1. (1) इन विवनयमों का संजिप् त िाम डाकघर (पााँचिां संशोधन) विवनयम, 2026 ह।ै
(2) य े 1 अगस्ट्त, 2026 को प्रिृत्त होंगे।
2. डाकघर विवनयम, 2024 म,ें :-
(क) जिजियम 98 के उप-जिजियम (1) म ें“टिप्पण” के स्ट् र्ाि पर जिम्नजलजखत टिप्पण रखा िाएगा, अर्ाता ्:-

“टिप्पण 1: दस्ट्तािेज़ में, जिजियम 87 के उप-जिजियम (1) में यर्ापटरभाजित पत्र या कोई अन्य जलजखत, जचजत्रत
या मुदित संसूचिा, या कोई ऐसा पैकेि समाजिष्ट होगा जिसमें प्रिंसात् मक मद ें या ऐसी मद ें रखी गई हों जििका
कोई पुिर्िाक्रय मूल्य ि अंतर्िाष्ि ह,ैं जिसके अंतगात जिम्ि जलजखत होंग े :
(क) बैंककंग, जित्तीय सेिाओं और बीमा संबंधी मदें िैस े स्ट्िागत दकि या पत्र, पासबुक, चके बुक, बैंक स्ट्िेिमेंि,
प्लाजस्ट्िक काडास, डेजबि काड ा तर्ा क्रेजडि काडा आदद;
(ख) सरकारी दस्ट्तािेि िैस े पिै काडा, आधार काडा, मतदाता फोिो पहचाि पत्र, पासपोिा, चालि अिज्ञु जि आदद;
और
(ग) व्यापाटरक या िाजणजययक मदों के जसिाय; 500 ग्राम तक की जिजिध मद ें िैसे राखी के जलफाफे या पैकेि,

(ख) जिजियम 99 क म,ें उप-जिजियम (5) के स्ट् र्ाि पर जिम्नजलजखत उप-जिजियम रखा िाएगा, अर्ाात ् :-
“(5) स्ट्पीड पोस्ट्ि दस्ट्तािेि के संबंध में 24 स्ट्पीड पोस्ट्ि और 48 स्ट्पीड पोस्ट्ि सेिाओं के जलए िैटरफ जिम्नािुसार
होगा;-
क. खुदरा ग्राहकों के जलए अिुसचू ी 1 की क्रमिः सारणी 4 ख और सारणी 4 ग म ेंयर्ाजिजिर्दाष्ट; और
ख. संजिदागत र्ोक ग्राहकों के जलए अिुसूची 1 की क्रमिः सारणी 4 ङ और सारणी 4 च में यर्ाजिजिर्दाष्ट।”

NOTIFICATION
New Delhi, the 23rd July, 2026
S.O. 4053(E).— In exercise of the powers conferred by section 13 of the Post Office Act, 2023 (43
of 2023), the Director General, hereby makes the following regulations further to amend the Post Office
Regulations, 2024, namely: ––
1. (1) These regulations may be called the Post Office (Fifth Amendment) Regulations, 2026.
(2) They shall come into force on the 1st day of August, 2026.
2. In the Post Office Regulations, 2024, –
(a) in regulation 98, in sub-regulation (1), for the Note, the following Notes shall be substituted,
namely:––
“Note 1: A document may contain a letter as defined in sub-regulation (1) of regulation 87
or any other communication, written, drawn, printed, or a package containing
complimentary items or items having no re-sale value, which shall include––
(a) banking, financial services and insurance items like welcome kits or letters,
passbooks, cheque books, bank statements, plastic cards, debit cards and credit
cards;
(b) Government documents such as PAN Cards, Aadhaar cards, Electoral Photo
Identity cards, passports, driving licenses; and
(c) items, upto 500 grams, like Rakhi envelopes or packages, greeting cards or
packages, except merchandise or commercial items.
Note 2: All items other than the items referred to in Note 1 shall be dealt with under parcel
category.”;
(b) in regulation 99A, for sub-regulation (5), the following sub-regulation shall be substituted,
namely: ––
“(5) The tariff for 24 Speed Post and 48 Speed Post services, in respect of Speed Post
Document, ––
(a) for retail customers shall be as specified in Table IV B and Table IV C of
Schedule I, respectively; and
(b) for contractual bulk customers shall be as specified in Table IV E and Table IV
F of Schedule I, respectively.”;
(c) in Schedule I, ––
(i) for “TABLE IV B and TABLE IV C”, the following tables shall be substituted,
namely: ––
