Containers form an essential part of global trade and the container scarcity during

the recovery phase of the pandemic last year had a spiraling impact on the freight
rates across the globe. The Government of lndia in its efforts to mitigate the impact
of such shortage of Containers on lndian EXIM trade, has decided to encourage
large scale manufacturing of Containers in lndia.
2 Recognisrng the importance of uniform standards and procedures for the
inspection and certification of containers manufactured in lndia by authorised
Certifying agencies in a seamless and time-bound manner, the Directorate
General of Shipping vide DGS Order No. 18 of 2022 had permitted joint
certrfication/inspection of Containers as per CSC Convention '1972 by the lndian
Register of Shipping (lRS) along with any other Recognized Organization (RO)
authorised by the Govt of lndia.
3 However, pointing out that the container manufacturing and associated safety
inspections/approvals are only evolving sectors in lndia and large number of
containers need to be manufactured and approved in lndia in a time-bound
manner, the Directorate has been receiving representations from various
stakeholder organizations to permit inspection and certification of containers
independently by any Recognized Organization authorised by the Govt. of lndia.
4 After due deliberations on the matter with various stakeholders, the Directorate in
partial modification to Paragraphs 5 & 6 of DGS Order 18 of 2022 hereby permits
any Recognized Organization (RO) authorised by the Gol to inspect and certify
Containers manufactured in lndia as per CSC Convention 1972 and other IMO
Codes and Conventions, as applicable, till further orders.
5 This is issued with the approval of the Director General of Shipping & Additional
Secretary to the Govt. of lndia.
