L.-33004/99 सी.जी.-डी.एल.-अ.-30052023-246155 xxxGIDHxxx CG-DL-E-30052023-246155 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 319] नई दिल्ली, सोमवार, मई 29, 2023/ज्य ष्े ठ 8, 1945 No. 319] NEW DELHI, MONDAY, MAY 29, 2023/JYAISHTHA 8, 1945 कोयला मत्रं ालय अजधसचू ना नई दिल्ली, 29 मई, 2023 सा.का.जन. 393(अ).—कोयला खान (विशेष उपबंध) वनयम, 2014 का और संशोधन करने के वलए कविपय वनयमों का प्रारूप, कोयला खान (विशेष उपबंध) अवधवनयम 2015 (2015 का 11) की धारा 31 की उपधारा (1) के अधीन अपेक्षानुसार, भारि के राजपत्र, असाधारण, भाग II, खंड 3, उप-खडं (i) म ें भारि सरकार के कोयला मंत्रालय की अवधसूचना संखयांक सा.का.वन. 47(अ) तारीख 24 जनिरी, 2023 द्वारा प्रकावशि ककए गए थ,े वजसम ें ऐसे सभी व्यवियों स े वजनके उससे प्रभाविि होने की संभािना थी, उस िारीख स े वजसको उि अवधसूचना को अतं र्विष्ट करन े वाले रािपत्र की प्रजतयां, जनिा को उपलब्ध कराये जाने की िारीख स े िीस किन की अिवध के अिसान स े पहले आक्षेप और सुझाि आमंवत्रि ककए गए थ;े और, उि राजपत्र अवधसूचना की प्रवियां जनिा को 24 जनिरी, 2023 को उपलब्ध करा िी गई थी; और, उि प्रारूप वनयमों के बाबत जनिा स े प्राप्त आक्षेपों और सुझािों पर केंद्रीय सरकार द्वारा विचार ककया गया ह;ै अि:, अब केंद्रीय सरकार कोयला खान (विशेष उपबंध) अवधवनयम, 2015 (2015 का 11) की धारा 31 की उपधारा (1) और उपधारा (2) द्वारा प्रित्त शवियों का प्रयोग करि े हुए, कोयला खान (विशेष उपबंध) वनयम, 2014 का और संशोधन करन े के वलए वनम्नवलवखि वनयम बनािी ह,ै अथााि् :- 3392 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. संवक्षप्त नाम और प्रारंभ- (1) इन वनयमों का संजिप्त नाम कोयला खान (विशेष उपबधं ) (संशोधन) वनयम, 2023 ह।ै (2) य ेराजपत्र म ें उनके प्रकाशन की िारीख स े प्रवृत्त होंगे। 2. कोयला खान (विशेष उपबधं ) वनयम, 2014 में, वनयम 10 के उपवनयम (4) के खडं (ग) के उपखंड (iii) म,ें “बैंक गारंटी के रूप म ेंबोली प्रविभूवि” शब्िों के स्थान पर “बोली प्रविभूवि उपलब्ध कराना” िब्ि रखे जाएंगे। [फा. स.ं सीबीए2-13011/1/2020-सीबीए2] म. नागराजू, अपर सवचि टटप्पण: मलू वनयम भारि के राजपत्र, भाग II, खडं 3, उप-खडं (i) म ें सखं याकं सा.का.वन. 883(अ), तारीख 11 किसंबर, 2014 द्वारा प्रकावशि ककए गए थ े और सखं याकं सा.का.वन. 332(अ) तारीख 29 मई, 2020 द्वारा अंविम बार संशोजधत दकए गए थ।े MINISTRY OF COAL NOTIFICATION New Delhi, the 29th May, 2023 G.S.R. 393(E).—WHEREAS, the draft of certain rules further to amend the Coal Mines (Special Provisions) Rules, 2014 was published, as required under sub-section (1) of section 31 of the Coal Mines (Special Provisions) Act, 2015 (11 of 2015), vide notification of the Government of India in the Ministry of Coal number G.S.R. 47 (E), dated the 24th January, 2023 in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i) inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of the period of thirty days from the date on which copies of the Gazette containing the said notification were made available to public; AND WHEREAS, copies of the said Gazette notification were made available to the public on the 24th January, 2023; AND WHEREAS, objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government; NOW THEREFORE, in exercise of the powers conferred by sub-sections (1) and (2) of section 31 of the Coal Mines (Special Provisions) Act, 2015 (11 of 2015) the Central Government hereby makes the following rules further to amend the Coal Mines (Special Provisions) Rules, 2014 , namely:- 1. Short title and commencement.⸺ (1) These rules may be called the Coal Mines (Special Provisions) (Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Coal Mines (Special Provisions) Rules, 2014, in rule 10, in sub-rule (4), in clause (c), in sub-clause (iii), for the words “bid security in the form of bank guarantee”, the words “provide bid security” shall be substituted.
