बैठक में की गई संस्ट्तुजत के अनुपालन में, डॉ. रािेन्द्द्र प्रसाद केन्द्द्रीय कृजि जिश्वजिद्यालय के पररजनयमों में कुलपजत की
िजियों एिं कतडव्यों के अंतगडत उप-धारा 3(7) िोड़ने हते ु एक प्रस्ट्ताि माननीया कुलाध्यक्ष (जिजिटर) की सहमजत हते ु
प्रस्ट्तुत दकया गया था। तत्पश्चात माननीया कुलाध्यक्ष (जिजिटर) की सहमजत पत्र संख्या CA-05/27/2025-CAU and
ASRB ददनांक 16.12.2025 के माध्यम से सूजचत दकया गया ह ै िो प्रेजसडेंट सेक्रेटेररयट आई० डी० नोट नं० CIII -
07049/1/2025-CA-III ददनाकं -10.12.2025 पर उपलब्ध ह।ै तदनुसार, डॉ. रािेंद्र प्रसाद केंद्रीय कृजि जिश्वजिद्यालय के
पररजनयमों की धारा 3 अंतगडत उप-धारा 3(7) को जनम्नित समािेजित दकया िाता ह:ै
डॉ.रा.प्र.के.कृ.जि. पररजनयम 2016 के धारा 3 के तहत कुलपजत की िजिया ाँएिं कतडव्य:
ितमड ान सिं ोधन के बाद
(1) कुलपजत, बोड,ड जिद्या पररिद,् जित्त सजमजत, अनुसंधान पररिद ् और यथाित
जिस्ट्तारी जिक्षा पररिद ् का पदेन अध्यक्ष होगा और कुलाजधपजत की
अनुपजस्ट्थजत में उपाजधयां प्रदान करने के जलए आयोजित दीक्षांत
समारोहों की अध्यक्षता करेगा।

(2) कुलपजत, जिश्वजिद्यालयों के दकसी प्राजधकरण के दकसी अजधिेिन म ें
उपजस्ट्थत रहने और उसे संबोजधत करन े का हकदार होगा, दकन्द्तु िह
उसमें मत देन े का तब तक हकदार नहीं होगा िब तक िह ऐसे
प्राजधकरण का सदस्ट्य न हो।
(3) कुलपजत का यह देखने का कतव्यड होगा दक इस अजधजनयम, पररजनयमों,
अध्यादेिों और जिजनयमों का सम्यक् रूप स े पालन दकया िाता ह ै और
उसे ऐसा पालन सुजनजश्चत करने के जलए आिश्यक सभी िजियां प्राप्त
होंगी।
(4) कुलपजत जिश्वजिद्यालय के कायडकलापों पर जनयंत्रण करेगा और िह
जिश्वजिद्यालय के सभी प्राजधकाररयों के जिजनश्चयों को प्रभािी करेगा।
(5) कुलपजत को जिश्वजिद्यालयों में समुजचत अनुिासन बनाए रखने के जलए
आिश्यक सभी िजियां होंगी और िह ऐसी दकसी भी िजि का, दकसी
ऐसे व्यजि या व्यजियों को, जिन्द्ह ें िह ठीक समझे, प्रत्यायोिन कर
सकेगा।
(6) कुलपजत को बोडड, जिद्या पररिद,् अनुसंधान पररिद,् जिस्ट्तारी जिक्षा
पररिद ् और जित्त सजमजत के अजधिेिन बलु ाने या बलु िान े की िजि
होगी।
(7) कुलपजत को जिश्वजिद्यालय के समग्र जहत
म,ें जिश्वजिद्यालय के अजधकार क्षेत्र के
अंतगतड , सभी प्रकार के कार्मडकों
(कमडचाररयों / अजधकाररयों) का एक
स्ट्थान से दसू रे स्ट्थान पर स्ट्थानांतरण
करने की िजि होगी
डॉ. रािेन्द्द्र प्रसाद केन्द्द्रीय कृजि जिश्वजिद्यालय के सेक्िन 27(3) और 27(4) के तहत एक्ट के प्रािधानों को ध्यान
में रखते हुए कानून में संिोधन दकया गया ह।ै यह संिोधन इस अजधसूचना के िारी होने की तारीख से लागू होगा।
डॉ.रा.प्र.के.कृ.जि. एक्ट के सेक्िन 46 (1) के आिश्यकता अनुसार, इसका आजधकाररक रािपत्र म ें प्रकािन होगा तदनुसार
डॉ.रा.प्र.के.कृ.जि. के पररजनयमों, 2016 (DRPCAU, Statutes 2016) की धारा 3 के अतं गडत उप-धारा 3(7) िाजमल
कर संिोजधत माना िाएगा।

F. No. 426/RPCAU/(VC), Pusa—Consequent upon the resolution passed by the Board of Management in its
24th meeting held on 27.09.2025, followed by submission of the proposal for the "Assent" of the Hon'ble Visitor to
insert a clause under powers and duties of the Vice-Chancellor as clause 3(7) in the RPCAU Statutes, the assent of the
Hon'ble Visitor as communicated vide letter No. CA-05/27/2025-CAU and ASRB dated 16.12.2025 is available in
President’s Secretariate I.D. Note No. CIII-07049/1/2025-CA-III dated 10.12.2025 and accordingly the necessary

Powers and Duties of the Vice-Chancellor under Section 3 of RPCAU Statutes 2016:
Existing After amendment
(1) The Vice-Chancellor shall be ex-officio Chairman of the Board, the Remains the same
Academic Council, the Finance Committee, the Research Council
and the Extension Education Council and shall, in the absence of
the Chancellor, preside over the Convocations held for conferring
degrees.
(2) The Vice-Chancellor shall be entitled to be present at, and address,
any meeting of any authority of the University, but shall not be
entitled to vote thereat unless he is a member of such authority.
(3) It shall be the duty of the Vice-Chancellor to see that this Act, the
Statutes, the Ordinances and the Regulations are duly observed, and
he shall have all the powers necessary to ensure such observance.
(4) The Vice-Chancellor shall exercise control over the affairs of the
University and shall give effect to the decisions of all the authorities
of the University.
(5) The Vice-Chancellor shall have all the powers necessary for the
proper maintenance of discipline in the University and he may
delegate any such powers to such person or persons as he may deem
fit.
(6) The Vice-Chancellor shall have the power to convene or cause to be
convened the meetings of the Board, the Academic Council, the
Research Council, the Extension Education Council and the Finance
Committee
(7) The Vice-Chancellor shall have the
power to transfer of all kinds of employee
from one place to another within the
jurisdiction of the University, in the
overall interest of the University.
The amendment in the Statutes has been given effect in light of provision of the Act under clause 27(3) and
27 (4) of Dr. Rajendra Prasad Central Agricultural University. This amendment shall take effect from the date of issue
of this notification. As per requirement of the Act Under Section 46(1), the same shall be published in the official
gazette and consequently the clause 3(7) is inserted in the DRPCAU Statutes 2016 under section 3 shall be considered
as amended.
