No. CVO Notification CD No. 021762853/2016.— In exercise of the powers conferred by section 98, read with sub-section (2) of section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957) and Government of India, Ministry of Home Affairs, Notification Number S.O. 3159 dated the 19th October, 1966, and after consultation with Union Public Service Commission, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following recruitment regulations for regulating the method of recruitment to the posts of Chief Vigilance Officer in Municipal Corporation of Delhi, namely:- 1. Short title and commencement.–(1) These Regulations may be called Chief Vigilance Officer Recruitment Regulations, 2024. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and Level in Pay Matrix.-The number of the said posts, their classification and Level in Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification. - No person, - (a) who has entered into or contracted a second marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a second marriage with any person; shall not be eligible for appointment to the said post : Provided that the Municipal Corporation of Delhi, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation. 5. Power to relax. - Where the Municipal Corporation of is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts. 6. Saving. – Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for candidates of Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Government of India from time to time, in this regard. . Note 1: - The applicant should be also fulfil the following criteria for consideration to the post : (a) The officer should be clear from vigilance angle and having unblemished record of service and integrity beyond doubt. (b) Should not be from Municipal Corporation of Delhi. (c) Should not have worked as CVO in the Municipal Corporation of Delhi. (d) Should not have crossed the age of 55 years as on the last date of inviting the applications. (e) Must have grading not lower than Very Good in PARs in the last five years.
