The key finding is that the corrigendum corrects the names of two appointed officers, ensuring accuracy in official records related to the election.
**2. Introduction:**
This report provides an overview and analysis of a corrigendum published in the Delhi Gazette, pertaining to a notification by the Election Commission of India regarding Assistant Returning Officers for the Presidential Election, 2017. The analysis is based solely on the provided text.
**3. Policy Overview:**
* **Amendment:** This document is a corrigendum, acting as an amendment to the original Election Commission of India Notification No. 479LETECIFUNCP.E.BIEN2017 iii, dated 12th June, 2017, which was issued under subsections 1 of Section 3 of the Presidential and Vice-Presidential Elections Act, 1952.
* **Core Objective(s):** The objective of this specific corrigendum is to rectify errors in the names of appointed Assistant Returning Officers, ensuring the accuracy of official records.
**4. Background and Rationale:**
The corrigendum addresses errors within the original notification. The amendment is necessary to correct two errors found in the previous notification: a misspelling of the first name of one officer and an incorrect title and name for another. This correction ensures the accurate identification of individuals appointed to official roles in the Presidential Election process.
**5. Key Provisions / Changes:**
This is a specific amendment, therefore, this section will focus on the changes introduced.
* **Specific Part of Original Policy Changed:** The corrigendum targets "column 3 of the Table appended to" the original notification, which likely contains a list of Assistant Returning Officers.
* **New Rule/Provision:** The corrigendum dictates the following replacements:
* "Shri Shashi Lakhanpal Mishra" shall be read as "Smt. Shashi Lakhanpal Mishra".
* "Shri Anil Vij, Additional Secretary" shall be read as "Sardar Surinder Pal, Deputy Secretary".
* **Difference/Effect of Changes:** These changes ensure the correct gender and designation of the named officers are recorded. The effect is to clarify the identity of these specific individuals and to maintain accuracy in the Election Commission's official documentation.
**6. Target Audience and Stakeholders:**
Based on the provided text, the primary stakeholders directly affected by this corrigendum are:
* The Election Commission of India: The correction of the notification directly impacts the integrity of their records.
* The individuals whose names were corrected (Smt. Shashi Lakhanpal Mishra and Sardar Surinder Pal): The change ensures their official designation is accurate.
* Entities relying on the accuracy of the Election Commission's official notifications, such as government bodies and other election officials.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Election Commission of India is the responsible body for issuing the corrigendum and implementing the changes. The Chief Electoral Officer, Delhi, oversees the publication of the notification.
* **Timelines/Procedures:** The corrigendum takes effect immediately upon publication in the Delhi Gazette. The actual implementation involves updating the relevant records within the Election Commission.
* **(Amendment):** This change requires minimal implementation effort beyond updating the master records of Assistant Returning Officers to reflect the corrected names and titles.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes is to maintain the integrity and accuracy of official election records. This reduces the potential for confusion or misidentification of appointed election officials. The impact is primarily administrative, ensuring correct information is available to all relevant stakeholders.
**9. Conclusion:**
The corrigendum issued by the Election Commission of India serves to correct errors in a previous notification concerning Assistant Returning Officers for the Presidential Election, 2017. While seemingly minor, these corrections are significant for maintaining the accuracy and integrity of official records. The change ensures that relevant stakeholders have access to correct information regarding appointed election officials, contributing to the smooth functioning of the electoral process.
