NOTIFICATION In pursuance of recommendations of the Pay Revision Committee for introduction of uniform designations in Major Port Trusts for posts carrying same pay of scales were considered and communicated by the Ministry of Shipping in its letter No. A-29018/02/2018-PE.I (Part), dated 24.01.2020 and in exercise of the powers conferred by Regulation 5 of Chennai Port Trust Employees’ (Recruitment, Seniority and Promotion) Regulations, 2008, the Chennai Port Trust Board vide its Resolution No.142, dated 19.03.2020 has approved to adopt of new designations and to amend the Recruitment Rules for the following Class- II posts of General Administration / HR Department, Traffi c Department, Engineering Departments (Civil, Mechanical & Electrical Engineering etc.), Finance Department, Medical Department and Marine Department in the schedule-II annexed to the Chennai Port Trust Employees’ (Recruitment, Seniority and Promotion) 2008. In exercise of the powers conferred by Sub-Section (1)(a) of 132 of the Major Port Trusts Act, 1963 (38 of 1963), the amendment made to the existing Recruitment Rules in respect of Class-II posts of all the departments of the Trust is cause for publication. General Administration Department: (i) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Assistant Secretary Gr. II (Class-II) [Sl.No 1] in General Admn Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Offi ce Supdt. with 2 years regular service in the Grade failing which Offi ce Supdt with 1 year regular service in the grade and a combined Regular Service of 5 years as Offi ce Superintendent / Asst. Superintendent in the General Administration Dept., failing which by deputation failing both by Direct Recruitment. In case of Deputation / Absorption will be from the employees holding analogous posts or post of Offi ce Superintendent with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” (ii) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Assistant Welfare Offi cer Gr. Finance Department: (i) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Accounts Offi cer Gr. Mechanical and Electrical Engg. Department: (i) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of “Assistant Engineer (Mechanical) (Class-II) [Sl.No 1], in Mechanical and Electrical Engineering Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Junior Engineer Gr.I (Mechanical) with 2 years regular service in the grade, failing which from Junior Engineer Gr. I (Mechanical) with one year regular service in the grade and a combined regular service of 5 years in Junior Engineer Gr. I and Junior Engineer (Mechanical) posts failing which by deputation, failing both by direct recruitment. In case of deputation / absorption will be from the employees holding analogous posts or post of Junior Engineer Gr. I with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies”. (ii) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of “Assistant Engineer (Electrical) [Sl No.2] in Mechanical and Electrical Engineering Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Junior Engineer Gr.I (Electrical) with 2 years regular service in the grade, failing which from Junior Engineer Gr. I (Electrical) with one year regular service in the grade and a combined regular service of 5 years in Junior Engineer Gr. I with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” (iii) In the said Schedule-II, under said Regulations, the Recruitment Rules for the posts of “Assistant Engineer (Electronics & Communication) [Sl No.3] in Mechanical and Electrical Engineering Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Junior Engineer Gr.I (Electronics & Communication) with 2 years regular service in the grade, failing which from Junior Engineer Gr. I (Electronics & Communication) with one year regular service in the grade and a combined regular service of 5 years in Junior Engineer Gr. II (Class-II) [Sl.No 4] in Mechanical & Electrical Engineering Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Offi ce Supdt. with 2 years regular service in the Grade failing which Offi ce Supdt. With 1 year regular service in the grade and a combined Regular Service of 5 years as offi ce Superintendent / Asst. Superintendent in the Mechanical & Electrical Engg Dept., failing which by deputation failing both by Direct Recruitment. In case of deputation / absorption will be from the employees holding analogous posts or post of Offi ce Superintendent with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” (v) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Assistant Materials Manager Gr. II (Class-II) [Sl.No 1] in Materials Management Division under Mechanical & Electrical Engineering Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Senior Store Keeper Gr. I with 2 years regular service in the Grade failing which Senior Store Keeper Gr. I with 1 year regular service in the grade and a combined Regular Service of 5 years as Senior Store Keeper Gr. I / Senior Store Keeper Gr. II and must have undergone training in Materials Management Division under Mechanical & Electrical Engg Dept failing which by deputation failing both by Direct Recruitment. I with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” (vi) The Recruitment Rules for the post of ‘Painter Gr. II’ [Sl No.66] in Mechanical & Electrical Engg. Department, the fi gure “5” appearing in column 12, shall be substituted by the fi gure “8”. (vii) The Recruitment Rules for the post of Welder Gr.III [Sl.No.79], in Mechanical & Electrical Engg. Department, in column 10, the fi gure ‘1’ shall be inserted. (viii) The Recruitment Rules for the post of ‘Electrician Highly Skilled Gr. II’ [Sl No. 102] in Mechanical & Electrical Engg. No.103] in Mechanical & Electrical Engg. Department, the fi gure “5” appearing in column 12, shall be substituted by the fi gure “6”. 4. Traffi c Department: (i) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Junior Administrative Offi cer (Class-II) [Sl.No 1] in Traffi c Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Offi ce Supdt. with 2 years regular service in the Grade failing which Offi ce Supdt. With 1 year regular service in the grade and a combined Regular Service of 5 years as Offi ce Superintendent / Asst. Superintendent in the Traffi c Dept., failing which by deputation failing both by Direct Recruitment. In case of deputation / absorption will be from the employees holding analogous posts or post of Offi ce Superintendent with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” 5. Civil Engineering Department: (i) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of “Assistant Engineer (Civil) (Class-II) [Sl.No 1] in Civil Engineering Department, the entries under Column 11 and 12, the following shall be substituted:70 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 2 (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Junior Engineer Gr.I (Civil) with 2 years regular service in the grade, failing which from Junior Engineer Gr. I (Civil) with one year regular service in the grade and a combined regular service of 5 years in Junior Engineer Gr. I and Junior Engineer (Civil) posts failing which by deputation, failing both by direct recruitment. In case of deputation / absorption will be from the employees holding analogous posts or post of Junior Engineer Gr. I with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” (ii) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Junior Administrative Offi cer Gr. II (Class-II) [Sl.No 2] in Civil Engineering Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Offi ce Supdt. With 2 years regular service in the Grade failing which Offi ce Supdt. With 1 year regular service in the grade and a combined Regular Service of 5 years as Offi ce Superintendent / Asst. Superintendent in the Civil Engg Dept., failing which by deputation failing both by Direct Recruitment. In case of deputation / absorption will be from the employees holding analogous posts or post of Offi ce Superintendent with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” 6. Medical Department: (i) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Junior Administrative Offi cer Gr. II (Class-II) [Sl.No 1] in Medical Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Offi ce Supdt. With 2 years regular service in the Grade failing which Offi ce Supdt. With 1 year regular service in the grade and a combined Regular Service of 5 years as Offi ce Superintendent / Asst. Superintendent in the Medical Dept., failing which by deputation failing both by Direct Recruitment. In case of deputation / absorption will be from the employees holding analogous posts or post of Offi ce Superintendent with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” 7. Marine Department: (i) In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Junior Administrative Offi cer Gr. II (Class-II) [Sl.No 1] in Marine Department, the entries under Column 11 and 12, the following shall be substituted: (i) In column 11, for the entries, the following entries shall be substituted, namely:- “By Promotion failing which by absorption / deputation, failing both by direct recruitment” (ii) In column 12, for the entries, the following entries shall be substituted, namely:- “By Promotion from Offi ce Supdt. with 2 years regular service in the Grade failing which Offi ce Supdt. with 1 year regular service in the grade and a combined Regular Service of 5 years as offi ce Superintendent / Asst. Superintendent in the Marine Dept., failing which by deputation failing both by Direct Recruitment. In case of deputation / absorption will be from the employees holding analogous posts or post of Offi ce Superintendent with 2 years Regular Service in the grade in a Major Port Trust or Government / Semi-Government / PSU or Autonomous Bodies.” (ii) In the said Schedule – II, under the said Regulations, the Recruitment Rules for the post of Senior Master [Sl.No.6] in Marine Department, in column 12, the following shall be substituted:Aug. 12, 2020] TAMIL NADU GOVERNMENT GAZETTE 71 “Promotion from Master Gr.II with 2 years regular service in the grade. Possession of I Class Master’s certifi cate under HCR (Harbour Craft Rules).” (iii) In the said Schedule – II under the said Regulations, the Recruitment Rules for the post of Sub-Offi cer [Sl.No 12] in Marine Department, in column 9, for item (a) (b) and (c), the following shall be substituted: “(a) No (b) Should be in possession of wither Diploma in Sub-Offi cer Course issued by NFSC or a pass in Station Fire Offi cer’s Course from Tamil Nadu Fire Service Training School. (c) No” (iv) In the said Schedule –II, under the said Regulations, the Recruitment Rules for the post of Lascar-cum-Skin Diver Gr. I annexed to this notifi cation shall be included next to Sl. No. 39, the Recruitment Rule to the post of Lascar-cum-Skin Diver HS Gr. II under Marine Department. (v) The Recruitment Rule for the post of Head Lascar (DE) appearing at page No.398 under Marine Department shall be deleted. (vi) The Recruitment Rules for the post of Lascar-Cum-Blacksmith Gr.III, [Sl. No. 46] in Marine Department, in Column 8, the word “Scale” may be substituted the word “Trade". (vii) The Recruitment Rules for the post of ‘Carpenter Gr. III’ [Sl No. 50] in Marine Department, in Column 8, the word “Scale” may be substituted the word “Trade".
