies reserved for them in the Indian Military Academy Course/Air Force Academy Course/Indian Naval Academy Course, the unfilled reserved vacancies shall be treated as unreserved and filled by general candidates. Admission to the above courses will be made on the results of the written examination to be conducted by the Commission followed by intelligence and personality test by the Services Selection Board of candidates who qualify in the written examination.

The details regarding the (a) scheme, standard, syllabus of the examination, (b) Medical Standards and procedure for medical examination of officers in the armed forces and (c) Brief particulars of services etc. for candidates joining the Indian Military Academy, Indian Naval Academy, Air Force Academy and Officers’ Training Academy are given in Appendices I, II and III respectively.

2. CONDITIONS OF ELIGIBILITY:

(a) Nationality: A candidate must either be:-

(i) a Citizen of India, or

(ii) a subject of Nepal, or

(iii) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or Vietnam with the intention of permanently settling in India.

Provided that a candidate belonging to categories (ii) and (iii) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

Certificate of eligibility will, however, not be necessary in the case of candidates who are Gorkha subjects of Nepal.

A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination provisionally subject to the necessary certificate being given to him/her by the Govt. before declaration of result by UPSC.

(b) Age Limits, Sex and Marital Status:

For IMA— Age: 19 to 24 years. Unmarried male candidates born not earlier than 1st July, 2003 and not later than 1st July, 2008 only are eligible.

For Indian Naval Academy— Age: 19 to 24 years. Unmarried male candidates born not earlier than 1st July, 2003 and not later than 1st July, 2008 only are eligible.

For Air Force Academy—

Age: 20 to 24 years as on 1st July, 2027 i.e. born not earlier than 1st July, 2003 and not later than 1st July, 2007.

Upper age limit for candidates holding valid and current Commercial Pilot Licence issued by DGCA (India) is relaxable upto 26 yrs. i.e. born not earlier than 1st July, 2001 and not later than 1st July, 2007 only are eligible.

Note : Candidate below 25 years of age must be unmarried. Marriage is not permitted during training. Married candidates aged 25 years or above are eligible to apply but during training period they will neither be provided married accommodation nor can they live with family out of the premises.

For Officers' Training Academy (SSC Course for men) — Age: 19 to 25 years. Unmarried male candidate born not earlier than 1st July 2002 and not later than 1st July, 2008 only are eligible.

For Officers' Training Academy (SSC Women Non-Technical Course) — Age: 19 to 25 years. Unmarried women, issueless widows who have not remarried and issueless divorcees (in possession of divorce documents) who have not remarried are eligible. They should have been born not earlier than 1st July, 2002 and not later than 1st July, 2008.

NOTE: Male divorcee/widower candidates cannot be treated as unmarried male for the purpose of their admission in IMA/INA/AFA/OTA, Chennai courses and accordingly they are not eligible for these courses.

The date of birth accepted by the Commission is that entered in the Matriculation/Secondary School Examination certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Matriculation/Secondary School Examination certificate or an equivalent30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] examination certificate. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.

The expression Matriculation/Secondary School Examination Certificate in this part of the instruction includes the alternative certificates mentioned above.

Sometimes the Matriculation/Secondary School Examination Certificate does not show the date of birth, or only shows the age by completed years or completed years and months. In such cases a candidate must send in addition to the self-attested/certified copy of Matriculation/Secondary School Examination Certificate a self- attested/certified copy of a certificate from the Headmaster/Principal of the Institution from where he/she passed the Matriculation/Secondary School Examination showing the date of his/her birth or exact age as recorded in the Admission Register of the Institution.

NOTE-1 : Candidates should note that only the Date of Birth as recorded in the Matriculation/Secondary School Examination Certificate or an equivalent certificate on the date of submission of applications will be accepted by the Commission and no subsequent request for its change will be considered or granted.

NOTE-2 : Candidates should also note that once a Date of Birth has been submitted by them in the Online Application Form and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other a subsequent examination of the Commission) on any ground whatsoever.

NOTE-3 : The candidates should exercise due care while entering their date of birth in the respective column of the Universal Registration Number (URN) profile for the Examination. If on verification at any subsequent stage any variation is found in their date of birth from the one entered in their Matriculation or equivalent examination certificate, disciplinary action will be taken against them by the Commission under the Rules.

NOTE 4: The candidates should also note that no addition/deletion/changes are allowed in the Online Application Form in the CDS Examination in any circumstances once it is submitted. However, the Commission provides a one-time facility for candidates to update or modify their Universal Registration Number (URN) Profile. Please note that any changes made to the URN Profile will not be reflected in applications already submitted. The updated information will apply only to applications submitted after the candidate has made the necessary changes and successfully re-locked the URN Profile.

(c) Educational Qualifications:

(i) For I.M.A. and Officers’ Training Academy, Chennai - Degree of a recognised University or equivalent.

(ii) For Indian Naval Academy— A degree in Engineering or B.Sc. with Physics as core or elective subject from recognised University/ Institution (with Physics and Mathematics in 10+2 level).

(iii) For Air Force Academy—Degree of a recognised University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.

Graduates with first choice as Army/Navy/Air Force are to submit proof of Graduation/ provisional certificates on the date of commencement of the SSB Interview at the SSB.

Candidates who are studying in the final year/semester Degree course and have yet to pass the final year degree examination can also apply and they will be required to submit proof of passing the degree examination at the time of commencement of course to reach the IHQ of MoD (Army), Rtg ‘A’,CDSE Entry, West Block III, R. K. Puram, New Delhi-110066 in case of IMA/SSC first choice candidates, Naval HQ ‘DMPR’ (OI & R Section), Room No. 204, ‘C’ Wing, Sena Bhawan, New Delhi-110011 in case of Navy first choice candidates and Dte of Personnel (Offrs), Kasturba Gandhi Marg, New Delhi-110001. choice candidates by the following dates failing which their candidature will stand cancelled:

(i) For admission to IMA on or before 1st July, 2027, Indian Naval Academy on or before 1st July, 2027 and Air Force Academy on or before 13th May, 2027.

(ii) For admission to Officers' Training Academy, Chennai on or before 1st October, 2027.

Candidates possessing professional and technical qualifications which are recognised by government as equivalent to professional and technical degrees would also be eligible for admission to the examination.[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 31 In exceptional cases, the Commission may treat a candidate, who does not possess any of the qualifications prescribed in this rule as educationally qualified provided that he/she possesses qualifications, the standard of which in the opinion of the Commission, justifies his/her admission to the examination.

NOTE I: Candidates, who have yet to pass their degree examination will be eligible only if they are studying in the final year of degree examination. Those candidates who have yet to qualify in the final year Degree Examination and are allowed to appear in the UPSC Examination should note that this is only a special concession given to them. They are required to submit proof of passing the Degree Examination by the prescribed date and no request for extending this date will be entertained on the grounds of late conduct of basic qualifying University Examination, delay in declaration of results or any other ground whatsoever. Candidates who are studying in the final year/semester degree course are required to submit at the time of SSB interview a bonafide certificate issued by University/College stating that they will be able to submit their proof of passing the graduation degree examination by the specified date, failing which their candidature will be cancelled.

Note II: Registration and Online Application Form :

A candidate who is willing to apply for Combined Defence Services Examination shall be required to apply online and submit the requisite information and supporting documents towards various claims, such as date of birth, educational qualification, etc. as may be sought by the Commission alongwith Common Application Form (CAF). For detailed instructions for filling up the form, the Notice for Combined Defence Services Examination (II), 2026 may be referred. The failure to provide the required information/documents alongwith the Universal Registration Number

(URN) Profile, Common Application Form (CAF) and Examination Specific Form will entail cancellation of candidature for the examination.

NOTE III: Candidates who are debarred by the Ministry of Defence from holding any type of commission in the Defence Services shall not be eligible for admission to the examination and if admitted, their candidature will be cancelled.

NOTE IV: In the event of Air Force candidates being suspended from Flying training for failure to learn flying, they would be absorbed in the Navigation/Ground Duty (Non-Tech) Branches of the IAF. This will be subject to availability of vacancies and fulfilling the laid down qualitative requirements.

(d) Physical Standards:

Candidates must be physically fit according to physical standards for admission to Combined Defence Services Examination (II), 2026 as per guidelines given in Appendix-II.

3. FEE :

Candidates (except Female/SC/ST candidates who are exempted from payment of fee) are required to pay a fee as prescribed in the Commission’s Examination Notice.

4. All candidates whether already in Government Service including candidates serving in the Armed Forces, Government owned industrial undertakings or other similar organizations or in private employment should submit their applications online directly to the Commission.

N.B.I: Persons already in Government Service, whether in permanent or temporary capacity or as work charged employees other than casual or daily rated employees or those serving under the Public Enterprises are, however, required to inform their Head of Office/Department in writing that they have applied for the Examination.

N.B.II: Candidates serving in the Armed Forces are required to inform their Commanding Officer in writing that they have applied for this examination. They are also required to submit NOC in this regard at the time of SSB interview.

Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/candidatures will be liable to be cancelled.

5. The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final.

The candidates applying for the examination should ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission to all the stages of the examination will be purely provisional subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after any stage of the examination, it is found that they do not fulfill any of the eligibility conditions their candidature will be cancelled by the Commission.32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] Candidates are advised to keep ready the following documents in original alongwith their self- attested copies soon after the declaration of the result of the written part of the examination which is likely to be declared in the month of October, 2026 for submission to the Army HQ/Naval HQ/Air HQ as the case may be:

(1) Matriculation/Secondary School Examination Certificate or its equivalent showing date of birth.

(2) Degree/Provisional Degree Certificate/Marks sheet showing clearly having passed degree examination and eligible for award of degree.

In the first instance all qualified candidates eligible for SSB interview will carry their original Matriculation/Secondary School Examination Certificate as also their Degree/Provisional Degree Certificate/Marks sheet with them while going to the Services Selection Centres for SSB interview. Candidates who have not yet qualified the final year Degree examination must carry with them a certificate in original from the Principal of the College/Institution stating that the candidate has appeared/is appearing at the final year Degree examination.

Candidates who do not carry the above certificates with them while going to the Services Selection Centres shall not be allowed to appear for the SSB interview. No relaxation for production of the above certificates in original at the selection Centre is allowed, and candidates who do not carry with them any of these certificates in original will not be permitted to appear for their SSB test and interview and they will be sent back home at their own expense.

6. No candidate will be admitted to the examination unless he holds a certificate of admission for the examination.

7. (1) If any of their claims is found to be incorrect/false/fraud/fabricated they may render themselves

liable to disciplinary action by the Commission in terms of the following provisions:

A candidate who is or has been declared by the Commission to be guilty of:—

(a) Obtaining support for candidature by the following means, namely :—

(i) offering illegal gratification to; or

(ii) applying pressure on; or

(iii) blackmailing, or threatening to blackmail any person connected with the conduct of the examination; or

(b) impersonation; or

(c) procuring impersonation by any person; or

(d) submitting fabricated/incorrect documents or documents which have been tampered with; or

(e) uploading irrelevant or incorrect photos/signature in the application form in place of actual photo/signature.

(f) making statements which are incorrect or false or suppressing material information; or

(g) resorting to the following means in connection with the candidature for the examination, namely :-

(i) obtaining copy of question paper through improper means;

(ii) finding out the particulars of the persons connected with secret work relating to the examination;

(iii) influencing the examiners; or

(h) being in possession of or using unfair means during the examination; or

(i) writing obscene matter or drawing obscene sketches or irrelevant matter in the scripts; or

(j) misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or

(k) harassing, threatening or doing bodily harm to the staff employed by the Commission for the conduct of the examination; or

(l) being in possession of or using any mobile phone, (even in switched-off mode),pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories (either in working or switched off mode) capable of being used as a communication device during the examination; or

(m) violating any of the instructions issued to candidates along with their e-Admit card permitting them to take the examination; or

(n) attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses;[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 33 in addition to being liable to criminal prosecution/appropriate legal action as deemed fit under the Public Examinations (Prevention of Unfair Means) Act, 2024, as amended from time to time, the candidate shall be disqualified by the Commission from the Examination held under these Rules; and/or shall be liable to be debarred

either permanently or for a specified period :-

(i) by the Commission, from any examination or selection held by them;

(ii) by the Central Government from any employment under them; and shall be liable to face disciplinary action under the appropriate rules if already in service under Government.

Provided that no penalty under this rule shall be imposed except after:—

(i) giving the candidate an opportunity of making such representation in writing as the candidate may wish to make in that behalf; and

(ii) taking the representation, if any, submitted by the candidate within the period allowed for this purpose, into consideration.

(2) Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the Commission of any of the misdeeds listed at Clauses (a) to (m) above will be liable to action in terms of the Clause (n) above.

8. The courses to which the candidates are admitted will be according to their eligibility as per age and educational qualifications for different courses and the preferences given by the candidates.

The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the Application Form. This will be subject to verification of all the eligibility conditions.

Candidates must ensure that their e-mail IDs given in their applications are valid and active.

9. CORRESPONDENCE WITH THE ARMY/NAVAL/AIR HEAD QUARTERS:

All communications to the Army Headquarters should invariably contain the following particulars :

Name and year of the examination.

Such requests should be sent to Selection Centre/SSB from where the call for SSB interview has been received. Navy candidates can download their call letters from the naval website www.joinindiannavy.gov.in or send email at officer@navy.gov.in three weeks after publication of results.

N.B. In case a candidate does not get the interview call for SSB interview for IMA by 2nd week of February, 2027 and by 2nd week of May 2027 for OTA, he/she should write to IHQ of MoD(Army)/Rtg. CDSE Entry/SSC Women Entry for Officers Training Academy, West Block-III, Ramakrishna Puram, New Delhi-110066 regarding non-receipt of the call-up letter. For similar query by the Navy/Air Force candidates, having first choice as given ibid, should write to Naval Hqrs. or Air Hqrs. as mentioned in N.B. III (in case of non-receipt of call by 4th week of February 2027).

10. ANNOUNCEMENT OF THE RESULTS OF THE WRITTEN EXAMINATION, INTERVIEW OF QUALIFIED CANDIDATES, ANNOUNCEMENT OF FINAL RESULTS AND ADMISSION TO THE TRAINING COURSES OF THE FINALLY QUALIFIED CANDIDATES.

The Union Public Service Commission shall prepare a list of candidates who obtain the minimum qualifying marks in the written examination as fixed by the Commission in their discretion. Candidates who are declared successful in the written exam will be detailed for intelligence and personality test at the Service Selection Board based on their preference by the respective service HQ. CANDIDATES WHO QUALIFY IN THE WRITTEN EXAM AND GIVEN THEIR FIRST CHOICE AS ARMY (IMA/OTA) ARE REQUIRED TO REGISTER THEMSELVES ON THE RECRUITING DIRECTORATE WEBSITE WWW.JOININDIANARMY.NIC.IN IN ORDER TO ENABLE THEM TO RECEIVE CALL UP INFORMATION FOR SSB INTERVIEW.THOSE CANDIDATES WHO HAVE ALREADY REGISTERED ON THE RECRUITING DIRECTORATE WEBSITE ARE ADVISED NOT TO REGISTER AGAIN. The email ID registered with DG Recruiting website i.e.www.joinindianarmy.nic.in and that given to UPSC must be same and unique to the applicant. Results of the test conducted by Service Selection Board will hold good for all the courses [i.e. Indian Military Academy (DE) Course, Dehradun, Indian Naval Academy, Ezhimala Course, Air Force Academy (Pre-Flying) Course, Hyderabad and SSC (NT) Course at OTA, Chennai] for which the candidate has qualified in the written exam, irrespective of the service HQ conducting it. Two-stage selection procedure based on Psychological Aptitude Test and intelligence Test has been introduced at Service Selection Boards. All the candidates will be put to stage one test on first day of reporting at Selection Centres. Only those candidates who qualify at stage one will be admitted to the second stage/remaining tests and all those who fail to pass stage one, will be returned. Only those candidate who qualify at stage two will be required to submit

photocopy each of:- (i) Matriculation pass certificate or equivalent in support of date of birth, (ii) Bachelor’s Degree/Provisional Degree alongwith mark sheets of all the years/semesters in support of educational qualification.

Candidates will appear before the Services Selection Board and undergo the test there at their own risk and will not be entitled to claim any compensation or other relief from Government in respect of any injury which they may sustain in the course of or as a result of any of the tests given to them at the Services Selection Board whether due to the negligence of any person or otherwise. Candidates will be required to sign a certificate to this effect on the form appended to the application.

To be acceptable, candidates should secure the minimum qualifying marks separately in (i) written examination and (ii) SSB test as fixed by the Commission and Service Selection Board respectively in their discretion. The candidates will be placed in the order of merit on the basis of the total marks secured by them in the written examination and in the SSB tests. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result.

Success at the examination confers no right of admission to the Indian Military Academy, Indian Naval Academy, Air Force Academy or the Officers' Training Academy as the case may be. The final selection will be made in order of merit subject to medical fitness and suitability in all other respects and number of vacancies available.

NOTE 1: Every candidate for the Air Force and Naval Aviation is given Pilot Aptitude Test only once. The Grade secured by him at the first test (CPSS and/or PABT) will therefore hold good for every subsequent interview at the Air Force Selection Board. Those who have failed Indian Navy Selection Board/Computer Pilot Selection System

(CPSS) and/or Pilot Aptitude Battery Test earlier and those who habitually wear spectacles are not eligible for Air Force.

TEST/INTERVIEW AT AIR FORCE SELECTION BOARDS FOR THOSE CANDIDATES WHO APPLY

FOR AIR FORCE THROUGH MORE THAN ONE SOURCE:- There are three modes of entry in F(P) course CDSE/NCC/AFCAT. Candidates who fail in Computer Pilot Selection System (CPSS) will be considered for other preferred services only if it is found that they have applied through CDS Exam. Candidates who qualify in the written[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 35 examination for IMA(D.E) Course and/or Navy (S.E) Course and / or Air Force Academy course irrespective of whether they have also qualified for SSC Course or not will be detailed for SSB test in February-March 2027 and candidates who qualify for SSC Course only will be detailed for SSB tests in April to June 2027.

10.1 ROUNDING OFF MARKS AND TIE BREAKING PRINCIPLES:

The provisions relating to the rounding off of marks, wherever applicable, and the principles for resolving

cases of tie in scores shall be as prescribed below:-

(A) Rounding off Marks:

Marks obtained by the candidates shall be rounded off up to two decimal digits, at all stage(s) of the examination, by applying the standard rounding off principle, wherever applicable. Accordingly, while applying the tie-breaking principles, the rounded-off marks upto two decimal digits shall be considered for resolving all tie cases.

(B) Tie Breaking Principles:

(i) For IMA/INA/AFA : If the marks in aggregate (Final Marks) are equal, the candidate securing more marks in written total (“Paper-I : English, Paper-II : General Knowledge and Paper – III : Elementary Mathematics” put together ) will be ranked higher;

For OTA : If the marks in aggregate (Final Marks) are equal, the candidate securing more marks in written total (“Paper-I : English and Paper-II : General Knowledge” put together) will be ranked higher;

(ii) If the marks at (i) above are equal, the candidate securing more marks in “Paper-II : General Knowledge” will be ranked higher;

(iii) If the marks at (i) and (ii) above are also equal, the candidate senior in age will be ranked higher; and

(iv) In cases where a tie persists even after applying the above tie-breaking principles, it will be resolved at the discretion of the Commission.

11. DISQUALIFICATION FOR ADMISSION TO THE TRAINING COURSE:

Candidates who were admitted to an earlier course at the National Defence Academy, Indian Military Academy, Air Force Academy, Indian Naval Academy, Officers’ Training Academy, Chennai but were removed therefrom on disciplinary ground will not be considered for admission to the Indian Military Academy, Indian Naval Academy, Air Force Academy or for grant of Short Service Commission in the Army.

Candidates who were previously withdrawn from the Indian Military Academy for lack of Officer-like qualities will not be admitted to the Indian Military Academy.

Candidates who were previously selected as Special Entry Naval Cadets but were withdrawn from the National Defence Academy or from Naval Training Establishments for lack of Officer-like qualities will not be eligible for admission to the Indian Navy.

Candidates who were withdrawn from Indian Military Academy, Officers’ Training Academy, NCC and Graduate course for lack of Officer-like qualities will not be considered for grant of Short Service Commission in the Army.

Candidates who were previously withdrawn from the NCC and Graduates’ course for lack of Officer-like qualities will not be admitted to the Indian Military Academy.

12. RESTRICTIONS ON MARRIAGE DURING TRAINING IN THE INDIAN MILITARY ACADEMY OR IN THE INDIAN NAVAL ACADEMY OR IN THE AIR FORCE ACADEMY OR OFFICERS TRAINING ACADEMY, CHENNAI:

Candidates for the Indian Military Academy Course or Naval Academy Course or Indian Air Force Academy Course or Officers' Training Academy, Chennai must undertake not to marry until they complete their full training. A candidate who marries subsequent to the date of his/her application though successful at this or any subsequent examination will not be selected for training. 13. OTHER RESTRICTIONS DURING TRAINING IN THE INDIAN MILITARY ACADEMY OR IN THE

INDIAN NAVAL ACADEMY OR IN THE AIR FORCE ACADEMY:

After admission to the Indian Military Academy or the Indian Naval Academy or the Air Force Academy, candidates will not be considered for any other commission. They will also not be permitted to appear for any interview or examination after they have been finally selected for training in the Indian Military Academy or the Indian Naval Academy or the Air Force Academy.

1. The Competitive examination comprises:

(a) Written examination as shown in para 2 below.

(b) Interview for intelligence and personality test (vide Part ‘B’ of this Appendix) of such candidates as may be called for interview at one of the Services Selection Centres.

2. The subjects of the written examination, the time allowed and the maximum marks allotted to each subject will be

3. The papers in all the subjects will consist of objective type questions only. The question papers (Test Booklets) of General Knowledge and Elementary Mathematics will be set bilingually in Hindi as well as English.

4. In the question papers, wherever necessary, questions involving the metric system of Weights and Measures only will be set.

5. Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe to write answers for them.

6. The Commission has discretion to fix qualifying marks in any or all the subjects of the examination.

7. The candidates are not permitted to use calculator for answering objective type papers (Test Booklets). They should not therefore bring the same inside the Examination Hall.

B. STANDARD AND SYLLABUS OF THE EXAMINATION STANDARD The standard of the papers in Elementary Mathematics will be of Matriculation level. The standard of papers in other subjects will approximately be such as may be expected of a graduate of an Indian University.38 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] SYLLABUS ENGLISH (Code No. 11) The question paper will be designed to test the candidates’ understanding of English and workmanlike use of words.

GENERAL KNOWLEDGE (Code No. 12) General Knowledge including knowledge of current events and of such matters of everyday observation and experience in their scientific aspects as may be expected of an educated person who has not made a special study of any scientific subject. The paper will also include questions on History of India and Geography of a nature which candidate should be able to answer without special study.

ELEMENTARY MATHEMATICS (Code No. 13) ARITHMETIC Number System—Natural numbers, Integers, Rational and Real numbers. Fundamental operations, addition, subtraction, multiplication, division, Square roots, Decimal fractions. Unitary method, time and distance, time and work, percentages, applications to simple and compound interest, profit and loss, ratio and proportion, variation.

Elementary Number Theory—Division algorithm. Prime and composite numbers. Tests of divisibility by 2, 3, 4, 5, 9 and 11. Multiples and factors. Factorisation Theorem. H.C.F. and L.C.M. Euclidean algorithm. Logarithms to base 10, laws of logarithms, use of logarithmic tables.

ALGEBRA Basic Operations, simple factors, Remainder Theorem, H.C.F., L.C.M., Theory of polynomials, solutions of quadratic equations, relation between its roots and coefficients (Only real roots to be considered). Simultaneous linear equations in two unknowns—analytical and graphical solutions. Simultaneous linear inequations in two variables and their solutions. Practical problems leading to two simultaneous linear equations or inequations in two variables or quadratic equations in one variable & their solutions. Use of trigonometric tables.

Simple cases of heights and distances.

GEOMETRY Lines and angles, Plane and plane figures, Theorems on (i) Properties of angles at a point, (ii) Parallel lines,

STATISTICS Collection and tabulation of statistical data, Graphical representation frequency polygons, histograms, bar charts, pie charts etc. Measures of central tendency.[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 39 INTELLIGENCE AND PERSONALITY TEST The SSB procedure consists of two stage Selection process - stage I and stage II. Only those candidates who clear the stage I are permitted to appear for stage II. The details are:-

(a) Stage I comprises Officer Intelligence Rating (OIR) tests are Picture Perception * Description Test (PP&DT). The candidates will be shortlisted based on combination of performance in OIR Test and PP&DT.

(b) Stage II comprises Interview, Group Testing Officer Tasks, Psychology Tests and the Conference. These tests are conducted over 4 days. The details of these tests are given on the website www.joinindianarmy.nic.in.

The personality of a candidate is assessed by three different assessors viz. The Interviewing Officer (IO), Group Testing Officer (GTO) and the Psychologist. There are no separate weightage for each test. The marks are allotted by assessors only after taking into consideration the performance of the candidate holistically in all the test.

In addition, marks for Conference are also allotted based on the initial performance of the Candidate in the three techniques and decision of the Board. All these have equal weightage.

The various tests of IO, GTO and Psych are designed to bring out the presence/absence of Officer Like Qualities and their trainability in a candidate. Accordingly, candidates are Recommended or Not Recommended at the SSB.

APPENDIX-II MEDICAL STANDARDS AND PROCEDURE FOR MEDICAL EXAMINATION OF OFFICERS IN THE

ARMED FORCES:

The medical standards and procedures for the medical examination of candidates for entry as officers into the Armed Forces (Army, Navy and Air Force) shall be governed by the “Joint Order Manual of Medical Standards for Entry into Armed Forces (1st Edition)”.

Note: Permanent body tattoos are only permitted on inner face of forearm i.e. from inside of elbow to the wrist and on the reverse side of palm/back (dorsal) side of hand. Permanent body tattoos on any other part of the body are not acceptable and candidates will be barred from further selection. Tribes with tattoo marks on the face or body as per their existing custom and traditions will be permitted on a case to case basis. Commandant Selection Centre will be competent authority for clearing such cases.

(v) Children Education Allowance. *Rs. 2250/- per month * The rate of DA index Allowances will be calculated at enhanced rate of 25% as the rate of DA crossed 50% w.e.f.

01-01-2024.

(i) Reimbursement should be done just once a year, after completion of the financial year (which for most schools coincides with the Academic year).

(ii) Certificate from the head of institution where the ward of government employee studies should be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year.

(iii) Please note that pay and allowances and rules/provisions thereof are subject to revision from time to time[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 41

(A) FOR CANDIDATES JOINING THE INDIAN MILITARY ACADEMY, DEHRADUN:

1. Before the candidate joins the Indian Military Academy.

(a) He will be required to sign a certificate to the effect that he fully understands that he or his legal heirs shall not be entitled to claim any compensation or other relief from the Government in respect of any injury which he may sustain. In the course of or as a result of the training or where bodily infirmity or death results in the course of or as a result of a surgical operation performed upon or anaesthesia administrated to him for the treatment of any injury received as aforesaid or otherwise.

(b) His parent or guardian will be required to sign a bond to the effect that if for any reason considered within his control, the candidate wishes to withdraw before the completion of the course or fails to accept a commission if offered; he will be liable to refund the whole or such portion of the cost of tuition, food, clothing and pay & allowances, received as may be decided upon by Government.

2. Candidates finally selected will undergo a course of training for about 18 months. Candidates will be enrolled under the Army Act as Officer cadets. Officer cadets will be dealt with the ordinary disciplinary purposes under the rules and regulations of the Indian Military Academy, Dehradun.

3. While, the cost of training including accommodations, books, uniforms, boarding and medical treatment will be borne by Government, candidates will be expected to meet their pocket expenses themselves.

4. An outfit allowance at the rate and under the general conditions applicable at the time for each cadet belonging to the Indian Military Academy will be placed at disposal of the Commandant of the Academy. The unexpended portion

of the allowance will be :—

(a) handed over to the cadet on his being granted a commission or

(b) if he is not granted a commission refunded to the State.

On being granted a commission article of clothing and necessaries purchased from the allowance shall become the personal property of the cadet. Such articles will, however be withdrawn from a cadet who resigns while under training or who is removed or withdrawn prior to commissioning. The article withdrawn will be disposed of to the best advantage of the State.

5. No candidate will normally be permitted to resign whilst under training. However, Officer Cadet resigning after the commencement of training may be allowed to proceed home pending acceptance of their resignation by HQ ARTRAC. Cost of training, messing and allied services will be recovered from them before their departure. They and their parents/guardians will be required to execute a bond to this effect before the candidates are allowed to join Indian Military Academy. An Officer Cadet who is not considered suitable to complete the full course of training may with permission of the Government, be discharged after paying the cost of Training laid down by the Govt. of India.

Service candidates under these circumstances will be reverted back to their parent Unit.

6. Commission will be granted only on successful completion of training. The date of commission will be that following the date of successful completion of training. Commission will be permanent.

7. Pay and allowances, pensions, leave and other conditions of service after the grant of commission will be identified with those applicable from time to time to regular officers of the army.

8. Training: At the Indian Military Academy, Officer Cadets are given strenuous Military training for a period of 18 months aimed at turning out, officers capable of leading infantry subunits. On completion of successful training, Officer Cadets are granted Permanent Commission in the rank of Lt. subject to being medically fit, in S1H1A1P1E1.

9. Army Group Insurance Fund (AGIF). The Officer Cadets when in receipt of stipend are insured for ₹ 1.25 Cr as applicable to officers of the regular Army. Subscription at the rate of ₹ 12,500/- will have to be paid in advance on monthly basis by the Officer Cadets to become members under the AGI Scheme as applicable to Regular Army Officers. For those who are invalidated out by IMB on account of disability and not entitled to any pension will be

provided ₹ 25 lakhs for 100 percent disability. This will be proportionately reduced to ₹ 5 lakhs for 20 percent disability. However, for less than 20 percent disability, an ex-gratia grant of ₹ 50,000/- only will be paid. Disability due to alcoholism, drug addiction and due to diseases of pre-enrolment origin will not qualify for disability benefit and Ex-Gratia Grant. In addition, Officer Cadets withdrawn on disciplinary grounds, expelled as an undesirable or leaving the Academy voluntarily will not be eligible for disability benefits and Ex-Gratia.42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III]

10. The following monetary benefits are available to the Cadets (Direct)/NoKs in the event of invalidment on medical grounds/death of a Cadet (Direct) due to causes attributable to or aggravated by military training:

(a) In Case Of Disablement

(i) Monthly Ex-gratia amount of Rs. 9,000/- per month.

(ii) Ex-gratia disability award @ Rs. 16200/- per month shall be payable in addition for 100% of disability during period of disablement subject to prorata reduction in case the degree of disablement is less than 100%. No disability award shall be payable in cases where the degree of disablement is less than 20%.

(iii) Constant Attendant Allowance (CAA) @ Rs 6750/- per month for 100% disabled on the recommendation of Invaliding Medical Board (IMB).

(b) IN CASE OF DEATH

(i) Ex-gratia amount of Rs. 12.5 lakhs to the NoK.

(ii) Ex-gratia amount of Rs. 9000/- per month to the NoK.

(c) The Ex-gratia awards to Cadets (Direct) / NoK, shall be sanctioned purely on ex-gratia basis and the same shall not be treated as pension for any purpose. However, dearness relief at applicable rates shall be granted on monthly ex-gratia as well as ex-gratia disability award. 11. Terms and Conditions of Service

(B) FOR CANDIDATES JOINING THE INDIAN NAVAL ACADEMY, EZHIMALA, KERALA

(i) Candidates selected for training at the Indian Naval Academy will be appointed as Cadets under the Graduate Cadet Special Entry Scheme (GSES) Course. The Selection of the cadets is based on the candidate qualifying in the[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 43 Combined Defence Service Examination (CDSE), followed by SSB interview and Medical Examination. Meritorious candidates who are medically fit are appointed to the 26 vacancies of Executive Branch (General Service/ Hydro) (including 06 for Naval NCC ‘C’ certificate holding candidates under the NCC Special Entry Scheme).

(ii) Selection of Cadets from the National Cadet Corps. The eligibility, age-limits, educational qualifications for candidates applying under the NCC Special Entry Scheme are the same as the GSES candidates except for the

following:- a) An NCC Cadet must have served for not less than three academic years in the Senior Division, Naval Wing of the National Cadet Corps, and must be in possession of Certificate "C" (Naval). Those who have appeared or intend to appear for certificate "C" examination are also eligible to apply but their final selection shall depend on producing the Certificate before the commencement of the course.

b) The NCC Cadet must be in possession of a certificate of good conduct and character from his University or Principal of his College. c) An NCC Cadet shall not be eligible to apply after twelve months of leaving the Senior Division, Naval Wing of the National Cadet Corps.

d) In order to apply, a cadet must submit his application to his Officer Commanding, N.C.C Unit, Naval Wing, who shall forward it through the Circle Commander concerned to the N.C.C. Directorate, Ministry of Defence, New Delhi.

The N.C.C. Directorate will forward the applications to the Chief of the Naval Staff. The applications shall be submitted on the prescribed form. These forms will be available at all N.C.C. Units. e) Candidates who are considered prima facie suitable shall be required to appear before a Service Selection Board for interview and other tests.

f) Candidates to be finally selected should at least secure the minimum qualifying marks at the Services Selection Board. Subject to this condition and to their being declared medically fit, successful candidates shall be placed in the

order of merit based on the total marks secured in the written examination and the Service Selection Board interview.

The final selection shall be made in the order of merit up to the number of vacancies available.

(iii) Candidates, finally selected for training at the Academy will be appointed as cadets in the Executive Branch of the Navy. A sum of Rs. 35,000/- should be brought by them and deposited in the bank account, which they would be opening at the State Bank of India, Ezhimala branch, on arrival. Since it is a large amount, it is advised that they carry a demand draft payable to self. The deposit money would be used to meet the following expenditures:—

(a) Pocket/Personal expenses Rs. 5,000/- @ Rs. 1,000/- per month

(b) Expenses on Laundry, Civilian- Rs. 4,250/- bearer, Cinema, hair cutting and @ Rs. 850/- per month other sundry services

(c) Expenses on stitching/purchase of Rs.20,000/- Academy Blazer, Academy tie, Aca- demy Mufti, Academy Sportswear, Jogging shoes, Jungle boots, Swimming Trunk/suits and Satchels.

(d) Travelling expenses for proceeding Rs. 2,000/- to next duty station/home station on leave on completion of Naval Orientation Course on return Journey at the end of the term.

(e) Insurance: The GSES cadets would have to pay Rs. 2303/-one time non-refundable contribution for an Insurance cover of Rs. 20,00,000/- (Rupees twenty lakh only) for a period of six months. Their disability cover and contribution if relegated would be at par with Non-GSES cadets (NGIF letter No. BA/GIS/215 dated 06 Nov 2018).44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III]

(iv) Training: Selected candidates may be appointed as cadets on reporting at the Indian Naval Academy.

The candidates shall remain under probation till completion of initial training which is as follows:-

(a) Naval Orientation Course at 44 weeks INA, Ezhimala

(b) Officers Sea Training at Training Ship 06 months

(c) Sub-Lieutenant Afloat training 06 months

(d) Sub-Lieutenant (Technical course) 33 weeks

(e) Afloat attachment for award of Full Naval watch-keeping Certificate 06-09 months

(v) Commissioning & Other Benefits: The cadets shall be commissioned in the rank of Sub-Lieutenant after successful completion of approximately 18 months of training. The careers prospects, leave benefits, leave and travel concession, pensionary/retirements benefits and all such perks and privileges provided to officers in the Navy is similar to those being provided by the two services.

(vi) The cost of training including accommodation and allied services, books, uniform, messing and medical treatment of the cadets of the Indian Naval Academy will be borne by the Government. Parents or guardians of cadets will, however, be required to meet their pocket and other private expenses while they are cadets. When a cadet’s parent or guardian has an income less than Rs. 1500 per mensem and is unable to meet wholly or partly the pocket expenses of the cadet, financial assistance upto Rs.140 per mensem may be granted by the Government. A candidate desirous of securing financial assistance may immediately after his selection, submit an application through the District Magistrate of his District, who will with his recommendations, forward the application to the Principal Director of Manpower Planning & Recruitment, Naval Headquarters, New Delhi-110011.

(C) FOR CANDIDATES JOINING THE AIR FORCE ACADEMY

1. There are three modes of entry in F(P) Course viz. CDSE/NCC Special Entry/AFCAT. Candidates who apply for Air Force through more than one source will be tested/interviewed at Air Force Selection Boards as per type of entry.

Common candidate who fail in Computer Pilot Selection System (CPSS) cannot be tested for flying branch in IAF.

2. Detailing for Training—Candidates recommended by the AFSBs and found medically fit by appropriate medical establishment are detailed for training strictly on the basis of merit and availability of vacancies. Separate merit list are prepared for Direct Entry candidates through UPSC and for NCC candidates. The merit list for Direct Entry Flying (Pilot) candidates is based on the combined marks secured by the candidates in the tests conducted by the UPSC and at the Air Force Selection Boards. The merit list for NCC candidates is prepared on the basis of marks secured by them at AFSBs.

3. Training—The approximate duration of training for Flying Branch (Pilots) at the Air Force Academy will be 74 weeks.

Air Force Group Insurance Society would pay Rs. 1,25,00,000 for a monthly contribution of Rs. 8,600/ pm as insurance cover to the next-of-kin of a flight cadet drawn from Civil life and undergoing flying training in an unfortunate eventuality. In case flight cadet undergoing training is medically invalidated boarded out, he will be paid Rs. 62,50,000 as disability insurance cover for 100% disability and this reduces proportionately upto 20%.

Flight Cadets shall receive a fixed stipend of Rs. 56,100/- per month (starting pay in Level 10) for the period of training. "On successful completion of training, the stipend admitted will be converted as pay for all purposes.

However, the period of training shall not be treated as commissioned service." Once flight cadets are granted pay and allowances by government, the insurance cover will remain as above for a monthly contribution of Rs. 8,600/- pm. The Contribution comprises of Risk Element and Saving Element. The Saving Element of Rs. 5,120/- out of Rs. 8,600/- will continue to earn interest and paid as Survival Benefit at the time of Retirement.[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 45

4. Career Prospects :

After successful completion of training, the candidates pass out in the rank of Flying Officer and will be entitled to the pay and allowances of the rank. Time scale promotions to the rank of Flight Lieutenant, Squadron Leader, Wing Commander and Group Captain are granted on completion of 2 years, 6 years, 13 years and 26 years of successful service respectively. Grant of Group Captain (select) and higher ranks is only by selections. Promising officers have a fair chance of getting higher promotions to air ranks—Air Commodore, Air Vice Marshal and Air Marshal.

5. Leave and Leave Travel Concession:

Annual Leave—60 days a year.

Casual Leave—20 days a year.

Officers are authorised encashment of Annual Leave upto 10 days alongwith LTC to the extent of a total 60 days in a career span to cover incidental expenses on travel.

Officers when proceeding on annual/casual leave, irrespective of its duration, is entitled for free conveyance from place of duty (unit) to home town and back once in the second year of his service for the first time and thereafter every alternate year to any place in India in lieu of home town or selected place of residence without any distance restriction.

In addition, officers of Flying branch employed on regular Flying Duties in vacancies in authorised establishment are allowed, while proceeding on leave once every year on warrant a free rail journey in the appropriate class upto a total distance of 1600 kms. for the forward and return journeys both inclusive.

Officers when travelling on leave at their own expenses are entitled to travel by entitled class or lower class on payment of 60 per cent of the fare for self, wife and children from unit to any place within India on 6 one-way journey Form ‘D’ in a calendar year. Two of these Form ‘D’ may be availed of for the entire family. In addition to wife and children, family includes parents, sisters and minor brothers residing with and wholly dependent upon the officers.

6. Other Privileges:

The officers and their families are entitled to free medical aid, accommodation on concessional rent, group insurance scheme, group housing scheme, family assistance scheme, canteen facilities etc.

(D) FOR CANDIDATES JOINING THE OFFICERS TRAINING ACADEMY, CHENNAI

1. Before the candidate join the Officers Training Academy Chennai.

(a) He/she will be required to sign a certificate to the effect that he/she fully understands that he/she or his/her legal heirs shall not be entitled to claim any compensation or other relief from the Government in respect of any injury which he/she may sustain in the course of or as a result of the training or where bodily infirmity or death results in the course of or as a result of a surgical operation performed upon or anaesthesia administered to him/her for the treatment of any injury received as aforesaid or otherwise.

(b) His/her parent or guardian will be required to sign a bond to the effect that if for any reason considered within his/her control, the candidate wishes to withdraw before the completion of the course or fails to accept a commission if offered or marries while under training at the Officers’ Training Academy, he/she will be liable to refund the whole or such portion of the cost of tuition, food, clothing and pay & allowances, received as may be decided upon by Government.

2. Candidates finally selected will undergo a course of training at the Officers’ Training Academy, for an approximate period of 49 weeks. Candidates will be enrolled as Officer Cadets. Officer Cadets will be dealt with the ordinary disciplinary purposes under the rules and regulations of the Officers’ Training Academy.

3. While the cost of training including accommodations, books, uniforms, boarding and medical treatment will be borne by the government, candidates will be expected to meet their pocket expenses themselves.46 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III]

4. Initial Deposit. Candidates on arrival will deposit a bank draft for sum of Rs 28,000/- drawn in favour of the Commandant, OTA Chennai and payable at Chennai for the following purposes:-

(a) Army Group Insurance Fund Premium Rs. 20,000/- (@Rs 10,000 pm for first two months)

(b) Initial pocket expenses incl cost of initial ordnance items Rs. 8,000/- Total Rs. 28,000/-

5. No candidate will normally be permitted to resign whilst under training. However, Officer Cadets resigning after the commencement of training may be allowed to proceed home pending acceptance of their resignation by HQ ARTRAC. Cost of training, messing and allied services will be recovered from them before their departure. They and their parents/guardians will be required to execute a bond to this effect before the candidates are allowed to join Officers’ Training Academy.

6. On joining OTA, cadets will be allowed to apply and proceed for civil central job interview/SSB in the first term of the training only. However, no cost of training including messing charges will be recovered from these Officer Cadets, who may resign from the Officers Training Academy, Chennai to undergo pre-commission training at the Indian Military Academy, Dehradun or corresponding cadet training establishment in Navy and Air Force, if so selected.

7. An Officer Cadet who is not considered suitable to complete the full course of training may, with permission of Government, be discharged after paying cost of training laid down by the Government of India. An Army candidate under these circumstances will be reverted to his Regiment or Corps.

NOTE. Candidates reporting to Indian Military Academy (IMA) and Officer Training Academy (OTA)

are required to meet the following Physical Standards:- Ser Activity Minimum Physical Standards on Arrival No Officer Cadet (Men) Officer Cadet (Women)

8. Training :

Selected candidates will be enrolled as Officer Cadets and will undergo a course of training at the Officers’ Academy for an approximate period of 49 Weeks. On successful completion of training Officer Cadets are granted Short Service Commission in the rank of Lt. from the date of successful completion of training. University of Madras will award "Post Graduate Diploma in Defence Management and Strategic Studies" to all cadets who successfully complete Pre-commissioning training at Officers Training Academy, Chennai. Candidates withdrawn from Officers' Training Academy on disciplinary grounds are not eligible to apply.

9. Terms and conditions of Services:

(a) Period of probation:

An officer will be on probation for a period of 6 months from the date he/she receives his/her commission. If he/she is reported on within the probationary period as unsuitable to retain his/her commission, he/she may be terminated any time whether before or after the expiry of the probationary period.

(b) Liability of Service:

Personnel granted Short Service Commission is liable to serve anywhere in India and abroad on selected appointments as decided by IHQ MOD (Army) from time to time.

(c) Tenure of Appointment:

Short Service Commission will be granted to Male and Female in the regular Army for 14 years i.e. for an initial period of 10 years extendable by a further period of 04 years. Male and Female officers who are willing to continue to serve in the Army after the expiry of period of ten years Short Service Commission may, if eligible and suitable in all[भाग I—खण् ड III] भारत का रािपत्र : असाधारण 47 respects, be considered for the grant of Permanent Commission in the 10th year of their Short Service Commission in accordance with the relevant policies as issued from time to time.

Those SSC officers (Male and Female) who are not selected for grant of PC but are otherwise considered fit and suitable, will be given options to continue as SSCOs for a total period of 14 years (including the initial tenure of 10 years) on expiry of which they will be released from the Army.

(d) Special Provision for Release for SSC on completion of 5th Year of Service:

SSC (Non-Tech) Male & Female Officers, other than those who have undergone or are undergoing Degree Engineering Course or any other specialized course of such nature, who are desirous of leaving the service after completion of five years service, may, during the fifth year of service, apply to the Army HQs, for release. Army HQ will consider the applications of such officers on merits and the decision of the Army HQ will be final and irrevocable. On approval such officers will be released from service on completion of 5th year of service. Those SSC (Non-Tech) Male & Female Officers who have undergone or are undergoing Degree Engineering Course or any other specialised course of such nature, will not be released before expiry of full tenure of 14 years unless the cost of training of such specialized course as prescribed is recovered from them. The Combat Aviation Course which is mandatory for Aviators is specialized course for Short Service Commissioned Officers. They will be required to execute a bond to this effect on being nominated for undertaking Degree Engineering Course/Special Course of such nature.

(e) Special Provisions during Extended Tenure:

During extended tenure, they will be permitted to seek release from the Army on the following grounds:—

(i) Taking up civil Job.

(ii) Pursuing higher education.

(iii) Starting own business/joining family business.

(f) Substantive Promotion :

SSCOs male and female granted Short Service Commission under these rules will be eligible for substantive

promotion as under:—

(i) To the rank on completion of 2 years of Capt. reckonable commissioned service.

(ii) To the rank of on completion of 6 years Major reckonable commissioned service.

(iii) To the rank of on completion of 13 years Lt. Col. reckonable commissioned service.

(g) Mandatory Conditions:

Mandatory conditions for grant of above substantive ranks laid down for Permanent Commissioned officers as well as the eligibility, time limit and penalties for promotions exam Part B and D as applicable to permanent commission officers also be similarly applicable to SSCOs male and female.

(h) Adjustment of Seniority:

To make adjustment for shorter training of SSC male and female vis-a vis PC officers, the seniority of SSC male and female officers will be depressed by the period corresponding to the difference in training period between the SSC course under consideration and the training period of its equivalent PC Course. This adjustment of seniority will be carried out at the time of grant of first substantive rank of captain. The revised seniority will have no effect on the pay and allowances granted in the rank of Capt., Major and Lt.Col.

(i) Reckonable Commissioned Service:

Subject to provision of Para 9 (h) above, reckonable commissioned service for the purpose of these orders will count from the date of grant of Short Service Commission to an officer. The period of service forfeited by sentence of Court Martial or any summary award under the Army Act and the period of absence without leave will not be reckonable. The period during which furlough rates of pay are drawn and the period of captivity at POWs rates of pay will be reckonable. The period of service for promotion lost by an officer in consequence of his/her having been granted leave without pay will also be reckonable. Such an officer will, however, become entitled to the pay and allowances of the higher substantive rank granted by the inclusion of this period only from the date on which he/she48 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.III] would have qualified by service if this period had not been so reckoned and not with effect from the date of grant of substantive rank.

(j) Leave: Leave will be admissible in accordance with the Leave Rules for the Service Vol. 1-Army as amended from time to time.

For leave, officers will be governed by rules applicable to Short Service Commission officers as given in Chapter IV of the Leave Rules for the Service Vol.I-Army. They will also be entitled to leave on passing out of the Officers Training Academy and before assumption of duties under the provision of the Rule 69 ibid.

SSC Women Officers will also be eligible for following kinds of Leave: • Maternity Leave: Women Officers of the Army – Rule 56 of Chapter-IV of Leave Rule for the Services Vol.I-Army, Fourth Edition. • Child Care Leave: Women Officers of the Army – Rule 56A of Chapter-IV of Leave Rules for the Services Vol.I-Army, Fourth Edition as amended vide GOI MoD letter No.B/33922/AG/PS-2(b)/3080/D(AG-II) dated 19 Nov

2018. • Child Adoption Leave: Women Officers of the Army – Rule 56B of Chapter-IV of Leave Rules for the Services Vol.I-Army, Fourth Edition.

(k) Termination of Commission

The Commission of an officer may be terminated at any time by the Government of India for the following reasons:-

(i) For misconduct or if services are found to be unsatisfactory: or

(ii) on account of medical unfitness; or

(iii) if his/her services are no longer required or

(iv) if he/she fails to qualify in any prescribed test or course.

An officer may on giving 3 months notice be permitted to resign his/her commission on compassionate grounds of which the Government of India will be the sole judge. An officer who is permitted to resign his/her commission on compassionate grounds will not be eligible for terminal gratuity.

(l) Terminal Gratuity:

SSCO recruited from civil side are entitled to terminal gratuity @ 1/2 months emoluments for each completed six monthly period of service.

(m) Reserve Liability:

On being released on the expiry of contractual length of service of Short Service Commission or extension thereof (as the case may be) they will carry a reserve liability for a period of five years plus two years on voluntary basis or upto the age of 40 years in case of Male Officers and 37 years in case of Women Officers which is earlier.

(n) Miscellaneous:
