## Policy Analysis Report: Extension of Term for Ex-officio Member of Mormugao Port Authority
**1. Executive Summary:**
This report analyzes a notification (G.S.R. 263E) issued by the Ministry of Ports, Shipping and Waterways, Government of India, pertaining to the Mormugao Port Authority. The notification amends a previous notification (G.S.R. 64E) by extending the term of Sh. Vinay Kumar Prajapati, Director, Ministry of Ports, Shipping and Waterways, as an Ex-officio Member of the Board of the Mormugao Port Authority. The extension is granted beyond March 31, 2022, and remains in effect until further orders. The key finding is that the Central Government deems it necessary to maintain continuity in the Board's composition, specifically concerning representation from the Ministry of Ports, Shipping and Waterways.
**2. Introduction:**
This report provides an analysis of Notification G.S.R. 263E, issued by the Ministry of Ports, Shipping and Waterways, based solely on the information provided within the document itself. The report aims to inform affected industries and stakeholders about the amendment regarding the extension of the term for an Ex-officio Member of the Board of Mormugao Port Authority.
**3. Policy Overview:**
* **Type:** Amendment to existing policy.
* **Original Policy Referenced:** Notification No. G.S.R. 64E dated 28th January, 2022.
* **Core Objective(s):** The amendment's objective, as inferred from the text, is to ensure continued representation of the Ministry of Ports, Shipping and Waterways on the Board of the Mormugao Port Authority. This suggests a belief that this representation is crucial for the effective functioning and oversight of the port.
**4. Background and Rationale:**
The amendment extends the term of an existing Ex-officio member of the Board. The likely reason for this extension is to prevent a vacancy on the Board that would occur if the original term were to expire. This implies the member's contributions are considered valuable, or that a replacement is not immediately available, or that continuity of experience from the Ministry is critical for ongoing projects and decisions. The amendment avoids an interruption in the Board's operations and ensures continued alignment with the Ministry's policies and objectives.
**5. Key Provisions / Changes:**
This notification specifically introduces the following change:
* **Specific Part of the Original Policy Changed:** The notification G.S.R. 64E dated 28th January, 2022, which originally defined the term of Sh. Vinay Kumar Prajapati as an Ex-officio Member of the Board of Mormugao Port Authority, is being amended.
* **New Rule/Provision:** The term of Sh. Vinay Kumar Prajapati as an Ex-officio Member of the Board is extended "beyond 31.03.2022 and until further orders."
* **Difference/Effect of the Change:** The amendment removes the previously defined end date for the individual's term and replaces it with an indefinite extension, subject to future directives from the Central Government. This ensures the individual remains a member until further notice, providing continuity in the Board's composition.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders directly affected by this amendment include:
* **The Mormugao Port Authority and its Board Members:** The composition of the Board and the expertise available to it are directly impacted.
* **The Ministry of Ports, Shipping and Waterways:** This amendment affects the Ministry's representation and oversight capabilities within the Port Authority.
* **Sh. Vinay Kumar Prajapati:** The individual whose term is being extended.
* **Businesses and entities that utilize the Mormugao Port:** Stability and efficient operation of the port depends on the board and affects those doing business through the port.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Ports, Shipping and Waterways is the responsible agency for implementing this amendment. The Mormugao Port Authority is also indirectly involved in implementing the changes to its board membership.
* **Timelines/Procedures:** The extension is effective immediately following March 31, 2022. No specific procedures are outlined in the text other than the issuance of the notification. The extension remains valid until further orders are issued by the Central Government.
* **Focus on changes:** The port and Ministry need to update their records and procedures to reflect the extension to the member's term.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to:
* Ensure continued expertise and representation from the Ministry of Ports, Shipping and Waterways on the Board of the Mormugao Port Authority.
* Maintain stability and continuity in the Board's decision-making processes.
* Potentially support ongoing projects or initiatives at the port that require specific knowledge or oversight from the Ministry.
* Avoid operational disruptions that might arise from a vacancy on the Board.
**9. Conclusion:**
Notification G.S.R. 263E represents a specific amendment to extend the term of an Ex-officio Member on the Board of the Mormugao Port Authority. This amendment ensures consistent representation and oversight from the Ministry of Ports, Shipping and Waterways, thereby contributing to the efficient functioning and strategic direction of the port. The indefinite nature of the extension underscores the perceived importance of this role and the need for uninterrupted engagement with the Port Authority.
