Mates File No: 7-NT(2y2009-B Date: 26.09.2017 The Directorate has received queries with regard to assessment of certain aspects of eligibility of candidates who have undergone the DGS approved pre-sea maritime training course [i.e. one yeil Diploma in Nautical Science (DNS) leading to 3 years B.Sc (Nautical Science) Degree course; 3 years B.Sc (Nautical Science) Degree course] but do not comply with certain eligibility requirement for the Certificate of Competency Examination as stipulated in MS (STCW) Rules - 2014 and Training, Examination and Assessment Programme [TEAP Part-A], which are enumerated herein below: a) The candidate does not fulfill the requirements of specified percentage in Physics, Chemistry and Mathematics IPCMI in 12ft Standard [10+2] as required under para 2.1(a) of Chapter II Section IVl of the TEAP. b) The candidate has not completed an approved Structured Shipboard Training Programme (SSTP) as specified in para 5.7 of Chapter II Section IIl1 of the TEAP. 2. It is clarified that streams for even such candidates to be eligible for appearing in the Certificate of Competency Examinations exists in the TEAP under Section II|T &,lUl2 li.e. for Officer in charge of a navigational watch (Navigation Watch-keeping Officer-Near Coastal Voyage)]. Their assessment may be carried out as specified in the TEAP. For ease ofreference, it is reiterated hereinunder: 2.1 Applications received from candidates of the DNS stream who have completed an approved SSTP may be assessed as illustrated in the said flow diagram Nos. II/7-1 & III l2-l (copies enclosed). Page I of22.2 The candidates from DNS stream who have not completed an approved SSTP may be assessed after completion of36 months of approved seagoing service as illushated in -l the flow diagram II/7 and lVl2-1 . 3. Informatively, TEAP has provisions for conversion of NWKO (NCV) to Second Mate of a foreign going ship, as illustrated in flow diagram IVIT-I of TEAP Part-A (copy enclosed). 4. Queries have also been received with regard to eligibility of candidates who commenced DGS approved pre-sea B.Sc. (Nautical Science) degree course from a duly recognized University [i.e. recognized by UGC] which is later de-recognized by the UGC. In this context, it is clarified that if the students were admitted to the course of a University having valid recognition of UGC and the University is subsequently de-recognized by the UGC before the completion of the course by the student, such student may not be deprived from giving their Certificate of Competency examinations solely on the basis of the de-recognition of the university by the UGC, if they are otherwise eligible as per TEAP read with Merchant Shipping (STCW) Rules, 2014. 5.
