04.04.1990, G.S.R.543 dated 14.11.1996, G.S.R.577 & G.S.R.578 dated 23.11.1992,
G.S.R.1004 & G.S.R.1005 dated 07.04.1969 of the Directorate General of Shipping, Mumbai
and All MMDs/Subordinate offices (Group ‘C’ and Group ‘D’ posts) Recruitment Rules, in so far
as it relates to the posts of Stenographer Grade-III, Upper Division Clerks (including
Receptionist), Lower Division Clerk (including Hindi Typist & Cashier), Staff Car Driver, Jeep
Driver, Gestetner Operator/Record Sorter, Jamadar/Daftry, Peon, Watchman, Hamal,
Safaiwala, Tape Holder, Havildar, Chowkidar, Durwan, Farash, Mali, Janitor, Attender, Bhisty,
the President hereby makes the following rules regulating the method of recruitment to the
posts of Directorate General of Shipping, Mumbai and all MMDs/Subordinate Offices, Group
‘C’ (Non-Gazetted) posts in the Ministry of Ports, Shipping and Waterways, namely:-1. Short title and commencement. - (1) These rules may be called the Directorate General
of Shipping, Mumbai and all MMDs/Subordinate Offices Group ‘C’ (Non-Gazetted Posts)
Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. -These rules shall apply to posts specified in column (1) of the Schedule
annexed to these rules.
3. Number of posts, classification and Level in the Pay matrix. – The number of the said
posts, their classification and Level in the Pay matrix attached thereto, shall be as specified in
Columns (2) to (4) of the said Schedule.
4. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age
limit, qualifications and other matters related thereto shall be as specified in Columns (5) to (13)
of the aforesaid Schedule.
5. Disqualification – No person-
(a) Who has entered into or contracted a marriage with a person having a spouse living;
or
(b) Who, having a spouse living, has entered into or contracted a marriage with any
person, shall be eligible for appointment to any of the said post:
Provided that the Central Government may, if satisfied that such a marriage is permissible
under the personal law applicable to such person and the other party to the marriage and that
there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax. - Where the Central Government is of the opinion that it is necessary or
expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the
provisions of these rules with respect to any class or category of persons.
7. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen and other special categories of persons in accordance with the orders issued by
the Central Government from time to time in this regard.

preceding this appointment in the same or some other
organization or Department of the Central
Government shall ordinarily not exceed three years.
The maximum age limit for appointment by
deputation shall be ‘Not exceeding 56 years’ as on
the closing date of the receipt of applications.

deputation/absorption basis, the service rendered on
a regular basis by an officer prior to 1st January, 2006
