Executive Summary & Key Takeaways

**Executive Summary** The Government of NCT of Delhi has renamed the "Mahila Samriddhi Yojana" to "Delhi Lakshmi Yojana (DLY)," effective August 1, 2026. The scheme aims to provide a monthly financial benefit of ₹2,500 to eligible women aged 21–60 to promote financial autonomy and empowerment. The scheme is initially set for a three-year duration, with a specific lock-in period for savings components until July 31, 2029. **Key Points / Main Content** **Financial Provisions and Disbursement** * **Monthly Benefit:** Eligible beneficiaries receive ₹2,500 per month. * **Payment Modes:** By default, ₹1,000 is remitted to a Central Bank Digital Currency (CBDC) wallet and ₹1,500 is credited to a Recurring Deposit (RD) or Fixed Deposit (FD). Alternatively, the full ₹2,500 can be credited to an RD/FD. * **Lock-in Period:** RD/FD accounts have a lock-in period until July 31, 2029. Matured amounts after three years will be transferred to the CBDC wallet. * **Spending Restrictions:** The CBDC wallet includes a "Negative List" prohibiting the purchase of alcohol, tobacco, narcotics, lottery tickets, and gambling services. **Eligibility and Exclusion Criteria** * **Basic Requirements:** Applicants must be the eldest woman in the family, a registered voter of Delhi, and a resident of Delhi for at least 10 years. * **Income Limit:** Family unit income must not exceed ₹2,50,000 per annum. * **Exclusions:** Women are ineligible if they are income tax payers, GST filers, government employees, or if they own a four-wheeler. * **Additional Disqualifications:** Families consuming more than 2400 units of electricity annually, women with more than three living children, or those with criminal records are excluded. **Beneficiary Responsibilities and Conditions** * **Documentation:** Applicants must provide AADHAAR and Voter ID for all family members over 18. * **Social Obligations:** Children must be enrolled in school and vaccinated (including HPV for girls over 14). Pregnant or lactating mothers must be registered on the POSHAN Tracker. * **Pledges:** Beneficiaries must undertake online pledges for social causes like "Ek Ped Maa Ke Naam" and "Swachh Bharat." * **Reporting Changes:** Any change of address must be reported within one month. Shifting outside Delhi permanently terminates eligibility. **Governance and Administration** * **Approval Authority:** The District Level Approval, Monitoring and Grievance Redressal Committee (DLAMGRC), chaired by the District Magistrate, is the final authority for approvals and grievances. * **Verification:** The District Women and Child Development Officer acts as the Scrutiny Authority, supported by District Project Management Units (DPMU). * **Project Management:** A dedicated Project Management Unit (PMU) consisting of State and District levels (SPMU and DPMU) will manage implementation. **Impact Analysis** **Eligible Women (Beneficiaries)** **Impact** They receive direct financial support to improve decision-making power and self-esteem. They are also encouraged to join Self-Help Groups and seek skill training. **Action Required** Register on the "Delhi Lakshmi Yojana" portal, download a QR-coded form, get it recommended/signed by their area MP/MLA, and upload the stamped form for approval. **Department of Women and Child Development (DWCD)** **Impact** Responsible for the end-to-end execution, monitoring, and evaluation of the scheme. **Action Required** Establish the PMU/SPMU/DPMU structures, manage the online portal, conduct random third-party verifications every three years, and integrate the system with the Public Financial Management System (PFMS). **Banking Partners** **Impact** Responsible for managing CBDC wallets and RD/FD accounts for beneficiaries. **Action Required** Open compatible bank accounts for beneficiaries who do not have one in a nationalized bank and facilitate the monthly transfer of funds based on government instructions. **Area MPs and MLAs** **Impact** They serve as a verification touchpoint for applicants in their jurisdiction. **Action Required** Review, sign, and stamp the downloaded application forms for eligible women in their respective areas.
