**Executive Summary** This document outlines draft guidelines from the Reserve Bank of India (RBI) for Local Area Banks (LABs) concerning relief measures in areas affected by natural calamities. These guidelines, effective from April 1, 2026, provide instructions on resolution plan implementation, asset classification, income recognition, and reporting requirements. The guidelines intend to help banks to assist borrowers affected by natural calamities. **Key Points / Main Content** * **General Applicability:** These guidelines apply to all Local Area Banks (LABs) and address the resolution of exposures to borrowers impacted by natural calamities or external events. * **Role of SLBC/DCC:** * Special meetings of the State Level Bankers’ Committee (SLBC) or District Consultative Committee (DCC) must be convened within 15 days of a natural calamity declaration. * These meetings will assess the impact, determine criteria for identifying affected borrowers, and establish moratorium periods. * Decisions and minutes must be conveyed to SLBC members and the RBI Regional Office. * **Policy/Procedures for Natural Calamities:** * Banks' credit policies should factor in the impact of natural calamities and incorporate provisions for resolution. * The policy must specify relief measures and parameters, including a delegation matrix for implementing relief. * **Eligibility and Coverage:** * Eligibility for resolution is limited to 'Standard' accounts, not in default for more than 30 days at the time of the calamity. * Accounts not meeting these criteria can be considered under the RBI’s existing Stressed Assets Directions. * Refinance portfolios are excluded. * **Resolution Plan:** * The plan may include rescheduling payments, converting interest, or granting moratoria. * Banks may sanction additional finance. * Invocation of the plan must occur within 45 days of the calamity declaration, and implementation within 90 days of invocation. A 30-day extension may be granted in exceptional cases. * **Asset Classification and Income Recognition:** * Borrower accounts classified as 'Standard' may retain this classification upon implementing a resolution plan. * NPA accounts may be upgraded upon plan implementation. * Banks must make an additional specific provision of 5% on outstanding debt, subject to a ceiling of 100%. * **Ancillary Measures:** * Banks can consider insurance proceeds while restructuring loans. * Interest subvention and repayment incentives should be provided without exception. * Simplified procedures for agricultural loans are outlined. * Banks may operate from temporary premises and restore ATM services. * **Reporting Requirements:** * The SLBC convener bank must upload notifications of calamity declarations on the CIMS portal within 15 days of relevant meetings. * Banks must upload data on relief measures on a half-yearly basis to the CIMS portal. **Impact Analysis** **Local Area Banks (LABs)** * **Impact:** The guidelines necessitate LABs to formulate and implement relief measures for borrowers affected by natural calamities, potentially impacting their asset quality and profitability. * **Action Required:** LABs must update their credit policies, establish procedures for SLBC/DCC participation, and comply with reporting requirements. **Borrowers Affected by Natural Calamities** * **Impact:** Borrowers stand to benefit from the outlined relief measures, including restructuring of loans, moratoriums, and access to additional finance. * **Action Required:** Borrowers need to meet the eligibility criteria outlined in the guidelines to qualify for the relief measures and must work with LABs to develop a resolution plan. **State Level Bankers’ Committee (SLBC) / District Consultative Committee (DCC)** * **Impact:** Increased responsibility to coordinate relief efforts and assess the impact of calamities. * **Action Required:** Convene special meetings within stipulated timelines and adhere to guidelines for borrower identification and moratorium parameters. **Reserve Bank of India (RBI)** * **Impact:** Monitoring and oversight of LABs’ implementation of the relief measures. * **Action Required:** Regional Offices of RBI may need to consider extension requests for invocation timelines.
