Constitution:- The Service shall consist of the following categories, namely:- Category 1. Co-operative Sub-Registrar 2. Senior Inspector 3. Junior Inspector 2. Appointment:- Appointment to the categories of posts specifi ed in column (1) of the table below shall be made by the methods specifi ed in the corresponding entries in column (2) thereof:- Category Method of Recruitment (1) (2) 1. Co-operative By promotion from among the Senior Inspectors Sub Registrar 2. Senior Inspector By promotion from among the Junior Inspectors; and By direct recruitment Provided that the vacancies arising in the category of Senior Inspector shall be fi lled by promotion and by direct recruitment in the ratio 1:2 and in the order or rotation that follows for a block of every 3 vacancies:- (i) Promition, (ii) Direct recruitment and (ii) Direct recruitment.Oct. 30, 2024] TAMIL NADU GOVERNMENT GAZETTE 97 3. Junior Inspector By recruitment by transfer from among Junior Assistants, Typists ad Steno-Typists Grade-III employed in the Milk Production and Dairy Development Department. Provided that the vacancies arising in the category of Junior Inspector shall be fi lled by recruitment by transfer from among Junior Assistants, Typists and Steno-Typists Grade III ratio 9:9:1 following the order of rotation specifi ed below:- Junior Assistant Typist Junior Assistant Typist Junior Assistant Typist Junior Assistant Typist Junior Assistant Typist Junior Assistant Typist Junior Assistant Typist Junior Assistant Typist Junior Assistant Typist Steno Typist Grade-III Also provided that the selection of Junior Assistants or the Typists or the Steno Typists Grade-III shall be adopting their seniority already fi xed in the respective categories. Provided further that if no qualifi ed and the suitable candidate is available for a turn for appointment from a particular category in the cycle, the turn shall lapse and vacancy in the next turn shall be fi lled in the order of rotation. The lapsed turns will be ignored and not carried over. The selection of the Steno Typists Grade-III for appointment by recruitment by transfer as Junior Inspector shall be on exercising their option to become so. 3. Appointing Authority:- The appointing authority for all the categories shall be the Deputy Milk Commissioner (Co-operation). 4. Reservation of appointments:- The provisions in Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Act No.14 of 2016) shall apply to a category to which direct recruitment is made. 5. Preparation of annual list of approved candidates:- For the purpose of drawing up of the annual lists of approved candidates for appointment to the categories in the service by recruitment by transfer or promotion, the crucial date on which the candidate should be qualifi ed shall be as follows:- Class / Category Crucial Date (1) (2) Class - I Dairy Co-operative Wing 1. Qulifi cations:- (a) Age:- No person shall be eligible for appointment by direct recruitment to any category if he has completed or will complete 30 years of age on the fi rst day of July of the year in which the notifi cation for recruitment is made. Direct Recruitment Must possess a degree by regular College study from a university recognized by University Grants Commission. 3. Junior Inspector Recruitment by transfer i) Approved probationer in the category of Junior from among Junior Assistant / Typist / Steno Typist Grade III. Assistants / Typists / ii) Must have passed examination in the Account Steno Typists in Dairy Test for Sub-ordinate Offi cers Part-I conducted by Development Department. the Tamil Nadu Public Service Commission. For the purpose of these rules, a person who has passed the degree specifi ed in column (1) of the Table below shall be deemed to have passed the examination conducted by the Tamil Nadu Public Service Commission in the subjects specifi ed in the corresponding entries in column (2):- Degree Examinations Conducted by TNPSC (1) (2) B.Com Book-keeping M.Com i. Probation:- (a) Every person appointed to a category by direct recruitment shall, from the date on which he joins duty be on probation for a total period of two years on duty within a continuous period of three years. (b) A person appointed to a category by recruitment by transfer, shall from the date on which he joins duty be on probation for a total period of one year within a continuous period of two years. Co-operative Management and Administration 3. Auditing 4. Co-operative Credit & Banking 5. Book-keeping ii. A Pass in the Tamil Nadu Government Offi ce Manual Test. iii. Must have completed 12 weeks training programme on "Diploma in Co-operative Management" conducted by Natesan Institute of Co-operative Management / Institute of Co-operative Management, Madurai. An Agreement Bond must be executed by the employee, before training, agreeing to abide by the conditions as stipulated in the agreement subject to which he/she is deputed for the training. Category-3 Should have completed 12 weeks training programme on Junior Inspector "Diploma in Co-operative Management" conducted by Natesan Institute of Co-operative Management / Institute of Co-operative Management, Madurai. An Agreement Bond must be executed by the employee, before training, agreeing to abide by the conditions as stipulated in the agreement subject to which he/she is deputed for the training. 9. Transfers and Postings:- All transfers and postings shall be made by the Deputy Milk Commissioner (Co-operation). 10. Saving Clause:-Nothing contained in these rules shall adversely aff ect any person who is holding a post in a category borne on this service on the date of notifi cation of these rules.
