The Government of Tamil Nadu aims to promote transparency, efficiency, and targeted delivery of services through digital authentication mechanisms; And whereas, under Section 4(4)(b)(ii) of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the "Aadhaar Act"), the use of Aadhaar authentication is permitted for prescribed purposes, subject to compliance with regulations prescribed by the Unique Identification Authority of India (UIDAI); Now, therefore, the Government of Tamil Nadu, hereby notifies the use of Aadhaar authentication for the following purpose; 1. Purpose of Aadhaar Authentication The Aadhaar-based authentication mechanism shall be used for identity verification of individuals availing digital government services, benefits, verification for registration and verification for various examinations conducted by the Chairman, Board of Examinations in the Department of Technical Education, Chennai - 600 025. 2. Authentication Methods The authentication will be carried out using the following methods as prescribed by UIDAI; • Biometric authentication (Finger Print/Iris scan). • Demographic authentication. • One-Time Password (OTP) based authentication. 3. Consent Mechanism • Aadhaar authentication shall be performed only upon obtaining explicit and informed consent from the individual. • Alternative means of identification shall be provided for those who do not wish to authenticate via Aadhaar. 4. Data Privacy & Security Measures • The authentication process shall adhere to the data security and privacy provisions outlined under the Aadhaar Act, 2016. • No Aadhaar number or authentication records shall be stored beyond the permissible period as per UIDAI regulations. • The agency shall ensure compliance with the Aadhaar (Authentication) Regulations, 2016, and the Information Technology Act, 2000. 5. Exemptions & Alternatives • Any individual not possessing an Aadhaar number shall be allowed to provide alternate government- approved identification (Govt approved Photo ID proof with ID number, Name, Date of Birth and Photo) for availing the services. • For such cases, the individual must obtain a temporary unique Identification number with a limited period validity from the Department of Technical Education, Chennai-600 025 by producing such alternate government-approved identification for availing the services. • The temporary unique identification number should be made as a permanent ID by producing an Aadhaar number before publication of examination results. 6. Implementation & Compliance • The One Time Permanent Registration Application shall be integrated with UIDAI's authentication framework through enrolling as an approved Authentication User Agency (AUA) and Authentication Service Agency (ASA).May 28, 2025] TAMIL NADU GOVERNMENT GAZETTE 197 • The concerned department shall oversee compliance with UIDAI guidelines and report implementation status to UIDAI periodically. This notification shall be effective from 01.06.2025 and shall remain valid until further orders.
