All such proposals shall be prepared by the respective departments and be forwarded to the Registrar for considerations and approval from the Competent Authorities and vetting by the Learned Counsel/Advocate. Concerned co-operation/collaboration shall highlight the procedures and details that shall be followed. However, for collaboration with Universities/Institutions/Industry/Association at Global level, the approval of the Academic Council and Board of Management shall be obtained. All Research and Experimental Stations, KVKs and Training Centers or other Institutions relating to Agriculture and Allied Sciences shall be administrative sub-units of the respective College/Institutions/Faculty under its full management and control. 6. Now, therefore, in exercise of the powers conferred under sub-section (i) 28(1) of the Dr. Rajendra Prasad Central Agricultural University Act, 2016 of (32 of 2016) and with the previous approval of the Central Government, as aforesaid, I, the Vice-Chancellor of the Dr.Rajendra Prasad Central Agricultural University, Pusa do hereby make the first Ordinance and notify the special arrangements, if any, which may be made for the residence, discipline and teaching of women students of the Dr. Rajendra Prasad Central Agricultural University, Pusa as follows : 1. The University may make special arrangement for women for their studies in particular or special courses on the recommendations of the Faculty Council/ Academic Council with the approval of the Board of Management. 2. The University shall have separate hostel for women students which shall be maintained by the University for their boarding and lodging. 3. Such hostels shall have women warden and Hostel Superintendent, as far as practicable from among the women teachers of the University and shall be selected on rotation and in accordance with rules framed. 4. The disciplinary rules adopted by the University shall be the same for women students as for men students. 5. Very restricted entry in the Women Hostels and permission to meet the relatives etc. shall be granted on the basis of the merit of the request as per rules and on taking orders of Hostel Superintendent/ Warden. 6. The University shall allow both women and men students for admission into various courses/ programme of the University including College of Community Science. 7. Others conditions shall be prescribed in the Academic Regulations of the University. (b) The concerned employees (teaching, ministerial and Technical), have any grievance(s) with the University he/she will file a representation with all supporting documents to the Grievance Officer of the University. (c) The Grievances Officer shall forward the representation to the concerned Head of the Institutions/Sections with a request to examine and settle the issue if it is under rules and submit a report with full justification to the Grievance Officer. (d) A Grievance Committee shall be constituted by the Vice-Chancellor consisting of the following: (i) One of the Deans/Directors to be nominated by the Vice-Chancellor for a period of two years-as -Chairman. (ii) Registrar-Member (iii) Comptroller-Member (iv) Deputy Registrar(Estt.)- Member (v) Grievances Officer-Member-Secretary (vi) The Chairman of the Committee may co-opt the head of the institution from where the matter pertains. (e) All those matters which could not be settled at the level of Grievances Officer shall be placed before the Committee. (f) The concerned employees will also be given the chance to be heard in person if so required. (g) The meeting of the Grievances Committee shall be held once in a month. (h) The report of the Committee shall be placed before the Vice-Chancellor. (i) For grievances related to OBC/SC/ST/Women employees, it will be dealt by respective cells. Now, therefore, in exercise of the powers conferred by sub-section (p) of Section 28(1) of the Dr. Rajendra Prasad Central Agricultural University Act, 2016 (32 of 2016) and with the previous approval of the Central Government, as aforesaid, I, the Vice-Chancellor of the Dr. Rajendra Prasad Central Agricultural University, Pusa do hereby make the first Ordinance and notify setting up of a mechanism for redressal of grievances of employees in the Dr. Rajendra Prasad Central Agricultural University, Pusa as above.
