L.-33004/99 सी.जी.-डी.एल.-अ.-12102026-277060 CG-DxLx-xEG-I1D2H1x0x2x0 26-277060 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5271] िई दिल्ली, बुधर्ार, अक्त बू र 7, 2026/आज‍र् ि 15, 1948 No. 5271] NEW DELHI, WEDNESDAY, OCTOBER 7, 2026/ASVINA 15, 1948 रक्षा मत्रं ालय (भतू पर्ू वसजै िक कल्याण जर्भाग) अजधसचू िा िई दिल्ली, 7 अक् तूबर, 2026 का.आ. 5483(अ).— पहचाि स्ट्थाजपत करि े के जलए आधार संख्या का उपयोग सुजर्धाििक और जिबावध रीजत स े सहाजयदकयों, प्रसुजर्धाओं और सेर्ाओं प्राप्त करि ेम ेंसक्षम बिाता ह,ै पहचाि स्ट्थाजपत करिे के जलए िस्ट्तार्ेिों की िटिलता को समाप्त करता ह,ै प्रदियाओं को सरल बिाता ह ैऔर पारिर्िवता और िक्षता को बढार्ा िेता ह:ै और, भारत सरकार (जिसे इसम ेंइसके पश्चात उक्त सरकार कहा गया ह)ै के रक्षा मंत्रालय, भूतपूर् वसैजिक कल्याण जर्भाग (जिसे इसम ेंइसके पश्चात, यथाजस्ट्थजत, उक्त मंत्रालय या उक्त जर्भाग कहा गया ह)ै के प्रिासजिक क्षेत्राजधकार के अधीि केंद्रीय सैजिक बोडव (जिसे इसम ें इसके पश्चात उक्त अजभकरण कहा गया ह)ै रक्षा मत्रं ी भूतपूर् व सैजिक कल्याण जिजध(आरएमईडब्लल्यूएफ) (जिसे इसम ें इसके पश्चात उक्त स्ट्कीम कहा गया ह)ै को प्रिाजसत कर रहा ह।ै और, उक्त स्ट्कीम और इस संबंध म ें िारी दकए गए अिुिेिों और मागवििवक जसद्ांतों के अधीि भूतपूर् व सैजिक या उिके आजितों या िोिों (जिसे इसम ें इसके पश्चात फायिाग्राही कहा गया ह)ै को जर्त्तीय सहायता (जिसे इसम ें इसके पश्चात उक्त फायिा कहा गया ह)ै प्रिाि की िाती ह,ैं अथावत:् - और पूर्ोजल्लजखत स्ट्कीम में अंििाि के रूप म ेंकेंद्रीय सरकार द्वारा भारत की संजचत जिजध स े आर्ती व्यय अतं र्वजलत ह।ै 7690 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और उक्त केंद्रीय सैजिक बोड,व भूतपूर् व सैजिक कल्याण जर्भाग इच्छुक ह ै दक उक्त सरकार, उक्त फायि े की प्राजप्त की ित व के रूप म ें फायिाग्राही की पहचाि स्ट्थाजपत करिे के जलए, अपेक्षा करे दक ऐसे फायिाग्राही अजधप्रमाणि स े गुिरिे या आधार संख्या के कब्लि े का प्रमाण प्रस्ट्ततु करे, या दकसी व्यजक्त की ििा म,ें जिस े कोई आधार संख्या समिुिेजित िहीं की गई ह,ै िामांकि के जलए आर्ेिि करे । अतः, भारत सरकार आधार (जर्त्तीय और अन्य सहाजयदकयों, प्रसुजर्धाओं और सेर्ाओं का लजययत पटरिाि) अजधजियम, 2016 (जिस ेइसम ेंइसके पश्चात अजधजियम कहा गया ह)ै की धारा 7 के उपबंधों के अिुसरण म,ें जिम्नजलजखत को अजधसूजचत करती ह,ै अथावत:् -

1. (1) उक्त स्ट्कीम के अधीि उक्त फायिा प्राप्त करिे के इच्छुक व्यजक्त को अजधप्रमाणि स ेगुिरिा, या आधार सख्ं या के कब्लि े का प्रमाण प्रस्ट्ततु करिा अपेजक्षत होगा।

(2) यदि ऐसे व्यजक्त को आधार संख्या समिुिेजित िहीं की गई ह,ै तो उसे िामांकि के जलए आर्ेिि करिा अपेजक्षत होगा: परंतु यदि र्ह व्यजक्त बालक ह,ै तो ऐसा आर्ेिि केर्ल उसके माता-जपता या जर्जधक संरक्षक की सहमजत स े ही दकया िाएगा।

(3) आधार (िामांकि और अद्यति) जर्जियम, 2016 के जर्जियम 12 के उपबंधों के अिुसार, उक्त केंद्रीय सैजिक बोडव, भूतपूर् वसैजिक कल्याण जर्भाग ऐस ेफायिाग्राजहयों का िामांकि सुजिजश्चत करेगा जििका अभी तक िामांकि िहीं हुआ ह,ै या उजचत उपायों के माध्यम स े जिसके अतं गतव रजिस्ट्रारों के साथ समन्र्य और सुजर्धाििक स्ट्थािों पर िामांकि केंद्र स्ट्थाजपत करिा या स्ट्र्य ं रजिस्ट्रार बिकर िामांकि सुजर्धाएँ प्रिाि करिा भी ह,ै उिके आधार ब्लयौरे को अद्यति करेगा, । परंत ुिब तक ऐस े फायिाग्राही को आधार संख्या समिुिेजित िहीं की िाती, तब तक र्ह उक्त फायिा प्राप्त करि े के जलए अपिी पहचाि स्ट्थाजपत कर सकेगा, जिसके जलए र्ह हकिार ह ैऔर िो प्रस्ट्तुजत के समय जर्जधमान्य ह,ैं या, यदि उक्त केंद्रीय सैजिक बोडव, भूतपूर् व सैजिक कल्याण जर्भाग द्वारा ऐसी पहचाि के जलए प्रिाि दकया गया या प्राजधकृत सॉफ़्िर्ेयर, ऐस े िस्ट्तार्ेिों की जर्षय-र्स्ट्तु को प्रमाजणत करिे र्ाली िािकारी को तैयार करि े या रखरखार् स े संबंजधत प्राजधकाटरयों के डािाबेस से इलक्े रॉजिक रूप स े प्राप्त करि े का समथिव करता ह,ै तो ऐसी िािकारी प्राप्त करिे के जलए अपिी सहमजत िेकर, अथावत्:- अठारह र्षव स ेकम आय ु के ऐसे बालकों के जलए जिसे आधार संख्या समिुिेजित िहीं की गई ह:ै (क) िामांकि केंद्र पर प्रचालक द्वारा फायिाग्राही के िामांकि प्रदिया पूरी करि े की स्ट्र्ीकृजत, जिसम ें िामांकि पहचाि िस्ट्तार्ेि (ईआईडी) सजममजलत हो; और (ख) फायिाग्राही के अठारह र्षव स े कम आय ु का बालक होि ेका सायय प्रस्ट्ततु करि े के जलए जिम्नजलजखत म ें स ेकोई एक िस्ट्तार्ेि, अथावत:् -[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

(i) िन्म और मृत्य ु रजिस्ट्रीकरण अजधजियम, 1969 (1969 का अजधजियम संख्यांक 18) के अधीि िारी दकया गया िन्म प्रमाण पत्र, िैसा दक फायिाग्राही के िन्म के संबंध म ें िन्म रजिस्ट्िर म ेंििव प्रजर्जि स े जिकाला गया ह;ै

(ii) भारतीय पासपोिव;

(iii) मान्यता प्राप्त जर्द्यालय जिक्षा बोड वद्वारा िारी मैटरकुलिे ि या 10र्ीं कक्षा या उच्च माध्यजमक या 12र्ीं कक्षा का प्रमाण पत्र या अंक जर्र्रण;

(iv) िेखरेख और संरक्षण की आर्‍यकता र्ाल े बालक या जर्जध के साथ संघषवरत बालक के संबंध म,ें जिसे संबंजधत राज्य सरकार द्वारा दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजियम, 2015 (अजधजियम 2016 का 2) के अधीि इसके द्वारा बिाए गए जियमों के अधीि रजिस्ट्रीकृत बालक िेखरेख सस्ट्ं था म ेंरखा गया ह,ै ऐस ेसंस्ट्थाि के प्रभारी व्यजक्त, अधीक्षक, बाल कल्याण अजधकारी या पटरर्ीक्षा अजधकारी द्वारा िारी दकया गया िन्म जतजथ जर्जिर्िवि करिे र्ाला प्रमाण पत्र; या

(v) दकसी जर्िेिी िागटरक के संबंध म,ें -

(I) यदि र्ह प्रर्ासी भारतीय िागटरक काडवधारक ह,ै तो प्रर्ासी भारतीय िागटरक काड;व

(II) यदि र्ह जतब्लबती िरणाथी ह,ै तो जर्िेिी क्षेत्रीय रजिस्ट्रीकरण कायावलय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र;

(III) यदि र्ह िेपाल या भूिाि का िागटरक ह,ै तो िपे ाल या भिू ाि का पासपोिव;

(IV) यदि र्ह भारत के प्रर्ासी िागटरक काडधव ारक, जतब्लबती िरणाथी या िेपाल या भूिाि के िागटरक स े जभन्न कोई अन्य व्यजक्त ह,ै तो र्तवमाि म ें जर्जधमान्य या समाप्त हो चुके जर्िेिी पासपोिव के साथ भारत के जलए जर्िेिी पासपोिव या िीघवकाजलक र्ीिा के साथ-साथ भारतीय र्ीिा; या (ग़) फायिाग्राही के माता-जपता या जर्जधक संरक्षक के साथ उसके संबंध को प्रमाजणत करिे के जलए, फायिाग्राही की फोिो र्ाला जिम्नजलजखत म ें स ेकोई एक िस्ट्तार्ेि प्रस्ट्तुत दकया िा सकता ह,ै अथातव ्:-

(i) रािि काडव;

(ii) िाजत प्रमाण पत्र या अजधर्ास प्रमाण पत्र, िो दकसी रािपजत्रत अजधकारी द्वारा िारी दकया गया हो, िो राज्य सरकार का कायवकारी मजिस्ट्रेि हो या रािस्ट्र् अजधकारी हो, और तहसीलिार के पि स ेिीच े का ि हो;

(iii) दकसी सरकारी इकाई या पजब्ललक सेक्िर उद्यम द्वारा सेर्ाजिर्ृत्त या सेर्ारत लोक सेर्क या उसके पटरर्ार के सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचाि पत्र;

(v) मान्यता प्राप्त जर्द्यालय जिक्षा बोड व द्वारा िारी मैटरकुलिे ि या 10र्ीं कक्षा या उच्च माध्यजमक या 12र्ीं कक्षा का प्रमाण पत्र या अंक जर्र्रण;

(vi) िेखरेख और संरक्षण की आर्‍यकता र्ाले बालक या जर्जध के साथ संघषवरत बालक के संबंध म,ें जिसे संबंजधत राज्य सरकार द्वारा दकिोर न्याय (बालकों की िेखरेख और सरं क्षण) अजधजियम, 2015 (अजधजियम 2016 का 2) के अधीि इसके द्वारा बिाए गए जियमों के अधीि रजिस्ट्रीकृत बालक िेखरेख संस्ट्था म ेंरखा गया ह,ै ऐस ेसंस्ट्थाि के प्रभारी व्यजक्त, अधीक्षक, बाल कल्याण अजधकारी या पटरर्ीक्षा अजधकारी द्वारा िारी दकया गया िन्म जतजथ जर्जिर्िवि करि े र्ाला प्रमाण पत्र; या

(vii) दकसी जर्िेिी िागटरक के संबंध म,ें -

(I) यदि र्ह प्रर्ासी भारतीय िागटरक काडवधारक ह,ै तो प्रर्ासी भारतीय िागटरक काड;व

(II) यदि र्ह जतब्लबती िरणाथी ह,ै तो जर्िेिी क्षेत्रीय रजिस्ट्रीकरण कायावलय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र;

(III) यदि र्ह िेपाल या भूिाि का िागटरक ह,ै तो िपे ाल या भिू ाि का पासपोिव;

(IV) यदि र्ह भारत के प्रर्ासी िागटरक काडधव ारक, जतब्लबती िरणाथी या िेपाल या भूिाि के िागटरक स े जभन्न कोई अन्य व्यजक्त ह,ै तो र्तवमाि म ें जर्जधमान्य या समाप्त हो चुके जर्िेिी पासपोिव के साथ भारत के जलए जर्िेिी पासपोिव या िीघवकाजलक र्ीिा के साथ-साथ भारतीय र्ीिा; या

(viii) ऐसे फायिाग्राही के संबंध म ें जिसका कोई जर्जधक संरक्षक ह,ै ित्तक ग्रहण आिेि या जर्जधक संरक्षकत्र् को प्रमाजणत करि े र्ाला कोई अन्य िस्ट्तार्ेि, िो जर्जध न्यायालय या सक्षम प्राजधकारी द्वारा संरक्षक और प्रजतपाल्य अजधजियम, 1890 (अजधजियम 1890 का 8), दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजियम, 2015 (अजधजियम 2016 का 2), राष्‍टर ीय स्ट् र्परायणता, प्रमजस्ट् तष्‍टक घात, मािजसक मंिता और बहु-जि:िक्त ताग्रस्ट् त व् यजक्त कल् याण न् यास अजधजियम, 1999 (अजधजियम 1999 का 44) या दिव्यांगिि अजधकार अजधजियम, 2016 (अजधजियम 2016 का 49) और उक्त अजधजियमों के अधीि बिाए गए लागू जियमों और जर्जियमों के अधीि िारी दकया गया हो;

या

(ix) कोई अन्य िस्ट्तार्ेि जिसे उक्त केंद्रीय सैजिक बोड,व भतू पूर् वसैजिक कल्याण जर्भाग जर्जिर्िवि करे। अठारह र्ष व या उससे अजधक आय ु के उि फायिाग्राजहयों के जलए जिन्ह ेंआधार संख्या समिुिजे ित िहीं की गई ह:ै (क) िामांकि केंद्र पर प्रचालक द्वारा फायिाग्राही के िामांकि प्रदिया पूरी करिे की स्ट्र्ीकृजत, जिसम ें िामांकि पहचाि िस्ट्तार्ेि (ईआईडी) सजममजलत हो; और (ख) फायिाग्राही की फोिो र्ाले जिम्नजलजखत िस्ट्तार्ेिों म ें से कोई एक, अथावत ्

(i) भारत जिर्ावचि आयोग द्वारा िारी मतिाता का फोिो पहचाि पत्र:[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5

(ii) रािि काड;व

(ii) िाजत प्रमाण पत्र या अजधर्ास प्रमाण पत्र, िो दकसी रािपजत्रत अजधकारी द्वारा िारी दकया गया हो, िो राज्य सरकार का कायवकारी मजिस्ट्रेि हो या रािस्ट्र् अजधकारी हो, और तहसीलिार के पि स ेिीच े का ि हो;

(iii) दकसी सरकारी इकाई या पजब्ललक सेक्िर उद्यम द्वारा सेर्ाजिर्ृत्त या सेर्ारत लोक सेर्क या उसके पटरर्ार के सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचाि पत्र;

(iv) भारतीय पासपोिव;

(vii) सरकारी इकाई या पजब्ललक सेक्िर उद्यम द्वारा सेर्ारत या सेर्ाजिर्ृत्त लोक सेर्क को िारी दकया गया पहचाि पत्र या अन्य पहचाि िस्ट्तार्ेि;

(viii) दिव्यांगिि अजधकार जियम, 2017 (अजधजियम 2016 का 49) के अधीि अजधसूजचत जचदकत्सा प्राजधकरण द्वारा िारी दिव्यांगिि प्रमाण पत्र, या भारत सरकार के दिव्यांगिि व्यजक्तयों के सिजक्तकरण जर्भाग (दिव्यांगिि) द्वारा िारी जर्जिि दिव्यांगिि पहचाि (यडू ीआईडी) काडव;

(ix) भारत म ेंिारी चालि अिज्ञु जप्त :

(x) िेखरेख और संरक्षण की आर्‍यकता र्ाले बालक या जर्जध के साथ संघषवरत बालक के संबंध म,ें जिसे संबंजधत राज्य सरकार द्वारा दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजियम, 2015 (अजधजियम 2016 का 2) के अधीि इसके द्वारा बिाए गए जियमों के अधीि रजिस्ट्रीकृत बालक िेखरेख संस्ट्था म ें रखा गया ह,ै ऐस े संस्ट्थाि के प्रभारी व्यजक्त, अधीक्षक, बाल कल्याण अजधकारी या पटरर्ीक्षा अजधकारी द्वारा िारी दकया गया िन्म जतजथ जर्जिर्िवि करिे र्ाला प्रमाण पत्र; या

(xi) दकसी जर्िेिी िागटरक के संबंध म,ें -

(I) यदि र्ह प्रर्ासी भारतीय िागटरक काडवधारक ह,ै तो प्रर्ासी भारतीय िागटरक काड;व

(II) यदि र्ह जतब्लबती िरणाथी ह,ै तो जर्िेिी क्षेत्रीय रजिस्ट्रीकरण कायावलय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र;

(III) यदि र्ह िेपाल या भूिाि का िागटरक ह,ै तो िपे ाल या भिू ाि का पासपोिव;

(IV) यदि र्ह भारत के प्रर्ासी िागटरक काडधव ारक, जतब्लबती िरणाथी या िेपाल या भूिाि के िागटरक स े जभन्न कोई अन्य व्यजक्त ह,ै तो र्तवमाि म ें जर्जधमान्य या समाप्त हो चुके जर्िेिी पासपोिव के साथ भारत के जलए जर्िेिी पासपोिव या िीघवकाजलक र्ीिा के साथ-साथ भारतीय र्ीिा; या6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(xii) ऐसे फायिाग्राही के संबधं म ें जिसका कोई जर्जधक सरं क्षक ह,ै ित्तक ग्रहण आिेि या जर्जधक संरक्षकत्र् को प्रमाजणत करि े र्ाला कोई अन्य िस्ट्तार्ेि, िो जर्जध न्यायालय या सक्षम प्राजधकारी द्वारा संरक्षक और प्रजतपाल्य अजधजियम, 1890 (अजधजियम 1890 का 8), दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजियम, 2015 (अजधजियम 2016 का 2), राष्‍टर ीय स्ट् र्परायणता, प्रमजस्ट् तष्‍टक घात, मािजसक मंिता और बहु-जि:िक्त ताग्रस्ट् त व् यजक्त कल् याण न् यास अजधजियम, 1999 (अजधजियम 1999 का 44) या दिव्यांगिि अजधकार अजधजियम, 2016 (अजधजियम 2016 का 49) और उक्त अजधजियमों के अधीि बिाए गए लागू जियमों और जर्जियमों के अधीि िारी दकया गया हो;

या; या

(xiii) कोई अन्य िस्ट्तार्ेि जिसे उक्त केंद्रीय सैजिक बोड,व भतू पूर् वसैजिक कल्याण जर्भाग जर्जिर्िवि करे।

(4) उक्त केंद्रीय सैजिक बोड,व भतू पूर् व सैजिक कल्याण जर्भाग द्वारा इस संबंध म ें िामजिर्ििव अजधकारी, खंड (3) के अधीि प्रस्ट्तुत िस्ट्तार्ेिों या उिकी जर्षयर्स्ट्तु को प्रमाजणत करिे र्ाली सूचिाओं की िाँच करेगा, - (क) िामांकि पहचाि (ईआईडी) को मेरे आधार पोिवल (https://myaadhaar.uidai.gov.in/portal) पर िमा करके िामांकि अिुरोध की जस्ट्थजत की पुजि करिा दक ईआईडी जर्जधमान्य ह ै और िामांकि अिुरोध अस्ट्र्ीकृत िहीं हुआ ह;ै और (ख) अन्य िस्ट्तार्ेिों के जलए, और इस प्रयोिि के जलए, दकसी भी सरकारी इकाई या प्राजधकरण की सहायता ल ेसकेगा और प्रस्ट्ततु िािकारी को साझा कर सकता ह ै िो ऐसे िस्ट्तार्ेिों म ें अंतर्र्वि िािकारी की तैयारी या रखरखार् स े संबंजधत ह।ै

2. फायिाग्राही को उक्त फायिों का सुगमतापूर्वक लाभ उठािे म ेंसक्षम बिािे के जलए, मंत्रालय मीजडया के माध्यम स ेव्यापक प्रचार सुजिजश्चत करि ेके जलए सभी आर्‍यक किम उठाएगा जिससे फायिाग्राही को उक्त स्ट्कीम के अधीि आधार संख्या की अपेक्षा के बारे म ेंिागरूक दकया िा सके।

3. यदि दकसी फायिाग्राही के आधार संख्या का अजधप्रमाणि बायोमेटरक आधाटरत अजधप्रमाणि ढगं (िैसे चेहरे की छजर्, अंगुजल छाप या आइटरस स्ट्कैि आधाटरत प्रमाणीकरण) म ें से दकसी के माध्यम स े दकया िाता ह ै और यह अजधप्रमाणि दकसी भी कारण स े असफल हो िाता ह,ै िैसे दक बायोमेटरक िािकारी की खराब गुणर्त्ता, तो जिम्नजलजखत उपचारात्मक तंत्र अपिाए िाएगं े, अथावत्:

(क) यदि बायोमेटरक आधाटरत अजधप्रमाणि का कोई जर्िेष ढगं सफल िहीं होता ह,ै तो बायोमेटरक आधाटरत अजधप्रमाणि या र्ि-िाइम जपि (ओिीपी) आधाटरत अजधप्रमाणि का कोई अन्य ढंग, िहाँ भी साध्य और ग्राह्य हो, प्रस्ट्थाजपत दकया िाएगा;

(ख) जिि मामलों म ेंबायोमेटरक या ओिीपी आधाटरत अजधप्रमाणि का ढगं संभर् िहीं ह,ै र्हा,ं यथाजस्ट्थजत, आधार सुरजक्षत त्र्टरत प्रजतदिया (क्यूआर) कोड या आधार पेपरलेस ऑफलाइि इलेक्रॉजिक ई-केर्ाईसी (िो योर कस्ट्िमर) िस्ट्तार्ेज़ पर भारतीय जर्जिि पहचाि प्राजधकरण (यआू ईडीएआई) के जडजििल हस्ट्ताक्षर प्रमाणपत्र का ऑफलाइि सत्यापि करके आधार संख्या की प्रामाजणकता स्ट्थाजपत करिे के पश्चात, उक्त स्ट्कीम के अधीि फायिा जिम्नजलजखत म ें स े दकसी भी आधार पर दिए िा सकते ह:ैं -

(ii) आधार पपे रलेस ऑफलाइि ई-केर्ाईसी िस्ट्तार्ेज़ (जिस ेयआू ईडीएआई की र्ेबसाइि स ेडाउिलोड दकया िा सकता ह ै या उसके एमआधार ऐप के माध्यम स े एक्सेस दकया िा सकता ह)ै , जिसकी प्रामाजणकता यूआईडीएआई के जडजििल हस्ट्ताक्षर प्रमाणपत्र के ऑफलाइि सत्यापि के माध्यम स े स्ट्थाजपत की गई हो, िो संबंजधत मंत्रालय या जर्भाग या स्ट्कीम कायावन्र्यि अजभकरण द्वारा इस प्रयोिि के जलए जर्कजसत एजललकेिि के माध्यम स ेदकया गया हो, िैसा दक यूआईडीएआई की र्ेबसाइि पर इस संबंध में दिए गए ब्लयौरे के अिुसार ह।ै

4. उपरोक्त म ेंअतं र्र्वि दकसी भी बात के होत े हुए,- (क) उक्त स्ट्कीम के अधीि फायिा दकसी बालक को िहीं दिया िाएगा-

(i) अजधप्रमाणि के माध्यम स े अपिी पहचाि स्ट्थाजपत करि े म ें या आधार संख्या होि े का प्रमाण प्रस्ट्तुत करि े म ें असफल रहि े की जस्ट्थजत म;ें या

(ii) िामांकि के जलए आर्ेिि प्रस्ट्तुत करि े की जस्ट्थजत म,ें िहां उसे आधार संख्या समिुिेजित िहीं की गई ह;ै और (ख) उक्त स्ट्कीम के अधीि फायिा ऐसे बालक को उसकी पहचाि सत्याजपत करके और परै ा 1 के खंड (3) के परंतुक म ेंजर्जिर्ििव रीजत स े उसके माता-जपता या जर्जधक संरक्षक के साथ उसके सबं ंध को स्ट्थाजपत करके दिया िाएगा; और (ग) िहां खडं (ख) के अधीि फायिा दिया िाता ह,ै र्हा ं इसके संबंध म ें एक अजभलेख रखा िाएगा, जिसकी उक्त केंद्रीय सैजिक बोडव, भूतपूर्व सैजिक कल्याण जर्भाग द्वारा आर्जधक रूप स े समीक्षा और लेखापरीक्षा की िाएगी।

NOTIFICATION New Delhi, the 7th October, 2026 S.O. 5483(E).— Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] multiplicity of documents to establish identity, simplifies processes and promotes transparency and

efficiency:

And whereas, the Kendriya Sainik Board (hereinafter referred to as the said agency) under the administrative purview of the Ministry of Defence, Department of Ex-Servicemen Welfare (hereinafter referred to as the said Ministry or the said Department, as the case may be) in the Government of India (hereinafter referred to as the said Government) is administering Raksha Mantri Ex-Servicemen Welfare Fund (RMEWF) (hereinafter referred to as the said scheme);

And whereas, Financial Assistance (hereinafter referred to as the said benefit) is given to the Ex- Servicemen or their dependents or both (hereinafter referred to as the beneficiaries) under the said scheme

and the instructions and guidelines issued in respect thereof:

And whereas, the aforementioned Scheme involves recurring expenditure from the Consolidated Fund of India by the Central Government in the form of contribution;

And whereas, the said Kendriya Sainik Board, Department of Ex-Servicemen Welfare is desirous that the said Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, requires that such beneficiary undergoes authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned to make an application for enrolment;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Government of India hereby notifies the following, namely:-

1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number.

(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make

an application for enrolment:

Provided that if that individual is a child, such application shall be made only with the consent of his parent or legal guardian.

(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the said Kendriya Sainik Board, Department of Ex-Servicemen Welfare shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures, including coordination with registrars and setting up enrolment centres

at convenient locations or providing enrolment facilities by becoming a registrar itself:

Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity to avail of the said benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the said Kendriya Sainik Board, Department of Ex-Servicemen Welfare for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:-

For a child below eighteen years of age to whom an Aadhaar number has not been assigned:

(a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment Identity (EID); and

(b) any one of the following documents to evidence that the beneficiary is a child below eighteen years of age, namely:—

(i) certificate of birth given under the Registration of Births and Deaths Act, 1969 (Act No.18 of 1969), as extracted from the entry made in the register of births regarding the birth of the beneficiary;

(ii) Indian passport;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9

(iii) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education;

(iv) in respect of a child in need of care and protection or a child in conflict with law, who is housed by child care institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (Act No.2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or

(v) in respect of a foreign national:-

(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(IV) if he is other than an Overseas Citizen of India Cardholder,Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or

(c) any one of the following documents, having the photograph of the beneficiary, to evidence his relationship with the parent or legal guardian, namely:—

(i) ration card;

(ii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

(iii) medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member;

(iv) Indian passport;

(v) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education;

(vi) in respect of a child in need of care and protection or a child in conflict with law, who is housed by child care institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (Act No.2 of 2016), certificate specifying his date of birth issued by the person-in- charge, superintendent, child welfare officer or probation officer of such institution; or

(vii) In respect of a foreign national,—

(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(IV) if he is other than an Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(viii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (Act No.8 of

1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (Act No.2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act,1999 (Act No.44 of

1999) or the Rights of Persons with Disabilities Act, 2016 (Act No.49 of 2016) and the applicable rules and regulations made under the said Acts; or

(ix) any other document as the said Kendriya Sainik Board, Department of Ex-Servicemen Welfare may specify.

For beneficiaries aged eighteen years or above to whom an Aadhaar number has not been assigned:

(a) The acknowledgement of the beneficiary having undergone the process of enrolment,

provided by the operator at the enrolment centre, containing the Enrolment Identity (EID); and

(b) Any one of the following documents, having the beneficiary’s photograph, namely:—

(i) Elector’s Photo Identity Card issued by the Election Commission of India;

(ii) ration card;

(iii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

(iv) medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member;

(v) Indian passport;

(vi) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education;

(vii) identity card or other identity document issued to serving or retired public servant by a government entity or a public sector enterprise;

(viii) disability certificate issued by a notified medical authority under the Rights of Persons with Disabilities Rules, 2017 (Act No. 49 of 2016), or Unique Disabiliy Identification (UDID) card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan),Government of India;

(ix) driving licence issued in India;

(x) in respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, certificate specifying his date of birth issued by the person-in- charge, superintendent, child welfare officer or probation officer of such institution; or

(xi) in respect of a foreign national,—

(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office;

(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 11 with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or

(xii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (Act No.8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (Act No.2 of

2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (Act No.44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (Act No.49 of 2016) and the applicable rules and regulations made under the said Acts; or

(xiii) any other document as the said Kendriya Sainik Board, Department of Ex- Servicemen Welfare may specify.

(4) An officer designated by the said Kendriya Sainik Board, Department of Ex- Servicemen Welfare in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under clause (3),—

(a) the status of the enrolment request by submitting the Enrolment Identity (EID) on my Aadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the EID is valid and that the enrolment request does not stand rejected; and

(b) the other documents, and for this purpose, may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents.

2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.

3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric- based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:—

(a) in case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered;

(b) in cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of Unique Identification Authority of India (UIDAI) on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC (Know Your Customer) document, as the case may be, be given on the basis of any of the following:—

(i) an Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps.

(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of UIDAI on the document through the application developed by the Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of UIDAI.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

4. Notwithstanding anything contained hereinabove,—

(a) benefit under the said scheme shall not be denied to a child—

(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of possession of Aadhaar number; or

(ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar number; and

(b) benefit under the said scheme shall be given to such a child by verifying his identity and establishing his relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of paragraph 1; and

(c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which shall be reviewed and audited periodically by the Kendriya Sainik Board, Department of Ex-Servicemen Welfare.

5. In order to ensure that bona fide beneficiaries who are aged eighteen years or more are not deprived of the benefit due to them under the said scheme, the Kendriya Sainik Board, Department of Ex-Servicemen Welfare shall follow the exception handling mechanism specified in the Office Memorandum no. D- 26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).
