L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.-xअGI.D-E0x4x0x 42022-234818 CG-DL-E-04042022-234818 असाधारण EXTRAORDINARY भाग II—खण्ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 242] नई ददल्ली, सोमवार, अप्रलै 4, 2022/चत्रै 14, 1944 No. 242] NEW DELHI, MONDAY, APRIL 4, 2022/CHAITRA 14, 1944 वस्त्र मत्रं ालय (केन्द्रीय रेिम बोड)ड अजधसचू ना नई ददल्ली, 15 माचड, 2022 सा.का.जन. 254(अ.).—केन्द्रीय सरकार, केन्द्रीय रेिम बोडड अजधजनयम, 1948 (1948 का 61) की धारा 13 द्वारा प्रदत्त िजियों का प्रयोग करते हुए, और केन्द्रीय रेिम बोडड (प्रिासजनक, लेखा और साधारण काडर पद), भती जनयम, 2015 को, जहााँ तक उनका संबंध संयुि जनदिे क (प्रिासन), संयुि जनदिे क (जवत्त), उपजनदिे क (प्रिासन और लेखा), उपजनदिे क (जवत्त), उपजनदिे क (प्रचार), उपजनदिे क (राजभाषा), पुस्ट्तकालय और सूचना अजधकारी, उपजनदिे क (सांजययकी), सहायक जनदिे क (प्रिासन और लेखा), सहायक जनदिे क (प्रचार), सहायक जनदिे क (राजभाषा), तथा सहायक जनदेिक (सांजययकी), के पदों से ह,ै उन बातों के जसवाय अजधक्ांत करते हुए, जजन्द्हें ऐसे अजधक्मण से पहले दकया गया ह ै या करने का लोप दकया गया है, वस्त्र मंत्रालय, केन्द्रीय रेिम बोडड में संयुि जनदिे क (प्रिासन), संयुि जनदिे क (जवत्त), उपजनदिे क (प्रिासन और लेखा), उपजनदिे क (जवत्त), उपजनदिे क (प्रचार), उपजनदिे क (राजभाषा), पुस्ट्तकालय और सूचना अजधकारी, उपजनदिे क (सांजययकी), सहायक जनदिे क (प्रिासन और लेखा), सहायक जनदिे क (प्रचार), सहायक जनदिे क (राजभाषा), तथा सहायक जनदिे क (सांजययकी) के पदों की भती पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथाडत् :- 1. सजंिप्त नाम और प्रारंभ- (1) इन जनयमों का संजिप्त नाम केन्द्रीय रेिम बोडड (प्रिासजनक, लेखा और साधारण काडर पद), समूह ‘क’ पद भती जनयम, 2021 ह ै। (2) ये राजपत्र में इनके प्रकािन की तारीख को प्रवृत्त होंगे । 2. लाग ूहोना- ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (1) में जवजनर्ददष्ट प पदों को लागू होंगे । 2349 GI/2022 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. पदों की सयं या, वगीकरण और वते न मट्रैरक्स म ें स्ट्तर - उि पदों की संयया, उनका वगीकरण, वेतन मैट्ररक्स में स्ट्तर वे होंगे, जो इससे उपाबद्घ उि अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवजनर्ददष्ट प ह ैं। 4. भती पद्धजत, आय-ु सीमा, अहतड ाए,ाँ आदद-उि पद पर भती की पद्धजत, आयु-सीमा, अहतड ाएाँ और उनसे संबंजधत अन्द्य बाते वे होंगी, जो उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्ददष्ट प ह ैं। 5. जनरहतड ा- वह व्यजि- (क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजवत है, जववाह दकया है या जववाह की संजवदा की है, या (ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुए, दकसी व्यजि से जववाह दकया ह ै या जववाह संजवदा की ह ै; 3. केन्द्रीय रेिम बोडड से एक जनदिे क-सदस्ट्य । व्यजियों के संबंध में भी जवचार दकया (II) प्रजतजनयजु ि के जाएगा, परंतु यह तब जबदक उनके जलए चयन सजमजत द्वारा की गई ऐसी अहकड या पात्रता के गठन में :- सेवा, अपेजित अहकड या पात्रता सवे ा के 1 सदस्ट्य सजचव, आधे से अजधक से या दो वषड से, इनमें से केन्द्रीय रेिम बोडड- जो भी कम हो, कम न हो और उन्द्होंने अध्यि; अपने ऐसे कजनष्ठ व्यजियों सजहत, 2. जनदिे क या जजन्द्होंने ऐसी अहकड या पात्रता सेवा उपसजचव,वस्त्र पहले ही पूरी कर ली ह,ै अगली उच्चतर मंत्रालय- सदस्ट्य; श्रेणी में प्रोन्नजत के जलए अपनी 3. केन्द्रीय रेिम पट्ररवीिा की अवजध सफलतापूवकड पूरी कर ली हो। बोडड के प्रिासन से एक ज्येष्ठ अजधकारी- सदस्ट्य । प्रजतजनयुजि : केन्द्रीय सरकार या केन्द्रीय सरकार के अधीन कायडरत कानूनी या स्ट्विासी संगठनों के ऐसे अजधकारी ; की गई ऐसी अहकड या 2. जनदिे क या पात्रता सेवा, अपेजित अहकड उपसजचव,वस्त्र मंत्रालय- या पात्रता सेवा के आधे स े सदस्ट्य; अजधक से या दो वषड से, 3. केन्द्रीय रेिम बोडड के इनमें से जो भी कम हो, कम प्रिासन से एक ज्येष्ठ न हो और उन्द्होंने अपने ऐसे अजधकारी-सदस्ट्य । कजनष्ठ व्यजियों सजहत, जजन्द्होंने ऐसी अहकड या पात्रता सेवा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररवीिा की अवजध सफलतापूवडक पूरी कर ली ह ै। प्रजतजनयजु ि; या (ii) भारत के कॉस्ट्ट एकाउन्द्टैण्ट संस्ट्थान से अर्हहत कॉस्ट्ट एकाउन्द्टैण्ट; या (iii) भारत के कंपनी सेक्ेटरी संस्ट्थान से अर्हहत कंपनी सेक्ेटरी ; या (iv) जबजनेस एडजमजनस्ट्रेिन में मास्ट्टर जडग्री ; ऐसी अहकड या पात्रता 2. जनदिे क या सेवा, अपेजित अहकड या उपसजचव,वस्त्र मंत्रालय- पात्रता सेवा के आधे से सदस्ट्य; अजधक से या दो वषड से, 3. केन्द्रीय रेिम बोडड के इनमें से जो भी कम हो, प्रिासन से एक ज्येष्ठ कम न हो और उन्द्होंने अजधकारी-सदस्ट्य । अपने ऐसे कजनष्ठ व्यजियों सजहत, जजन्द्होंने ऐसी अहकड या पात्रता सेवा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपनी पट्ररवीिा की अवजध[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 7 सफलतापूवडक पूरी कर ली ह ै। प्रजतजनयजु ि; Short title and commencement.- (1) These rules may be called the Central Silk Board (Administrative, Accounts and General Cadre Posts), Group ‘A’ Posts, Recruitment Rules, 2021. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.–These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.–The number of the said posts, their classifications and level in the pay matrix attached hereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.–No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission and relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
