Whereas. the Directorate Gerreral o1' Shipping issued DGS Creu, Circular No. 0i ol 2019
dated 12.06.2019. regarding new procedure fbr uploading seafarers engagement and discharge data
[Article o1'Agreement 1 FORM-l]. The said neu plocedure fbr subnrission ol seafarer's data in
respect ol'their engagenrent and discharge has been implenrented and the sanre is functional fiom

Hence. the date of Sign-on uploaded by the RPSL is sacrosanct and is updated afier due
verification. This is ar.r onerous responsibility givcn to thc ITPSL / Shipping Companies, and
ordinarily tl.rcre shall not be any- error as the dates are being fed in t[.rc systen'r "post-1acto". i.e., 15
to 30 days after happcning ofthe event.
5. Whereas. the timelines given in para l. enables the tracking of the particulars of the seafarers
concerned also. Hence. the same attains significance. as a safbguard against fiaudulent inftrrmation
and fbrged documentation and its submission.

Whereas, the Section 5(b) of Merchant Shipping (Recruitment and Placement of Seafarers)
Rules 2016 states that the Recruitment and Placement Services shall ensure that its management
and stalf are adequately trained and have relevant klowledge of the maritime industry to the e\tent
of the duties assigned to them in this context.
7. Whcreas. aftcr clue cxanination of these representations dull' reccivcd fion-r the RPSL /
Shipping Conrpanics. thc colrpetent authorit), has decided that hencejbrtl, no incorrect entries
slrall be deleted / modiJied fiom the online profile of the seaf'arer without proper investigation. It is
the responsibility ol the RPSI- to update the seafarer's profile u'ith accurate records within the
stipulated time tiame. If the company t-ails to update the correct record. the penalty fbr updating the
correct date. afier due verification. is henceforth enhanced to Rs. 1,0001.

Whereas. il'the active RPS / Shipping Companies lail to update Sign-on date / Sign-off date
within the prescribed time period, they shall submit all the requisite documents, all pages duly
signed b1, the autholized sigr.ratory ol the RPS / Shipping Companies, to the jurisdictional
DSEO/SM aurd also on the lbllowing email address: crews-dgsla..lnic.in along with:
a. Company's Request lctter for updation of pending Sigr.r-on date / Sign-off date (also
mentioned vessel name with Sign-on / Sign-off date) detailing the, extraordinary
circumskmces with cogenl reoson and action taken to ensure such event do not occur in
future.
b. Clopy of CDC with lront page and Sign-on / Sign-ofT date endorsed by the Master of the
Vessel.
c. Copy of passport with front page and immigration stamps (lndia Departure / Foreign
Arrival & Foreign - Deparlure / India - Arrival) or copy of manilest wherein the seal'arer
has Signed-on & Signed-ol1.
d. Copy o1'Seatarer En.rploymenl Agreement / Contract signed between the sealarer and the
RPS Company.
