Pub./923/DTTDC/2018/PF-V/150 R&I.—राष्ट्रीय राजधानी क्षेत्र ददल्ली सरकार ने कैजबनटे जनणयय संख्या 3069 ददनांक 24.02.2022 द्वारा 'ददल्ली दफल्म नीजत - 2022' को स्ट्िीकृजत प्रदान कर दी ह।ै आसजलए, 'ददल्ली दफल्म नीजत-2022',जैसा दक आस ऄजधसूचना के ऄनुलग्नक -1 में जनर्ददष्ट दकया गया ह,ै को जनम्नजलजित कैजबनेट जनणययों के साथ तत्काल प्रभाि से ऄजधसूजचत दकया जाता है; 1. माननीय पययटन मंत्री, ददल्ली सरकार को, जब भी अिश्यक हो, ऄनुमोददत 'ददल्ली दफल्म नीजत2022-' में दकसी भी पररचालन मुद्दों को सजममजलत करन े िाले दकसी भी महत्िपूणय पररितयन लान े के जलए ऄजधकृत करना। 2. ऄनुमोददत 'ददल्ली दफल्म नीजत2022-' के कायायन्ियन के जलए माननीय पययटन मंत्री, ददल्ली सरकार के ऄनुमोदन स े जिस्ट्तृत पररचालन ददिाजनदि तैयार करन े के जलए एमडी र सीइओ, डीटीटीडीसी को ऄजधकृत करना, 3. सांेडग ददल्ली" के जलए डीटीटीडीसी को जीअइए के तहत किर करके आस" 'ददल्ली दफल्म नीजत2022-' को जनजध देना। अदेिानुसार र ईप-राज्यपाल, राष्ट्रीय राजधानी क्षेत्र ददल्ली की ओर स े स्ट्िाजत िमाय, सजचि पययटन 3256 DG/2022 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] नीजत ऐस े ईच्च सरु क्षा क्षत्रे ों के जलए लाग ू नहीं होगी आन क्षत्रे ों म ें दफल्म िटू टग, के जलए भारत सरकार की जििषें मजं रू ी की अिश्यकता होगी। ऑनलाआन ेसगल ेिडो क्लीयरेंस मकै ेऩजम यानी ‘इ-दफल्म क्लीयरेंस’ के माध्यम स े दी गइ ऄनमु जतया ं भी समय-समय पर जारी भारत सरकार के मत्रं ालयों/सस्ट्ं थानों के ददिा-जनदेंिों/जनदि ों के ऄधीन हागं ी। 1. पररचय ददल्ली, भारत र दजु नया का एक लोकजप्रय पययटन स्ट्थल ह।ै यह एक जििाल िहर ह ै जहां जिजिध संस्ट्कृजत, जिजिध लोगों र जिजिध पररदश्ृ य जमलते ह।ैं ददल्ली भारत म ें दफल्म जनमायण/िूटटग के जलए पूरणतः ईपयुक्त िहर ह।ै आस िहर में पुरानी जिरासत र अधुजनक भव्यता का जमलाजुला पररिेि जमलता ह ै र जजसके कारण यह दफल्म जनमायताओं को दोनों प्रकार के बहुत सुन्दर पररिेि प्रदान करता ह।ै जहां एक हम ओर पुरानी ददल्ली की रोचक गजलयों को दिे सकते ह,ैं िहीं दसू री ओर, यहााँ नइ ददल्ली की जिलक्षण सड़कें र असपास के मनमोहक क्षत्रे ह।ैं ददल्ली म ें जिजभन्न लोकजप्रय स्ट्थान भी ह ैं जजनका ईपयोग सुन्दर पष्ठृ भूजम के जलए दफल्मों म ेंदकया गया ह।ै ददल्ली म,ें हर साल लगभग 30 दफल्मों की िूटटग की जाती ह ै जो आसकी िास्ट्तजिक क्षमता स े काफी कम लगती ह।ै ददल्ली के भू-भौजतक, राजनीजतक, क्षेत्रीय, ऐजतहाजसक र सांस्ट्कृजतक संदभय की जिजिधता का लाभ लेकर र ददल्ली म ें एक संपन्न दफल्म ईद्योग स्ट्थाजपत करने के जलए एक ऄनुकूल िातािरण बनाकर दफल्म जनमायण म ें एक लीडर के रूप म ें ददल्ली में ऄगुअइ करने की ऄपार क्षमता ह।ै कइ दफल्म जनमायता, जनद िक, लेिक र ऄजभनेता जजनका ददल्ली से संबंध ह,ैं िे मुंबइ, चेन्नइ, हदै राबाद अदद िहरों म ें ऄपनी प्रजतभा का ईपयोग कर रह े ह।ैं ऐसी प्रजतभाओं के प्रोत्साहन के जलय े आन्सेनरटि र ईपायों के साथ दफल्म नीजत को प्रस्ट्ततु करना, प्रजतभा को आस िहर म ें बनाए रिन े र रोजगार के ईजचत ऄिसर ईपलब्ध करन े म ें फायदेमंद होगा।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 सरकार का यह जनरंतर प्रयास रहा ह ै दक िह ददल्ली म ें व्यापार करन े की प्रदक्रया को असान बनान े के जलए दरू दिी कदम ईठाए। आन प्रयासों के साथ ही र जनमायताओं को एक ऄनुकूल र कुिल दफल्म जनमायण पाररजस्ट्थजतकी-तंत्र प्रदान करन े के जलए तथा दफल्म संबंधी स्ट्िीकृजत प्रदान करने के जलए मौजूदा प्रदक्रयाओं र परंपराओं को सरल बनाना ह ै तादक ददल्ली म ें दफल्म जनमायण प्रदक्रया को र असान बनाया जा सके। ददल्ली दफल्म नीजत में अपका स्ट्िागत ह ै – 2022 2. दजृ ष्टकोण राष्ट्रीय राजधानी क्षत्रे ददल्ली म ें दफल्म जनमायण का प्रोत्साहन करके पययटन म ें समािेिी जिकास को प्रोत्साजहत करने के जलए प्रमुि दजृ ष्टकोण के साथ योग्य िातािरण बनाना| 3. पररभाषा  “’नीजत”’ का ऄथ य ह ै“ददल्ली दफल्म नीजत 2022”;  ‘रा रा क्ष ेदद स‘ का ऄथ य ह ै“राष्ट्रीय राजधानी क्षत्रे ददल्ली सरकार”;  ‘डीटीटीडीसी‘ का ऄथ यह ै ददल्ली पययटन र पररिहन जिकास जनगम जलजमटेड / ददल्ली पययटन;  “‘एमडी एण्ड सीइओ”‘ का ऄथ य ह ै“प्रबंध जनदेिक / प्रबंध जनदेिक र मुख्य काययकारी ऄजधकारी, डीटीटीडीसी;  ‘भारत सरकार (जी ओ अआ)‘ का ऄथ यह ै“भारत सरकार के मंत्रालय, जिभाग, संस्ट्थान र स्ट्िायत्त जनकाय” ।  ‘दफल्म‘ का ऄथ यह ैएक जसनेमैटोग्राफ दफल्म ऄथिा जसनेमा चलजचत्र।  ‘जसनेमैटोग्राफ दफल्म‘ का ऄथ य ह ै दश्ृ य ररकॉर्डडग का कोइ भी काम ह ै र जजसम ें ध्िजन ररकॉर्डडग िाजमल ह ै र ‘जसनेमैटोग्राफ‘ का ऄथय िीजडयो दफल्मों सजहत जसनेमैटोग्राफी के ऄनुरूप दकसी भी प्रदक्रया द्वारा जनर्ममत दकसी भी कायय को िाजमल करना होगा र आसमें फीचर दफल्में, लघु दफल्म, िृत्तजचत्र, टीिी श्ृंिला, िेब श्ृंिला र जिज्ञापन दफल्में िाजमल होंगी। 4. ईद्देश्य ददल्ली दफल्म नीजत 2022 के द्वारा दफल्मों के माध्यम से ददल्ली की राष्ट्रीय र ऄंतरराष्ट्रीय प्रोफाआल की सांेडग करना ह।ै ददल्ली दफल्म नीजत 2022 के प्रमुि ईद्देश्य जनम्नजलजित ह:ै 1. कलात्मक, रचनात्मक र सांस्ट्कृजतक ऄजभव्यजक्तयों को प्रोत्साजहत करना| 2. दफल्म िूटटग के जलए स्ट्िीकृजत प्रदक्रयाओं को असान बनाकर ददल्ली को एक जीिंत दफल्म िूटटग डेजस्ट्टनिे न के रूप म ें सांड करना| 3. घरेल ू र िैजिक दोनों स्ट्तरों पर ददल्ली म ें दफल्मों की िूटटग के जलए ऄजधक स े ऄजधक संख्या में दफल्म जनमातय ाओं र ईत्साही दियकों को अकर्मषत करना| 4. ददल्ली में स्ट्थानीय प्रजतभाओं के जिकास र ईन्ह ेंसमथयन प्रदान करन े तथा कुिल पाररजस्ट्थजतकी-तंत्र प्रदान करना। 5. कायनय ीजत ददल्ली दफल्म नीजत 2022 के ईद्देश्यों की पूर्मत के जलए, ददल्ली म ें दफल्म िूटटग को बढािा देने र प्रोत्साजहत करन े के जलए तीन व्यापक फ्रेमिकय अिश्यक ह:ैं 5.1 सस्ट्ं थागत ईपाय ऑनलाआन ेसगल ेिडो ऄनुमजत मकैजनज़म (इ - दफल्म क्लीयरेंस) ऑनलाआन ेसगल ेिडो ऄनुमजत मकैजनज़म (इ - दफल्म क्लीयरेंस) ददल्ली म ें दफल्मों के जिकास को सहयोग र बढािा देगा। ददल्ली दफल्म नीजत 2022 का ईद्देश्य दफल्म व्यिसाय को असान बनाना ह।ै यह प्रदक्रया जिजभन्न जहतधारक एजेंजसयों स े दफल्म िूटटग के जलए स्ट्िीकृजत प्रदक्रयाओं को तेज करेगा। लगभग 25 एजेंजसयों को ददल्ली पययटन र पररिहन जिकास4 DELHI GAZETTE : EXTRAORDINARY PART IV] जनगम (डीटीटीडीसी, आसे अग े “ददल्ली पययटन” कहा जाएगा ), जो ददल्ली सरकार का एक ईपक्रम ह,ै के साथ जिजभन्न दफल्म प्रोडक्िन हाईसों को ऑनलाआन जोड़ा जाएगा। ददल्ली पययटन को आस ईद्देश्य के जलए नोडल एजेंसी के रूप म ें नाजमत दकया जाएगा। 5.2 नीजतगत ईपाय ददल्ली को दफल्म पययटन गंतव्य स्ट्थान के रूप म ें बढािा देन े के जलए जनधायररत नीजतगत ईपाय, ददल्ली को िूटटग र दफल्म जनमायण गंतव्य स्ट्थान के रूप म ें स्ट्थाजपत करन े मे महत्िपूणय होंगे। ददल्ली दफल्म नीजत 2022 के ऄनुसार आंसेंरटि दगे ी र ददल्ली में दफल्म संबंधी सुजिधाओं र बुजनयादी ढांच े का जनमायण र जिकास कर िूटटग लोकेिनो को र ऄजधक जिकजसत करेगी। ये ईपाय ददल्ली म ें दफल्म जनमायण र दफल्म जनमायण एजेंजसयों को अकर्मषत करेंगे। आसके ऄलािा, दफल्म-जबरादरी के प्रजतभाजगयों के साथ जिजभन्न ऄंतरराष्ट्रीय, राष्ट्रीय र स्ट्थानीय ईद्योग काययक्रमों, समारोहों मे भागीदारी र ऄन्य आसी प्रकार के काययक्रमों की मेजबानी के माध्यम से दफल्म िूटटग के जलए ददल्ली को ईन्नत दकया जाएगा। दफल्म िूटटग के जलए ददल्ली को एक अकषयक गंतव्य स्ट्थान बनाने के जलए जनम्नजलजित ईपायों की पहचान की गइ ह:ै 1. ददल्ली दफल्म नीजत 2022 को सफल बनाने के जलए प्रिासजनक ईपाय र आन्सेनरटि होंग े 2. ददल्ली पययटन मे ही एक “दफल्म िूटटग प्रमोिन प्रकोष्ठ” की स्ट्थापना की जाएगी। आसके ऄजतररक्त, ददल्ली म ेंदफल्म जनमायण को असान बनाने के जलए “दफल्म सुजिधा सजमजत”, “दफल्म जिकास प्रकोष्ठ” र एक “दफल्म सलाहकार बोडय” का गठन भी दकया जाएगा | 3. ददल्ली दफल्म नीजत 2022 मे ददल्ली को एक पययटन स्ट्थल के रूप म ें जचजन्हत करन ेके जलए “ददल्ली दफल्म फंड” की स्ट्थापना की जाएगी। आस फंड का ईपयोग दफल्म जनमायताओं र जनमायण एजेंजसयों के सहयोग र संिधयन के जलए दकया जाएगा| 4. दफल्म जनमायण एजेंजसयों को ददल्ली म ेंिूटटग के जलए जिजिष्ट सेिाएं र सुजिधाएं प्रदान करन े के जलए “ददल्ली दफल्म काडय” जारी दकया जाएगा। ददल्ली के पड़ोसी िहरों की दफल्म जनमायण एजेंजसयों को जििेष पैकेज की पेिकि की जाएगी। 5.3 सहायक ईपाय ये ईपाय ददल्ली म ें दफल्म जनमायण एजेंजसयों के जलए ऄत्यजधक कुिल श्जमक बल के जिकास में सहयोग करेंगे। ददल्ली दफल्म नीजत 2022 का ईद्देश्य ददल्ली के स्ट्थानीय प्रजतभािाली युिाओं को पेिेिर जिकास र प्रजिक्षण देना ह,ै जजसमें कलाकार, कमी दल, एक्स्ट्रा कलाकार, तकनीजियन र कइ ऄन्य िाजमल ह।ैं ददल्ली का कौिल पाररजस्ट्थजतकी-तंत्र ददल्ली म ें एक मजबूत पेिेिर पाररजस्ट्थजतकी-तंत्र का जनमायण करेगा। 6. नीजत ऄिजध नीजत मइ 2022 स े 5 साल की ऄिजध के जलए या दकसी ऄन्य नीजत द्वारा प्रजतस्ट्थाजपत होने तक, जो भी पहल ेहो, संचालन म ें रहगे ी। तथाजप, दफल्म सलाहकार बोडय के परामि य से दफल्म जनमायण एजेंजसयों की बदलती जरूरतों र अिश्यकताओं को पूरा करन े के जलए नीजतगत प्रािधानों म ेंसमय-समय पर संिोधन भी दकया जा सकता ह।ै 7. ऄनमु ोदन प्राप्त करन ेके जलए नोडल एजसें ी 7.1 जिजभन्न जहतधारकों के साथ समन्िय करके ददल्ली में दफल्म जनमायण एजेंजसयों के जलए स्ट्िीकृजत प्रदक्रयाओं को असान बनाने के जलए ददल्ली पयटय न र पररिहन जिकास जनगम (डीटीटीडीसी), ददल्ली सरकार के सरकारी ईपक्रम को नोडल एजेंसी के रूप म ें नाजमत दकया गया ह ै । 7.2 आस ईद्देश्य के जलए, ददल्ली पययटन संबंजधत एजेंजसयों र ऄन्य सभी जहतधारकों के साथ समन्िय के जलए ऑनलाआन संस्ट्थागत मकेजनजम जिकजसत करेगा तादक दफल्म जनमायण एजेंजसयों/ दफल्म जनमायताओं को िूटटग के जलए अिश्यक स्ट्िीकृजत प्राप्त की जा सके। ऄनुमजत की पूरी प्रदक्रया को 15 कैलेंडर ददनों में मजं ूर कर ददया जाएगा। 7.3 यदद जनधायररत समयािजध म ें स्ट्िीकृजत प्रदान नहीं की जाती, तो एजेंसी अिेदक र ददल्ली पययटन को देरी के जलए स्ट्पष्ट कारण बताते हुए सूजचत करेगी।[PART IV DELHI GAZETTE : EXTRAORDINARY 5 7.4 तथाजप, यदद जनधायररत समय-सीमा में ऄनुमजत प्रदान नहीं की जाती ह,ै तो ददल्ली पययटन द्वारा माजनत ऄनुमजत प्रदान की जाएगी, जब तक दक एजेंसी ददल्ली पययटन को समय पर ऄनुमजत प्रदान नहीं कर पाने के कारणों के बारे म ें सूजचत नहीं करती ह।ै हालांदक, यह जानकारी ऑनलाआन अिेदन प्राप्त होने के 15 कैलेंडर ददनों के भीतर ददल्ली पययटन तक पहुचं नी चाजहए। 7.5 यदद दफल्म जनमायता या प्रोड्यूसर दकसी ऄजभनेता की जतजथयों के कारण या दकसी ऄन्य कारण स े कम समय (जैसे िूटटग स े 10 ददन या 5 ददन पहल े या र कम ददनों) म ें ऄनुमजत प्राप्त करना चाहते ह,ैं तो ऄनुमोदन पर जिचार दकया जा सकता ह,ै (बित दक सभी मानदंडों का पालन दकया गया हो)| तथाजप, ऐसे मामलों के जलए प्रीजमयम राजि, जो संबंजधत प्राजधकाररयों द्वारा जनधायररत की जाएगी, ऄदा करनी होगी। 7.6 आसके ऄजतररक्त, एक बार दफल्म जनमायण एजेंजसयों/दफल्म जनमायताओं को ऄनुमजत ददए जाने के बाद, दफल्म िूटटग को ऄसामजयक पररजस्ट्थजतयों को छोड़ कर दकसी भी कारण स े रोका नहीं जा सकता ह।ै र, ईस जस्ट्थजत म,ें ददल्ली पययटन र दफल्म जनमायण एजेंसी को समय पर सूजचत दकया जाएगा। 8. ऑनलाआन एकल जिड़की ऄनमु जत मकैजनज़म : 'इ - दफल्म क्लीयरेंस' 8.1 ऄजधक पारदर्मिता प्रदान करने, समयबद्ध स्ट्िीकृजत प्रदान करने र जहतधारक एजेंजसयों एिं दफल्म प्रोडक्िन फ़मों के बीच बेहतर समन्िय बनाए रिन े के जलए ददल्ली पययटन द्वारा एक ऑनलाआन ेसगल ेिडो ऄनुमजत मकैजनज़म (इ-दफल्म क्लीयरेंस) बनाया जाएगा । आससे ददल्ली म ें िूटटग के जलए दफल्म जनमायण आकाआयों र दफल्म जनमायताओं का समय र प्रयास दोनों कम हो जायेंगे। ऑनलाआन मकैजनज़म म ेंजनम्नजलजित जििेषताए ंहोंगी: 1. डीटीटीडीसी की िेबसाआट पर ‘दफल्म िूटटग ेसगल ेिडो पोटयल‘ के प्रबंधन र संचालन के जलए डीटीटीडीसी नोडल प्राजधकरण के रूप म ें काय यकरेगा। 2. ऑनलाआन पोटयल म ें डीटीटीडीसी र गैर- डीटीटीडीसी दोनों स्ट्थानों पर िूटटग के जलए ऄनुमजत प्राप्त करन े के जलए एक स्ट्पष्ट मकैजनज़म ईपलब्ध होगा। 3. मल्टीलेिल यूजर लॉग-आन जिकल्प को ऄजभगम ऄनुमजतयों के साथ जोड़ा जाएगा – (i) आस प्रणाली म ें सभी जहतधारकों, जजनम े अिेदक, प्रिासक (ददल्ली पययटन) र संबंजधत ऄनुमजतदाता प्राजधकारी संस्ट्थाएं सजममजलत ह,ैं को पोटलय पर ऄजभगमन ऄनमु जत प्रदान करन े का मकैजनज़म होगा। (ii) स्ट्ितंत्र एजेंजसयों के ऄजतररक्त ददल्ली र भारत सरकार की सभी स्ट्थान जििेष ऄनुमजत प्राजधकारी को आस प्रणाली म ेऄजभगमन ऄनुमजत होगी। (iii) आस प्रणाली म ें स्ट्थान-जिजिष्ट र सांजिजधक ऄनुमजत (ददल्ली पुजलस की ऄनुमजत सजहत) दोनों के जलए ऄनुमजत प्राप्त करन े के जलए मकैजनज़म होगा। (iv) आस प्रणाली मे जिजभन्न जहतधारकों के सभी दफल्म िूटटग स्ट्थलों की सूची सजममजलत होगी। (v) आस प्रणाली म ें प्रत्येक अिेदन की लोकेिन अिश्यकता ऄनुसार संबंजधत प्राजधकाररयों को अिंरटत करने का स्ट्िचाजलत मकैजनज़म होगा। (vi) आस प्रणाली म ें ऄनुमजतदाता प्राजधकाररयों को जिजिष्ट स्ट्थानों के जलए अिेदन स्ट्िीकार या ऄस्ट्िीकार करन े की ऄनुमजत देन े के जलए मकैजनज़म होगा। (vii) आस प्रणाली म ें ऑनलाआन भुगतान का प्रािधान होगा। (viii) आस प्रणाली म ें जिजभन्न जहतधारकों र अिेदक के बीच असान सूचना समप्रेषण मकैजनज़म होगा जजसके द्वारा एसएमएस/इमेल के माध्यम स ेनोरटदफकेिन र ऄलट यसंप्रेजषत दकए जा सकेंगे। (ix) आस प्रणाली मे अिेदन के सफलतापूियक प्रेषण के बाद पािती रसीद दी जा सकेगी। (x) प्रणाली म ेंप्रत्येक अिेदन की प्रगजत को रैक दकया जा सकेगा।6 DELHI GAZETTE : EXTRAORDINARY PART IV] (xi) जसस्ट्टम ऄनुमजत पत्र तैयार करेगा जजसे अिेदक लॉजगन द्वारा डाईनलोड दकया जा सकता ह।ै (xii) आस प्रणाली म ें अिेदकों को जिकायत जनिारण के जलए प्रजतदक्रया प्रेजषत करन े की ऄनुमजत होगी। 9. दफल्म िटू टग प्रमोिन प्रकोष्ठ डीटीटीडीसी में एक दफल्म िूटटग प्रमोिन प्रकोष्ठ स्ट्थाजपत दकया जाएगा। यह प्रकोष्ठ जनम्नजलजित जजममेदाररयों का जनियहन करेगा: i. यह प्रकोष्ठ ददल्ली म ें दफल्म िूटटग म ें रुजच रिन े िाली प्रोडक्िन कंपजनयों / लाआन जनमायताओं को पंजीकृत करेगा। रजजस्ट्रेिन के जलए, सभी जानकारी ददल्ली पययटन की िेबसाआट पर असानी से ईपलब्ध होगी। िेबसाआट पेिेिरों के नामांकन र दफल्म जनमायताओं द्वारा जानकारी प्राजप्त के जलए एकल मंच के रूप म ेंकायय करेगी। ii. यह प्रकोष्ठ ईन छात्रों को िार्मषक छात्रिृजत्त / िजीफे प्रदान करन े के जलए एक मकेजनजम स्ट्थाजपत करेगा, जो ददल्ली के छात्र हों, राष्ट्रीय नाट्य जिद्यालय (एनएसडी), ददल्ली, भारतीय दफल्म र टेलीजिजन संस्ट्थान (एफटीटीअइ), पुण े र सत्यजीत रे दफल्म र टेलीजिजन संस्ट्थान (कोलकाता), राष्ट्रीय जडजाआन संस्ट्थान (ऄहमदाबाद), या दकसी ऄन्य मान्यता प्राप्त र प्रजतजष्ठत प्रजिक्षण संस्ट्थान के छात्र हों, र जजन्ह ें दफल्म जिकास प्रकोष्ठ की स्ट्िीकृजत प्राप्त हो। iii. आस प्रकोष्ठ म े मानक संचालन काययप्रणाली, जिस्ट्तृत ददिाजनद ि, जनयम, प्रदक्रया चेकजलस्ट्ट र सभी अिश्यक प्रारूप र समझौते ईपलब्ध कराए जाएंग े जो ददल्ली दफल्म नीजत के दक्रयान्ियन के जलए अिश्यक होंगे। iv. यह प्रकोष्ठ ददल्ली जस्ट्थत प्रोडक्िन हाईसों की एक सूची रिेगा र ईनसे ऐसी सूचनाओं का अदान प्रदान करेगा जो दफल्म जनमायताओं को ददल्ली म े दफल्म जनमायण के जलए अकर्मषत करने के जलए ददल्ली सरकार की प्रमोिन संबंधी गजतजिजधयों, ऄनुमजत र नइ योजनाओं से संबंजधत होंगी । v. यह प्रकोष्ठ ऄपनी िेबसाआट पर ददल्ली जस्ट्थत दफल्म जनमायण से जुड़े कमयचारी दल जैसे मेकऄप कलाकार, कॉस्ट्ट्यूम जडजाआनर, हये रड्रेसर, सेट जडजाआनर, जबजली र प्रकाि तकनीजियन, स्ट्पॉट बॉय, सहायक जनद िक र दफल्म ईद्योग स े संबंजधत ऄन्य पेिेिर स्ट्टाफ से संबंजधत डेटाबेस को तैयार र ऄनुरजक्षत करेगा । आससे ददल्ली म ें दफल्म िूटटग के जलए ददल्ली के प्रजतभािाली युिाओं की सेिाओं का ईपयोग करन े के जलए प्रोडक्िन हाईसों को असानी से जानकारी ईपलब्ध हो सकेगी। vi. लाआन प्रोड्यूसरों के जलए, यह अिश्यक होगा दक ि े समय-समय पर ऄपन े स्ट्िय ं के प्रोफ़ाआल को ऄपडेट करें र ईनके द्वारा दकए गए जपछल े काम की जानकारी साथ ही समबद्ध प्रोड्यूसरों स े काम के जलए संतुजष्ट पत्र भी ईपलब्ध कराए ं तादक जो लोग िेबसाआट पर लाआन प्रोड्यूसरों को िोज कर रह े ह,ैं िे लाआन प्रोड्यूसरों की ईनके पेिेिर कौिल के अधार पर रेटटग र क्षमता भी दिे सकें। vii. आस प्रकोष्ठ के माध्यम स े ऄनुमजत की प्रदक्रयाओं से संबंजधत मामला या जिकायत र ऄन्य कोइ महत्िपणू य मामला जो जिकायत र इ-दफल्म मंजूरी के कुिल संचालन के जलए ईठाए जाने िाले कदमों पर चचा य र जिचार-जिमि य करेगी। 11. दफल्म जिकास प्रकोष्ठ ददल्ली पययटन द्वारा एक दफल्म जिकास प्रकोष्ठ का गठन दकया जाएगा जो राष्ट्रीय र ऄंतरायष्ट्रीय दफल्म जनमायताओं द्वारा ददल्ली म ें दफल्म जनमायण के जिकास र संिधयन के जलए कायय करेगा। आस प्रकोष्ठ की सह-ऄध्यक्षता ददल्ली पययटन के प्रबंध जनदेिक एिं मुख्य काययकारी ऄजधकारी र दफल्म ईद्योग के प्रमुि दफल्म व्यजक्तत्ि जैसे दफल्म जनमायता, जनद िक, ऄजभनेता या जनमायता द्वारा की जाएगी। आसमें सरकारी ऄजधकारी, तकनीकी पेिेिर र दफल्म ईद्योग के जििेषज्ञ िाजमल होंगे। प्रकोष्ठ के पास जनम्नजलजित जजममेदाररयां होंगी: 1. यह प्रकोष्ठ ददल्ली दफल्म नीजत 2022 के कायायन्ियन की जनगरानी करेगा र प्रोत्साहन प्राप्त करन े के जलए दफल्म जनमायताओं / प्रोड्यूसरों की पात्रता तय करेगा। 2. यह समय-समय पर ददल्ली म ेंदफल्मों के जिकास र प्रचार के जलए रणनीजतयों पर चचाय करेगा । 3. यह पूंजी जनिेि के साथ धन जारी करने र दफल्म क्षत्रे स े संबंजधत पररयोजनाओं को मंजूरी देन े के जलए एक सलाहकार जनकाय के रूप म ेंकाय यकरेगा । 4. दफल्म जिकास प्रकोष्ठ की बैठक छह महीने म ेंएक बार होगी।8 DELHI GAZETTE : EXTRAORDINARY PART IV] 12. दफल्म सलाहकार बोड य दफल्म सलाहकार बोडय सलाह र मागयदियन करेगा दक ददल्ली दफल्म नीजत 2022 के लक्ष्यों को कैसे प्राप्त दकया जाए। आसम ें प्रमुि दफल्म जनमायता र पेििे र (जिषय िस्ट्त)ु जििेषज्ञ िाजमल होंगे जो ददल्ली म ें दफल्म जनमायण को बढािा देने र समािेिी जिकास के जलए समुदाय को िाजमल करन े के तरीके के बारे म ें ऄंतदजयृष्ट र जिचार प्रदान करेंगे। िे ददल्ली दफल्म नीजत 2022 के ईद्देश्यों को ईत्कृष्टता तक पहुचाँ ाने के जलए ताजा जानकारी साझा करेंगे। 13. कायान्य ियन 13.1 ददल्ली म ेंदफल्म िूटटग के जलए सभी अिेदन केिल ददल्ली पययटन के 'इ - दफल्म क्लीयरेंस' पर प्राप्त दकए जाएंगे 13.2 यह नीजत ईन सभी राष्ट्रीय र ऄंतरायष्ट्रीय पात्र दफल्म जनमायताओं पर लाग ू होगी जो प्रचालनात्मक ददिाजनद िों के ऄनुसार ऄनुमजत प्राप्त करन े र सजब्सडी/प्रोत्साहन का दािा करते ह।ैं सभी ऄंतरायष्ट्रीय दफल्म जनमायताओं र प्रोडक्िन हाईसों के जलए यह ईनके लाआन प्रोड्यूसर/ प्रजतजनजध की जजममेदारी होगी दक िे जिदेि मंत्रालय (एमइए) र भारत सरकार के सूचना र प्रसारण मंत्रालय (एमअइबी) अदद स ेसभी ऄपजे क्षत ऄनुमाजतयााँ प्राप्त करें। 13.3 'इ- दफल्म क्लीयरेंस' मकेजनजम दफल्म िूटटग के जलए प्राप्त अिेदनों को समय पर ऄनुमजत सुजनजित करने के जलए सभी संबंजधत जहतधारक एजेंजसयों के साथ समन्िय करेगा। 13.4 नीजत के जारी होने के बाद, जनमायता जनधायररत प्रारूप म ें एफएसपीसी को आन्सेनरटि के जलए अिश्यक प्रमाण पत्रों के साथ अिेदन प्रस्ट्तुत करेगा। 13.5 एफएसपीसी द्वारा गरठत एक जित्त सजमजत आन्सेनरटि के अिेदन की जांच करेगी, र जनणयय के जलए ऄपनी जसफाररिों के साथ दफल्म जिकास प्रकोष्ठ के ऄध्यक्ष को ऄग्रेजषत करेगी। 13.6 एफएसपीसी दफल्मों के पोस्ट्ट-प्रोडक्िन के जलए ददल्ली र राष्ट्रीय राजधानी क्षत्रे की जिजभन्न सेिा प्रदाताओं र डीटीटीडीसी के बीच एमओयू की व्यिस्ट्था करन े के जलए प्रयास करेगा। 13.7 एफएसपीसी ददल्ली म ें जसनेमा हॉल, जसनेमा हॉल के चेन समूहों, ऄन्य एमफीजथएटर र दफल्म जडजस्ट्रब्यटरों के बीच एमओयू की व्यिस्ट्था करन े के जलए प्रयास करेगा। 13.8 एक ऄंडरटेककग/िचन-पत्र देना होगा जजसमे जलिा हो दक इ-दफल्म क्लीयरेंस के माध्यम स े दफल्म िूटटग के जलए अिेदक ददल्ली पययटन, ददल्ली सरकार र लोकेिन/ संबंजधत जहतधारक एजेंजसयों को दफल्म में र दफल्म के प्रचार के दौरान प्रमुि क्रेजडट प्रदान करेंग।े 13.9 दफल्म जनमायताओं द्वारा ददल्ली पययटन को दकसी भी मंच पर भजिष्य म ें ईपयोग के जलए सभी ऄजधकारों के साथ जनम्नजलजित प्रदान दकया जाएगा: क पूरी दफल्म का एक छोटा ऑजडयो र िीजडयो रेलर ररलीज के बाद ि एक लघ ु डाक्यूमेंरी जक्लप जो ददल्ली के लोकेिन के ईपयोग को ररलीज के बाद दिायय े ग जनद िकों दफल्म/कमयचाररयों की ददल्ली के बारे में बताते हुए परदे के ररलीज के बाद पीछे की सीन जक्लप घ ददल्ली पययटन ऄजभलेिागार के जलए दफल्म पोस्ट्टर ररलीज के बाद ड़ ददल्ली पययटन र लोकेिन के जलए सोिल मीजडया प्रचार ररलीज के बाद च दफल्म / पररयोजना की हाइ रेजोलूिन पोस्ट्टर छजियां ररलीज के बाद छ 'ददल्ली म ें दफल्माया गया' ऄंजतम प्रोडक्िन रोेलग क्रेजडट ददल्ली ररलीज के बाद सरकार ,डीटीटीडीसी तथा लोकेिन जहतधारकों के लोगो के साथ[PART IV DELHI GAZETTE : EXTRAORDINARY 9 आनका जििरण पररचालन ददिाजनद िों में प्रदान दकया जाएगा। 14. ददल्ली दफल्म कोष राष्ट्रीय राजधानी क्षत्रे ददल्ली सरकार, दफल्म प्रोमोिन के दजृ ष्टकोण स े ददल्ली को एक राष्ट्रीय र ऄंतरायष्ट्रीय पययटन गंतव्य के रूप म ें सांेडग करन े के जलए ‘ददल्ली दफल्म कोष’ स्ट्थाजपत करेगी। आस कोष का ईपयोग ददल्ली म ें दफल्म िूटटग के जलए सजब्सडी/प्रोत्साहन प्रदान करन े के जलए दकया जाएगा। एक प्रोडक्िन हाईस / दफल्म जनमायता को प्रदान दकया जाने िाला प्रोत्साहन दो प्रकार का होगा: क) प्रदियन अधाररत जित्तपोषण - यह मुख्य रूप स े दफल्म जनमायताओं र दफल्म जितरकों को पुरस्ट्कृत करन े के जलए दफल्म प्रस्ट्तुजतयों के जलए प्रदान दकया जाएगा। आसका ईपयोग ददल्ली म ें जस्ट्थत या ददल्ली म ें िूट की गइ दफल्मों के जलए जिपणन र प्रचार ईद्देश्यों के जलए भी दकया जाएगा। ि) समथनय जित्त पोषण - यह कम बजट की दफल्मों, टेलीदफल्मस र प्रस्ट्तुजतयों के जलए जिपणन र प्रचार गजतजिजधयों के जलए नए र ईभरत े हुए ऄदाकारों को सहायता प्रदान करेगा। ग) जनष्पादन अधाररत जित्तपोषण र समथयन जित्तपोषण के जलए महत्िपूणय मानदंड होंगे: ऄ) ददल्ली म ें िूटटग के ददनों की संख्या अ) दफल्मों म ें ददल्ली का कंटेंट आ) ददल्ली के स्ट्थानों को ददया गया स्ट्क्रीन समय इ) ददल्ली के स्ट्थानीय कलाकार ददल्ली दफल्म कोष को रुपए 30 करोड़ के प्रारंजभक ऄनुदान के साथ संपन्न दकया जाएगा। 15. ऄकं र सजब्सडी 15.1 दफल्म नीजत के प्रािधानों के ऄनुसार दफल्म जिकास प्रकोष्ठ फीचर दफल्मों/टीिी सीरीज/िेब सीरीज र ओटीटी पररयोजनाओं र दकसी ऄन्य फीचर दफल्मों/िृत्तजचत्रों के जलए प्रोत्साहन प्रदान करन े के जलए नोडल एजेंसी के रूप म ें काय य करेगा। 15.2 ऄंक र सजब्सडी के जलए जिज्ञापन दफल्म ें र टीिी जिज्ञापन ऄहतय ा प्राप्त नहीं करेंगे। 15.3 दफल्म जनमायताओं को दफल्मों की नाटकीय ररलीज के जलए सीबीएफसी प्रमाणपत्र लेना चाजहए। 15.4 ओटीटी ररलीज के जलए, पररयोजना को नेटजललक्स, ऄमेज़़ॅन प्राआम, ज़ी 5, सोनी लाआि, जडज्नी हॉटस्ट्टार, िूट, एमएक्स प्लेयर, एएलटी बालाजी जैसे जनम्नजलजित ओटीटी प्लेटफामों म ें स े दकसी पर भी जारी दकया जाना चाजहए। आस सूची को प्रचलनात्मक ददिा-जनद िों के ऄनुसार समय-समय पर संिोजधत दकया जाएगा। 15.5 यदद केिल एक िेब सीरीज या िेब दफल्म के पायलट को ददल्ली म ें िूट दकया जाता ह,ै तो प्रोडक्िन एजेंसी सजब्सडी के जलए पात्र नहीं होगी। 15.6 सभी िूटटग के जलए, सजब्सडी हते ु लाआन बजट स े नीचे केिल योग्यता पर जिचार दकया जाएगा। 15.7 ददल्ली पययटन, दफल्म ररलीज के बाद 90 ददनों के भीतर दफल्म जनमायता को सजब्सडी की राजि जारी करेगा। 15.8 योग्य कमीदल म ें मेकऄप कलाकार, कॉस्ट्ट्यूम जडजाआनर, हये रड्रेसर, सेट जडजाआनर, जबजली एि ं प्रकाि तकनीजियन, स्ट्पॉट बॉय, सहायक जनद िक तथा दफल्म जिकास प्रकोष्ठ द्वारा तय की गइ कोइ ऄन्य प्रासंजगक भूजमका सजममजलत ह।ै 15.9 लाआन स े नीच े योग्य प्रोडक्िन लागत में दफल्म जनमायण एजेंसी द्वारा ददल्ली म ें िहन दकए गए, प्री-प्रोडक्िन, प्रोडक्िन हते ु व्यय तथा दफल्मांकन/िूटटग र पोस्ट्ट प्रोडक्िन के दौरान दकए गए व्यय से संबंजधत व्यय सजममजलत जलए अरंभ दकया जाएगा। ददल्ली दफल्म काडय ररयायती सेिाओं जैसे ददल्ली के ऄंदर यात्रा, सामान, अिास र सुरक्षा ऄथायत ददल्ली की लोकेिनों पर कार्ममक प्रबंधन के जलए पैकेज प्रदान करेगा। पैकेजों के प्रचालन संबंधी ददिा-जनद ि ददल्ली पययटन के दफल्म िूटटग संिधयन प्रकोष्ठ द्वारा कायायजन्ित दकये जायेंगे। 16.2 ददल्ली दफल्म काडय दफल्म जनमातय ाओं र दफल्म जनमायण एजेंजसयों को िुरू म ें एक िषय की ऄिजध के जलए ईपलब्ध होगा, जजसे समय-समय पर निीनीकृत दकया जा सकेगा। संचालन ददिाजनद िों म ें जििरण सजममजलत दकया जाएगा। 16.3 दफल्म काडय की प्रारंजभक कीमत 1.00 लाि रुपय ेहोगी जजसे हर साल निीनीकृत दकया जा सकता ह ै । 17. िल्ु क र जमा i. ददल्ली म ें सभी जचजन्हत दफल्म लोकेिनो पर िूटटग के जलए मानकीकृत िुल्क स्ट्लैब जनधायररत दकए जाएंगे, जजन्ह ें सभी एजेंजसयों र प्राजधकरणों के साथ परामि यके बाद तय दकया जाएगा। ii. िुल्क को जिजभन्न जसजिल जडफेंस िालंरटयर (सीडीिी) ईपलब्ध कराए जाएंगे। संचालन ददिाजनद िों म ें जििरण िाजमल दकया जाएगा। तथाजप, कानून एि ं व्यिस्ट्था तथा यातायात प्रबंधन की जजममेदारी ददल्ली पुजलस के पास रहती ह,ै जैसा दक ईनके द्वारा ऄनुमजत प्रदान की गइ हो। 19. िटू टग स्ट्थलों का जिकास i. सभी जहतधारक एजेंजसयां दफल्म िूटटग स्ट्थलों र संबंजधत बुजनयादी ढांचे जैसे जिरासत स्ट्थलों, नागररक बुजनयादी ढांचे, पाकों र ईद्यानों, सड़कों, रेलि े स्ट्टेिनों र कैररजों, मेरो स्ट्टेिनों र रेनों अदद के जिकास को बढाने के जलए प्रयास करेंगी। आसम ें िाजणजज्यक अयोजनों के जलए ली गइ दरों की तुलना म ें दफल्म िूटटग के जलए ऄलग र कम दरों को लाग ूकरना िाजमल होगा। ii. डीटीटीडीसी ददल्ली सरकार र जनजी जहतधारकों के साथ िूटटग के ईत्कृष्ट स्ट्थलों की पहचान करेगा र ईन्ह ें सूचीबद्ध करेगा। iii. ददल्ली र सरकारी बुजनयादी ढांच े के जलए जिजिष्ट स्ट्थलों को दफल्म की ऄिधारणा के अधार पर संभाजित दफल्म िूटटग स्ट्थलों के रूप म ेंप्रचाररत दकया जाएगा। 20. अिास र पररिहन सजु िधाएं i. जिजभन्न बजट श्ेजणयों म ें होटलों र गेस्ट्टहाईसों को डीटीटीडीसी के साथ सूचीबद्ध करन े के जलए अमंजत्रत दकया जाएगा। ii. दफल्म आकाआयों को ईनके ठहरन े की ऄिजध के जलए डीटीटीडीसी के सूचीबद्ध गेस्ट्टहाईसों र होटलों म ें जििेष दरों पर बोर्डडग र लॉेजग की पेिकि की जाएगी। iii. डीटीटीडीसी दफल्म आकाआयों को अिास के स्ट्थान स े यात्रा के जलए ईनके दफल्म कमीदलों को पररिन की सुजिधा प्रदान करेगा। 21. दफल्मी ससं ाधनों का संकलन डीटीटीडीसी ददल्ली म ें जस्ट्थत प्रमुि ऐजतहाजसक, धार्ममक र सांस्ट्कृजतक स्ट्थलों, जो अकषयक र दफल्मांकन योग्य ह,ैं के जििरण को प्रमुिता से प्रदर्मित करन े िाले दफल्मी संसाधनों का एक संग्रह तैयार करेगा। ददल्ली को एक प्रमुि दफल्म-िूटटग गंतव्य के रूप म ेंबढािा देन े के जलए व्यापक रूप स े आस संग्रह को प्रचाररत दकया जाएगा। 22. स्ट्थानीय प्रजतभा र कौिल जिकास का ईपयोग 22.1 दफल्म िूटटग प्रमोिन प्रकोष्ठ मेकऄप कलाकारों, कॉस्ट्ट्यूम जडजाआनरों, हये रड्रेसर, सेट जडजाआनरों, जबजली र प्रकाि तकनीजियनों, स्ट्पॉट बॉय, सहायक जनद िकों र ददल्ली म ें अधाररत दकसी भी ऄन्य प्रासंजगक भूजमका सजहत दफल्म कमीदलों र सहायक संसाधनों की एक सूची बनाए रिेगा। प्रकोष्ठ जनयजमत रूप से दफल्म जनद िकों र प्रोडक्िन हाईसों के साथ डेटाबेस साझा करेगा। आसे डीटीटीडीसी की िेबसाआट पर भी प्रदर्मित दकया जाएगा। 22.2 दफल्म जनमायण पाठ्यक्रमों जैसे जसनेमैटोग्राफी, ऄजभनय, पटकथा लेिन, जनद िन, संपादन अदद को ददल्ली कौिल र ईद्यजमता जििजिद्यालय (डीइएसय)ू र ऄन्य संस्ट्थानों म ें जडग्री / व्यिसाजयक पाठ्यक्रमों के रूप म े प्रजतजष्ठत राष्ट्रीय र ऄंतराष्ट्रय ीय दफल्म जनमायण संस्ट्थानों के साथ संबद्धता से िुरू दकया जा सकता ह।ै 22.3 दफल्म जनमायण पाठ्यक्रमों के छात्रों के जलए दफल्म कमीदल के साथ आंटनयजिप की व्यिस्ट्था की जाएगी। 22.4 100 प्रजतभािाली र योग्य ईममीदिारों के जलए प्रमुि प्रजिक्षण संस्ट्थान जैसे भारतीय दफल्म र[PART IV DELHI GAZETTE : EXTRAORDINARY 13 टेलीजिजन संस्ट्थान, पुण े सत्यजीत रे दफल्म, टेलीजिजन संस्ट्थान, कोलकाता र राष्ट्रीय जडजाआन संस्ट्थान, ऄहमदाबाद अदद में दफल्म जनमायण र संबंजधत पाठ्यक्रमों म ें दाजिला लेन े के जलए िार्मषक छात्रिृजत्तयां प्रदान की जाएंगी। चयजनत छात्रों को अिेदन िुल्क की प्रजतपूर्मत की जाएगी। 22.5 दफल्म जनमायण र दफल्म ईद्योग से संबंजधत ऄन्य पाठ्यक्रम संचाजलत करन े िाल े नए राष्ट्रीय स्ट्तर के संस्ट्थानों के जिकास के सबंध मे पता लगाया जाएगा। 22.6 एनएसडी र एफटीटीअइ, एनअइडी जैसे प्रमुि संस्ट्थानों के ददल्ली म ें ऄपन े पररसरों की स्ट्थापना के जलए ईनके साथ एमओयू /टाइ-ऄप की संभािनाओं का पता लगाया जाएगा। 22.7 दफल्म प्रौद्योजगकी, एिीजीसी (एनीमेिन, दश्ृ य प्रभाि, गेेमग र कॉजमक्स), ग्रादफक्स र संबंजधत क्षेत्रों म ेंस्ट्टाटय-ऄप को बढािा ददया जाएगा। 22.8 दिे भर म ें मेकऄप कलाकारों, कॉस्ट्ट्यूम जडजाआनरों, हये रड्रेसर, सेट जडजाआनरों, जबजली र प्रकाि तकनीजियनों, स्ट्पॉट बॉयज, सहायक जनद िकों को जनयजमत रूप से प्रचाररत दकया जाएगा। 23. माक टटग र प्रोमोिन डीटीटीडीसी ददल्ली को एक जिि स्ट्तरीय दफल्म िूटटग गंतव्य के रूप म ें प्रचाररत करन े तथा माक टटगकरन े के जलए जिजभन्न माध्यमों जैसे फीचर दफल्मों, िेब सीरीज, टीिी सीरीज, डॉक्यूमेंरी दफल्मों जैसे जिजभन्न माध्यमों का ईपयोग कर जिजभन्न कदम ईठाएगा, जैसे: क) ददल्ली पययटन र ऄन्य प्रचार ऄजभयानों की सांेडग म ेंएक ईत्पाद के रूप म ेंदफल्म पययटन को िाजमल करना। ि) डीटीटीडीसी ददल्ली को दफल्म िूटटग गंतव्य के रूप म ें बढािा देन े के जलए पययटन मेलों र एक्सपो, दफल्म फेजस्ट्टिल र ऐस ेऄन्य ऐसे काययकमों म ेंभाग लगे ा। ग) यदद कोइ दफल्म, टीिी िो या िेब सीरीज ददल्ली की संस्ट्कृजत र जिरासत का मजहमा मंडन करती ह ै र आसके पययटन स्ट्थलों को बढािा देती ह,ै तो डीटीटीडीसी ऄपन े पययटन स्ट्थलों पर ऐसे दफल्म, टीिी सीरीज, िेब सीरीज, डॉक्यूमेंरी दफल्मों की प्रचार सामग्री को दफल्म जनमायण एजेंसी र ईस लोकेिन के जहतधारक से परामि य कर प्रीजमयम िुल्क के भुगतान पर प्रदर्मित करेगा। 24. ऄग्रणी जडजजटल क्राजं त क) डीटीटीडीसी ददल्ली जस्ट्थत ओिर-द-टॉप (ओटीटी) प्लेटफामों, टीिी िो र जडजजटल सामग्री जनमायताओं अदद के साथ साझेदारी पर जिचार करेगा। डीटीटीडीसी दफल्मों म ें ददिाए गए लोकेिन के अधार पर ऄपनी प्रचार गजतजिजधयों के साथ पययटन पैकेजों को बढािा देगा र पययटकों र दफल्म जनमायताओं को आन लोकेिनों की माक टटग करेगा। ि) ओटीटी सामग्री रचनाकारों, जडजजटल सामग्री जनमायताओं र टीिी श्ृंिला जनमायताओं के जलए पररजचत टूर की पेिकि की जाएगी र ईन्ह े अयोजजत करेगा, जहां डीटीटीडीसी दफल्म जनमायण एजेंजसयों के जलए लॉजजजस्ट्टक सपोटय प्रदान करन े म ेंसहायता करेगा। ग) ओिर द टॉप (ओटीटी) पररयोजनाओं, िेब सीरीज, टेलीजिजन धारािाजहकों / िो, डाक्यूमेंरी िृत्तजचत्र अदद के जलए, आस नीजत के तहत लाभ प्रदान करन े का जनणयय "दफल्म जिकास प्रकोष्ठ" द्वारा जलया संजहता) जनयमािली 2021 के रूप म ेंजाना जाता ह,ै में ईल्लेि दकया गया ह।ै 25. ददल्ली ऄतं राष्ट्रय ीय दफल्म समारोह (DIFF) i. डीटीटीडीसी प्रजत िषय ददल्ली ऄंतरायष्ट्रीय दफल्म समारोह का अयोजन करेगा जजसमें ददल्ली को पसंदीदा दफल्म गंतव्य के रूप म ें बढािा देने के जलए एक मंच के रूप में प्रयोग दकया जाएगा । दिे भर स े र िैजिक स्ट्तर पर दफल्म आंडस्ट्री को समारोह म ें अमंजत्रत दकया जाएगा। ददल्ली ऄंतराष्ट्रय पुरस्ट्कार की स्ट्थापना करेगा जजससे ददल्ली दफल्म ईद्योग के जिकास र ईत्कृष्टता म ें योगदान करने िाले लोगों को मान देन,े सममाजनत करन े के जलए समारोह का अयोजन दकया जाएगा। आन पुरस्ट्कारों की घोषणा प्रजतिष य कलात्मक र तकनीकी जसनेमा गजतजिजधयों म ें ईत्कृष्टता का ईत्सि मनाने के जलए की जाएगी। ददल्ली म ें दफल्माइ गइ दफल्मों के जलए ये िार्मषक दफल्म पुरस्ट्कार ददल्ली म ें दफल्म िूटटग को प्रोत्साजहत करेंग े र ेंभागीदार डीटीटीडीसी द्वारा 'जिकास म ें भागीदार' नामक एक पहल की जाएगी तादक साझेदारी के गठन को सक्षम दकया जा सके जो ईद्योग को बढाने र नए अयाम प्राप्त करन े म ेंमदद करेगा। आन साझेदाररयों म ें दो पक्ष होंग:े जुड़े रहो र व्यस्ट्त रहो। i. जुड़े रहो : साझेदारी र कनेक्िन भारत र जिदेिों म ें दफल्म जबरादरी स े संबंजधत जनकायों, सदस्ट्यों र जििेषज्ञों के साथ जुड़े होंगे। आनम ें दफल्म एजेंजसयों, जनमायताओं, जनद िकों, लेिकों, ऄजभनेताओं र दफल्म जनमायण प्रदक्रयाओं म ें िाजमल ऄन्य कमी िाजमल हो सकते ह।ैं आन साझेदाररयों या कनेक्िनों का गठन नए जिचारों के अदान-प्रदान, दफल्म ईद्योग के जिजभन्न पहलुओं के जनमायण के The permissions granted through the Online Single Window Clearance Mechanism i.e, e – Film Clearance would also be subject to guidelines/ instructions of Ministries/Institutions of Government of India issued from time to time. 1. Introduction Delhi is a popular tourist destination in India and the world. It is a vast city with diverse culture, diverse people and diverse landscape. Delhi is the perfect destination for film shootings in India. The city boasts of a very healthy blend of old heritage and modern grandeurs and as such it offers best of both worlds to the film makers. While on the one hand, we can see lively streets of Old Delhi, on the other hand, we have quaint streets of Rajpath and nearby areas. Delhi also has various popular film locations that have been used in the movies for the aesthetic backdrop. In Delhi, about 30 films are shot every year which seems way below its actual potential. Delhi has immense capacity to emerge as a leader in film production by leveraging its geo-physical, political, regional, historical and cultural context and creating a favorable environment for a thriving film industry. There are many film producers, directors, writers and actors who belong to Delhi and are utilizing their talents in cities like Mumbai, Chennai, Hyderabad etc. Introduction of a Film Policy with incentives and measures to boost such talent will be beneficial in retaining talent in the city and creating appropriate employment opportunities. It has been consistent endeavour of the Government to take proactive steps for easing the process of doing business in Delhi. In continuation of these efforts and in order to provide a friendly and efficient film making ecosystem to the producers, it is prudent to simplify the existing processes and practices for granting filming approvals so as to further ease film making in Delhi. Welcome to the Delhi Film Policy 2022 2. Vision To create an enabling environment that encouragesinclusive growth in tourism by supporting film-making in the National Capital Territory of Delhi. 3. Definition  „Policy‟ means the Delhi Film Policy 2022;  „GNCTD‟ means Government of National Capital Territory of Delhi;  „DTTDC‟ means Delhi Tourism & Transportation Development Corporation Ltd./ Delhi Tourism;  „MD/ MD & CEO‟ means Managing Director/ Managing Director and Chief Executive Officer, DTTDC;  „Government of India (GoI)‟ means Ministries, Departments, Institutions and Autonomous Bodies of Government of India.  „Film‟ means a cinematograph film.  „Cinematograph film‟ means any work of visual recording and includes a sound recording accompanying such visual recording and “cinematograph” shall be construed as including any work produced by any process analogous to cinematography including video films and shall include feature films, short films, documentaries, TV Series, Web Series and ad films. 4. Objectives The Delhi Film Policy 2022 intends to brand the national and international profile of Delhi through films. The following stipulates key objectives of the Delhi Film Policy 2022: 1. To promote artistic, creative and cultural expressions 2. To brand Delhi as a vibrant film shooting destination by easing approval processesfor film shooting 3. To build large, enthusiastic audiences for films shot in Delhi, both at the domestic and global level 4. To develop and support local talent and provide skilled ecosystem in Delhi 5. Strategy To achieve the objectives of the Delhi Film Policy 2022, three broad frameworks are necessary to promote and[PART IV DELHI GAZETTE : EXTRAORDINARY 17 encourage film shoots in Delhi: 5.1 Institutional Measures Online Single Window Clearance Mechanism (e – Film Clearance) The Online Single Window Clearance Mechanism (e – Film Clearance) will support and promote development of films in Delhi. The Delhi Film Policy 2022 aims for ease of doing film business. The mechanism will fast track approval processes for film shooting from various stakeholder agencies. About 25 agencies will be connected online with Delhi Tourism and Transportation Development Corporation (DTTDC, hereinafter called Delhi Tourism), an undertaking of Govt. of Delhi, and the film production houses. Delhi Tourism shall be designated as the Nodal Agency for this purpose. 5.2 Policy Measures To promote Delhi as a Film Tourism Destination, policy measures will be vital for establishing Delhi as a shooting and film producing destination. The Delhi Film Policy 2022 shall offer incentives and further develop shooting locations in Delhi by building and enhancing film-related facilities and infrastructure. These measures will attract film production agencies and establish film making in Delhi. In addition, there will be promotion of Delhi for film shootings through participation in various international, national and local industry events and hosting festivals and other similar events with film-fraternity participants. The following measures have been identified to make Delhi an attractive destination for film shootings: 1. There shall be administrative measures and incentives for making the Delhi Film Policy 2022 a success 2. A Film Shooting Promotion Cell shall be established within Delhi Tourism. In addition, a Film Facilitation Committee, Film Development Cell and a Film Advisory Board shall be constituted for ensuring ease of film making in Delhi 3. Delhi Film Policy 2022 shall establish Delhi Film Fund for branding Delhi as a tourist destination. This Fund shall be utilized for supporting and promoting filmmakers and production agencies 4. A Delhi Film Card shall be launched to offer specific services and amenities to film production agencies for shooting in Delhi. Special packages shall be offered to production agencies of sister cities of Delhi. 5.3 Supporting Measures These measures shallsupport the development of highly skilled workforce for film production agencies in Delhi. The Delhi Film Policy 2022 aims for the professional development and training of Delhi‟s local talented youth including cast, crew, extras, technicians and many more. Delhi‟s skill ecosystem willcreate a robust professional ecosystem in Delhi. 6. PolicyPeriod The Policy shallremain in operation for a period of 5 years, from May 2022 or until substituted by another Policy, whichever is earlier. The Policy provisions, however, may be amended from time to time to cater to the changing needs and requirements of the film production agencies, in consultation with the Film Advisory Board. 7. NodalAgency for Obtaining Approvals 7.1 Delhi Tourism and Transportation Development Corporation (DTTDC), a government undertaking of Government of Delhi, has been designated as the Nodal Agency for easing the approvalprocesses for film production agenciesbycoordinating with various stakeholders in Delhi. 7.2 For this purpose, DTTDC shalldevelop an online institutional mechanism for coordination with the agencies concerned and all other stakeholders to facilitate film production agencies/film makers in obtaining necessary approvals for shooting. The entire process of approval shall be cleared within 15 calendar days. 7.3 If approval is notproposed to be granted in the stipulated time period, the agency shall communicate to the applicant and Delhi Tourism providing clear reasons for the delay. 7.4 However, if approval is not granted within the given time frame, deemed approval will be granted by Delhi Tourism, unless the agency informs Delhi Tourism about reasons for not being able to grant the approval in time. However, this information must reach Delhi Tourism within 15 calendar days of receipt of online application. 7.5 If the filmmakers or producers want to get the approvals in lesser time (like 10 days or 5 days before shoot18 DELHI GAZETTE : EXTRAORDINARY PART IV] or lesser number of days) because of any actor‟s dates‟ issue or any other reason, then the approval can be considered(provided all norms are followed). However, a premium amount as decided by the authorities concerned would be charged for such cases. 7.6 In addition, once approval is given to the film production agencies/film-makers, film shootings can-not be stopped for any reason whatsoever except under extenuating circumstances. And, in that case, timely information has to be provided to Delhi Tourism and the film production agency. 8. Online Single Window Clearance Mechanism: ‗e – Film Clearance‘ 8.1 An Online Single Window Clearance Mechanism(e-Film Clearance) shallbe created by Delhi Tourism to providegreater transparency, grant time bound approvals and better coordination between stakeholder agencies and production firms.Thiswill reduce the time and effort of film production units and filmmakers for shooting in Delhi. Theonline mechanism will have the following features: 1. DTTDC shallact as the Nodal Authority for managing and operating the „Film Shooting Single Window Portal‟ on DTTDC website 2. The online portal shallhave a clear mechanism for obtaining approvals for shootings at both DTTDC and non-DTTDC locations 3. Multi-level user log-in option would be linked with access permissions – (i) The system shall have the mechanism to provide access to all stakeholders including applicants, administrator (Delhi Tourism) and the respective approving authorities. (ii) All location specific approving authorities of Delhi and Government of India, besides independent agencies,shall have access to the system. (iii) The system shall have a mechanism to obtain both location-specific approvals and statutory approvals (including approval from Delhi Police). (iv) The system shall list all the film shooting locations of various stakeholders. (v) The system shall have a mechanism for automatic allocation of application to respective authorities depending on location requirement of each application. (vi) The system shall have a mechanism to allow approving authorities to accept and reject applications for specific locations. (vii) The system shall have provision for online payments. (viii) The system shall have a mechanism for easy communication through notification and alerts via SMS / email between various stakeholders and the applicant. (ix) The system shall generate acknowledgement receipt after successful submission of an application. (x) The system shall have a mechanism to track the progress of each application. (xi) The system shall generate permission letter that can be downloaded in the applicant login. (xii) The system shall have a mechanism to allow applicants to submit feedback for grievance redressal. 9. Film Shooting Promotion Cell A Film Shooting Promotion Cell (FSPC) shall be set up in DTTDC. This Cellshall undertake the following responsibilities: i. It shall register Production Service Companies/ Line Producers interested in film shootings in Delhi.For this purpose, all information shallbe readily accessible on Delhi Tourism website. The website shall act as one single platform for enrolment of professionals and access of information by filmmakers. ii. It shall set up a mechanism for providing annual scholarships/stipends to students of Delhi, studying in National School of Drama (NSD), Delhi, Film and Television Institute of India (FTTI), Pune, and Satyajit Ray Film & Television Institute, Kolkata,National Institute of Design, Ahmedabad, or any other recognized and reputed Training Institute with the approval of Film Development Cell. iii. It shall develop Standard Operating Procedures, detailed guidelines, rules, process checklist and all required[PART IV DELHI GAZETTE : EXTRAORDINARY 19 formats and agreements, among others, essential for implementation of Delhi Film Policy. iv. The Cellshall maintain a list of Delhi-based production houses and communicate with them regarding approvals, new schemes, and promotion activities undertaken by GNCTD for attracting filmmakers to Delhi for film production. v. It shall maintain a regularly updated library database of Delhi-based film crew on its website such as make-up artists, costume designers, hairdressers, set designers, electricity and lighting technicians, spot boys, assistant directors, and other professionals related to the film industry. Itwill provide an easy access forinformation to production houses for utilizing local Delhi talented youth for film shoots in Delhi. vi. For Line Producers,it would be mandatory to update their own profile, from time to time and present the previous work they have done, along with a work satisfaction letter from the producers so that people who are searching for line producers on website can also see the ratings and the potential of the Line Producers, based on their professional skills. vii. It shall address concerns and/ or complaints pertaining to the processes of obtaining approvals and any other matter of importance through its grievance redressal desk. 10. Film Facilitation Committee A Film Facilitation Committee chaired by the MD& CEO, DTTDC, shall be formed and consist of the nodal officers of stakeholder agencies. The Committee shallcomprise of additional directors or above level officers from various agencies, departments, authorities and other key stakeholders including: i. Archaeological Survey of India (ASI) ii. Central Public Works Department (CPWD) iii. Delhi Development Authority (DDA) iv. Delhi Transport Corporation (DTC) v. Delhi Metro Rail Corporation (DMRC) vi. Delhi International Airport Limited (DIAL) vii. Directorate General of Civil Aviation (DGCA) viii. Department of Environment and Forest, GNCTD ix. Department of Art, Culture and Languages, GNCTD x. Department of Revenue, GNCTD xi. Department of Tourism, GNCTD xii. Deputy Commissioner of Police (Law & Order) xiii. Deputy Commissioner of Police (Traffic) xiv. East Delhi Municipal Corporation (EDMC) xv. ISKCON Temple Trust xvi. Jama Masjid and Hazrat Nizamuddin Dargah xvii. New Delhi Municipal Council (NDMC) xviii. North Delhi Municipal Corporation (North DMC) xix. Northern Railways xx. Public Works Department, GNCTD (PWD) xxi. South Delhi Municipal Corporation (SDMC) xxii. Sports Authority of India (SAI) xxiii. Sundar Nursery, Nizamuddin xxiv. Any other department of GNCTD or Govt. of India and agency as per request of Film Production Agency. The Committee shall meet quarterly to discuss and deliberate on steps to be taken for efficient operation of e- Film Clearance.20 DELHI GAZETTE : EXTRAORDINARY PART IV] 11. Film Development Cell A Film Development Cell shallbe constituted by Delhi Tourism for the development and promotion of film making in Delhi by national and international filmmakers.The Cell will be co-chaired by the Managing Director& CEO, Delhi Tourism and a leading film personality such as a filmmaker, director, actor or producer from the film industry. It shall consist of government officials, technical professionals, and experts from the film industry. The Cell would have the following responsibilities: 1. The Cell shallmonitor the implementation of Delhi Film Policy 2022 and decide the eligibility of filmmakers/ producers to receive incentives 2. It shall periodically discuss strategies for the development and promotion of films in Delhi 3. It shall act as an advisory body for releasing funds and sanctioning film sector related projects with capital investments 4. The Film Development Cell shall meet once in six months. 12. Film Advisory Board The Film Advisory Board will advise and guide on how best to achieve the Delhi Film Policy 2022 goals. It shall consist of leading film makers and professional (subject matter) experts who would provide insights and ideas on how to promote film making in Delhi and engage community for inclusive growth. They would share current knowledge for achieving excellence in objectives of the Delhi Film Policy 2022. 13. Implementation 13.1 All applications for film shooting in Delhi shall be received only on the „e – Film Clearance‟ of Delhi Tourism 13.2 The Policy shall be applicable to all the eligible national and international filmmakers seeking permission and claiming subsidy/incentive as per the operational guidelines. For all international film-makers and Production Houses, it would be the responsibility of their Line producer/ representative to get all the requisite clearances from Ministry of External Affairs (MEA) and Ministry of Information and Broadcasting (MIB) of Government of Indiaetc. 13.3 The „e - Film Clearance‟ shall coordinate with all concerned stakeholder agencies to ensure timely approvals on applications received for film shootings 13.4 After release of the project, the producer shall submit the application to FSPC, along with the necessary certificates for theincentive in the prescribed format. 13.5 A Finance Committee set up by FSPC shall examine the incentive application, and forward to the Chairperson of Film Development Cell along with its recommendations for decision. 13.6 FSPCshall make efforts for arranging MOU between DTTDC and various Service Providers in Delhi and NCR region for post-production of Films. 13.7 FSPCshall make efforts for arranging MOU between Cinema Hall, Chains of Cinema Halls, other Amphitheaters and Film Distributors in Delhi 13.8 An undertaking that the applicants for film shooting throughe-Film Clearance shall provide prominent credit to Delhi Tourism, Government of Delhi and locations/ respective Stakeholder agencies, in the film and during promotion activities of the film, must be furnished. 13.9 The Following shall be provided by the film makers to Delhi Tourism with all rights for future use at any platforms: a. A short audio and video trailer of the entire Filmpost release b. A short clip documentary showcasing use of Delhi locationspost release c. A behind the scene clips of directors‟/ film crew mentioning Delhi post release d. Film poster for Delhi Tourism archivespost release e. Social media publicity for Delhi Tourism and locations post release f. High resolution poster images of film/project post release g. „Filmed in Delhi‟ in the final production rolling credits post release along with logo of GNCTD, DTTDC and Location Stakeholders[PART IV DELHI GAZETTE : EXTRAORDINARY 21 Details will be provided in the operational guidelines for the same. 14. Delhi Film Fund The Government of National Capital Territory of Delhi shall establish a Delhi Film Fund for branding of Delhi as a national and international tourism destination from film promotion point of view.This Fund will be used to provide subsidy/incentives for film shootings in Delhi.The incentive provided to a production house/filmmaker would be of two types: a. Performance Based Funding–It shallbe granted for film productions, primarily to reward producers and distributors. It would also be utilized for marketing and promotion purposes for films based in Delhi or shot in Delhi. b. Support Funding–It shallprovide assistance to new and emerging players for marketing and promotional activities for low budget films, telefilms and productions. c. Critical criteria for Performance Based Funding and Support Funding would be: a. number of days of shooting in Delhi b. Delhi content in films c. screen time given to Delhi locations d. local artists from Delhi The Delhi Film Fund shall be endowed with an initial grant of INR 30 Crores. 15. Points and Subsidies 15.1 The Film Development Cell shall act as the Nodal Agency for providing incentives for feature films/TV Series/Web series and OTT projects and any other feature films/documentaries as per the provisions of the Policy. 15.2 Ad films and TV commercials would not qualify for the points and subsidies. 15.3 Film makers must take the CBFC certifications, for theatrical release of films. 15.4 For OTT release, the project must be released on any of the following OTT platforms like Netflix, Amazon Prime, Zee 5, Sony liv, Disney hotstar, Voot, MX Player, ALT Balaji.This list would be revised from time to time in the operational guidelines. 15.5 If only the pilot of a web series or web filmis shot in Delhi, production agency will not be eligible for the subsidy. 15.6 For all shoots, only qualified below the line budget will be entertained for subsidy. 15.7 Delhi Tourism will release the subsidy amount to the film producer within 90 days, after the film release. 15.8 Eligible crew includes make-up artists, costume designers, hairdressers, set designers, electricity and lighting technicians, spot boys, assistant directors, and any other relevant role decided by the Film Development Cell. 15.9 Qualified Below TheLine Production Cost includes expenditurerelated to pre-production, production incurred for and during filming/shooting and post production, borne in Delhi by the Film Production Agency. 15.10 Eligibility for subsidies starts from date of notification of Delhi Film Policy 2022. 15.11 Subsidies shall be granted, based on the number of points earned on a scoring system as defined below: a. Delhi Film Card 16.1 Delhi Film Card shall be introduced to offer special deals and packages tofilmmakers/production agencies. The Delhi Film Card shalloffer a package of discounted services viz. travel within Delhi, logistics, accommodation and security i.e. personnel management at Delhi locations. Operational guidelines of the packages shall be implemented by the Film Shooting Promotion Cell of Delhi Tourism. 16.2 The Delhi Film Card will be available to filmmakers and film production agencies initially for a period of one year, which can be renewed from time to time. Operation guidelines will cover the details. 16.3 The initial Cost of Film Card will be Rs.1.00 Lakh which may be renewed every year. 17. Fees & Deposits i. Standardized fee slabs shallbe fixed for shooting at all identified film locations in Delhi to be decided after consultations with all agencies and authorities. ii. Fees shall be rationalized for different types of films such as commercial films,short films, web series, TV shows, documentaries and OTT Projects. iii. Efforts shall be made for expediting refunds of security deposits by stakeholder agencies, wherever applicable and shall be granted within one month of receipt of application. 18. Safety & Security of Film Units (i) DTTDC shallguide film makers and producers shooting in Delhi on security requirement (ii) Civil DefenceVolunteers (CDVs) specially trained in personnel management shall be provided to film units on their request. Details will be covered in operational guidelines. However, law and order and traffic duties remain with Delhi Police, as per approval granted by them. 19. Development of Shooting Locales i. All stakeholder agencies shallmake efforts to enhance the development of film shooting locales and related infrastructure such as heritage sites, civic infrastructure, parks & gardens, roads, railway stations & carriages, metro stations & trains etc. This would include implementing separate and reduced rates for film shooting compared withrates charged for commercial events ii. DTTDC shallidentify and catalogue promising shooting locations along with Delhi government and private stakeholders iii. Locations unique to Delhi and government infrastructure will be promoted as potential film shooting locations depending on concept of the film. 20. Lodging & Transport Facilities i. Hotels and guesthouses in various budget ranges shallbe invited to empanel themselves with DTTDC ii. Film units shall be offered boarding and lodging at special rates at DTTDC empanelled guesthouses and hotels for the duration of their stay24 DELHI GAZETTE : EXTRAORDINARY PART IV] iii. DTTDC shallfacilitate film units for transportation of their film crewstotravel from the place of accommodation 21. Compendium of Filmic Resources DTTDC shall develop a compendium of filmic resources highlighting the details of leading historic, religious and cultural sites located in Delhi, which are attractive and have filming potential. The compendium shall be widely circulated to promote Delhi as a leading film-shooting destination. 22. Use of Local Talent and Skill Development 22.1 The Film Shooting Promotion Cell shallmaintain a list of crew and support resources including make-up artists, costume designers, hairdressers, set designers, electricity and lighting technicians, spot boys, assistant directors, and any other relevant role based in Delhi. The Cell will regularly share the database with film directors and production houses. It will also be displayed on the DTTDC website. 22.2 Filmmaking courses such as cinematography, acting, screenplay writing, directing, editing and others may be introduced as degree/vocational courses in Delhi Skill and Entrepreneurship University (DSEU) and other institutes in affiliation with reputed national and international film making institutes. 22.3 Internships with film crews for students of film making courses shall be arranged. 22.4 Annual scholarships will be provided for 100 talented and qualified candidates to enrol at film making and related courses at leading training institutes such as Film & Television Institute of India, Pune and Satyajit Ray Film, Television Institute, Kolkata and National Institute of Design, Ahmedabad etc. Application fees for enrolment of the same will be reimbursed to the selected candidates. 22.5 Development of new National Level Institutes offering filmmaking and other industryspecific courses shall be explored. 22.6 MOU/ Tie-up with leading institutes such as NSD, and FTTI, NIDamong others, shall be explored for setting up their campuses in Delhi. 22.7 Start-ups in film technology, AVGC (animation, visual effects, gaming & comics), graphics and related fields shallbe promoted. 22.8 Regular promotion of make-up artists, costume designers, hairdressers, set designers, electricity and lighting technicians, spot boys, assistant directors to the film fraternity across the country. 23. Marketing & Promotion DTTDC shalltake steps to promote and market Delhi as a world-class film shooting destination for various contents such as Feature Films, Web Series, TV Series, Documentary Films by using various mediums such as: a. Include film tourism as a product in branding Delhi Tourism and any other promotional campaigns b. DTTDC will participate in tourism fairs and expos, film festivals and other such platforms to promote Delhi as a film shooting destination c. If any film, TV show or web series glorifies the culture and heritage of Delhi and promotes its tourist places, DTTDC shall display promotional material of the film, TV Series, Web Series, Documentary Films at its tourist locations in consultation with Film Production agency and location specific stakeholder on payment of a premium fee. 24. LeadingDigital Revolution a. DTTDC will explore partnerships with Over-The-Top (OTT) platforms, TV shows and digital content producers etc.based in Delhi. DTTDC shall promote tourist packages based on the locations shown in the films as part of their promotional activities and market the locations to tourists and film makers. b. Familiarization tours shall be offered to and organized for OTT content creators, digital content producers and TV series producers where DTTDC shall assist in offering logistical support for film production agencies. c. For Over-The-Top(OTT) projects, Web Series, Television serials / shows, Documentary etc., the decision for providing benefits under this Policy, shall be taken by the „Film Development Cell‟, as mentioned in the Policy, along with the Rules and Guidelines of Ministry of Electronics and Information Technology, Government of India, dated 25th February, 2021, called as the Information Technology (Intermediary Guidelines and Digital Media Ethics Code), Rules 2021.[PART IV DELHI GAZETTE : EXTRAORDINARY 25 25. Delhi International Film Festival (DIFF) i. DTTDC shallorganize Delhi International Film Festival annually as a platform to promote Delhi as a preferred filming destination. Film-fraternity from across the country and globally, will be invited to the Festival. Various promotional activities may be undertaken by DTTDC to promote Delhi InternationalFilm Festival. ii. DTTDC shall encourage and promote on its website and social media various film societies and clubs to inculcate a film culture in Delhi iii. DTTDC shall participate in various national and international events, conferences to promote Delhi as a Film Shooting destination iv. DTTDC shall create short documentaries/promotional videos and screen them at various national and international film festivals and tourist expos as well as on digital platforms. v. DTTDC shall encourage the film-fraternity‟s participation in various activities and initiatives undertaken by Delhi to promote film industry in Delhi vi. DTTDC shall create a comprehensive social media strategy to promote film industry, increase engagement and diversify audience. 26. Delhi Film Excellence Awards (DFEA) DTTDC would establish DFEA to acknowledge, honour and celebrate people who contribute to the growth and excellence of the Delhi Film Industry. Theseawards shall be announced annually to celebrate excellence in artistic and technical cinematic pursuits. These annual film awards for films filmed in Delhi will encourage film shooting and promote Delhi on the global film landscape. The awards will have special categories to recognise the contribution of creative, technical, artistic, and support staff including producers, directors, actors, cinematographers, writers, sound and light technicians, makeup artists, costume designers, spot boys, logistical support staff and any more as advised by the Film Advisory Board. 27. Partners in Growth An initiative called „Partners in Growth‟ shall be undertaken by DTTDC to enable the formation of partnerships that will help the industry grow and achieve new laurels. These partnerships shallhave two verticals: Get Connectedand Get Engaged. i. Get Connected: Partnerships and connections shall be forged with bodies, members and experts belonging to the film fraternity in India and abroad. These may consist of film agencies, producers, directors, writers, actors and any other personnel involves in film making processes. These partnerships or connections shall be formed with the goal of exchanging new ideas, developing programs for building up the various facets of the film industry and above all, branding Delhi as an integral part of the Indian and global film fraternity. ii. Get Engaged: Outreach programs and activities shall be conducted for members of the audience including youth, cinema connoisseurs, film critics, bloggers, reviewers, social media influencers. These activities shall foster increased engagement between the Delhi film fraternity and the end consumers of the cinematic products that are offered by Delhi. 28. Prohibition of Piracy and Illegal Exhibition of Films The film industry has been badly affected by Piracy and the Illegal Exhibition of Films through various communication mediums. Delhi Government is committed to protect the viewer's right of watching certified and quality films. The laws, related to checking piracy and the illegal exhibition of films, will be strictly implemented. 29. Operational Guidelines These will be issued separately for implementation of the Delhi Film Policy 2022.
