2. यतः, जिर्ााचिों का संचालि जियम, 1961 के जियम 49क के परन्तुक के अिुसार भारत जिर्ााचि आयोग द्वारा यथा-अिुमोददत ऐस े जडिाइि र्ाला ड्रॉप बॉक्स यक्तु एक प्प्रं र भी, ऐस े जिर्ााचि क्षेत्र या जिर्ााचि क्षेत्रों या उिके भागों म ें मत के पेपर रेल के मुद्रण के जलए मतदाि मिीि के साथ िोडा िाए िैसा दक भारत जिर्ााचि आयोग द्वारा जिदेि ददया िाए;

3. यतः, जिर्ााचि आयोग िे अपिे प्रसे िो स.ं ईसीआई/पीएि/114/2026 ददिांक 07 जसतम्बर, 2026 द्वारा घोजित तजमलिाडू के 35-मदरु ा ं कम (अ.िा.) और 101-धारापरु म (अ.िा.) जर्धािसभा जिर्ाचा ि क्षत्रे ों, पडु ुचरे ी की 09- थट्टािचार्ाडी जर्धािसभा जिर्ाचा ि क्षत्रे , पजिम बगं ाल के 70-रेिीिगर और 210-िन्दीग्राम जर्धािसभा जिर्ाचा ि क्षत्रे ों और असम की 09-िगार्ं लोकसभा जिर्ाचा ि क्षत्रे के र्तमा ाि उपचिु ार्ों म ें सभी पररजस्ट्थजतयों पर जर्चार दकया है, और जिर्ााचि आयोग संतष्टु ह ै दक उपयुाक्त जिर्ााचि क्षेत्रों में मतदाि कराि े के जलए पयााप्त संख्या में इलेक्रॉजिक र्ोट ंग मिीि ें 6904 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(iii)] (ईर्ीएम) और पपे र रेल [मतदाता सत्यापिीय पेपर ऑजड रेल मिीि (र्ीर्ीपै )] मुदद्रत करि े के जलए प्प्रं र उपलब्ध ह।ैं मतदाि कार्माक ईर्ीएम और ‘र्ीर्ीपै प्प्रं रों’ को कुिलतापर्ू ाक संभालिे में अच्छी तरह स े प्रजिजक्षत ह ैं और मतदाता भी ईर्ीएम और र्ीर्ीपै प्प्रं रों के प्रचालि से पणू ा रूप से अर्गत ह ैं

4. अब, इसजलए, भारत जिर्ााचि आयोग, लोक प्रजतजिजधत्र् अजधजियम, 1951 की उक्त धारा 61क तथा जिर्ााचिों का संचालि जियम, 1961 के जियम 49क के तहत अपिी िजक्तयों का प्रयोग करत े हुए, एतद्द्वारा, ददिाकं 09.09.2026 को अजधसजू चत होि े र्ाल े तजमलिाडू के 35-मदरु ा ं कम (अ.िा.) और 101-धारापरु म (अ.िा.) जर्धािसभा जिर्ाचा ि क्षत्रे ों, पडु ुचरे ी की 09-थट्टािचार्ाडी जर्धािसभा जिर्ाचा ि क्षत्रे , पजिम बगं ाल के 70-रेिीिगर और 210-िन्दीग्राम जर्धािसभा जिर्ाचा ि क्षत्रे ों और असम की 09- िगार्ं लोकसभा जिर्ाचा ि क्षत्रे को ऐस े जिर्ाचा ि क्षत्रे ों के रूप म ें जर्जिर्दष्टा करता है, जििमें जिर्ााचिों का संचालि जियम, 1961 और इस जर्िय पर जिर्ााचि आयोग द्वारा समय-समय पर िारी दकए गए अिुपूरक अिुदेिों के अंतगात जर्जहत तरीके से इलेक्रॉजिक र्ोट ंग मिीिों तथा र्ीर्ीपै प्प्रं रों के माध्यम से मत डाल े और अजभजलजखत दकए िाएंगे।

5. जिर्ााचि आयोग, एतद्द्वारा भारत इलेक्रॉजिक्स जलजम ेड, बगें लरुू तथा इलेक्रॉजिक्स कापोरेिि ऑफ इजण्डया जलजम ेड, हदै राबाद द्वारा यथा-जर्कजसत इलेक्रॉजिक र्ोट ंग मिीिों और र्ीर्ीपै प्प्रं रों, जिन्ह ेंसभी जिर्ााचि क्षेत्रों म ेंमत डालि े और अजभजलजखत करि ेके जलए उक्त मिीिों से िोडा िाएगा, के जडिाइि को भी अिुमोददत करता ह।ै [फा. स.ं 576/3/ईर्ीएम/2026/एसडीआर/खण्ड-II] आदेि स,े एस.बी. िोिी, प्रधाि सजचर् ELECTION COMMISSION OF INDIA DIRECTION New Delhi, the 8th September, 2026 O.N. 33(E).— Whereas, Section 61A of the Representation of the People Act, 1951, provides that the giving and recording of votes by voting machines in such manner as may be prescribed, may be adopted in such constituency or constituencies as the Election Commission of India may, having regard to the circumstances of each case, specify;

and

2. Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules, 1961, a printer with a drop box of such design, as may be approved by the Election Commission of India, may also be attached to voting machine for printing a paper trail of the vote, in such constituency or constituencies or parts thereof as the Election Commission of India may direct; and

3. Whereas, the Election Commission has considered the circumstances in the current bye-elections to the 35- Madurantakam (SC) and 101-Dharapuram (SC) Assembly Constituencies in Tamil Nadu, 09-Thattanchavady Assembly Constituency in Puducherry, 70-Rejinagar and 210-Nandigram Assembly Constituencies in West Bengal and 09-Nagaon Parliamentary Constituency in Assam announced vide the Election Commission’s Press Note No. ECI/PN/114/2026 dated 07.09.2026, and is satisfied that sufficient number of Electronic Voting Machines

(EVMs) and Printers for printing Paper Trail [Voter Verifiable Paper Audit Trail (VVPAT)] are available for taking the poll in the aforesaid Constituencies. The polling personnel are well trained in efficient handling of EVMs and ‘VVPAT Printers’ and the electors are also fully conversant with the operation of the EVMs and the VVPAT Printers;

Now, therefore, the Election Commission of India, in exercise of its powers under the said Section 61A of the Representation of the People Act, 1951, and Rule 49A of the Conduct of Elections Rules, 1961, hereby specifies the 35-Madurantakam (SC) and 101-Dharapuram (SC) Assembly Constituencies in Tamil Nadu, 09- Thattanchavady Assembly Constituency in Puducherry, 70-Rejinagar and 210-Nandigram Assembly[भाग II—खण् ड 3(iii)] भारत का रािपत्र : असाधारण 3 Constituencies in West Bengal and 09-Nagaon Parliamentary Constituency in Assam to be notified on 09.09.2026 as the constituencies in which the votes shall be given and recorded by means of EVMs and VVPAT printers in the manner prescribed, under the Conduct of Elections Rules, 1961, and the supplementary instructions issued by the Election Commission from time to time on the subject.

5. The Election Commission also hereby approves the design of EVMs and VVPAT Printers as developed by the Bharat Electronics Ltd., Bangalore and Electronics Corporation of India Ltd., Hyderabad, which shall be attached to the said machines, to be used for the giving and recording of votes in all the Constituencies.
