Delhi, the 5th March, 2026
F. No. 3/07/HESMA/2016/HP-II/389-400.—Whereas, vide notification No. F.3/07/HESMA/ 2016/HP-
II/1332-1343 dated 22.09.2025, issued by the Home Department, Government of NCT of Delhi, the Lieutenant
Governor of the National Capital Territory of Delhi declared the services of Ground Handling at Indira Gandhi
International Airport, Delhi as essential services and prohibited strikes by all employees of the Ground Handling
Service Providers at IGIA, Delhi, as well as employees of Delhi International Airport Limited who provide ground
handling services at Indira Gandhi International Airport, Delhi, in order to maintain services essential for the people
of the National Capital Territory of Delhi.
And whereas, the said notification is valid up to 23.03.2026.
And whereas, the Lieutenant Governor of the National Capital Territory of Delhi is further satisfied that, in
the public interest, it is necessary and expedient to prohibit any strike or agitation by the employees of Delhi
International Airport Limited who provide ground handling services at Indira Gandhi International Airport, Delhi.
Now, therefore, in exercise of the powers conferred under Section 3 clause (ii) read with Section 4A of the
Haryana Essential Services Maintenance Act, 1974 (Haryana Act No. 40 of 1974), as extended to the National
Capital Territory of Delhi vide Government of India, Ministry of Home Affairs Notification No. G.S.R. 526(E)
dated 30.07.1993, the Lieutenant Governor of the National Capital Territory of Delhi hereby declares the aforesaid
services as essential services and prohibits strikes by all employees of the Ground Handling Service Providers at
IGIA, Delhi, as well as employees of Delhi International Airport Limited providing ground handling services at
Indira Gandhi International Airport, Delhi, for a further period of six months, with effect from 24.03.2026 to
23.09.2026 (both days inclusive).
