MS Notice 09 of 2022, issued by the Directorate General of Shipping, Mumbai, dated 28.07.2022, concerns the establishment of a Traffic Separation Scheme (TSS) in the Gulf of Kutch (GoK) and its outer approaches. Due to the high volume of vessel traffic in the area and the resulting accidents leading to property loss and environmental pollution, the existing deep water route and safety fairways are being replaced with a TSS and revised safety fairways (Appendix-I), respectively. All shipping traffic in the region is required to use the TSS. The coordinates of the TSS and safety fairways are provided for reference, reproduced on INT Chart Nos. 2068/202/203 (Annexure - II - Not to be used for navigation). The Gulf of Kutch [GoK] area has number of ports and terminals due to which large
number of vessels operate in the area making it one of the busiest shipping routes in Indian waters.

The large number of merchant vessels and other smaller vessels operating in the area has
resulted in some of the accidents in recent past. The accidents have resulted in loss of properly
and environmental pollution.

Considering these accidents in GoK waters, it has become imperative to establish a Traffic
Separation System in the area that will not only ensure improvement in safety of navigation,
avoidance ofcollision, ease in flow oftraffic and the avoidance ofareas ofheaw traffic. but also
improve safety of life, property and the environment.
4. In view if the foregoing, extensive consultations were held with the stakeholders of the
region and the existing Deep Water [DW] route is replaced by a Traffic Separation Scheme [TSS]
and existing safety fairway on approaches to GoK is also replaced with revised safety fairway with
following coordinates [Appendix-I] in GoK region. The said coordinates have been reproduced
on INT Chart No -20681202/203 (Annexure - II. Not to be used for Navigation) for reference.
5. All shipping traffic in the region are to use the traffic separation scheme, so that safety of
life, property and the environment can be improved in the region.
6. This Merchant Shipping Notice comes into force with effect from I't September 2022
(0110912022) and is issued with the approval of the competent authority.
