The Office of the Controller of Communication Accounts (CCA), Maharashtra & Goa, conducted its
Quarterly Telecom Outreach Programme at Sanchar Bhavan, Panaji, Goa, on 10th December 2025. The
programme was conducted under the chairmanship of Dr. Satish Chandra Jha, CCA Maharashtra & Goa.
In his address at the programme, Dr. Jha highlighted the critical role of local ISP operators in boosting the
Digital India mission and democratising internet access across rural and semi-urban areas, urging licensees
to comply with regulatory obligations.
Shri. Rajeev Kumar, DDG (SC), State Coordination Goa, addressed technical related queries raised by the
participants.
The programme included a brief presentation given by Shr. Rajesh M K, Sr. Accounts Officer, on basic
conditions and terms of licence agreement, SARAS functionalities and bank guarantees.The Telecom Outreach Programme featured a session engaging 52 licensees from Goa and nearby
Secondary Switching Areas (SSAs). The programme covered timely payment of license fees, submission
of quarterly and annual audited financial documents, renewal of bank guarantees, functionalities of the
Revenue Management Software (SARAS) and Hands on training on SARAS. All the queries raised by the
licensees were answered and settled on spot.
On behalf of all ISPs licensees, Shri.Mervyn Britto, President, All Goa Internet Service Provider
Association, expressed sincere gratitude to CCA Maharashtra and Goa for providing full support and
dedicated guidanceto speedily settle the grievances.
