The Ministry of Tribal Affairs is implementing the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) to improve the socioeconomic conditions of Particularly Vulnerable Tribal Groups (PVTGs). A habitation-level data collection exercise was conducted using the PM Gati Shakti mobile application to estimate PVTG population figures and infrastructure gaps.
In Maharashtra, the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan covers villages in Yavatmal (366), Washim (71), Parbhani (5), and Jalna (25) districts.
PM-JANMAN aims to provide basic facilities such as safe housing, clean drinking water, education, health and nutrition, road and telecom connectivity, electrification, and sustainable livelihood opportunities within 3 years through 11 interventions implemented by 9 line Ministries.
Progress in Yavatmal district, Maharashtra, as of June 30, 2025 includes:
* Ministry of Rural Development: Sanctioned 6671 pucca houses, with 561 completed.
* Ministry of Jal Shakti: Piped water supply planned for 434 villages.
* Ministry of Health and Family Welfare: 9 Mobile Medical Units (MMUs) are operational.
* Ministry of Women and Child Development: 21 Anganwadi Centres (AWCs) are operational.
* Ministry of Education: 6 Hostels sanctioned.
* Ministry of Power: 704 Households electrified
* Ministry of Communications: Mobile towers planned in 35 habitations, with 23 habitations covered.
* Ministry of Tribal Affairs: 14 Van Dhan Vikas Kendras (VDVKs) are operational.
* Ministry of Tribal Affairs: 2 Multipurpose Centers (MPCs) completed, 27 MPCs planned
The mobile application-based habitation survey estimates a PVTG population of 4,750,126 across 19,698 villages in various States and Union Territories. Maharashtra has 2,862 villages with a PVTG population of 670,543.
The Dharti Aaba Janjatiya Gram Utkarsh Abhiyan covers 63,843 villages with a Scheduled Tribe (ST) population of 53,816,914 across various States and Union Territories. In Maharashtra, this Abhiyan covers 4,975 villages with an ST population of 4,694,682. The actual number of beneficiaries covered under these Abhiyans is subject to the eligibility criteria of specific guidelines of concerned interventions as per approved norms.

Replying to the un-starred questions of Smt. Sanjna Jatav & oth Shri Sanjay Haribhau Jadhav and Shri
Sanjay Uttamrao Deshmukh, the Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed lok
sabha today that in view of the implementation of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan
(PM JANMAN), the Ministry of Tribal Affairs through the State Governments/ UT
Administration/departments has undertaken habitation level data collection exercise through PM Gati Shakti
mobile application to estimate PVTG population figures and infrastructure gaps in order to cover PVTG
population residing in villages & habitations under PM JANMAN. Based on the data captured, there are 449
villages in Yavatmal district with PVTG population.
Under DhartiAabaJanjatiya Gram Utkarsh Abhiyan, the coverage of villages in the concerned districts under
Yavatmal-Washim district and Parbhani Lok Sabha Constituency of Maharashtra is as under:
