Ministry of Power DISCOMS DIGITALISATION प्रव तथ: 10 AUG 2026 5:40PM by PIB Delhi Electricity being a concurrent subject, distribution of electricity to consumers, including the operations of the Distribution Companies (DISCOMs) and digitalisation thereof, falls within the purview of the respective distribution utility, which functions under the guidance of the respective State Government and State Electricity Regulatory Commission. Government of India has supplemented the efforts of the States earlier through various schemes like Integrated Power Development Scheme (IPDS), launched in December, 2014, National Smart Grid Mission (NSGM), established in 2015, and presently under the Revamped Distribution Sector Scheme (RDSS), launched in July, 2021 with the objective of improving the quality of power supply through a financially sustainable and operationally efficient distribution sector.

Under IPDS, works amounting to Rs. 58,686 crore were executed, which supported IT enablement of the distribution sector under the subsumed Restructured Accelerated Power Development and Reforms Programme (R-APDRP), which included works for Enterprise Resource Planning (ERP), SCADA/ DMS in 59 towns, Real Time-Data Acquisition System (RT-DAS) in 1,414 towns and installation of 6.54 lakh smart meters. The scheme stands closed in March 2022.

The objective of NSGM is to plan and monitor the implementation of policies and programmes related to smart grids in India. The key components of the Mission were assistance in formulation of projects including pre-feasibility studies, project appraisal, funding to projects, and training and capacity building.

Under NSGM, 1,45,343 smart meters were installed in the State of Rajasthan and 24,214 smart meters in Chandigarh. A total of Rs 72.27 Cr was released under the Mission, out of which Rs 31.85 Cr was released since FY2023. The Mission stands closed in March 2024.

Under RDSS, financial assistance is being provided to the Distribution Utilities for loss reduction infrastructure works and smart metering works. Projects worth Rs. 1.53 lakh crore for loss reduction infrastructure works and Rs. 1.31 lakh crore for smart metering works have been sanctioned under the scheme. This includes works related to digitalisation of the distribution utilities which, inter alia, include

the following:

1. Smart metering works covering 19.79 crore consumers, 2.05 lakh feeders and 52.53 lakh Distribution Transformers (DTs) and the related digital eco-system.

2. SCADA (Supervisory Control and Data Acquisition)/ DMS (Distribution Management System) works sanctioned for 394 towns amounting to Rs. 2,627 crore.

3. IT/OT works such as Enterprise Resource Planning (ERP) systems, unified billing solutions, GIS- based works and real time data acquisition systems (RT-DAS) amounting to Rs 3,999 Cr.

4. Smart distribution works amounting to Rs. 8,608 crore sanctioned for seven cities, which include SCADA and smart technology works, GIS substations, Distribution Transformer health management, undergrounding of HT/LT lines and system augmentation/ modernisation works.

The above works have been sanctioned for 28 States and 45 distribution utilities. The State-wise details of Smart Metering, IT/OT works, SCADA/ RT-DAS works and Smart Distribution works sanctioned under RDSS are at Table I-II. Till date, funds amounting to Rs. 47,124 crore have been released under RDSSsince FY2023, which includes Rs. 2,733 crore released for smart metering works.

Further , to enable the adoption of digitalisation across the country, the Government of India has initiated India Energy Stack (IES), which is envisioned to create a universal digital enablement for data exchange across the power sector.

For training and capacity building of DISCOM personnel in areas including digital systems, under RDSS, allocation of Rs. 100.9 crore was made, of which, Rs. 23.36 crore has been utilized till July, 2026, and a total of 14,853 personnel have been trained. State-wise details of personnel trained under RDSS are at Table-III.
