No. 222 भाग IV PART IV राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI अर्.थ एव ं साजं ययकी जनिेिालय अजधसचू ना दिल्ली, 13 जसतम्बर, 2023 फा. स.ं 1/18/2018/अ.स.जन./स्ट्र्ा./2726.—भारत के संजवधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और डीओपीटी ओ.एम. नंबर AB-14017/10/2014-Estt (RR) (3104937) दिनांक 04.07.2014 के अनुसार तर्ा अर्थ. एवं सांजययकी जनिेिालय में ग्रुप-सी के पि के जलए समय-समय पर िारी दकए गए जपछले सभी भती जनयमों के अजधक्रमन में, राष्ट्रीय रािधानी क्षेत्र दिल्ली की सरकार के उपराज्यपाल द्वारा अर्थ. एवं सांजययकी जनिेिालय, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार में स्ट्टाफ कार चालक (ग्रडे -I) के पि की भती पद्धजत को जवजनयजमत करन े के जलए जनम्नजलजित जनयम बनातें ह,ैं अर्ाथत् :- 1. सजं क्षप्त िीर्कथ और प्रारंभ:– (i) इन जनयमों को अर्.थ और सांजययकी जनिेिालय, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार, स्ट्टाफ कार चालक (ग्रेड-I) भती जनयमावली 2023 कहा िाएगा। (ii) ये जनयम िासकीय रािपत्र में अपने प्रकािन की जतजर् से लागू होंगें। 5889 DG/2023 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 2. पिों की सयं या, उनका वगीकरण तर्ा वते न मट्रै रक्स म ें स्ट्तर:- उि पिों की संयया, उनका वगीकरण तर्ा वेतन मैट्ररक्स में स्ट्तर इन जनयमों के सार् संलग्न अनुसूची के कॉलम 2 से 4 स्ट्टाफ कार चालक (ग्रडे -I) म ेंयर्ाजवजनर्िथष्ट होंगें। 3. भती पद्धजत, आय-ु सीमा, योग्यताय ें इत्यादि:- उि पि की भती पद्धजत, आय-ु सीमा, योग्यताएं एवं इसस े सम्बजधधत अधय मामले उि अनुसूची के कॉलम 5 स े13 स्ट्टाफ कार चालक (ग्रेड-I) म ेंयर्ाजवजनर्िथष्ट होंग।ें 4. अयोग्यता:- ऐसा कोई भी व्यजि, (क) िो दकसी व्यजि के िीजवत पजत / पत्नी के होत े हुए जववाह करता ह ैया जववाह का अनुबंध करता है; या (ि) िो एक िीजवत पजत / पत्नी के होते हुए दकसी व्यजि से जववाह कर चुका ह ैया अनुबंध कर चुका है; उि पि पर जनयुजि का पात्र नहीं होगा। ितथ यह ह ै दक यदि सरकार सतं ुष्ट ह ै दक ऐसा जववाह ऐस े व्यजि एव ं जववाह के अधय पक्षकार पर लाग ू व्यजिगत कानून के अंतगत थ अनुमत ह ै और इस बात से संतुष्ट हो िाने पर दक ऐसा करन े के जलए जविेर् आधार ह ै / ह ैं दकसी उम्मीिवार को इस जनयम के प्रवतथन की छूट िी िा सकेगी। 5. जिजर्ल करन े की िजि :- िहां सरकार का यह मत हो दक ऐसा करना आवश्यक अर्वा समीचीन ह,ै तो आिेि द्वारा तर्ा कारणों को जलजित म ें अजभलेिबद्ध करते हुए व्यजियों के दकसी वग थ या श्रणे ी के सम्बधध म ें इन जनयमों के उपबधं ो म ें से दकसी को भी जिजर्ल कर सकेंगें। 6. बचाव :- इन जनयमों दक दकसी भी बात का सरकार द्वारा इस संबंध म ें समय- समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूव थ सैजनक, अधय जपछडे वग थ तर्ा अधय जविेर् वगों के व्यजियों के जलए उपबजधधत दकए िान े के जलए आरक्षण अपेजक्षत आयु - सीमा में छूट और अधय ट्ररयायतों पर कोई प्रभाव नहीं पडेगा। अनसु चू ी 1. पि नाम स्ट्टाफ कार चालक (ग्रडे -I) 2. पिों की संयया 02* (2023) * इसमें पट्ररवतथन कायथभार पर जनभथर ह| ै 3. वगीकरण सामाधय केंद्रीय सेवा समूह-'सी', अरािपजत्रत, गैर-मंत्रालयी 4. वेतन मैट्ररक्स में स्ट्तर पे मैट्ररक्स लेवल- 5 (29200-92300/- रुपय)े म ेंस्ट्तर 5. चयन पि ह ैया गरै चयन पि गैर चयन 6. सीधी भती के जलए आय ुसीमा लाग ूनहीं 7. सीधी भती के जलए आवश्यक िैजक्षक और लाग ूनहीं अधय योग्यताएं। 8. क्या सीधी भती के जलए जनधाथट्ररत आय ु और ल ाग ूनहीं िैजक्षक योग्यता पिोन्नजतयों के मामल े म ें लाग ूहोगी। 9. पट्ररवीक्षा की अवजध, यदि कोई हो लाग ूनहीं 10. भती की जवजध; सीधी भती द्वारा या पिोन्नजत द्वारा (100%) पिोन्नजत द्वारा या प्रजतजनयुजि / समावेि द्वारा और जवजभन्न तरीकों स े भरी िान े वाली ट्ररजियों का प्रजतित। 11. पिोन्नजत/ प्रजतजनयुजि/ समावेि द्वारा भती पिोन्नजत: स्ट्टाफ कार ड्राइवर (ग्रेड- II) पे मैट्ररक्स लेवल -4 (25500- के मामले म,ें ग्रडे जिनसे 81100/- रुपय)े में 05 साल की जनयजमत सेवा या स्ट्टाफ कार ड्राइवर पिोन्नजत/ प्रजतजनयुजि/ (ग्रडे -II) और स्ट्टाफ कार ड्राइवर (साधारण ग्रेड) में 13 साल की समावेि दकया िाना चाजहए। संयुि सेवा एवं िीएनसीटीडी द्वारा जनर्िथष्ट रेड टेस्ट्ट पास दकया हो। नोट: िहां कजनष्ठों, जिधहोंने अपनी अहकथ /पात्रता सेवा पूरी कर ली ह,ै पर पिोन्नजत के जलए जवचार दकया िा रहा ह,ै उनके वट्ररष्ठों पर भी जवचार दकया िाएगा, बिते दक वे अपेजक्षत अहकथ /पात्रता सेवा ऐसी[PART IV DELHI GAZETTE : EXTRAORDINARY 3 अहकथ /पात्रता सेवा के आधे से अजधक या िो वर् थ से कम न हों, िो भी कम हो, और अपने कजनष्ठों के सार्, जिधहोंने ऐसी अहकथ /पात्रता सेवा पहले ही पूरी कर ली है, अगल े उच्चतर ग्रेड म ें पिोन्नजत के जलए पट्ररवीक्षा की अवजध सफलतापवू थक पूरी कर ली ह।ै 12. यदि डीपीसी मौिूि ह,ै तो इसकी संरचना समहू -'सी' जवभागीय पिोन्नजत सजमजत स्ट्र्ायीकरण पर जवचार करन े हते :ु • प्रधान सजचव / सजचव (श्रम) – अध्यक्ष • जवभाग प्रमुि ( डीईएस) - सिस्ट्य • उप सजचव (सेवाए)ं - सिस्ट्य नोट: जवभागीय पिोन्नजत सजमजत का वट्ररष्ठतम सिस्ट्य स्ट्र्ायीकरण पर जवचार करन े के जलय े जवभागीय पिोन्नजत सजमजत का अजधसूजचत अध्यक्ष जवभागीय पिोन्नजत सजमजत के दकसी अधय सिस्ट्य स े कजनष्ठ होने की जस्ट्र्जत में अध्यक्ष के रूप में कायथ करेगा। 13. जिन पट्ररजस्ट्र्जतयों म ें भती को लाग ू करन े म ें ल ाग ूनहीं यूपीएससी से परामिथ दकया िाना चाजहए राष्ट्रीय रािधानी क्षेत्र दिल्ली के उपराज्यपाल के आिेि से और उनके नाम पर, िान-ए-आलम, संयुि जनिेिक (प्रिासन) / कायाथलय प्रमुि DIRECTORATE OF ECONOMICS AND STATISTICS NOTIFICATION Delhi, the 13th September, 2023 F. No. 1/18/2018/DES/Estt/2726.—In exercise of the powers conferred by provision to Article 309 of the Constitution of India and in accordance with DoPT O.M. No. AB-14017/10/2014-Estt (RR)(3104937) dated 04.07.2014 and in supersession of all previous recruitment rules issued time to time for the post of Group-'C', in the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, the Lt. Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of 'Staff Car Driver (Grade-I)' in Directorate of Economics & Statistics, Government of National Capital Territory of Delhi as following namely:- 1. Short title and Commencement:- (i) These rules may be called the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, 'Staff Car Driver (Grade-I), Recruitment Rules 2023. (ii) These rules shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay matrix:- The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 'Staff Car Driver (Grade-I) of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualification etc.:- The method of recruitment, age limit qualifications and other matters relating to the said post shall be specified in columns 5 to 13 'Staff Car Driver (Grade-I) of the said Schedule. 4. Disqualifications:- No Person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation.4 DELHI GAZETTE : EXTRAORDINARY PART IV] 5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:–Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard. SCHEDULE 1 Name of the Post Staff Car Driver (Grade-I) 2 Number of Post 02* (2023) *subject to variation dependent on workload 3 Classification General Central Service Group-'C', Non- Gazetted, Non-Ministerial 4 Level in the Pay Matrix Level-5 (Rs.29200-92300/-) of the Pay Matrix 5 Whether Selection or non selection Non-Selection post. 6 Age limit for Direct Recruits Not Applicable 7 Educational & other qualification Not Applicable required for Direct Recruitment. 8 Whether age & educational Not Applicable qualification prescribed for direct recruits will apply in the case of Promotees. 9 Period of Probation, if any Not Applicable 10 Method of Recruitment whether by By Promotion (100%) Direct Recruitment or by Promotion or by Deputation/Absorption & % of the posts to be filled by various methods 11 In case of Recruitment by Promotion: Staff Car Driver (Grade-II) in the Pay Level-4 (Rs.25500- Promotion/Deputation/Absorption, 81100/-) of the Pay Matrix with 05 years of regular service in the Grade grades from which or a combined service of 13 years in Staff Car Driver (Grade-II) and Staff Promotion/Deputation/ Absorption Car Driver (Ordinary Grade) and have passed the trade test, specified by to be made. the Government, GNCTD. Note: Where juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service. 12 If a DPC exists, what is its Group-‘C’ Departmental Promotion Committee for considering composition promotion: 1. Principal Secretary/Secretary (Labour) - Chairperson 2. Head of the Department (DES) - Member 3. Deputy Secretary (Services) - Member Note:- Senior most member of the Departmental Promotion Committee shall act as Chairperson in case the notified Chairperson of the Departmental Promotion Committee happens to be junior to another member of Departmental Promotion Committee. 13 Circumstances in which UPSC to be Not applicable consulted in making recruitment By Order and in the Name of the Lt.
