No. F. 22/68/SCA(ii)/Vol.V.—Consequent upon acceptance of the recommendations of the Seventh
Central Pay Commission (7th CPC), Washing Allowance was abolished and subsumed in a newly proposed
Dress Allowance and the Department of Expenditure advised for payment of Dress Allowance @ Rs.5000/-
p.a. to class III and IV and Rs.10000/- p.a. to higher level officers of the Supreme Court. However, as notified
vide para 6 of the Resolution dated 21st September, 2017, on direction, the matter was remitted back to
Government for reconsideration and deferred till the decision on Judicial side (I.A.No.19 of 2016 in W.P.(C)
No. 801/1986 pending before Supreme Court).
2. The Ministry of Law & Justice, Department of Justice vide its letter No.L-14011/03/2013-JUS dated
22nd December, 2017 has conveyed the approval of the Government to allow Washing Allowance at the
following rates to the Officers/Officials/Non-clerical staff of Supreme Court of India with effect from
14th December, 2017 and the expenditure involved in this regard shall be met out of the sanctioned budget
grant of the Supreme Court of India:—

3. The Hon'ble Supreme Court by its order dated 22nd January, 2018 has disposed of the I.A.
No.19/2016 in W.P.(C) No.801/1986 titled “Supreme Court Employees Welfare Association v. Union of India
& Ors.” along with W.P.(C) No.1074/2017 and observed that the grievance of the Supreme Court Employees
has been addressed substantially by the Government vide letter dated 22nd December, 2017.

4. In view of the approval of the Government as conveyed vide letter No.L-14011/03/2013-JUS dated
22nd December, 2017 of Department of Justice, Ministry of Law & Justice and in pursuance of decision dated
22nd January, 2018 of Hon'ble Supreme Court, Hon'ble Chief Justice of India has directed that Washing
Allowance at the rate mentioned in the letter dated 22nd December, 2017 and reproduced in para 2 above
shall be paid to the Officers/Officials/Non-clerical staff of Supreme Court with effect from 14th December,
2017 and the expenditure involved in this regard shall be met out of the sanctioned budget grant of the
Supreme Court of India.
