Whereas the Directorate has sought confirmation for readiness for using Virtual
Class I Live Video Sessions (VC / LVS) from MTI, Faculty and candidates by
issuing DGS Training Circular 16 of 2020 dated 24 l04 l2O2O priorgranting
permission.
2. Whereas the Directorate had allowed the Maritime Training Institutes (MTI) to
conduct the theory / lecture part of the curriculum for long duration pre-sea and
competency courses through Virtual Class / Live Video Sessions (VC / LVS)
vide DGS Training Circular 19 of 2020 dated 18 / 05 l2O2O.
3. Whereas most of the candidates undertaking the long duration pre-sea and
competency courses are utilizing and benefitting from the Virtual Class I Live
Video Sessions (VC / LVS).
4. Whereas the Directorate has received representations from some candidates that
they are unable to effectively attend the Virtual Class /Live Video Sessions (VC
/ LVS) owing to reasons like power failures, improper signal, poor connectivity,
improper internet, etc.
5. In view of the above, the Directorate has decided the following.

Page 1 of35.1. The MTI shall be responsible to ensure that the candidates who are unable to use
Virtual Class / Live Video Sessions (VC / LVS) are given complete training
once the normal classes are resumed. The candidates who could not attend
Virtual classes will have the option to resume the classes at the Institute as and
when the MTI reopens.
5.2. The MTI shall not commence any new batch of a particular course unless the
remaining training of ongoing (suspended) batch for that particular pre-sea
course is complete in all sense.
5.3. The MTI shall regularly maintain records of candidates who have successfully
completed the course using Virtual Class / Live Video Sessions (VC / LVS) as
required by the relevant Circular.
5.4. The MTI shall maintain records of candidates who have not been able to
effectively attend the Virtual Class / Live Video Sessions (VC / LVS). The MTI
shall submit the list of all such candidates to the Directorate for all the pre-sea
courses conducted by the MTI using Virtr.ral Class / Live Video Sessions (VC /
LVS) latest by 15 106 12020.
5.5. If it comes to the notice of the Directorate that any affected candidate was not
imparted requisite training, serious disciplinary action shall be initiated against
the MTI. The MTI shall also be prevented from any maritime course using
Virtual Class / Live Video Sessions (VC / LVS) in future.
5.6. The "Board of Examination of Seafarers" Trust conducts examinations for the
"Training for General Purpose Ratings" and "Certificate Course for Maritime
Catering" pre-sea courses. The dates of examination for the batch which started
on 0l / 0l / 2020 (Fresher's) and Repeaters shall be communicated to all the
MTIs shortlyby the Directorate. The Directorate shall also communicate the
starting date of the next batch for the subject courses. No MTI shall commence

Directorate.
